When the AIDS epidemic burst
on the scene in the 1980s, a cadre
of volunteers — many from the
LGBT community — emerged to
provide compassionate and dedi-
cated care for the sick and dying,
services that government agen-
cies and existing charitable groups
were not providing.
Since that time, those mostly
volunteer-driven, community-
based AIDS clinics and advoca-
cy groups have evolved into pro-
fessionally run facilities receiving
millions of dollars in state and

for people with HIV and AIDS,
most of whom can’t afford private
health insurance.

Gay man found dead
in D.C. apartment
A 26-year-old gay man who
had been missing for about two
weeks was found dead inside
his apartment in Northwest
Washington on July 22.
Mark Gower, a native of
Portland, Ore. who lived in D.C.
for several years, was found after
failing to show up for work at his
day job at a cosmetics store and
his night job as a dancer at the
gay nightclub Secrets, friends
and co-workers said.
A spokesperson for D.C.
police said there were no out-
ward signs of foul play or trauma
on Gower’s body when police
forced open his apartment door.
Police Lt. Nicholas Bruel said the
homicide squad and the city Medical
Examiner’s Office are investigating
the matter as a death of unknown

the local or national gay groups

cutors did not classify the Wone
case as a hate crime.

Lesbian chef challenges Dupont restrictions
The acclaimed chef and owner of the Dupont Circle restaurant
Hank’s Oyster Bar, who is lesbian, has created a stir by challenging a
longstanding city practice backed by some civic groups calling for
restaurants and bars to agree to certain restrictions on their operations.
The restrictions are outlined in documents known as volun-
tary agreements, which Advisory Neighborhood Commissions
and some neighborhood activists have demanded in exchange
for not opposing a business’s liquor license. Nightlife advocates,
gay and straight alike, have complained that the voluntary agree-
ments are forced upon the businesses and unfairly impose
restrictions, such as early closing hours and bans on dancing or
entertainment, that are not required by law.
Supporters of the agreements say they are needed to protect
residential areas from noise and other disturbances that they say
some bars, restaurants and nightlife venues create.
Hank’s Oyster Bar owner Jamie Leeds has applied for permission
with the D.C. Alcoholic Beverage Control Board to expand her popu-
lar restaurant to an adjacent building near 17th and Q streets, N.W.
She has requested that the voluntary agreement she signed five
years ago when she opened the restaurant be terminated because,
among other reasons, it forbids her from expanding to a larger space.
In a development viewed as recognition of Hank’s as a well-
liked and trouble-free business, the Dupont Circle Advisory
Neighborhood Commission voted not to challenge Leeds’ expan-
sion proposal or demand she sign a new voluntary agreement.
But the Dupont Circle Citizens Association and five nearby
residents filed challenges with the liquor board requesting that it
reject her request to terminate the voluntary agreement. The
challengers say they are open to negotiating an amended vol-
untary agreement that might allow Hank’s to expand into the
adjacent building if Leeds complies with various restrictions.
Nightlife advocates have hailed Leeds for standing up to what they call
unfair and unreasonable restrictions imposed in voluntary agreements.
David Mallof and Alexis Rieffel, two of the residents opposed to
dropping the agreement, say in their challenge that any decision
by the liquor board approving Leeds’ request “would be widely
viewed as aggressive, anti-resident regulatory behavior.” The two
called for the board to reject a “sweeping, draconian, unwarranted,
and overreaching possible termination of an appropriately and
legally promulgated, valid and in-force, mutually and contractually
agreed upon voluntary agreement.”

Rehoboth attack not bias related: police
The assault and robbery of a gay man on the Rehoboth
Beach boardwalk was one of at least four muggings in the pop-
ular resort town over the past two weeks and does not appear to
be a hate crime, according to Rehoboth’s police chief.
But Stephen Gerard, the victim of the July 17 boardwalk mug-
ging, said the trauma of the attack was heightened when two
police officers responding to the scene asked him if he provoked
the incident by making a pass at one or more of the perpetrators.
“The officers who took my statement were skeptical of me,” he
said in an e-mail. “They determined I was gay and accused me
of looking for prostitutes who frequent that end of the beach.”
Gerard said the incident was unprovoked and took place sec-
onds after he walked past a group of about five young men who
were hanging around a bench on the boardwalk.
“After I passed them, I noticed a shadow coming from behind to the
left,” he said. “Then everything went black. When I awoke, I was bleeding
profusely and my wallet was stolen. A straight couple nearby called 911.”
Gerard was taken by ambulance to a nearby hospital, where
he was treated and released.
Rehoboth Police Chief Keith Banks told the Blade he regrets that
Gerard interpreted the officers’ questions as being accusatory. He
noted that the south end of the boardwalk — where Gerard was
attacked — has been known as a gay male cruising spot and that
some gays have been targeted for assaults there in past years.
“For a very long time we haven’t had anything like this,” Banks
said, so when Gerard’s case surfaced last week, the officers
arriving at the scene wanted to cover every possible angle.
Banks said the victims in the other three incidents are not
believed to be gay. He said each gave similar descriptions of the
attackers, leading police to believe the same group of perpetra-
tors is committing the muggings.

Could 2014 Gay Games
move to runner-up D.C.?
Organizers in ‘sensitive
discussions’ over Cleveland

The international LGBT sports organiza-
tion that chose Cleveland over D.C. to host the
2014 Gay Games says it’s engaging in “sensi-
tive discussions” with a Cleveland-based foun-
dation that reportedly has faltered in its role of
coordinating the quadrennial event.
In a cautiously worded statement
issued July 23, the Federation of Gay
Games said it was “cooperating with its
Cleveland partners” and would make “any
further announcements” about the status
of the 2014 games following meetings in
Germany in August.
The statement said the FGG board
and Membership Assembly “must now
turn our full attention to supporting our
colleagues in Germany as we all cele-
brate the 2010 Gay Games in Cologne,”
which begin Saturday.
The statement follows reports that
FGG took steps earlier this month to
revoke the license it awarded last fall to
the Cleveland Synergy Foundation, a
non-profit group that submitted the win-
ning bid for Cleveland and nearby Akron,
Ohio to host the 2014 Gay Games.
Kelly Stevens, the FGG’s communica-
tions officer, told the Blade this week that
the FGG would have no further comment
on any aspect of its discussions with the
Synergy Foundation until after its meet-
ings in Cologne. He also declined to com-
ment on whether the FGG would consid-
er moving the 2014 Gay Games to D.C. if
developments in Cleveland deteriorated
to the point where it would be impractical
to stage the event there.
The Synergy Foundation fueled specu-
lation about a conflict with the FGG when
it suggested in a July 19 statement that
the FGG may not have followed proper
procedures in beginning the process to
terminate its license.
“As outlined in the mutually endorsed
agreement, this process should begin with a
meeting of the two groups’ steering commit-
tees,” says the statement. “If that meeting
leaves questions unanswered, the groups’
boards of directors are then required to meet.
Victory Fund backs Ray’s D.C. Council bid
The Gay & Lesbian Victory Fund, a
national group that helps elect LGBT can-
didates to public office, has endorsed gay
D.C. City Council candidate Clark Ray.
Ray, former director of the city’s
Department of Parks & Recreation, is
challenging incumbent Phil Mendelson in
the Sept. 14 Democratic primary. Many
political observers believe Ray has an
uphill fight against Mendelson, a longtime
supporter of LGBT rights who has held
the seat for nearly 12 years.

