The function is working properly when the selector is on line position.
In case of voltage return on cables when selector is on earth position and
earthing switch open, it is compulsory to move back the selector in line position in
order to re-initialise the locking function.

Description
DM102370

The live cable interlock function is an electrical interlock preventing the operator from
closing the earthing switch on live cables.

Principe
The system is composed of:
bb A mechanical locking assembly acting directly on the line / earth selector, including
an override key that can be used to bypass the locking device.
bb An undervoltage coil for failsafe operation of the mechanical lockout system.
bb A VPIS indicator on the cable side, with a voltage output (VPIS-VO), to detect and
send the voltage signal to the relay.

Operation
bb Normal case: the system is powered by auxiliary power. It is then impossible to move
the selector from line to earth as long as voltage is detected on the cable by the VPIS.
bb In case of auxiliary power loss, cables live or not, a failsafe features blocks the
system so the selector can not be operated.

Override is possible only by unlocking the system with key or when auxiliary power is
restored.

Cable Testing
Cable testing involves injecting a test voltage through a cable between 2 cubicles A and B.

The 2 main purposes of cable testing are to:


bb localize a default on a cable (or on a phase if more than 1 cable per phase)
bb diagnose potential problems on a cable

Maximum Voltage of the Test Signal

When testing the cable, limit the voltage to:
bb DC (36 kV positive or negative potential, 15 minutes)
bb AC (14 kV, 1 minute)
bb VLF sinusoidal signal (20 kV)
bb VLF cosinusoidal signal (28 kV)

Injection Points
Depending on the cubicle used, the test signal can be injected through:
bb dedicated cable terminations with injection point cable terminations in the Connection Compartment (if not
using the cable test device)
bb dedicated cable test device
Note: We strongly recommend to use the cable test device because it is fully interlocked and does not require
access to Connection Compartment.

Introduction
The cable test device provides a safer working environment for personnel by:
bb eliminating the need to open the Connection Compartment to access the cable connections
bb providing a full interlock with the earthing switch
bb providing a double insulation gap during testing
bb facilitating the cable connection with specific injection fingers.
The cable test device is located at the front of the cubicle.

NOTICE
HAZARD OF CUBICLE DAMAGE
For cubicle fitted with VRT4 or VRU1, it is necessary to disconnect the Voltage
Transformer before Cable Testing.
See chapter Disconnecting the Voltage Transformer on a Metering Unit.

Your Cubicle Cable Testing Configurations

Before injecting the test voltage, ensure that
bb the switchgear of the 2 cubicles are padlocked in the open line position
bb the cable is first discharged to earth and then disconnected from the earth.
Failure to follow these instructions will result in death or serious injury.

These operations are to be performed on the cubicle by qualified personnel only and in accordance with the local
electric safety rules.

Testing Cases
The operations to set up the 2 cubicles before testing are described in the following cases:

Case 1 bb Both cubicles A and B are Premset cubicles fitted with a cable test device.

bb Close the tube of grease after using it.
bb Tigthen the caps to 50 N.m.

The ES-B core unit is dedicated to busbar earthing:
bb The main application is coupled busbars (2 incomers + 1 bus coupler system) but
it can also be used for any application requiring busbar earthing prior to accessing
the busbars.
bb The busbar system is totally maintenance-free and requires no servicing
throughout its life cycle.

VIP40s and VIP45s are suitable for substations without an auxiliary power supply.
They are dedicated to protecting MV/LV transformers.
They offer the following functions:

Display
During operation, the display indicates the value of the current on each phase in succession. Each phase
remains displayed for 3 seconds before automatically changing to the next. The display is in amps, on 3 digits.
Note: If the phase current is less than the pick-up current, the VIP is not activated and the display is off.

The identification label on the front panel is used to identify the VIP:

Lugs for Opening the Transparent Protective Flap


To open the flap, pull both lugs simultaneously. The flap pivots open on its 2 bottom hinges.

Imax. Button: Peak Demand Display


Pressing the Imax. button triggers a sequence displaying the peak demand currents for all 3 phases in
succession. After this sequence, the VIP automatically returns to displaying the phase currents.

Test/Reset Button
After a trip, pressing this button stops the flashing trip indication. This button can also be used to:
bb Test the built-in battery. When pressing the Test/Reset button, the fault indication LED lights up immediately to
indicate that the battery is OK.
bb Perform the lamp test if the relay is supplied with power.
Pressing the Test/Reset button for 5 seconds causes all the display segments and the status LED to light up, and
displays the software version number.

Status LED
The status LED provides information about the VIPs general status.

