It looks like they have 15-16 bags of K2. Behind Perry's Steakhouse. Suspect B/M wearing gray hat, black shirt, and blue jeans. Suspect H/M wearing black shirt, black hat, and denim shorts mne and began checking the west alley of the 700 blk of Officers Retkofsky and Jones arrived on Congress. Officer Jones located a subject identified as: Jeremy Dixon W/M 10/18/1982 Officer Jones observed a large amount of loose tobacco on the ground around where Jeremy was sitting. Officer Jones also observed multiple empty Show Spiral Cigarillos packaging on the ground next to where Jeremy was sitting Officer Jones knows through training and experience that K2 (Synthetic Cannabinoid) is commonly placed in a Cigarillo that has been emptied of tobacco and is referred to on the street as a "Stick" While investigating the distribution of K2 (Synthetic Cannabinoid) in the past Officer Jones has frequently found dealers of K2 (Synthetic Cannabinoid) to have piles of tobacco on the ground around them or in their vehicles from emptying the tobacco out Cigarillos before filling them back up with K2 (Synthetic Cannabinoid), @ Filed on 5/18/2017 9:08 AM Travis County District Clerk Velva L. Offi Retkofsky noted these bills were wadded up and stuffed in Jeffery’s pockets or the bag. Officer Rose was working this assignment in response to a rash of overdoses linked to K2 (Synthetic Cannabinoids) While monitoring the HALO cameras, Officer Rose observed a heavyset H/M standing next to a ‘green trashcan on the east sidewalk of the 700 blk of Neches St. This subject was later identified as: Pablo Diaz H/M 05/12/1974 Officer Rose observed an unidentified W/F was standing next to Pablo. She removed cash from her purse, and placed it on top of the green trashcan next toa cellphone, which Pablo was touching with finger as if he was typing something on the touch screen, Officer Rose observed Pablo pick up the cash. At the same time, the unidentified W/F moved the cellphone and picked up what appeared to be a “Stick” The unidentified W/F then walked away. Office Rose could see several more of the hand rolled brown paper cigars laying on the trashcan Officer Rose knows through training and experience K2 (Synthetic Cannabinoid) is commonly placed in a Cigarillo that has been emptied of tobacco and is referred to on the street as "Stick" AA few moments later, Officer Rose observed two unidentified B/M's walk up to Pablo, They too left cash on top of the trashcan in exchange for a “Stick”. Officer Rose observed Pablo begin to Strip the tobacco out of another Cigarillo dumping the tobacco on the ground.