impasse would mediation [be] an appropriate
third step, according to the agreement.”
A letter sent to Synergy Foundation by
the head of Cleveland’s Department of
Economic Development, which has
pledged to help finance the 2014 Gay
Games, says the FGG has begun the
license revocation process and scheduled a
14-day mediation period aimed at resolving
“issues” between the two groups.
Stevens told the Blade he could not com-
ment on the outcome of the mediation.
“There will be a general report explain-
ing the status of the 2014 games when we
complete our meetings in Cologne,” he
said. “We can’t get into further details now.”
Officials with the Metropolitan Washington
Gaymes, Inc., the non-profit coalition of LGBT
sports groups that submitted a bid to hold the
2014 games in D.C., have said they were des-
ignated as the “runner up” venue to host the
games should problems arise with Cleveland.
Gay People’s Chronicle, an LGBT news-
paper in the Cleveland area, has reported
that “financial irregularities and reporting
issues” appear to be the reason the FGG
has taken steps to revoke Synergy’s license
to organize and run the 2014 Gay Games.
In the letter to Synergy, Traci Nichols,
director of the Cleveland Department of
Economic Development, said the office
had suspended its approval of $38,000 to
help finance a contingent of Synergy
staffers to travel to Cologne to promote
the 2014 Games in Cleveland.
As part of Synergy’s bid to operate the
games, Cleveland’s mayor and City
Council agreed to contribute at least
$700,000 in city funds to help finance the
games. LGBT sports observers have said
the prospects of holding the games in
Cleveland would be seriously jeopardized
if the city withheld those funds.
Others familiar with the situation, includ-
ing high-level city officials in Cleveland, have
pledged to set up a new entity to organize
and operate the games if the FGG revokes
Synergy Foundation’s license.
The Victory Fund’s decision to endorse
Ray is considered significant because it
limits its endorsements to “viable” candi-
dates capable of running a professional
campaign, who are raising sufficient
money to be competitive and have a rea-
sonable chance of winning.
“I’m honored to receive the endorsement
of the Gay & Lesbian Victory Fund,” Ray said
in a statement.

Choi discharged from Army
WASHINGTON — Dan Choi, the public face of
protest against “Don’t Ask, Don’t Tell” has been hon-
orably discharged from the Army National Guard.
Choi, who held the rank of lieutenant and was an
Iraq war veteran, called the July 22 development “infu-
riating and painful,” but vowed that his fight against the
“Don’t Ask, Don’t Tell” law “has only begun.”
“The true honor and dignity of service does not
come from a piece of paper, a pension or paycheck,
a rank or status,” he said in a statement. “Only an
unflinching commitment to improve the lives of oth-
ers can determine the nature of one’s service.
“From the first moment we put on our nation’s
uniform and swore our solemn oath, we com-
mitted ourselves to fight for freedom and justice;
to defend our Constitution and put the needs of Washington Blade file photo by Michael Key
others before our own. This is not an oath that I Dan Choi
intend to abandon. Doing so at such a time, or
remaining silent when our family and community members are fired or punished
for who they truly are would be an unequivocal moral dereliction that tarnishes the
honor of the uniform and insults the meaning of America.”
Choi announced he is gay on MSNBC’s “The Rachel Maddow Show” more than
a year ago.
Lawyers seek injunction
to halt ‘Don’t Ask’
RIVERSIDE, Calif. — Lawyers for a gay Republican group say they will ask a
federal judge in California to impose an injunction to halt the “Don’t Ask, Don’t Tell”
law nationwide.
The Associated Press reported that lawyers for the Log Cabin Republicans made
the request during their closing arguments July 23 in a Riverside courtroom.
The case is considered the policy’s biggest constitutional test in recent years.
It has put the Obama administration in the awkward position of defending a poli-
cy the president wants repealed.
Government attorneys have said throughout the two-week trial that the matter
should be decided by Congress — not a federal judge.
The government presented only the policy’s legislative history as its defense.
Florida campaign signs
defaced with anti-gay slur
NORTH MIAMI, Fla. — Campaign signs for Florida gay congressional candi-
date Scott Galvin have been found defaced with anti-gay slurs, according to his
campaign.
Derek Newton, general consultant for the Galvin campaign, told the Blade that
in the past several days between six and 10 signs have been found in North Miami
spray-painted with the word “fag.”
“We’ve taken them down, obviously — had people calling in to report them and
what-not,” Newton said. “It’s impossible to know who’s doing it, of course.”
Galvin, who serves on the North Miami City Council, is among nine contenders
seeking the Democratic nomination to represent Florida’s 17th congressional dis-
trict. The primary is set for Aug. 24.
Newton said the Galvin campaign informed the North Miami Police Department
about the graffiti and is considering the next appropriate action.
Study: MTV leads in
depicting gay characters
NEW YORK — MTV held a solid lead among 15 networks for its representation
of gay characters last season, according to a new report.
In its fourth annual Network Responsibility Index, the Gay & Lesbian Alliance
Against Defamation found that of MTV’s 207.5 hours of original prime-time pro-
gramming, 42 percent included content reflecting the lives of gay, bisexual and
transgender people. This earned MTV the first-ever “Excellent” rating from GLAAD.
“MTV programs like ‘The Real World’ and ‘America’s Best Dance Crew’ have
offered richly diverse portrayals of gay and transgender people that help Americans
better understand and accept our community,” said GLAAD president Jarrett Barrios.
Among broadcast networks, the CW was on top with 35 percent, while Fox
ranked a close second with 30 percent. ABC, with 26 percent, got a “Good” rat-
ing, while NBC was “Adequate” with 13 percent. CBS’ 7 percent earned that net-
work a “Failing” grade from the report.

Two gay candidates shine in fundraising
Pougnet, Cicilline post
strong 2nd quarter results

Two gay politicians posted
strong second-quarter fundrais-
ing numbers that could propel
them to seats in Congress.
Campaign finance reports made
public earlier this month show Steve
Pougnet, the mayor of Palm Springs,
Calif., and David Cicilline, the mayor
of Providence, R.I., boasting particu-
larly strong numbers.
And Pougnet had the added
accomplishment of keeping his
fundraising numbers on par with
his incumbent Republican oppo-
nent, Rep. Mary Bono Mack (R-
Calif.). Both candidates raised
about $400,000 for the April to
June period.
The second-quarter numbers
mean Pougnet has raised
$1,267,910 so far in his campaign,
leaving him with $878,283 in cash
on hand, while Bono Mack raised
$1,731,752, leaving her with
$1,241,919 in cash on hand.
In a statement, Pougnet said
he’s “incredibly humbled” by the
support he’s received in his bid
to represent California’s 45th
congressional district.
“In these very difficult times, our
congresswoman has been absent
and it’s clear people are hungry for
change,” Pougnet added.
But Ryan Mahoney, campaign
manager for Bono Mack, touted
the Republican candidate’s
fundraising ability and noted that
Bono Mack is “humbled” by the
support she’s received.
“She is proud to represent the
people of California’s 45th con-
gressional district and will contin-
ue to fight on their behalf to end
reckless spending and debt in
Washington and create more jobs
and better business opportunities
in California,” Mahoney said.
Pougnet’s ability to match Bono
Mack during the second quarter is
unusual because challengers often
do not match their incumbent
opponents in fundraising. The
fundraising numbers are also sig-
nificant because the race in the
45th district is widely seen as
among the most competitive con-
gressional contests in the country.
The Democratic Congressional
Campaign Committee put Pougnet
on its “Red to Blue” program, and
Bono Mack has been a lawmaker the
National Republican Congressional
Committee has worked to protect.
Notable donations to Pougnet
from LGBT groups include $2,400
from the Gay & Lesbian Victory
Congressional candidate David Cicilline, the mayor of Providence, R.I., has raised $1.16 million over the
course of his campaign.
Fund and $6,900 from the Human
Rights Campaign. Both organiza-
tions have endorsed the candi-
date. Donations also have come
from Bruce Bastian, a Utah-based
gay billionaire philanthropist, who
donated $2,400; Hilary Rosen, a
D.C. lesbian PR executive, who
donated $1,000; and Lane
Hudson, a D.C. gay activist, who
contributed $300.
But Bono Mack is not without
LGBT donors. In April, the Log
Cabin Republicans gave $500 to
her campaign.
Bono Mack had been consid-
ered a pro-LGBT Republican
because of her votes in favor of the
hate crimes bill and a version of the
Employment Non-Discrimination
Act, as well as votes against the
Federal Marriage Amendment. Her
record was tarnished in May when
she voted against an amendment
that would lead to repeal of “Don’t
Ask, Don’t Tell.”
R. Clarke Cooper, Log Cabin’s
national director, noted his organi-
zation made the $500 contribution
prior to Bono Mack’s vote against
“Don’t Ask, Don’t Tell” repeal.
He said although Bono Mack
voted against the repeal amend-
ment, she ultimately voted in favor
of the fiscal year 2011 defense
authorization bill as a whole.
Consequently, Cooper said Log
Cabin’s endorsement of the
Republican lawmaker stands.
“[Log Cabin] will continue to work
with Representative Bono Mack,”
Cooper said. “Using the carrot
approach, additional [Log Cabin]
PAC funds could be made available
contingent upon her future work and
performance in the House.”
Cicilline, who’s running to suc-
ceed Rep. Patrick Kennedy (D-
R.I.) to represent Rhode Island’s
1st congressional district, mean-
while raised $436,000 in the sec-
ond quarter. He’s raised $1.16
million over the course of his
campaign and ended the quarter
with $901,000 in cash on hand.
In a statement provided by his
campaign, Cicilline said he’s
pleased with his fundraising and
the LGBT support he received in
the second quarter.
“I am extremely grateful to the
members of our community who are
supporting my campaign for
Congress,” he said. “They are helping
to ensure that we have the resources
necessary to get our message out
for the Sept. 14 primary.”
Bill Lynch, the former head of
the Rhode Island Democratic Party
who’s running against Cicilline in
the primary, raised $55,832 in the
second quarter. In the same period,
he spent $126,000, leaving him
with $139,000 in cash on hand.
The winner of the Democratic
primary will likely face Republican
John Loughlin, an Iraq war veteran
and Rhode Island Assembly mem-
ber. He raised $104,786 in the
second quarter while spending
$192,000. Loughlin has $101,000
in cash on hand.

