"this Office has observed that in appointment
Proposals for persons witose civil service eligibilities
have been granted under the provisions of tepavlic
Act 1080 as awended by itepublie Act 1844, it is the
practice to place in the space for eligibility the bar
or other board examination in which the proposed appointee
has qualified and to add thereto "wirst Grade.” 1t
would thus appear that the bar or board exawination is
equivalent to first grade civil service eligibility
regardless of the nature of the position to be filled.

auended by Kep. Aet 1844, although tie bar and board
exauinations are declared as civil service examinations,
said exawinations, are considered equivalent to first
grade regular examination for purposes of appointuentto positions in (he classified service the
duties of which invelve knowledge of the re:
pective professions, except pusicions requir-
ing highly specialized knowledge not covered oy
toe ordinary board examinations; and such bar
er board examinations shall be equivalent tu ihe
next lower grade of civil service examination

"Aas the determination of whetier the bar or
board examination is equivalent to first or second
grade eligibility rests with this Office and to
further protect and strengthen the werit system,
all teads of departwents and agencies are directed
to discontinue the practice wentioned above and
to merely place on tue space for eligibility on
the appointuent paper the title of the profession-
al examination in which the appointee has quali-
fied. Jienceforth, all appointment papers not pre~
Pared in accordance with this Circular shall be
returned without action.
