Do you like potholes? What
about red light cameras? How about
water bills that go up while SWB
employees are caught stealing pipe
fixtures and selling them on the
black market?
All these problems are caused by the different types of
corruption we have in New Orleans.
Some corruption is outright theft, like taking bribes or
carting off publicly owned property. Other corruption is more
indirect, like when tax dollars are spent on midnight basketball
or monument removal as opposed to fixing potholes or hiring
more cops.
Some people might say spending money on midnight
basketball is intellectual corruption - but any way you slice it
its the same. In the end taxpayers are cheated, bullied, talked
down to and are considered stupid cows by the politicians.
The politicians milk us every day, sometimes twice a
day, as we fund their careers and their quest for power.
How do you stop this cycle? One way is to liberally
apply the disinfectant of sunlight to political activity and to so
called public servants. [Servants ? ? Really ? Most full
time politicians make more in public service than they ever
could in a real job in private industry.]
Who can apply the cleaning disinfectant of sunlight?
Who has the watchful eye that can stop or minimize public
corruption and theft? The answer is: The Inspector General of
the City of New Orleans.

The inspector general oversees both city government
and so called private entities that receive taxpayer funds.
The IGs office tries to prevent and detect fraud. And because
it is a watchdog it also promotes government efficiency and
effectiveness.
We are lucky in New Orleans to have one of the best IGs
you could ever hope for. His name is Ed Quatrevaux. In 2016
alone he identified 29 million dollars in savings by eliminating
fraud and abuse. In 2015 his work resulted in 13 indictments,
convictions and sentencings. And he is brave. For example,
he called out the Armstrong Airport management as a pit of
corruption - and heres why: One airport contract paid out
6.7 million dollars, but after the disinfectant of sunlight was
applied that contract was reduced to under 2 million. WOW ! ! !
With a record like this you would imagine the city is
begging Mr. Quatrevaux to stay on the job, but unfortunately,
the opposite is true. The agency in charge of hiring the IG, the
Ethics Review Board is actually spending taxpayer money
to look for a replacement. Why get rid of someone who is
finding so much fraud? You figure it out, I cant.
I invited the chairman of that board onto my radio show
to explain why he wants to replace someone uncovering fraud,
but he never answered my invitation. So now I ask members
of the public to put this question to the chairman: Why do you
want to get rid of Ed Quatrevaux? You can call the chairman,

 How do you stop police involved shootings ? Easy. Its called
COMPLIANCE

When I was a child I was taught
that when a person in authority, such
as a teacher, an adult or a police offi-
cer, gave me an order, I was to follow
their instructions. Its called compli-
ance.
If you comply with the law, and if you comply with lawful or-
ders given to you by a police officer during a stop, there is almost no
chance whatsoever that the encounter will result in a so called police
involved shooting. Lets examine the recent case in Baton Rouge,
involving Alton Sterling, to see how this works.
Clearly, Mr. Sterling was not following the law on the day of the
incident. Surveillance video shows he was breaking the law in several
ways - even before the police arrived. First, the video shows that he
was in possession of a gun, which was illegal because Mr. Sterling has
a very extensive prior criminal record as a felon. Second, the video
shows he broke the law by concealing the gun in his pocket without

a permit, and then he broke the law two more times by brandishing
the gun and then threatening someone with it, which is the call that
the police responded to.
So Mr. Sterling had already broken the law four different
ways, with a loaded gun, before the police arrived and ordered him
to place his hands on the hood of a nearby car. Unfortunately, Mr.
Sterling did not comply with that order, which was repeated a sec-
ond time, and instead, Sterling started walking toward the police.
The confrontation escalated rapidly thereafter, with Sterling,
still in possession of his illegal and loaded gun, wrestling with the
police until he was shot. Could all this have been avoided if Ster-
ling simply complied with the law - and police orders? Yes. Re-
member, if you question a police order, it must be challenged in
the courthouse, not from the graveyard. Had Sterling complied he
would have been disarmed and arrested, but he would be alive to-
day. So I ask you: How do you avoid these types of confrontations?
The answer is easy: Its called compliance.

Attempt to Weaken Castle Doctrine Law Stopped !
If a criminal is breaking into your house you have the right to
use force to stop him. You do not have to wait till after he shoots you
or stabs you. You can fire first and you do not lose the right to claim
self defense. After all, he was the one breaking into your home.

This law is sometimes called the Castle Doctrine. In Louisi-

ana it is embodied in two statutes that are called R.S. 14:19 and 14:20.
Although the legal principle of the Castle Doctrine has been around for
hundreds of years, and can even be traced to Roman times, on May 17th
an attempt was made to kill it in the Louisiana Legislature.