Democratic nominee who wins the

The Providence mayor has
been the beneficiary of LGBT sup-
port over the course of the cam-
paign, particularly during the sec-
ond quarter. The Gay & Lesbian
Victory Fund, which has endorsed
Cicilline, contributed $2,400 to his
campaign in the second quarter.
Michael Cole, an HRC
spokesperson, said his organiza-
tion donated $721 to Cicilline in
the second quarter, which was
mostly in-kind contributions
raised through HRC’s website.
Noting that HRC previously
donated $6,025 to Cicilline, Cole
said HRC plans to max out that con-
tribution to $10,000 by year’s end.
Among the notable contributors
to Cicilline’s campaign in the second
quarter were Bastian, who donated
$4,800; Rosen, who donated $500;
Joe Solmonese, HRC’s president,
who personally donated $500; and
Winnie Stachelberg, senior vice
president for external affairs at the
Center for American Progress, who
donated $1,000.
Other gay congressional can-
didates seeking office didn’t fare
as well as Pougnet or Cicilline
during the second quarter.
Ed Potosnak, a gay Democratic
former staffer for Rep. Mike Honda
(D-Calif.) and public school teacher
running in New Jersey, raised
$47,000 in the second quarter
while spending $26,000.
His finances leave him with
$72,000 in cash on hand.
Potosnak has raised $148,000
over the course of his campaign.
Potosnak’s GOP opponent in his
race to represent New Jersey’s
7th congressional district, one-
term incumbent Rep. Leonard
Lance (R-N.J.), raised $108,000.
However, he spent nearly
$250,000 in the same period,
leaving him with $359,000 in
cash on hand.
In what could be an uphill bat-
tle for a U.S. House seat,
Potosnak is running in a tradi-
tionally Republican district. He
hasn’t been endorsed by HRC or
the Victory Fund.
Potosnak didn’t immediately
respond to the Blade’s request for
comment on his campaign finances.
A similar situation with cam-
paign finances is playing out in
Florida’s 17th congressional dis-
trict, where nine candidates,
including North Miami City Council
member Scott Galvin, are vying for
the Democratic nomination in a
primary set for Aug. 24.
After raising $57,000 in the
second quarter while spending
$97,000, Galvin had about
$15,000 in cash on hand. He’s
raised about $112,000 over the
course of his campaign, accord-
ing to FEC records.
Galvin said he’s feeling good
about his finances for the second
quarter and was preparing to
submit an amended report show-
ing that he has raised $130,000
over the course of his campaign.
“We found several pages of
donations that didn’t get included
by accident, so for what it’s worth,
the to-date total, I guess, would
show $130,000,” Galvin said.
The Gay & Lesbian Victory
Fund, which has endorsed Galvin,
contributed $2,400 to his cam-
paign during the second quarter.
The candidate in the Democratic
primary with the greatest war chest
is Rudolph Moise, a physician and
president of the Comprehensive
Health Center in North Miami. He
raised $938,162 for his campaign,
although $800,000 was a personal
loan to his campaign from himself.
He spent $280,000 in the second
quarter, leaving him with $909,000
in cash on hand.
Galvin said the disparity in
finances didn’t bother him and
he would remain focused on a
“grassroots concentrated effort.”
“We’re doing it through all the
old-fashioned, knocking-on-door,
mail-to-the-home, traditional way
of campaigning,” he said.
The 17th congressional district
in Florida is also considered a
safely Democratic seat. No
Republican candidate has filed for
candidacy, so the winner of the
Democratic primary would be the
presumptive winner of the seat.

Who’s to blame for ENDA delays in Congress?

Assistant Majority Leader
Richard Durbin (D-Ill.) said
Democratic leadership wants to
move forward with ENDA, but noted
difficulties in moving any item on the
legislative agenda forward.
“We have a tough time moving
anything on the calendar because of
Republican filibusters,” Durbin said.
Still, Durbin said a vote on the
legislation in September after law-
makers return from August recess
is “possible,” while adding that time-
frame is a “pretty hectic period.” He
noted that a vote would more likely
come in the period following the
November election.
Sen. Tom Harkin (D-Iowa), chair
of the Senate Health, Education,
Labor & Pensions Committee where
ENDA is pending, on Tuesday
expressed similar grievances about
Republican obstructionism.
Asked what’s keeping the leg-
islation from coming to a Senate
vote, Harkin simply replied,
“Republicans.”
“It’s one of my priority items,”
Harkin said. “I’d like to move it,
but [I’m] not certain we’re going
to have the time.”
Harkin said he couldn’t imme-
diately recall if any particular part
of the measure was causing con-
troversy and keeping it from
coming to a Senate vote.
“There’s been a lot of objec-
tions by certain Republicans on it,”
Harkin said. “As far as I’m con-
cerned, they’re not legitimate. I
couldn’t even enumerate them
right now, I forget what they are.”

director of the National Center
for Transgender Equality, also
blamed Republicans for the fail-
ure to advance ENDA in the
Senate. She also cited what she
called a “general dysfunction” in
the chamber as a problem.
“It’s certainly not all about ENDA,”
she said. “It’s certainly, certainly not
about transgender inclusion in
ENDA. They can’t get campaign
finance reform through, they can’t
get, sometimes, job bills through.”
On Tuesday, Democratic lead-
ership tried to move forward on a
campaign finance reform bill
known as the DISCLOSE Act.
Republicans, who hold 41 of 100
seats in the chamber, were uni-
fied in their opposition and able
to filibuster a motion to proceed
with the legislation.
Still, ENDA is likely to fare better
with Republicans in the Senate
because the legislation has two GOP
co-sponsors, Sens. Susan Collins
and Olympia Snowe of Maine.