Pictogram LED Event

Red color and The VIP has gone into the fail-safe position following detection by the

involving a risk of nuisance tripping. In this case, the VIP is no longer
operational.
Note: This LED may light up briefly when the VIP is energized: this is normal and

Trip LED: Fault Indication


The fault indication LED flashes to indicate that the VIP has sent a trip order to the circuit breaker. After circuit
breaker opening, when the VIP is no longer supplied with power by its sensor, the built-in battery makes the LED
flash.
The LED stops flashing:
bb Automatically after 24 hours
bb When the current returns, on circuit breaker closing (if the current is higher than the pick-up current)
bb When the Test/Reset button is pressed
Note: The VIPs built-in battery only supplies power to the fault indication LED displaying the type of fault. It has no role in
operating the protection functions.
There is a special space for a user-customizable label for the Trip LED.

Checking VIP Operation


Simplified Check
The pocket battery module contains a battery which can be used to power the VIP to check it is working
correctly.
The pocket battery module is used to:
bb Check that the VIP processor is working correctly
bb Test the circuit breaker trip circuit
To check that the VIP processor is working correctly, proceed as follows:

Step Action
1 Connect the pocket battery module.
2 Check that the VIP starts and displays the phase currents.
3
Make sure that the status LED is off. If so, this means that the VIP self-tests do not detect a
malfunction.
Result: The VIP processor is working correctly.

Checking the MV Circuit Breaker Trip Circuit


When the pocket battery module is connected, the integrity of the circuit breaker trip circuit can be
checked by sending an opening order to the circuit breaker via the Mitop trip unit. In order for this trip
order to be sent, the VIP must be switched to temporary test mode.
The check ensures that:
bb The VIP processor is working correctly
bb The VIP and the Mitop trip unit are connected
bb The Mitop trip unit is working correctly
The check cannot ensure that the VIP is connected to the sensor.
For this test, the MV circuit breaker must not be connected to any power source (either upstream or downstream)
so that it can be opened and closed safely.
To check the circuit breaker trip circuit, proceed as follows::

Menu Organization
All the data available in the VIP relay is divided between 3 menus:
bb The metering menu ( ) contains the current measurements, peak demand currents, load history, event
records, fault trip counter and the breaking current history.

bb The protection menu ( ) contains the essential settings for setting up the protection functions.
bb The parameters menu ( ) contains the parameters that are used to adapt VIP operation to particular
applications. When a VIP is new, all the parameters in this menu have a default value. The protection functions are
operational even with the parameters menu default values.

Selecting a Screen in a Menu


1. Press the key to select one of the 3 menus.
The menu indicates the selected menu:
bb Metering menu
bb Protection menu
bb Parameters menu

2. Press the or keys to scroll through the screens in the selected menu, until the desired screen is
displayed.

Default Screen
A default screen is displayed automatically 3 minutes after the last keystroke. This default screen is the screen
displaying the phase currents.

The status LED provides information about the VIPs general status:

Checking the VIP Processor
The pocket battery module contains a battery which can be used to power the VIP to check it is working
correctly, or to enter settings if the integral battery is missing.
The pocket battery module is used to:
bb Check that the VIP processor is working correctly
bb Test circuit breaker tripping
To perform the check, proceed as follows:

Step Action
1 Connect the pocket battery module and move the switch to the Test position.
2 Check that the VIP starts and displays the phase currents screen.
3 Check that you can access the setting menus by pressing the , and keys.
4
Check that the status LED is off: this means that the VIP self-tests do not detect a malfunction.
Result of the procedure: The VIP processor is working correctly.

Checking the MV Circuit Breaker Trip Circuit

the setting has been taken into account by the VIP. The VIP is then in temporary test mode.
NOTE: This operation may require the password to be entered, if this has been set up earlier.

Press the key for 5 seconds: the LED flashes quickly to indicate that tripping is about to occur.
Result: After 5 seconds, the VIP sends an opening order to the circuit breaker and displays a message
indicating the VIP has sent a trip order.

The complete protection chain can be checked by a test that injects current into the sensor primary.
This test can check complete integrity of the protection chain, without disconnecting the sensors and without
changing the VIP settings.
It can be used to check that:
bb The sensors are connected correctly
bb The VIP is working and is measuring the current correctly
bb The Mitop trip unit is connected correctly and trips the circuit breaker
These test will trip MV circuit breaker and turn off power. Ensure that it can be done safely.
Note: For the primary injection test, it is advisable to control injection stopping by using a circuit breaker auxiliary contact.
Otherwise, if the primary injection is not stopped the VIP may continue to send trip pulses to no purpose (test scenario 1 only).

Scenario 1:
If the protection settings are low (<50 A) and the injection device used can deliver sufficient current to activate the
protections, the integrity of the VIP and the complete protection chain can be checked directly by primary injection.
This test can be performed by single-phase injection, in succession on each of the 3 phases, in order to check that
the protections trip.

