SCOPE OF WORK FOR CIVIL WORKS & TECHNICAL TERMS, CONDITIONS & SPECIFICATIONS

1.0 BROAD SCOPE OF WORK

1.1 The broad scope of work involved civil construction works for erection of Over-ground
Slop Oil Tank in R&D Center, Faridabad.

2.0 DETAILED SCOPE OF WORK

The scope of work shall be read in conjunction with Schedule of rates and other related
terms and conditions of this tender. In case of any discrepancies, provision made in the
Schedule of rates shall supersede. The Scope of work shall be as under but not limited to
the following:

2.1 The contractor shall be responsible to complete the entire civil work for construction of
foundation and related structures/ facilities for slope oil tank at IOCL R&D Centre,
Faridabad as per schedule of rates and specifications in all respects and any other job
necessary to complete the work, though the same may not be specifically covered in
the scope of work.

2.2 The contractor shall be responsible to get the entire mandatory test done at site or in
laboratory for the all the material indicted in the schedule of rates as per frequency
mentioned in the latest CPWD Specification or as per frequency mentioned elsewhere
in the Tender Document. The laboratory tests shall be carried out in a test laboratory of
high repute and the selection of the same shall be done with the approval of the EIC.
Charges for the Testing shall be borne by the contractor and no additional payment on
this account will be made.

2.3 The contractor shall supply labour and material for constructing bench mark, setting out
and making profiles and connecting bench mark with standard bench mark / existing
level including taking levels etc. as required and maintain the same.

Construction of foundation and other facilities/ utilities as per design and Approved for
Construction (AFC) drawings issued by Architect / PMC / Owner. The Scope of Work
includes following works:

a) Dismantling & Demolishing Work wherever required as per site condition

b) Earthwork for foundation, trenches

c) Plain Cement Concrete

d) Reinforced Cement Concrete including Formwork and Reinforcement

e) Transportation of Serviceable and Unserviceable Material

f) Masonry Work which includes Brick work

g) Structural Steel work for Sheds etc. including roofing etc.

h) Finishing work which includes Internal and External Plaster, Painting, Wall

i) Piping for utilities which include water supply lines, drainage lines, rain water
lines etc and constructing manholes, gully traps etc as per drawings

j) Hooking up utilities like Drinking water, Soil Water, Drainage etc., with
existing facilities.

k) Any other work required for completion of work.

3.0 SPECIAL CONDITIONS OF CONTRACT (TECHNICAL)

3.1 All materials shall conform to the latest edition of the BIS Specifications. Standards issued
elsewhere may be used only if approved by the Engineer in charge and for those materials
only for which appropriate Indian Standards do not exist.

3.2 The technical specification of entire work shall be in accordance with the latest version of
CPWD specifications with the corrections slips, amendments & additions issued till the
last date of receipt of tenders. In case of items not covered under CPWD specifications,
the job shall be done as per relevant BIS codes, as per the direction of the Engineer-in
charge following good and sound engineering practices.

3.3 The mode of measurement for the entire work shall be in accordance with CPWD
specifications. In case of items not covered under CPWD specifications, the mode of
measurements shall be in accordance with IS 1200 (latest edition).

3.4 The quantities set down against each item are only indicative and subject to variations
item wise and any increase or decrease in the quantities shall not form the basis for
alteration of the rates quoted and accepted. Payment on bills shall, however, be made on
actual measurements on quantities of work done.

3.5 In case of any discrepancy of items given in the Schedule of Rates and Specifications,
drawings and other documents, the decision of the Owner in writing shall be final,
binding and conclusive for the purpose of this contract.

3.6 The quoted rates shall be applicable for all heights, depths etc. except otherwise clearly
stated in the description of items and nothing extra shall be paid to the contractor on this
account.

3.7 The quoted rates are also to include removal of water caused by rain, seepage or any
other cause, either by pumping or bailing, that may accumulate in the trenches,
foundations, pits etc. The contractor shall be responsible to remove all water
accumulated in trenches, foundation, pits etc. due to rainwater or from any other
sources. For the above reasons, if the contractor is required to install dewatering pump

etc. shall be arranged by the contractor at his own cost and nothing extra shall be
payable. The contractor shall be fully responsible for removal of all water from the
working area.

3.8 The word Erection wherever used for description of work shall include: Hoisting, putting
in position at all required heights, aligning and fixing with necessary welding, bolting and/
or other fasteners as per technical specifications shall be done with all safety standards.

3.9 Owner reserves the right to interpolate or extrapolate the rates for any new item of work
not covered in Schedule of Rates from similar items already available in schedule of rates.