Republicans, dismissed the notion
that Republicans were holding up
ENDA in the Senate and said “only
the current Senate majority leader-
ship can truly answer” why ENDA
isn’t on the calendar.
“Blaming the minority leader-
ship for the majority’s disorgani-
zation and lack of planning this
year is simplistic and, frankly,
lazy,” Cooper said. “Both sides of
the aisle are frustrated with the
lack of activity.”
Sen. Jeff Merkley (D-Ore.),
the sponsor for ENDA in the
Senate, is hoping House pas-
sage of ENDA would jumpstart
interest in passing it in the
Senate, according to his office.
“I think, at this point, it’s kind of
something that we’re waiting for
the House to pass to build a little
momentum here in the Senate,
and then hopefully get going on it
here,” said Mike Westling, a
Merkley spokesperson.
But in response to inquiries on
why the House hasn’t moved for-
ward with the bill, House leader-
ship pointed to the lack of a strat-

The joy of giving
Fleming finds meaningful
work directing Bohnett
Foundation’s LGBT grants

Michael Fleming spent a lot of
time on planes last week.
After leaving his home in Los
Angeles, he flew to Boston to
attend a dinner for LGBT officials
receiving leadership training at
the Harvard Kennedy School of
Government.
On Friday, he traveled to D.C. to
speak with Latino college students
taking part in a Capitol Hill internship
program with the Congressional
Hispanic Caucus Institute. Before
the day was out, he was on his way
to New York to visit the city’s LGBT
Community Center.
But for Fleming, who serves
as executive director of the David
Bohnett Foundation, the busy
travel schedule isn’t unusual. He
told the Blade he travels about
50 percent of the time for work.
“It’s totally valuable if you real-
ize at the end of that flight, you’re
meeting with really impressive
and interesting people doing
important work,” he said.
In the position he’s held since
2000, Fleming is charged with
decision-making and oversight
for grants that gay billionaire phi-
lanthropist David Bohnett makes
to social justice causes through
the foundation he chairs.
For 2010, Fleming estimates
the Bohnett Foundation’s total
amount of donations will top $5
million. Among the causes that
are a priority for the organization
are LGBT rights, gun control and
the arts. Even animal language
research gets a cut.
But donations to LGBT causes,
Fleming said, land the most
money, accounting for about 65 to
70 percent of the organization’s
annual donations. Fleming noted
that LGBT work is important for
the foundation because such
efforts are “very personal” for him
and Bohnett, who are both gay.
“I think we’re passionate
about it because it’s our lives and
our rights and I think, as a fun-
der, it’s the most important work
we can be doing,” Fleming said.
Fleming said organizations
that are working to advance
same-sex marriage in the wake
of Proposition 8 have been a pri-
ority for the Bohnett Foundation.
Funds are being directed to
Equality California, the National
Center for Lesbian Rights and
Lambda Legal, he noted, as well
as toward the ongoing legal bat-
tles and public education cam-
paigns in California.
“So if this matter comes up on
the ballot again, you’ve laid
groundwork for victory next time,”
Fleming said.
Fleming married his spouse, the
Cuban-born Los Angeles Superior
Court Judge Luis Lavin, in October
2008 when same-sex marriage
was briefly legal in California.
After marriage rights for gay
couples were taken away following
the passage of Prop 8, Fleming
said the measure’s success was
“poignant for everyone who got
married” before its passage.
“We realized how lucky we
were to be able to [get married],
but I think it’s especially poignant
realizing that so many of our
friends and colleagues now do
not have the ability to do the
same thing we did,” he said.
In addition to supporting groups
working specifically to advance
same-sex marriage, Fleming said
the Bohnett Foundation provides
funding to just about every national
LGBT group, including the Human
Rights Campaign.
In particular, Fleming said the
foundation is a major contributor to
HRC’s Historically Black Colleges &
Universities Program, which edu-
cates students in leading viable
LGBT programs on campus.
“It’s been another program that
gets young people — those who
are [attending] historically black col-
leges and universities — to come to
D.C.,” Fleming said. “There’s train-
ing that they go through. They learn
about the political process; they
learn how to take those skills back
to the campus.”
Michael Cole, an HRC spokesper-
son, said the “continued generosity”
of the Bohnett Foundation has
enabled the program for seven years
to “combat homophobia and intoler-
ance on campuses where they too
often run rampant.”
“When we started the pro-
gram, there was only a single
campus with an LGBT student
group and now we work to sup-
port 26 such groups at [histori-
cally black colleges and universi-
ties],” Cole said.
The Bohnett Foundation has
also provided many local LGBT
community centers throughout
the country with cyber centers,
or areas where LGBT people
can access computers and the
Internet free of charge. Fleming
estimated that the foundation
has provided funds and equip-
ment for more than 70 cyber
centers throughout the country.
“Some are in big cities, but
there others that are in medium-
sized cities, or smaller places,”
he said.
The D.C. Center is among the
facilities to receive a cyber cen-
ter from the Bohnett Foundation.
David Mariner, executive
director of the Center, said the
donation of six new computers, a
flatbed scanner and a color laser
printer has been a very impor-
tant part of the D.C. Center.
“What the cyber center does is
give people an opportunity to
access the Internet and find out
about resources in the community
that are available to them,” he said.
Mariner said the cyber center
has been integral to the D.C.
Center’s career development
program and has allowed local
LGBT residents to work on their
resumes and job searches.