Scenario 2:
Depending on the protection setting values, it is not always possible to inject sufficient primary current to achieve
the level required for tripping. If this is the case, to get round this difficulty, it is possible to activate a protection
temporarily with a low set point dedicated to this test, in order to check operation of the sensors and the VIP, until
the circuit breaker trips. For this test, it is necessary to switch the VIP to its temporary test mode before activating
the protection dedicated to the test.
The rest of this section describes the procedure to be followed for scenario 2.

Displaying the CT Range of the VIP400


1. Press the key to select the parameter menu ( ).

2. Press the or to scroll through the screens in the selected menu, until the CB CUSTOM screen is
displayed.

3. Set the parameter to Display.

4. Press the until the PHASE CT parameter is displayed.


Result: the CT range is displayed (200 A or 630 A).

Testing and Metering Equipment Required


For the primary injection test, use a sinusoidal AC current generator fitted with its connection accessories:
bb 50 or 60 Hz frequency (according to the country of use)
bb Single-phase or three-phase, adjustable from
vv VIP40/45: 0 to 20 A RMS
vv VIP400: 0 to 50 A RMS

Primary Injection Circuit Block Diagram


In this case, 1 primary injection winding per phase is prewired and connected to a C60 type LV circuit breaker
located in the Bottom Connection module. See the Cubicle Desciption section page 7 for locating the module in
the cubicle

Follow these steps before injecting the current:


1. Connect the injection case to the C60 type LV circuit breaker.

Turn off injection control using an MV circuit breaker auxiliary contact (optional).
Note: Do not hard-wire the auxiliary contact in series in the injection circuit.

Checking the Sensor Connection


For this test, the MV circuit breaker must not be connected to any power source (either upstream or downstream)
so that it can be opened and closed safely.

To perform the sensor connection check, proceed as follows:


1. Check that the pocket battery module is not connected.

2. Inject a primary current on phase 1 using the cubicles primary injection circuit if it has one:
bb VIP40/45: 10 A
bb VIP400, 200 A range: 16 A
bb VIP400, 630 A range: 35 A

3. Check that the VIP displays the injected current (accuracy = +/- 5%) and that the status LED is off.

4. Repeat this operation for phases 2 and 3.


Result: The sensor connection to the VIP is checked.

Checking the Circuit Breaker Trip Circuit


The rest of the procedure can be used, if necessary, to activate test protection temporarily in order to
check the Mitop trip unit is connected and that the circuit breaker trips.

Using a VIP40/45
1. Close the MV circuit breaker.

2. Inject a 16 A primary current into one of the phases using the cubicles primary injection circuit if it has one.

3. Switch the VIP to temporary test mode (scenario 2):


bb Use a pointed tool to press the Trip test button.
bb The VIP displays TEST indicating that it has switched to temporary test
mode.

4. Activate test protection to trip the circuit breaker by using a pointed tool to press and hold down the Trip test
button:
bb The Trip LED flashes quickly to indicate that tripping is about to occur.
bb 5 seconds are counted down on the display.
bb Result: After the countdown, the VIP gives a trip order via the Mitop trip unit and the circuit breaker opens. The
VIP displays the TRIP message.

5. Turn off current injection, then disconnect the primary injection equipment.

The VIP exits temporary test mode (scenario 2):


bb Automatically:
vv After sending the opening order
vv After 5 seconds
vv When its power supply from the sensors has been removed
bb Manually:
vv When the Test/Reset button is pressed
vv After the Trip test button is released during the 5-second countdown before the trip order is sent

VIP40/45/400

Using a VIP400
1. Close the MV circuit breaker.

2. Inject a primary current into one of the phases using the cubicles primary injection circuit if it has one:
bb VIP400, 200 A range: 16 A
bb VIP400, 630 A range: 35 A

3. Switch the VIP to temporary test mode (scenario 2):


bb Go into the parameters menu () by pressing the key
bb Select the TRIP TEST screen by pressing the and keys.
bb Select the ACTIVE value by pressing the key and using the keys.
bb Press again to confirm selection. The value of the currents is displayed. The VIP is then in temporary test mode.
Note: This operation may require the password to be entered, if this has been set up earlier.

4. Activate test protection to trip the circuit breaker by pressing the key for 5 s: the LED flashes quickly to indicate
that tripping is about to occur.
Result: After the time delay has elapsed, the VIP gives a trip order via the Mitop trip unit and the circuit breaker
opens. The VIP displays a message indicating that the I> protection has sent a trip order.
Note: Injection must be interrupted after the trip via the circuit breaker auxiliary contact wiring. If this is not done, the message
indicating that the I> protection has sent a trip order will be acknowledged automatically and will no longer be displayed.
5. Turn off current injection, then disconnect the primary injection equipment.