On that day a new law, called House Bill 424, was discussed
and debated in the Criminal Law Committee of the Louisiana House of
Representatives. HB 424 said that if someone escalates the level of
force during a conflict, such as a break-in, that person cannot claim
self defense.
So under this new law, if someone broke into your home and
you shot the criminal before he shot you, YOU could have been charged
with a crime because you escalated the level of force and you couldnt
have claimed self defense. In short, you would no longer get the benefit
of the Castle Doctrine.
Thankfully, members of the Home Defense Foundation were
present when this proposed law was being considered, and the two
HDF members pictured above, Alicia Taylor and Judy Newman, ex-
plained to the legislators why this was a very bad law. They seemed
very impressed with Alicias and Judys testimony, especially when
Alicia explained that her house had already been broken into, twice.
After hearing these two ladies the legislative committee voted to
defer the proposed law. They did not adopt it, and some of members
of the committee told HDF that this law was really dead and it
would not be passed. Thank goodness ! ! And thank you, Alicia and
Judy. You did a great job !

 Should We Give Violent Protesters Space to Destroy ? p7

that city. Instead of a vigorous police re-
sponse, however, Mayor Stephanie Raw-

Indeed, ever since Mayor Mitch Landrieu announced his decision to
remove the monuments they have been regularly defaced - and despite
the frequency of these crimes no one has been arrested.

the victim of a mace attack and several African American monument
supporters were struck by bottles and harassed with racist hate speech.

A similar police response was evident at the University of
California-Berkeley in February before a planned speech by conser-
vative commentator Milo Yiannopoulos. Approximately 150 masked
agitators burned cars and broke windows - and the police did not in-
tervene. The protesters succeeded in forcing the school to cancel the
speech.
Leading the way among anti-monument protesters were more than a
dozen people in a military vehicle with the sign F**k off Nazi Scum
on the side. They waved black and red flags known to be associated
with an anarcho-communist movement. Police intervened, but only
after the media started reporting the violence, and no arrests were made
for vandalism or assault.

In recent months, New Orleans police have evidently adopted a
comparable policy. The day after the election of Donald Trump as
President, dozens of protesters turned violent, breaking windows at a
St. Charles Avenue bank and defacing the Robert E. Lee monument.

tious issue causes street protests? Will the police be pro-active, or will
they mistakenly give protesters the space to destroy?

The Importance of Practice

Practice makes perfect, right? But if what you are practicing is wrong,
arent you just getting really good at doing it wrong? It is important
to remember that there is a difference between practice and training.
Training is learning what to do. Practice is getting better at doing it.
There are many skills related to shooting that, once are properly
instructed, can be practiced in your home safely and with no cost. These
skills include drawing the firearm, reloads, acquiring sights, and many
other things we call manipulation. It is imperative that you be trained
correctly on these topics if practice is going to raise your skill level.
You will never forget how to ride a bike, but if you havent gotten on one
in a while, your bunny hops and wheelies might be a little rusty. We do
not want to be rusty when our lives or those of the ones we love are on
the line, so learn how to practice correctly with your firearm.

type to purchase? There are so many
things to consider caliber, size,
weight, and fit, just to name a few.
The most popular question is, will it
be enough to protect me? The hon-
est answer is that a firearm is only as
good as your ability to handle it. For
instance, purchasing a handgun that
handle it comfortably can potentially work against that persons
ability to effectively respond to a threat.
So how do you choose? Here are a few tips. Find a firearm with a
grip that fits well within YOUR hands and has controls that you are
able to manipulate comfortably. Second, begin with a smaller caliber,
such as a .22lr and master your technique before moving into a
larger caliber which can pack a bit more recoil.
 You Get the Government You Fight For
by Robert Gage Want to cook a good meal? Then search

government. If you work at being involved you can get the good

Look at it this way: In a democracy the people get the

stuff. That means crummy, dishonest government - government
by and for the politicians.
Want examples of crummy government? Three-fourths of
all murders in New Orleans go unsolved. Murders, robberies, and
assaults continue to rise, while the number of police officers drops.
Violent repeat offenders are continually given light sentences and
then released by the courts, only to commit more crimes. Many
New Orleans roads are in critical condition, and when the city at
last moves to repair them, multi-million dollar contracts are given
to companies who take months and even years to fix them. As

neglected only worsen in condition, which means more repairs and
more expensive contracts.
And here is more crummy government: The decision to re-
move our historical monuments recently rolled full steam ahead,
unimpeded by any government entity or legislative body. This was
one of the most controversial issues in years, but the people of the
city had no say in the matter. There was no referendum or popular
vote to take these monuments down. Instead, the dictates of one po-
litically ambitious man altered our historical landscape without any
mandate from the people he supposedly represents.
If you were a visitor from another country watching all of
this what would you conclude? Would you say that the government
of the City of New Orleans is a government that is run by and for
the people? Perhaps not. Perhaps you might reach quite a different
conclusion.
We find ourselves in this crisis because we sleepwalked into
it. If we want to get out of it, its not too late, but we have to fight.

 Why did we publish the Crime Safety Reporter ?
Because something serious has to be done about
crime. Our current politicians (we may get some new
ones soon) dont seem to understand this. They are not
serious.
Instead of taking serious action they encour-
age citizens to take a Walk Around The Block Against
Crime and place teddy bears where someone was shot.
Walking around the block and putting a teddy
bear on the street does not reduce crime, however. It
just doesnt work.
But some things DO work: Like putting violent
criminals in prison. We are not talking about someone
with a marijuana cigarette but about people who are
violent and frequently have illegal guns.

rarely attack when they see you are ready, willing