Ryan White program likely to be scaled back

With a possible loss of clients,
community AIDS clinics would be in
jeopardy of losing government
funding, which is based on the
number of clients served. It would
be ironic, some have said, if the
benefits of health care reform result
in the closing of community institu-
tions that have served people with
AIDS during a time of need.
“The LGBT community and
people living with HIV are going
to have options that they may not
have now,” said Don Blanchon,
executive director of the
Whitman-Walker Clinic, which
has served people with HIV and
AIDS since the epidemic began.
“And so for us, health care
reform has been a real motivator
around us improving the quality of
what we do because we know
we’re going to have to get better,”
he said. “We know at some point in
time almost every District resident
is going to have some type of pub-
lic or private insurance, which
means they, in theory, are going to
be able to go to a lot of different
places for their care.”
Blanchon noted that a financial
crisis that Whitman-Walker faced
four years ago forced it to take steps
that have placed it in an excellent
position to flourish under the health
care reform law. The Clinic’s board
hired Blanchon, a managed care
expert, to help the Clinic navigate a
time when private donations and
fundraising efforts were faltering.
With the board’s full approval
and over the objections of some
of the Clinic’s longtime supporters
and volunteers, Blanchon trans-
formed the Clinic from a volunteer
model operation into a managed
care-type facility, becoming a
“federally qualified health center
‘Exorbitant’ rent forces
MOVA to move within D.C.
D.C. gay bar MOVA, formerly
known as Halo, is planning to
move to a new but undetermined
location in D.C., according to
owner Babak Movahedi.
Movahedi dismissed as “silly”
and untrue rumors that he planned
to close the bar this summer.
“We’re not closing down
MOVA, that’s for sure,” he told
the Blade. “I don’t know where
look alike.”
Blanchon and other Clinic offi-
cials said the new status enables
the Clinic to accept a greater
number of Medicaid patients as
well as patients with a wide
range of private health insur-
ance. Patients covered by these
programs allow the Clinic to
obtain reimbursement for its
services by doctors, its own
pharmacy, and other service
providers, eliminating the need
to rely more on private donors.
Unlike other community-based
AIDS clinics, Whitman-Walker will
be in an excellent position to take
on new patients or retain its exist-
ing ones as the new health care
reform measure enables the
majority of patients to obtain pri-
vate insurance or Medicaid.
Under the Patient Protection
& Affordable Care Act, all lower-
income individuals, including
people with HIV, will be eligible
for Medicaid coverage if they fall
below 133 percent of the federal
poverty level, where an individ-
ual has an income of about
$15,000 a year or lower.
Under current federal law, low-
income people with full-blown AIDS
are already eligible for Medicaid cov-
erage. But Congress has declined to
pass legislation proposed by AIDS
advocacy groups calling for Medicaid
coverage for low-income people with
HIV, with the intent of providing med-
ical services to prevent them from
advancing to AIDS.
The new law makes that legis-
lation unnecessary after 2014,
when the Medicaid provision
takes effect.
Jeffrey Crowley, director of the
White House Office of National
AIDS Policy, told the Blade the
Patient Protection & Affordable
Care Act is a significant advance-
ment for the care and treatment for
people with HIV/AIDS.
“It will fundamentally expand
access to insurance coverage for peo-
ple living with HIV,” he said. “Much of
that came from. But because of
the exorbitant amount of rent that
we pay, we are looking to move
the location to a different area.”
Movahedi said his rent
exceeds $25,000 a month and
his landlord has declined to
negotiate a more affordable rent,
even though MOVA paid the full
cost of a major renovation of the
interior space at 1435 P St.,
that will be through the mandatory
expansion of the Medicaid program.”
He said that similar to all
Americans, people with HIV will also
be eligible for private insurance cov-
erage through a variety of options
based on their income. Among the
options will be the purchase of
insurance coverage through com-
petitive insurance exchanges. He
noted that by 2014, no insurance
company can deny coverage based
on pre-existing conditions such as
HIV or other illnesses.
Keith Maley, a spokesperson
for the U.S. Department of Health
& Human Services, which will
administer most of the provisions
of the new health care law, said
people with HIV and other illness-
es could be immediately eligible
for private insurance coverage
through high-risk pools.
People eligible for the immedi-
ate coverage must show that they
have had no health insurance cov-
erage for six consecutive months,
have a chronic health condition,
and are not eligible for employer
provided insurance or Medicaid.
Crowley noted that the new law
has other immediate benefits for
people with HIV and other chronic
health conditions. As of July 1, private
health insurers can no longer use a
rescission, a practice that cancels a
policy when someone gets sick and
needs expensive treatment.
He said the law also immediate-
ly prohibits insurers from imposing
a lifetime “cap” on insurance bene-
fits. Annual limits on coverage or
benefits will end in 2014, he said.
Crowley, a gay man who previ-
ously worked for the National
Association of People with AIDS
before joining the White House
staff, said he expects most com-
munity-based AIDS clinics and
local and national AIDS advocacy
organizations to continue to exist
after the health care law is fully
implemented in 2014. However, he
said most will have to change the
way they do business.

looking at different locations to
move MOVA, not to close MOVA.”
Movahedi said he has three
possible locations in mind and
will make an announcement as
soon as “the signatures are on
the paper.”

built up a great HIV workforce,”
he said. “We have a lot of expert-
ise. I want to make sure as we
build and expand an insurance
system through the Affordable
Care Act that these HIV medical
providers are making sure that
they’re part of this new system.
“Some of them might only
receive funding through the Ryan
White programs, and I would say
they need to look at their future
and say that they need to be part
of the new insurance system,” he
said. “But there’s no question that
we’re going to need their expertise
and commitment at providing
medical care going forward.”
Crowley’s reference to the Ryan
White Care Act, the largest existing
federal program created to provide
care for low-income people with
HIV/AIDS, is expected to change
significantly following the full imple-
mentation of the Patient Protection
& Affordable Care Act, according to
officials with a number of national
AIDS groups.
Many people, including Crowley,
agree that the Ryan White program
should remain, but most likely in a
scaled back form. Congress passed
the act in the 1990s as a means of
helping cities and states that were
grappling with the enormous burden
of providing care for people with
HIV/AIDS who lacked health insur-
ance coverage and were overwhelm-
ing local and state hospitals and
health care facilities.
Carl Schmid, director of federal
affairs for the AIDS Institute, a nation-
al advocacy organization; Michael
Weinstein, executive director of the
AIDS Healthcare Foundation, the
nation’s largest AIDS-related medical
care provider; and Jose Zuniga,
executive director of the International
Association of Physicians in AIDS
Care, said they believe the Ryan
White program will be needed for at
least some services the new law
does not provide.

“It will not solve all of our
access issues,” said Schmid of
the new health care measure.
Weinstein said that state pro-
grams to expand health insur-
ance have been slow to enroll as
many people as expected for a
variety of reasons, some bureau-
cratic in nature.
“So I wouldn’t expect an
overnight change in 2014,” he
said, pointing to a need to keep
the Ryan White program operat-
ing for some time after 2014.
Weinstein said that in some
states, including California,
Medicaid reimbursement for med-
ical services is far lower than that
provided by private insurance com-
panies. He predicted that people
with HIV or AIDS who obtain cover-
age under the new law through
Medicaid might be turned away by
private doctors who decline to take
all Medicaid patients.
“The reimbursement that we
receive from Medicaid or from pri-
vate insurance is far below our
cost and far below what we get
from Ryan White,” he said of the
AIDS Healthcare Foundation. “So
we will suffer a hit in that regard
as well as most providers.”
But Weinstein said his organi-
zation has a wide variety of
income streams and the lower
reimbursements under the new
law “won’t be a fatal blow to us.”
Blanchon said the benefits of
the new law greatly outweigh its
possible shortfalls.
“Health care reform is going to
be a real help to our patients and
clearly to the Clinic because more
of our patients are going to be
insured under more comprehen-
sive benefit programs,” he said.
“And what that means at the
end of the day is the Clinic is not
going to have to shell out as much
free care. So we’re going to be in
a position to be able to offer more
services to more patients and
keep them healthy, and ultimately
that’s what we’re here for.”

As an example, Fleming recounted that
he first knew Bohnett as someone who
worked out at his local gym in Los
Angeles. That relationship ultimately land-
ed him a position running the foundation.
Fleming also recalled how Bohnett in 1999
closed a huge deal after GeoCities — an early
social networking website he founded — was
sold to Yahoo for about $3 billion. A few
months after the sale, Fleming said Bohnett
invited him for breakfast after a workout.
“It was the worst restaurant,” Fleming
recalled. “You made $3 billion. Why’d he take me
to this dump?”
Fleming said Bohnett asked him to
help him give away his money and wrote
down on a napkin the social justice caus-
es deserving of donations.
“He says, ‘I got $3 billion. Do you want
to help me?’” Fleming said. “Something’s
telling me go to the gym more often.”
Since he accepted the position, Fleming
said the Bohnett Foundation has made dona-
tions to various causes, including leadership-
training programs like the one in which the
students attending the event were engaged.
Fleming said he takes particular pride in
the Bohnett Foundation’s contributions to the
Latino internship program because the Latino
community often goes unfunded by other
foundations. He noted that the average allo-
cation of philanthropic dollars to non-Latinos
per year is $62, while those in the Latino
community receive around $4.20.
“Some of these foundations are not pay-
ing attention,” Fleming said. “I’m going to go
out and rely on all of you to go out there and
pay attention. Those numbers have to
increase. There’s no excuse why they won’t.”
Fleming also stressed the importance of
minority groups, including LGBT people, real-
izing that they’re part of a common coalition.
Recalling the fight in 2008 over Prop 8,
Fleming said those advocating for the
California measure sought to disrupt the
coalition of traditionally progressive groups.
“And folks who don’t [want] people like me
to get married — when they have to go look
for a community that they thought would be
their friend and vote against [Prop] 8, who’d
they target?” Fleming asked the audience.
One of the students responded,
“African Americans.”
“And?” Fleming asked.
“Latinos,” said another student.
“And they spend ridiculous sums of
money trying to have a conversation in the

Nervous Nellie Democrats want your money
Give to candidates,
not a cowardly
political party

As Congress heads into its
August recess and the November
elections draw near, the Democrats
are plunged into full panic mode,
with some prognosticators con-
vinced the Republicans will retake
the House.
Playing defense is, of course,
familiar turf for Democrats, who
never seem comfortable in power.
They live in perpetual fear of Fox
News, Sarah Palin, Rush Limbaugh
and a handful of other shrill
blowhards, even though the far
right has all but lost the culture
wars, particularly when it comes to
gay issues. Witness last week’s
pathetic turnout for a rally against
marriage equality in Maryland
staged by the dinosaurs at
National Organization for Marriage.
The Victory Fund’s Chuck
Wolfe recently wrote about this
phenomenon of Democrats afraid
of their own power.
“Congress still hasn’t enacted
significant protections for LGBT
Americans,” Wolfe wrote. “Why?

