1. Why are child day care centers in North Carolina required to be licensed?
The purpose of child care licensing is to ensure the safety and developmental well-being of
children while in out-of-home care

2. Who is the licensing agency, and who must apply for a permit to operate?
The Division of Child Development and Early Education, anybody who plans to legally apply for
a licenses.

3. What should be done BEFORE one applies for a permit to operate a center?

5. Can a license be transferred from one owner to another? From one location to another?
A license cannot be bought, sold, inherited, or transferred by one owner to another or from one
location to another. A change of ownership occurs when the person or entity held legally
responsible for the child care business changes. The new operator must apply for a new license
at least 30 days in advance prior to assuming ownership of the center.

6. When is a temporary license issued? How long is this type of license in effect?
A temporary license may be issued to the operator of a new center, or to the operator of a
previously licensed center when a change of ownership or location occurs. This type of license is
effective for 6 months.

7. When is a provisional license issued? How long is this type of license in effect?
A Provisional License is a permit that may be issued for up to one year to child care providers
who fail to meet minimum licensing requirements.

8. When is a special provisional license issued? What must be posted with this license?
A Special Provisional License is a permit that may be issued for up to six months to child care
providers when it is determined that child abuse or neglect has occurred in a center. The special
provisional license and the reasons for its issuance must be posted in a prominent place in the
center.

9. When is a probationary license issued? How long is this type of license in effect?
A Probationary License is a permit that may be issued for up to one year to child care providers
when it is determined that a violation of the child care law or rules has been willful, continual or
hazardous to the health and safety of children.

10. On what three types of criteria are rated licenses issued? When are rated licenses
issued? Education, Program standards, compliance history, they are issued at the end of their
temporary license period.

11. How do centers earn a One Star Rated License? What is the minimum compliance
score? A center will receive a One Star Rated License at the end of the Temporary License
period, if the operator chooses not to meet the voluntary enhanced requirements and does not
apply for a Two Five Star Rated License. Minimum of 75

12. How do centers earn Higher Level Rated Licenses? How is the number of stars figured?
After it has been in operation for a minimum of six months, and it is based on their complaint
score

13. What is a centers compliance history? How does it affect their license?
Making sure the center is not breaking the law on rules. It affects their license because it affects
whether or not a center gets the license or not
