1. This circular details the requirements for the re-rating or registration of used boilers and pressure
vessels for use in British Columbia. Registration submissions must be sent to the attention of Design
Survey, Engineering & Research, Operations.
2. The registration submission for a used boiler or pressure vessel that is to be re-rated or registered shall
consist of documentation confirming that the vessels original construction was in accordance with the
appropriate ASME Boiler and Pressure Vessel codes, non-destructive examination results to establish the
vessels condition and ASME code calculations verifying that the vessel, in its present condition, is suitable
for its intended service. As a minimum, the following information shall be submitted:
3. Radiography, any other method of NDE ASME Code Cases or later Code addendas which were not
utilized for the vessels original design and construction shall not be used to increase welded-joint
efficiencies or allowable material stresses to re-rate an existing vessel to a higher Maximum Allowable
Working Pressure (MAWP).

4. Upon satisfactory review of the registration documentation, a design registration letter indicating the
CRN, date of registration, manufacturers name, drawing/revision numbers, registration fee and any other
pertinent information will be sent to the applicant. A separate invoice will be forwarded for the registration
fee. No other documents will be stamped or returned to the applicant.
5. Following the registration acceptance, the vessel installation and its piping shall be inspected and
hydrostatically tested to a Safety Officers satisfaction before being placed in service. After satisfactory
completion of the inspection and testing, the Safety Officer will approve the vessel for operation and issue
a BC ID if necessary. A new nameplate shall be attached adjacent to the existing nameplate for re-rated
vessels. The stamping and placement of a new nameplate shall be witnessed by the Safety Officer.