In 2009, our civil rights move-
ment lurched forward decisively
after our devastating loss on
Prop 8. Elected officials in
Vermont, New Hampshire and
Maine turned the tide, passing
marriage equality bills in all three
New England states (though vot-
ers in Maine narrowly turned
back Maine’s advance). The D.C.
City Council followed suit. And
legislators in Iowa held the line
against the backlash after the
Iowa Supreme Court’s ruling
affirming our equal right to marry.
In each of those places, coura-
geous leaders stuck their necks
out to get the job done, often at
great personal and political risk.
Our collective success going for-
ward will depend on the strength of
our commitment to stand by our
friends through November.
Take Vermont. In the fall of
2008, our prospects for securing
their distinct minority status, anti-
LGBT extremists wield inordi-
nate power when directly chal-
lenged. Swat that nest, the think-
ing goes, and the hornets will
swarm. Incumbents, especially
this year, aren’t eager to add per-
ceived obstacles to reelection.”
This isn’t a new problem for the
party. Many in the Democratic
Party base were anxious for bold
change after eight years of the
Bush-Cheney debacle. And some
have been mollified, following pas-
sage of financial regulation and
health care reform. But the change
around signature LGBT issues
remains elusive, as Democrats
have backed down from promises
and cowered in fear of what Glenn
Beck might say about them.
The Employment Non-
Discrimination Act is arguably
the most important piece of that
change. First introduced in the
1970s, ENDA has been watered
down and kicked around for
decades. It’s now all but dead in
the Senate and if Republicans
take the House, we’re in for a
prolonged wait on basic job pro-
tections that a vast majority of
Americans support.
Despite the justified LGBT
disappointment and frustration
with nervous Democrats, the
party has no qualms about
marriage equality seemed bleak.
The economy was faltering, and
many of our own supporters in
the Vermont Legislature were
publicly questioning whether
they could take on the freedom
to marry in 2009. Memories of
the overwhelming electoral back-
lash following passage of our
first-in-the-nation civil union law
in 2000 loomed large. We had
the votes for marriage, but not
the legislative will to act.
Our only chance to get the job
done was to rely on strong and
effective leadership. Vermont
Senate President Peter Shumlin
stepped up to the plate. Inspired by
his own indignation at Prop 8, and
defying the conventional wisdom
that taught that the freedom to
marry was a third-rail issue, Sen.
Shumlin vowed to do whatever he
could to pass a marriage law in
2009; he kept his pledge. He put
the issue high on the agenda, and
urged, cajoled and inspired many
of his reluctant counterparts to
come along. Without his commit-
ment, we would never have gotten
out of the blocks.
It was a tough political lift
under any circumstances, but
extending its trembling hand for
another round of donations. Like
a broken record, we’re already
hearing how important it is to
give money to the DNC.
Party treasurer Andrew Tobias,
who’s gay, again finds himself in the
unenviable position of asking for
money from a constituency that is
tired of being taken for granted. Why
should we give money to a party
that promises the moon and deliv-
ers only the lowest-hanging fruit?
According to Tobias, it’s because
“Democrats are overwhelmingly
more supportive of our issues than
Republicans.” Unfortunately, that’s
not saying much. As Tobias himself
has pointed out, 224 Republicans
scored a zero on HRC’s congres-
sional scorecard for the 109th
Congress. So being “more support-
ive” isn’t enough.
The administration has made
numerous pro-LGBT policy
changes and appointments, most
of which don’t make mainstream
media news. Tobias is a good guy
and he’s right to tout the progress
to date. But expectations were
set much higher than what’s
been delivered. Candidate
Obama vowed to repeal the
Defense of Marriage Act, a bold
promise that I never expected
him to honor in a first term. I did,
however, expect him, the
when Republican Gov. Jim
Douglas announced his intention
to veto the bill, an uphill battle
became a Herculean task.
Shumlin readily mustered a veto-
proof majority in the Senate, and
House Speaker Shap Smith went
to work. We had entered the
process with a substantial major-
ity in the House, but not two-
thirds. We had to call on count-
less legislators—Republicans,
Democrats, and Progressives—
some representing quite conser-
vative districts or facing over-
whelming personal or intra-party
pressures, in order to override
the veto. The night before the
override vote, we were still two
votes short. I spent the evening
drafting a press statement
acknowledging the setback and
vowing to continue our efforts.
The light of day brought fairer
winds, and the legislature over-
rode the governor’s veto by a
100-49 vote—without a single
vote to spare, making Vermont
the first state in the nation to
secure the freedom to marry
through legislation. We didn’t get
much national press at the time,
and folks may assume based on
Congress and the party to make
good on ENDA. That there exists
no plan in the Senate to move on
ENDA anytime soon confirms the
worst suspicions about the party
tossing breadcrumbs to keep gay
donors on the financial hook for
another election cycle.
Gay money this year is better
directed to individual incumbents
and challengers who support our
issues, not just in private, off-the-
record meetings, but in public
statements and votes. Since
Howard Dean’s groundbreaking
presidential campaign, many have
predicted that the Internet will one
day mean the end of the modern
political party, as donors can more
easily direct contributions to candi-
dates. It hasn’t happened yet, but a
diminished role for the two central-
ized parties would likely benefit
LGBT equality.
In the meantime, Democratic
politicians will never shake their nerv-
ous Nellie ways and stand up for
LGBT constituents if
they know gay donors
will write checks elec-
tion after election
regardless of legisla-
tive advances.

sage to politicians across the
country that supporting the free-
dom to marry is not only the right
thing to do, but it’s the politically
smart thing to do. And we’re doing
this because, after years of asking
them to stand up for us, it’s our
turn to step up for them.

Routine HIV testing is a flawed strategy
Too much time and
effort wasted on those
who aren’t at risk

unveiled a new National AIDS
Strategy earlier this month, and
the plan calls for more emphasis
on HIV antibody testing.
Surprise, surprise.
As those of us who work in
the HIV prevention field know,
increased testing efforts are not
new at all. The U.S. Centers for
Disease Control and Prevention
has been pushing routine HIV
testing for years. The idea is
that HIV testing should be
included in a battery of tests
performed during a routine
physical. The CDC, along with
many in the HIV prevention
arena, believes that HIV testing
should be a common practice.
Though not many people are
publicly saying that testing
should be required, many within
the CDC believe that we should
make an effort to screen every-
one — as in every American.
This is a deeply flawed
approach. Attempting to test every
American for HIV would be too
costly, and more importantly, it
would not lead to discovering a
significant number of new infec-
tions. And while routine HIV testing
sounds good in theory, in practice,
it makes no sense either.
Unlike cancer or diabetes, HIV
is a virus that is acquired through
certain behavior. While I might be
more likely to get diabetes
because it runs in my family, my
risks for HIV are not increased if
my parents both died of AIDS. I
can only catch HIV by explicitly
doing something to acquire it, like
sharing needles or having unpro-
tected sex. Testing everybody,
regardless of their risk factors, is
unwise because it wastes too
much time and effort on those
who aren’t at risk. Since we have
limited resources and limited
manpower, it makes more sense
to focus prevention efforts on
people who are at the highest
risk for transmission. By focusing
on people at the highest risk for
transmission, we are more likely
to discover new infections. If I
were looking for cavities it’s much
more likely that I would find them
in people who eat lots of candy
than in people who never eat
candy and brush their teeth three
times a day.
The jury is still out on whether
trying to test everyone is a sound
strategy. We should measure this
approach and weigh its effective-
ness against a more targeted
approach to HIV testing.
Routine HIV testing is another
grand idea that only works in theo-
ry. HIV testing, and the risk reduc-
tion counseling that goes along with
it, should always be client-centered.
This means that each testing event
is approached from the perspective
of what’s in the best interest of the
person being tested. Under this
construct, no two HIV testing ses-
sions are ever the same; and it
would be impossible to predeter-
mine any aspect of the session
itself. For example, a client-cen-
tered approach would not assume

