Introduction

Goal plans are features most applicable to the organization-centric model. The performance
goal plans and development goal plans are meant to be created by the HR department. Goal
plans are displayed to workers as a separate container or folder. They do, however, form the
basis for the organization-centric goal management. The goal plans are not mandatory but the
absence of goal plans does not diminish a person's ability to create and manage their personal
goals. When an HR specialist creates a goal plan, it reflects the overall company policy. Two
types of goal plans can be created:

Development Goal Plans

Goal Plans
Goal plans are a collection of performance or development goals that are grouped by
common characteristics, such as a specified time frame and a particular department that
must work on them. Goal plans are optional for tracking goals.
Using goal plans, you can:
Group goals to track them easily for a specific population and time period
Assign goals to a specific population
Associate goals to existing goal plans
Add goals to goal plans from other sources

You can enable goal plans in goal management by using the following two profile options:

HRG_ENABLE_PERFORMANCE_GOAL: Enables Performance Goals. This profile


option once enabled will allow the creation of performance goal plans.
HRG_ENABLE_DEVELOPMENT_GOAL: Enables development goals. This profile
option once enabled will allow the creation of development goal plans.
Either or both of the profile options can be enabled or both can be enabled based on the
enterprises' requirement.

Goal plans are created and assigned to people by an HR specialist. The manage goal plans
link in the regional area controls the entry into this user interface.

Create Goal Plans


The following fields are mandatory for a goal plan
Goal Plan Name
Start Date
End Date
The optional fields are:
Enable Weight This indicates whether or not the goals associated with the goal plan can
have a weight.
Copy from pervious goal plan This field is for the purpose of selecting an existing goal plan
from which to copy goals into the goal plan currently being created.

The goal plan can be created just by clicking the Save button. Although its saved, the
goal plan is not yet complete enough to assign to workers. We need to specify one or
more of the following:
Organization goal owner in Organization Assignment
One or more eligibility profiles
One or more workers in Worker Assignment
We need to add some goals to the goal plan. Then we can submit the goal plan for processing with a
schedule.

Assign Goal Plans


Goal Plans needs to be assigned so they are available to use.
1. Worker sees the performance ordevelopment goal plan through the Goals page.
2. Manager sees the performance goal plan which is assigned to the organization
(department) through the My Organization Goals page.

The audience could be:


A line manager representing his own Organization (this is only available for performance goal
plan)
A group of workers defined by eligibility profile
Any individual worker or manager-direct hierarchy

Note: In this document, the term worker describes those with or without people reporting to
them. A manager is a worker who has direct reports.

Meanwhile, goals can be added to be part of the goal plan setup. Once the goal plan
processing is done:
Everyone of the audience will be assigned a group of worker goals that are just a group of
copies from the goals added to the goal plan
The group of worker goals will be associated with the goal plan

You can set up the audience and goals by continuing the remaining steps within the goal
plan creation flow, or starting the goal plan updating flow by clicking on the goal plan
name link on the goal plan search page.

Assign Performance or Development Goal Plans to Workers


Regardless of the goal plan type, the Worker Assignment is always available to setup
the audience and the goals in the goal plan.

Worker Assignment 1

For the selected worker, the assignees will always be Self; you can choose the Assignees
as Self, Direct Reports or All reports for a manager.
The goals can be Added from goal library or any other Organization goals. You can also
create goals on-the-fly by clicking on Create button.

Assign Performance Goal Plan to Organization


The Organization Assignment step is optional, and is only available for the goal plan of
Performance type.
In this step, a line manager from a specified organization (also called department) can be
selected. The search dialog box will help to select the line manager. If the search is based
on the department name together with the manager name prefix, you can see a list of
qualified manager and you can pick up one and only one. Different choice on managers
here only matters who would own the organization goals that are assigned based on the
goals in the goal plan (which is optional) in the next step of the flow.

So far the line manager Vivian Hamm of Organization Vision Corporation Enterprise is selected.
You can optionally setup (clicking on Add or Create button) goals in the next step Worker
Assignment, so that those goals would be assigned as organization goals owned by the already selected
line manager once the process is submitted. Submitting process will be discussed later.

You can optionally add eligibility profiles and workers here, but it is not advised for the goal plan to be
assigned to the organization.

Continue the flow to the Review step which shows all setup for the goal plan:

Note: You can always save the setup in any step of the flow by clicking the Save button.

Submit Goal Plan for processing


When you click the Submit button, the Manage Goal Scheduled Process page opens.

This page is by default submitting the process in an As soon as possible way which
means the process running immediately as long as the system computing resource is
available.
You can also schedule the process to run at a certain time or periodically by going to the
advanced mode. The advanced mode can support running at a specified date time (only
once), or running in a periodically way like daily, monthly, etc.

When you submit a process, an ID is generated for the process by the application.

Click the OK and Done button and you will go back to the Review step of the goal
plan flow.

Note: At anytime, the audience or goals in a goal plan can be changed. The timing to run
the process on the same Goal Plan is depends on your decision, as you can see above.
This would result multiple runs of the process on the same goal plan if you submit it
multiple times in the immediate way, or submit it in the periodical way.

Monitoring the Process


The Monitor Process button on the Manage Goal Scheduled Process page can lead to
the process searching page that you can search and review any submitted process. Since
the process id was returned you can easily search the one you are looking for. You can see
whether the process is still running, succeeded or failed etc. The log would also be
available once its done.
The following screen capture shows the process is still running.

The following screen capture shows the process is succeeded and the Log and Output
result is available.

Goal Plan Assignment Result


You can go to the Assignment Result page by clicking on the Assignment Results button
in the Review step.
You can select the top item in the list that is the most recently run of the process to see
the results. Each item in the list represents a run of the Goal Plan process. The item name
includes the goal plan name and the timestamp that the process starts to run. The results
table below will refresh when you switch among those runs.

For the selected process, the results table display:


The goal plan was assigned successfully or not to which organization(department)
The goal plan was assigned successfully or not to which worker
The goal was assigned successfully or not to which worker
The timestamp and the log

The goal plan and the goal are all successfully assigned to workers either from the
Eligibility Application Developer 5 or the specified Manager directs.
Those workers will see the goal plan and the goal through the Performance Goals tab in
their Goals page

The goal plan is assigned to Organization Vision Corporation Enterprise;

That will make the goal plan be available to any line managers (including Vivian Hamm) of
that organization through My Organization Goals page.

An organization goal Demo Org Goal for Demo Org Goal Plan is created and associated in
that goal plan and owned by Vivian Hamm.

Autoassociation Between Goal Plan and Worker Goals

You can see that Vivian Hamm has a lot more goals assigned to the newly assigned goal
plan than were actually set up in the goal plan. This is because the goal plan can
autoassociate with the existing worker goals by matching the date.

If the worker has a group of existing performance goals that follow any of the below rules:

Start Date is between the new goal plans Start Date and End Date
Target Completion Date is between the new goal plans Start Date and End Date
Actual Completion Date is between the new goal plans Start Date and End Date
Start Date is before the new goal plans Start Date and Target Completion Date is after the
new goal plans End Date

Then those goals would be associated with the new performance goal plan. This same rule
applies to development goals and development goal plans.
