Board of Legislators Meeting

Significant Local Laws

 Approval of Local Law A of 2017, Repealing Local Law No. 1 of 1991 and
Creating the Ethics Law of Oneida County:
o The local ethics law has not been updated since 1991.
o The changes to the local ethics law bring it in line with the current state ethics
law.
o The local law will repeal the existing law and replace it, in its entirety with the new
local law.
o The proposed changes require the Ethics Board to meet a least once a year. The
current version does not have any such requirement.
o The proposed changes call for a 5 member board (instead of the current 7
member board).
o A public hearing will be scheduled for the local law.

Significant Resolutions

 Approval of the 2017 Contract between Oneida County and Mohawk Valley
EDGE: in which the County agrees to pay Mohawk Valley EDGE $349,874 for
the purposes of promoting economic and industrial development and growth in
Oneida County.
o The contract runs from January 1, 2017 and ends December 31, 2017.

 Approval of a Memorializing Request to the State Legislators Representing


Oneida County, to Secure the Passage of Extending Authorization for
Oneida County to Impose Additional Sales a Tax and Compensating Use
Taxes: for authorization to extend the additional 1% tax on sales and
compensating uses and the additional % on sales and compensating uses; and
to provide for the allocation and distribution of a portion of net collections from
such additional rates.
o This is a Home Rule Request to our local representatives urging passage
of S.6495/A.7206.

 Approval of Appointments to the Office for the Aging and Continuing Care:
pursuant to Resolution #56 of 1977 and Section 2002 of the Oneida County
Charter, County Executive Anthony Picente recommended and the Board
approved, the appointment of the following individuals:
o Rose Ann Convertino, Oneida County Legislator, Utica
o Kelly Waters, Exec. Director Parking Senior Center, Utica
o Craig Grant, Homeownership Center, Utica

o Rebecca Ferris, Remsen


o Jay Williams, Esq., Clinton
o Patricia King, RN, Rome Hospital, Rome
o Lucille Soldato, DSS Commissioner, Utica
o Dave Lowetz, Resource Center for Independent Living, Utica
o Emil Paparella, Oneida County Legislator, Utica
o Ex-Officio Appointment: Lisle Sanborn

 Approval to Create Five Part Time Special Patrol Officer Positions: for
$25.48 per hour, Grade 32W, Step 2 to assist with the county-wide regional night
court plan with the 5th Judicial District.
o The patrol officers will provide security at night court arraignments for
court seven days a week for five hour shifts in the evenings.
o Night court arraignments will be held in the lobby of the Public Safety
Complex on Judd Road.

 Approval of an Extension to a Contract between the Oneida County


Sheriffs Office and Correctional Medical Care, Inc. (CMC): for a maximum
amount of $2,556,697 for an extension period from January 1, 2017 to December
31, 2017 for medical care at the Correctional Facility.

 Approval of a Purchase of Services Agreement between Oneida County


Sheriffs Office and Taser International: for $423,855.80 for the purchase and
implementation of body cameras to be used by the Oneida County Sheriffs
Deputies.

 Approval of a Lease Agreement between Oneida County Sheriffs Office


and Hall & Hall Properties, LLC: for $2,600 for winter storage of five boats and
three jet skis at Hall & Hall Properties, LLC located in Oriskany Falls.

o The term of the agreement is October 1, 2016 through June 1, 2017.

 Approval of an Agreement between the Oneida County Sheriffs Office and


the Whitesboro Central School District: for $253,820 for seven Oneida county
Sheriffs Deputies to act as special patrol officers for the Whitesboro Central
School District.

 Approval of Master Template Agreement between Oneida County and


Various Municipalities for Roadside Ditching: for an hourly rate of $330 (in
2016, the rate was $315 per hour) for each municipality for roadside ditching
services between Oneida County Department of Public Works and municipalities
listed below. The participating municipalities will conduct ditch work along county
roads and right-of-ways per the agreements for up to 40 hours per week. The

total for each municipality will not exceed $13,2000 for a term beginning May 1,
2017 and ending December 1, 2017.

 Approval of Mowing Agreements between Oneida County Department of


Public Works and Various Municipalities for Roadside Mowing: for a rate of
$375 for each municipality for a term commencing May 15, 2017 and ending
November 3, 2017 for the ollowing municipalities:
o Ava
o Bridgewater
o Camden
o Deerfield
o Floyd
o Kirkland
o Marcy
o Marshall
o New Hartford
o Paris
o Sangerfield
o Steuben
o Vienna
o Western
o Westmoreland
o City of Rome

 Approval of a Lease Agreement between Oneida County Department of


Public Works and Galaxy Communications, LLC.: for a total cost of $57,897
for a term beginning February 1, 2016 and ending January 31, 2021, to place
radio communication equipment on Oneida Countys Kirkland Hill radio tower.
o Galaxy Communications, LCC shall lease space on the Kirkland Hill radio
tower for the amount identified above.

 Approval of an Intermunicipal Agreement between Oneida County


Department of Public Works and the Town of Whitestown: to assist in the
coordination, design, construction, inspection and contract services relative to a
project on Utica Street (Project Identification Number 2754.34).
o The Town of Whitestown has been awarded $1.4 million through the NYS
Department of Transportations BRIDGE NY Program which provides
federal funding for bridge and culvert reconstruction projects on local
highways.
o Oneida County Department of Public Works has been designated by the
NYS Department of Transportation as the project sponsor.

