CER Monitoring Report, 40 MW Grid Connected Wind Power Project, Dhule, Maharashtra (1600)|
1. Project Activity
The purpose of the project activity is to generate electrical power using wind energy, through
operation of Wind Energy Generators (WEGs) in the state of Maharashtra, India. The project
activity comprises of 32 WEGs of 1.25 MW capacity each, installed in Brahmanvel village of
Dhule district in Maharashtra. The project is developed by BP plc through a wholly owned
domestic subsidiary BP Energy India Pvt. Ltd. Construction of the project began in the first
quarter of 2007 and the project began commercial operation in October 2007. It is located
between Latitudes 21 12 and 21 14 North and between Longitudes 74 09 and 74 13 East
with an average elevation varying from 540 to 560 m above sea level.
The generated power is supplied to the Western Region grid through a common sub-station
owned by the Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL). The power is
sold under a Power Purchase Agreement (PPA) to the MSEDCL. All 32 WEGs are connected
to a single sub-station and there are two metering points. The technology and equipment
supplier is Suzlon Energy Limited, Indias leading wind turbine manufacturer. The operation
and maintenance of the WEGs are being carried out by Suzlon Windfarm Services Limited
(SWSL).
Wind Energy projects are environmentally positive as there are no emissions of greenhouse
gases. The project reduces greenhouse gas (GHG) emission by displacing equivalent electricity
generation in the Western Region grid of India, which predominantly uses fossil fuels in grid-
connected power stations. Power generation in western grid power stations lead to emission of
~ 0.890 tCO2e /MWh of net electricity produced.

History of CER Issuance:
3. Monitoring Details
The project requires no monitoring for leakage and electricity generated from the WEGs is the
only parameter to be monitored. The generated electricity from the project is being exported to
the Maharashtra State Grid, which is a part of the Western Regional Grid. Throughout the
CDM crediting period and beyond, the electricity generated from the project will be monitored
by both the project proponent and the state utility, MSEDCL. The project promoter has hired
the services of SWSL for the Operation and Maintenance of the wind farm under a contract.
Two BP asset managers one technical and one commercial - represent the project promoter
and are directly responsible for the long-term monitoring of asset performance.
The data for monitoring has been taken from the monthly generated MSEDCL meter readings.
Daily WEG controller readings are also used for the calculations for December 2008.
Metering equipments at delivery point are calibrated by MSEDCL annually. WEG controller
meters are calibrated by Suzlon Wind Farm Services Ltd. (SWSL) annually. These data will be
directly used for calculation of emission reductions. Sales record to the grid and other records
are used to ensure the consistency.
Since, the proposed project activity is a renewable energy project which generates
electricity using wind power; no anthropogenic emissions of greenhouse gases by sources
within the project boundary are identified.
PEy = 0
4.2 Leakages
No anthropogenic greenhouse gases by sources outside the project boundary that are
significant, measurable and attributable to the project activity are identified. Hence, no
leakage is considered in the project activity. In addition, project proponents confirm that the
renewable energy technology does not utilize any equipment transferred from another
activity. Hence, no leakage consideration is required.
BE = EG EF/1000
Where,
BE- Baseline emissions in the monitoring period, tCO2e
EG- energy wheeled to the grid in the monitoring period, kWh
EF- grid emission factor for western region grid, tCO2/MWh,
EG = 68174 MWh
EF = 0.890 tCO2/MWh
CER Monitoring Report, 40 MW Grid Connected Wind Power Project, Dhule, Maharashtra (1600)|
BE = (68174 0.890) = 60675 tCO2
Since there are no Project emissions or leakages related to the project activity, the project
activity Emission reductions are equal to the Baseline emissions.
ER = BE
Where,
ER = Emission reductions in the monitoring period
Hence the certified emission reductions achieved by the project during the first monitoring
period are equal to 60675 tCO2.

Annexure 1
Since the project was registered on 11th Dec 2008 and the proponent may only claim the CERs
from 11th till 31st Dec, the following approach is taken for the calculation of energy generated
in December.
The generation from the WEGs of project activity for the month of Dec 2008 is monitored by
the MSEDCL on a monthly basis. The electricity supplied by WEGs to grid is certified by
MSEDCL on a monthly basis and same is used for the estimation of emission reductions. These
certificates are available for entire monitoring period.
The electricity generated by each of the WEGs at site is also monitored with the help of control
systems for each WEG on a continuous basis by Suzlon.
The MSEDCL certificate for the month of Dec 2008 is available from 1st Dec to 31st Dec, but to
account for the electricity generation from 11th Dec to 31st Dec, the following approach has
been taken:
31st Dec
Loss =
1st Dec
EGController EGMeter
Following a conservative approach, transmission losses for the entire month has been
considered for the calculation of generated electricity for the 21 days.
31st Dec
EGDec =
11th Dec
EGController Loss