The VIP exits temporary test mode:


bb Automatically:
vv After sending the opening order
vv After 5 seconds
vv When its power supply from the sensors has been removed
bb Manually:
vv When the Test/Reset button is pressed
vv After the Trip test button is released during the 5-second countdown before the trip order is sent

Elements Checked During the Tests


The addition of the 2 tests check that:
bb The VIP is correctly connected to its metering and power supply sensors.
bb The sensor rating (200 A) is as expected.
bb The VIP and its sensors are measuring the current value in the network correctly.
bb The VIP processor is working correctly.
bb The VIP is connected to the Mitop trip unit correctly.

Commissioning
Prerequisites
Operational commissioning of the cubicle must not take place before the complete protection chain has been
tested as described before.

Checks and Settings


In the event of uncertainty or a missing report, check the settings:
bb VIP40: values of the I> set point
bb VIP45: values of the I>, Io> and to> set points
bb Values of the 2 configuration parameters: Discrimination with the LV CB and EF inrush delay.
bb Correct the setting values if required.
Once this check has been made, you should make no further changes to the settings, which are now deemed to
be definitive.

Commissioning
After circuit breaker closing, check that:
bb The Maintenance status LED is off
bb The VIP displays the measurement of all 3 phase currents

If these 2 conditions are not verified, check that the network current is higher than the pick-up current needed to
operate the VIP relay through the sensor.

The Amp 21D is an ammeter, for cubicle, automatic and self-powered.
The Amp 21D comes into operation whenever the current is greater than 3 A on the network.

Fault Passage Indicator

The Flair 21D, 22D and 23DV fault passage indicator is selfpowered by the measurement sensors.
A minimum 2A current is required in the MV cable to start up the Flair 21D display, an energy storage guarantees a
4 hours minimum autonomy.
The Flair devices have an output contact for interfacing with a SCADA system.
Flair 22D/23DV can be connected to a voltage presence indicating system (VPIS) provided with a
voltage output (VPISVO). In this case, for greater reliability, fault detection is confirmed by voltage absence
without taking into account the current.
Flair 23DV has to be supplied from 24 Vdc to 48 Vdc for a permanent display operating and for the outdoor lamp
supply.(With a single zero sequence CT, self powering is not possible).

In the absence of a fault, a load current indication is displayed.

Fault Passage Indicator

Maximeter Mode
To access the maximeter function, press once the Imax. button.
For each phase, an indication of the maximum load currents since the last reset is displayed.
Example:
for a max. current of 500 A in phase 1: then ,
followed by M2 and M3.
The maximeters scroll only once.
All the maximeter values are reset by simultaneous actuation of the Test/Reset and Imax. buttons during
scrolling.
When Flair 22D is provided with an earth CT (B type mounting), display of M2 and M3 only.

Detector in Fault Indication


Event A :
the current exceeds one of the thresholds set for a period acknowledge time.
Event B :
the line current disappears (or absence of U with VPISVO option, on Flair 22D/23DV)
Fault indication is active when A is followed by B within a lapse of time of less than 70 s.
bb Phasetoearth fault detected :

display of or or , (or if earth CT).

the indicator lamp flashes (1 flash every 3 s) and the output contact is activated.
bb Phasetophase fault detected:

display of (Over current),

the indicator lamp flashes (2 flashes every 6 s) and the output contact is activated.

For these 2 types of faults, the indicator lamp remains flashing until it is reset (Reset), which can be achieved by:
bb current recovery > 70 s, configurable time delay on Flair 22D/23DV (Reset active if Automatic reset is not on OFF)
bb U recovery, if VPISVO option on Flair 22D/23DV (Reset active if Automatic reset is not on OFF)
end of the time delay, (4 hours on Flair 21D, configurable on Flair 22D/23DV)
bb a press on external Reset
bb manual actuation of the Test/Reset button.

Voltage Detection Relay


The VD23 is a voltage presence and absence detection relay.
It uses the VPIS V0 as sensor, and operates with a 24 or 48 Vdc external power supply.

Operation Calibration
At power up, the VD23 automatically detects voltage presence and the network frequency, and then performs
self calibration.

Measuring Mode
3 seconds after calibration, the VD23 displays, by scrolling, the percentages of the nominal voltage detected on
each phase.

When the voltage percentage becomes greater than the set threshold for all the configured phases, then the VD23
lights the voltage presence indicator and activates (or releases in inverted mode) relay R1.

Detection of Voltage absence:


When the voltage percentage becomes less than the set threshold for all the configured phases, then the VD23
lights the voltage absence indicator and activates (or releases in inverted mode) relay R2.
