No to Martial Law!
Stand for Human Rights!
Struggle for Peace Based on Justice!

The challenge of working for peace is more pronounced today with Martial Law declaration
and writ of habeas corpus suspension in Mindanao.
We as a people, need to stand in solidarity with the people of Marawi and the people of
Mindanao.
We, as a people, need to seek the truth about the Marawi crisis. The State has all the
machineries at its helm to address the so-called Maute Group without imposing Martial Law
on the whole of Mindanao. Therefore, we demand answers to these questions. What is the
truth about the Maute Group and its connections? Why is it existent? Who created it and
feeds it, especially with arms and supplies? Is the stage being set to heighten conflict? Is
resource control the real and main reason? What is the real intent of Generals Delfin
Lorenzana (Department of National Defense), Eduardo Ano (Armed Forces of the Philippines
Chief of Staff) and Hermogenes Esperon (National Security Adviser) for this solution to
supposedly address a small group? What is the role of the United States of America (USA)
government, which has a military base inside Marawi City, has economic interests in the
island, in the country and the whole Asia-Pacific region, and has pledged arms support and
more military aid for the Philippines where it has been operating through unjust defense
treatments like the Enhanced Defense Cooperation Agreement (EDCA) and the Visiting
Forces Agreement (VFA)?
We, as a people, need to safeguard and defend peoples rights because it is more than our
obligation and duty. We, as a people, must act for the resolution of the roots of conflicts
and wars in the country.
We condemn the attacks done by the Maute group on the people of Marawi. They must be
fully held accountable for their acts, but not at the expense of people's rights.
It is of utmost importance as well not to turn a blind eye on the issues of the Bangsamoro
people, as national minorities. Their experience of national oppression, which is historical,
systematic and is a reflection of institutional discrimination is further aggravated by the
current crisis. There is a need to go back to the peace talks between the government and
the legitimate representatives of the Moro people.
We call on the State to lift the Martial Law declaration, which has no basis, immediately.
This is to fully respect and uphold its obligations to its citizens for human rights and
international humanitarian law. We condemn the Martial Law declaration, the intent to widen
and prolong its scope as by experience, wanton violations of peoples rights take place. The
warrantless arrests that have taken place in Mindanao by virtue of the writ of habeas corpus
suspension is a clear example of this.
For State security forces who are given orders to violate peoples rights, remember that
your obligation is to defend and protect the people. You have every duty to defy unjust
orders that harm the interests of the people.