anything about the client in
advance; so if there are no risk fac-
tors, choosing not to test a person
for HIV is actually client-centered.
By making HIV testing a routine
part of health care, it invites lazy
care from doctors. If HIV testing is
routine, then doctors won’t need to
talk to their patients about risks;
they will simply give them the test
and check off a box on a form. This
is not client-centered; this is health
care system-centered. It would be
much better if doctors actually
spent time talking to patients, get-
ting to know them more closely,
and recommending what tests
they should take based on individ-
ual need. Routine testing also
assumes that people see a physi-
cian routinely; this concept
becomes even more flawed when
you consider the number of people
who never see a doctor. Studies
show that the people who don’t
have routine medical care are the
very people at the highest risk for
HIV. And let’s not leap to the con-
clusion that health care reform
equals more people taking advan-
tage of health care. Cultural
norms, fear and stigma will still
prevent some people from seeking
health care even when it’s free or
largely subsidized.
I know people who advocate
for routine and/or universal HIV
testing are well intentioned; some
of these people are my col-
leagues and friends. And you
can’t fault good people for trying
to help others learn their HIV sta-
tus, which certainly leads to
healthier communities and fewer
new infections. But these blanket
efforts to test the masses are mis-
guided and lazy. It’s hard work to
seek out and test the people who
need HIV testing the most, but
that is the calling of this genera-
tion of AIDS activists. And no mat-
ter how routine the test or how
readily available it is, we must
convince people it is within their
best interest to know their status
and to protect their communities.

Getting Back to
Basics

Although the local real estate
market is experiencing increased
stabilization overall, there is no one
rule for all submarkets, property
types and price points. For the
month of June, 2010, for example,
the median townhome price in
Arlington was up 11% relative to
the same month in 2009. The
number of condos selling in DC in
the $500-600k range was down by
9%, while the number of units sell-
ing in the $600-700k was up 54%
and the number of detached hous-
es settling in Montgomery County
was up almost 13%.
These figures from the Multiple
Listing Service by themselves
don’t really inform individual trans-
actions. What I’ve seen are buy-
ers that are over-negotiating,
resulting in a loss of a home that
was an excellent option because
they were looking for a below-
market deal. Lack of inventory in
some submarkets has seen a
return of bidding wars where buy-
ers are dramatically overpaying.

and money on staging and

improvements may or may not
translate to a seller’s bottom line.
Some of this confusion can be
explained by the 24-hour news
cycle and the onslaught of infor-
mation that technology has made
possible. A very favorable local
housing report may come out in
the morning and then some ugly
national foreclosure rate comes
out in the afternoon. The emo-
tions of someone in the middle of
a real estate transaction are sud-
denly tied to the direction of the
latest statistic. My best advice is
to remember that bad news sells
better than good news, take a
deep breath, and don’t get caught
up in daily news reports.
Leverage (the price of the
home appreciating compared to
the rate of return on the down
payment) and the ability to write
off mortgage interest and real
estate taxes makes owning a
home an excellent investment for
people who plan on staying for
more than a couple years. With
historically low interest rates and
some of the highest wages in the
country, our area enjoys a gener-
ally more stable market and high-

er sustained affordability.
On the down side, the lesson
we’ve also learned is that when
economic, social and world
events occur, they have a direct
impact on demand and prices for
properties, and a home is not like
many other investments which
are more liquid in nature.
Buyers today are looking for a
more balanced combination of
urban environment, neighbor-
hood character, amenities and
proximity to work than in the past.
Many people want less bling and
are willing to pay a premium to
chop 30 minutes off their com-
muting time each day in
exchange for coffee shops and
restaurants within a few blocks.
In addition to the trend toward
urbanization of neighborhoods,
we are seeing changes in atti-
tudes towards housing. Owning
is not necessarily the status sym-
bol it once was. Both financially
and in regards to your lifestyle,
renting can make sense. Some
people want the flexibility for their
job, relationship or just because…
What if I want a puppy? What if I
want to travel? A detached house
may be the ideal answer for
some, renting an apartment the
ideal answer for others.
For buyers, remember that the
long term appreciation rate for the
past 25 years was nearly 8% and
mortgage rates have previously
been much higher. Even if appreci-
ation rates for the next several years
are only half of what they have been
historically, you will do fine.
Generally speaking the days of flip-
ping are over and buying fixer
uppers results in over-improving the
property. Foreclosures and short
sales can be extremely complicated
and take months to navigate.
For sellers, remember that your
home needs a customized, com-
prehensive marketing program and
proper pricing. Buyers today are
just as well-educated and if your
home is overpriced, they will not
come through the door to fall in
love. Their perception of the value
of your property is dramatically dif-
ferent if it has been on the market 3
days rather than 3 months.
As with any important financial,
medical or legal decision, consult
a seasoned expert when consid-
ering buying, selling, updating or
investing in real estate. Cocktail
party suggestions or advice from
Grandpa who bought his last
home in 1948 may not suffice.
Personally, I always seek counsel
and assistance in real estate
transactions to minimize the emo-
tional component and help keep
things in perspective.

There are more than a dozen
yoga studios throughout the metro
area that offer free, low-cost or pay-
what-you-can classes. More than
five locations that project free
movies outdoors throughout the
summer. And at least three days
per week, every week, profession-
al musicians and actors at venues
across the city play for free for
those lucky enough to know where.
How to find out where, exactly?
Follow Amy B. Melrose, the
founder and sole blogger of the
site “Free in D.C.,” on Twitter.
Or become her fan on Facebook.
Or find her highly trafficked,
searchable site with Google.
Melrose provides many options
to find the event information she
aggregates. For free, of course.
The energetic, quick-tongued
Melrose spends more than 20 hours
per week sifting through online invi-
tations, e-mails and paper fliers look-
ing for events that fulfill her criteria:
the event is in the D.C.-metro region,
costs less than $10 and is accessi-
ble by public transportation.
And to make the cut an event
must be “funky,” a loose term that
encompasses think-tank lectures,
art exhibits and “Kostume Karaoke.”