3.10 All materials, equipments, consumables etc. required for successful completion of work
and not specifically mentioned as to be supplied by Owner shall be supplied by the
contractor at their sole cost and expense.

3.11 For payment purpose, height upto 1.2 meter above ground level shall be considered and
paid as work up to plinth level.

IOCL SCOPE OF SUPPLY FOR CIVIL WORKS

This part shall be read in conjunction with General Conditions of Contract, Section 3 (MATERIALS,
LABOUR AND EQUIPMENT).

Civil Works:

Only the below mentioned materials shall be free issue materials to the contractor unless or otherwise
mentioned in the item in the SOR forming the part of the contract. However, the free issue material will
be issued from owners store, the contractor has to make arrangements for its transportation to the
work site.

a) OPC / PPC Cement

b) Construction Water (The Water will be supplied upto one nearest available point. Laying water
line from the source to the construction site will be in the scope of contractor)

c) Construction Electrical Power (The Power cable from the electrical source to the construction
site will be in the scope of contractor)

Construction Power and Electrical Power will be issued Free subjected to availability of the same. In case
these are not available contractor has to arrange the same at their own and nothing extra will be paid
on this account.

OPC / PPC Cement shall be issued as free issue material for those items only where it has been
mentioned categorically that cement shall be issued by owner in the item description itself. For items
related to Ready Mix Concrete (RMC), all the above mentioned items a), b) & c) for preparation of
Concrete are in the Scope of the contractor.

Any ambiguity regarding the scope of supplies/ services shall be brought to the notice of tender issuing
authority well in advance before due date of submission of the tender. For any ambiguity after
placement of order related to scope of supplies/ services, the decision of Engineer-in-charge shall be
final and binding on the contractor.

Wherever OPC / PPC is to be supplied by the owner as free issue materials (FIM) w.r.t scope of items of
SOR, the following guidelines are applicable:

(i) Necessary indents will have to be raised by the Contractor as per procedure laid down by the
Engineer-in-charge from time to time, as required for incorporation in permanent works.

(ii) Materials will be issued only for permanent works and not for temporary works, enabling works
etc. and the same shall not be taken into account for the purpose of materials reconciliation.

(iii) The Contractor shall bear all other cost including lifting, carting from issue points to work site/
Contractors store, custody and handling etc. and return of surplus / serviceable scrap materials
to owners storage points to be designated by the Engineer-in-charge etc. and no separate
payment for such expenditure will be made.

(iv) Cement as received from manufacturers/stockiest will be issued to the Contractor. The
theoretical weight of each bag of cement for issue purpose will be considered as 50 kg. Any type
of cement and in any container as received from manufacturer/stockiest shall be issued to the
Contractor. No claim whatsoever shall be entertained on this account.

Reconciliation of Free Issue Material

Cement

a) The permissible variation between cement actually used on the job and theoretical consumption
worked out on the basis of CPWD specifications and as determined by Engineer-in-charge shall
be 3% (three percent only)

b) If the actual consumption is more than 3% of the theoretical consumption, then recovery at
prevalent market rate or twice the issue rate whichever in higher for the quantity of cement
beyond the limit of 3% of theoretical consumption shall be affected from the Contractors bill(s)
or any other dues of the Contractor to the owner.

c) If the actual consumption is less than 3% of the theoretical consumption then recovery at
prevalent market rate or twice the issue rate whichever in higher for the quantity of cement
used less than the limit of 3% of theoretical consumption shall be effected from the Contractors
bill(s) or any other dues of the Contractor to the owner, provided that the quantity of the work
has been found accepted by the owner.

d) Unused quantity of cement shall be returned by the Contractor to the owners stores in good
condition. In case the Contractor fails to do so then recovery at prevalent market rate or twice
the issue rate whichever in higher shall be effected from the Contractors bill(s) or any other
dues of the Contractor to the owner, provided that the quality of the work has been found
acceptable by the owner.

e) The Contractor shall maintain a good store for storing cement issued to him. The flooring of the
storage house, the clearances of cement bags from the side walls etc. shall be as instructed by
the Engineer-in-charge. The store shall keep under double lock system. One key of the store
shall be kept by the Contractor and the other shall be kept by the Engineer-in-charge or his
authorized representative so that the store can be opened only with the help of both the keys.

f) The cement store shall be open for supervision and verification by the Engineer-in-charge or his
authorized representative at any time when the Engineer-in-charge feels the need to do so.

g) Periodical, stock taking as decided by the Engineer-in-charge shall be done by the Contractor in
the presence of Engineer-in-charge or his authorized representative and a statement of stocks
duly prepared shall be submitted to Engineer-in-charge.