 Approval Authorizing the Implementation and Funding in the First Instance


100% of Federal-Aid and State-Aid Eligible Costs, of a Federal-Aid and/or
State-Aid Transportation Project, and Appropriating Funds Therefore: for
the following projects:
o $470,000, for Woodhull Road over Woodhull Creek, bridge deck
replacement, Foresport (PIN 2754.36)
o $630,000, for Hawkinsville Road over Black River, bridge deck
replacement, Boonville (PIN 2754.35)
o $1.4 million, for Utica Street over Oriskany Creek, bridge deck
replacement, Village of Oriskany/Town of Whitestown (PIN 2754.34)
o $548,063, for Roberts Road over Little Black Creek, bridge superstructure
replacement, Remsen (PIN 2754.33)

 Approval of an Easement on Property Owned by Andrew and Megan Lachut


to the County of Oneida: to allow the County of Oneida to construct the
Sauquoit Creek Pumping Station force main through the property.

 Approval of the Establishment of Capital Project H-557 DPW-BRIDGE: for


$2,895,660 of federal aid and $152,403 in local aid (5%) for a total of $3,048,063
for Capital Project H-557.

 Approval of an Agreement between Oneida County Office for the Aging and
Continuing Care and Alzheimers Disease and Related Disorders
Association, Inc.: for an amount not to exceed $182,000, to provide respite
services for caregivers of individuals with Alzheimers and other dementia related
disorders.

 Approval of an Agreement between Oneida County Office for the Aging and
Continuing Care and the Department of Veterans Affairs through its
Veterans Health Administration: for $625,000, to provide flexible consumer-
directed services that will assist veteran consumers to remain in the least
restrictive environment.
o This is a revenue generating agreement as the County will be providing
the services.

 Approval of an Agreement between Oneida County Office for the Aging and
Continuing Care and Presbyterian Residential Community, Inc.: for an
amount not to exceed $73,000, to provide community based long-term care
services to the frail and elderly and to assist older consumers to delay or divert
nursing home placement.

 Approval of an Agreement between Oneida County Office for the Aging and
Continuing Care and Central New York, Inc.: for an amount not to exceed
$62,000, to delay or divert nursing home placement.

 Approval of an Agreement between Oneida County Office for the Aging and
Continuing Care and Utica Senior Citizens Recreation Center, Inc.: for an
amount not to exceed $225,934 for fiscal intermediary services for Oneida
Countys aging programs.

 Approval of an Agreement between Oneida County Office for the Aging and
Continuing Care and U.S. Care Systems, Inc.: for an amount not to exceed
$238,700, to provide in-home care services to divert or delay nursing home
placement.

 Approval of a Purchase of Services Agreement between Oneida County


Office of Mental Health and the Arc Oneida-Lewis Chapter, NYSARC, Inc.:
for an amount not to exceed $322,367, to provide assisted competitive
employment and ongoing integrated supported employment services to adults
with serious and persistent mental illness.

 Approval of a Purchase of Services Agreement between Oneida County


Office of Mental Health and Catholic Charities of the Roman Catholic
Diocese of Syracuse, N.Y.: for an amount not to exceed $1,386,331, to provide

social recreation, transportation and various residential services for adults with
serious and persistent mental illness.

 Approval of a Purchase of Services Agreement between Oneida County


Office of Mental Health and the Insight House of Chemical Dependency
Services, Inc.: for an amount not to exceed $1,517,299, to provide outpatient
substance abuse treatment clinics and other services.

 Approval of a Purchase of Services Agreement between Oneida County


Office of Mental Health and Kids Oneida, Inc.: for an amount not to exceed
$60,000, to provide children and family intervention services to Oneida County
children and youth with a serious emotional disturbance and/or severe behavioral
disorder.

 Approval of an Agreement between Oneida County Office of Workforce


Development and Mohawk Valley Community College: for an amount not to
exceed $67,498.90, to provide grant writer services that will help to coordinate
employment-related grants for eligible job seekers.
o This agreement will cover the period from July 1, 2016 to August 31, 2017.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Social Services and Utica Safe Schools: for an amount not to
exceed $90,000, to provide initial response team services with family group
conferencing in the Utica City School District for children who are at risk of out-of-
home placement.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Social Services and Hillcrest Educational Foundation, Inc.:
for an amount not to exceed $6,000,000, to provide institutional foster case for
those children under the age of 18, or in some cases 21, who have been
adjudicated as a Person in Need of Supervision or a Juvenile Delinquent and
whose parents or legal guardians have voluntarily transferred custody to the
Oneida County Department of Social Services.

 Approval of a Purchase of Services Agreement between Oneida County


Department of Social Services and Cayuga Home for Children: for an
amount not to exceed $426,881.60, to provide functional family therapy for youth
at risk of out-of-home placement.

 Approval of a Grant Agreement between Oneida County Department of


Health and NYS Department of Health: for a grant from NYS for $468,945, to
support Oneida Countys Early Intervention Program that establishes a single
point of entry for the referral of children who are at risk for developmental delays.

 Approval of a Grant Agreement between Oneida County Department of


Health and NYS Department of Health: for a grant from NYS for $210,259, to
support Oneida Countys Lead Poisoning Program that provides education to
increase knowledge and awareness of the public and health care providers
regarding lead poisoning.

 Approval of a Purchase of Services Agreement between Oneida County


Office of Mental Health and Upstate Cerebral Palsy, Inc.: for an amount not to
exceed $1,029,101, to provide services to adults and children with serious and
persistent mental illness.

 Approval of a Lease Agreement between Oneida County Department of


Emergency Services and the City of Rome: for the construction of a public
safety radio communications tower for a five year term commencing upon
execution of the lease agreement for the sum of $1.00. Oneida County shall have
the sole option to renew the lease agreement for an additional term of five years
under the same terms and conditions contained in this lease agreement.

 MVHS President Scott Perra attended Mays Board of Legislators meeting to
update the county legislators on the status of the downtown hospital.

The next Board of Legislators meeting is Wednesday, June 14, at 2:00 p.m. in the
County Office Building, 800 Park Avenue, Utica on the 10th floor.