interview. Melrose is in her mid-30s
and works part-time as a freelance
new media marketing consultant.
Melrose’s self-described blog
“baby” was born in October 2007,
while Melrose was between jobs,
after a few glasses of wine during
a birthday party.
“‘You always know all of the
cool stuff going on. You should
just start a blog,’” Melrose said
her friends told her that night.
Over the prior five years she
had fleetingly thought about creat-
ing a website that listed inexpen-
sive events in the District, but a lack
of time and computer skills inhibit-
ed her from actually starting.
That night, after the revelry
ended, a friend created a blog-
ger template for Melrose.
“It was the kick in the butt I
needed to get things going,” said
Melrose. Melrose still uses the orig-
inal template her friend created for
the site, which averages about 800
unique visitors per weekday.
When Melrose started the site,
most of the events she posted
came to her by bills posted in cof-
fee shops, bulletin boards outside
restaurant bathrooms, hyper-local
newspapers and word-of-mouth.
Today about half of the events
she posts come to her as Facebook
invitations. On Saturday, she had 58
invites sitting in her inbox, waiting to
be reviewed for posting.
Melrose, a native of Philadelphia,
moved to the District in 1993 as a
transfer student to George
Washington University, where she
majored in psychology and worked
at the university’s Lisner Auditorium.
She did not plan to stay in
arts & entertainment
Washington after graduation, but
the city’s accessible culture had
her hooked.
“You don’t have to be 21, have
a car, or have a lot of money” to
take advantage of D.C.’s culture
and recreation, Melrose said.
Melrose compiles her blog with
newcomers and tourists in mind.
“I write it with the idea that the
stork just dropped [readers] in
D.C. and there’s everything on
my site they need [to find enter-
tainment]: location, price and
directions,” Melrose said.
In addition to her blog, Twitter
feed and Facebook updates,
Melrose posts twice weekly on
ReadysetDC and occasionally
on Borderstan. Melrose has also
entered into an agreement with
WashingtonCityPaper.com for a
weekly feature column.
Melrose sees her passion for
collecting and distilling inexpen-
sive, accessible events as a
community service.
“I do the work, put these
events into a digestible format,
so that other people don’t have
to,” Melrose said. “People expect
information to find them now.”
But the amount of time she
spends finding, posting and con-
firming the facts of events has led
her to ask for donations from users
via PayPal. In addition, Melrose now
has several local businesses spon-
soring her site with small advertise-
ments on the page margins.
Melrose is also, somewhat jokingly,
looking for an unpaid intern. She can

The summer rush on Metro has lately
caused me to strip off my dress shirt and
ride in my Hanes undershirt to keep from
passing out while jammed uncomfortably
close to the nearest stranger’s armpit.
Luckily, D.C. has a plethora of LGBT-
friendly locations that offer happy hour
specials to help you cool off after the rush
hour frenzy.
If you’re looking for a relaxed, low-key bar
scene, Monday “Showtunes” night at JR.’s
offers one of the best deals in town. The $3
beer specials and flat screen TVs playing
Broadway musicals will have you relaxed
and chatty before sunset. Sundays are also
a great night at JR.’s, with a $2 Skyy vodka
special that proves the perfect add-on to
your “Sunday-Funday” budget plans.
Just a few paces down 17th Street is
Cobalt, where Wednesday night karaoke
attracts a crowd with affordable drinks

QUEERY: 20 Questions for Denis Dison

Denis Dison came to D.C. on a dare.
He’d spent most of his early years in
Florida but after finishing college, a friend
invited him here for the weekend.
“She said, ‘I think you really need to be
here,’” he recalls. “‘This is where you
should live and work.’ I came to visit, got
a temp job that weekend, found a place
and started packing as soon as I got
home three days later.”
That was 20 years ago. Four years ago,
the 42-year-old self-described political
junkie joined the Gay & Lesbian Victory
Fund where he’s vice president for external
affairs. He’d worked in editorial and mar-
keting jobs before but he’s been putting his
writing skills to use blogging at Fund-spon-
sored gaypolitics.com and is also a
spokesperson for the organization.
“It can be a bit jarring moving from the
non-profit world, but I saw this as a unique
opportunity to contribute to the greater
equality of LGBT people and I’ve always
felt if you have the opportunity to work for
the community you’re part of, you should
take it.” Things are “incredibly busy,” he
says. This year’s batch of 147 Fund-
backed hopefuls includes six (three incum-
bents) running for congressional seats.
Dison, who’s gay, has had a few rela-
tionships but is single. “I could see myself
in a relationship, but I’m kind of set in my
ways,” he says. “It would have to be a

patient person.” He calls Dupont Circle,
where he lives, “one of the world’s great
neighborhoods.”
In his spare time he enjoys reading and
watching political news and keeping up
with the latest Apple gadgets. After this
summer’s intense D.C. heat, he jokes that
he might move back to Alaska where he
was born or Iceland, where his late father
was stationed during Dison’s toddler years.
How long have you been out and
who was the hardest person to tell?
I think I finally told my mother when I
was 24. Her response was, “Oh yeah, I
thought so.” I think the fact I was con-
sidering becoming a Catholic priest
probably tipped her off.
Who’s your gay hero?
Harvey Milk was a flawed human being
but his life is a case study in change,
persistence, hope and courage. As for
living heroes, I’d say Houston Mayor
Annise Parker for the same reasons.
She’s kind of awesome.
What’s Washington’s best nightspot,
past or present?
Tracks was a personal favorite. They
had a disco ball the size of a
Volkswagen. And a beach volleyball
court. And an outdoor grill where you
could buy a burger. Come to think of it,
what was all that about?
Describe your dream gay wedding.
I actually don’t dream about gay wed-
dings, though my friends Ryan and
Curtis got married in Baltimore in an
ancient church and I got to set my drink
on Edgar Allan Poe’s grave. That was
kind of inspiring.
What non-gay issue are you
most passionate about?
Feminism. I think a lot of the world’s
problems could be solved by empower-
ing women and girls. Also, the death
penalty is insane.
What historical outcome
would you change?
The 2000 presidential election in
Florida. I’m fairly bipartisan but just
imagine what the world would be like
today had that gone a different way.
What’s been the most memorable
pop culture moment of your lifetime?
Seeing Michael Jackson in concert at
the Gator Bowl in 1984 along with
45,000 other people. I was 16 and it
was amazing.
On what do you insist?

“I’ve spent almost all of July in Las Vegas
or D.C., so maybe in August I’ll take a
long weekend on the face of the sun.”

what would the title be?

You mean, I could become a better gay?
What do you believe in
beyond the physical world?
I wonder, but I don’t yet believe. The
physical world is mind-blowing enough.
What’s your advice for
LGBT movement leaders?
Engage and organize straight allies,
too. We’re outgunned and outspent, but
if everyone who loves somebody who’s
LGBT spoke out, we’d win every fight.
What would you walk
across hot coals for?
The repeal of the filibuster rule in the
Senate.
What gay stereotype
annoys you most?
Weakness
What’s your favorite gay movie?
“The Birdcage”
What’s the most overrated
social custom?
Saying “God bless you” after some-
one sneezes. I mean, it’s a sneeze,
not an aneurism.
What trophy or prize do you most covet?
Winning elections.
What do you wish you’d known at 18?
The power of compounding interest.
Why Washington?
Because this is where my family of
friends is and life would be no fun without
them. And because I like to complain so,
you know, there’s lots of material.

at their ANNUAL PICNIC at noon at Ft.
Washington Park, located a few miles
south of the District on the Maryland side of
the Potomac. The picnic is a potluck, so
bring a dish to share with others. The park
charges a small entrance fee ($5 for cars).
The Rainbow History Project is an all-vol-
unteer 501c3 nonprofit organization.

Indigo Girls rejoin Lilith Fair for local stop
All-female tour is
like ‘summer camp,’
Ray says

Lilith Fair comes to the
Washington, D.C., area on Tuesday
as the tour finishes its revival after
an 11-year hiatus featuring artists
from previous years as well as
some fresh faces.
Lilith Fair started in 1997, led
by Sarah McLachlan because
she’d become frustrated with
concert promoters and radio sta-
tions that refused to feature two
female musicians together. In its
first year, Lilith Fair earned $16
million, making it the top-gross-
ing touring festival at the time.
“The first time around, we had
a great time,” said Amy Ray of
the Indigo Girls in an interview
with the Blade this week. “It’s
always fun to do stuff on Lilith
with a bunch of different artists.”
The Indigo Girls, who have
been a part of Lilith on each tour,
return to the tour for the last three
dates. They were on the lineup for
more, including a stop in Atlanta,
but many dates were canceled.
“I don’t want to gush too much,
but for us it’s like summer camp,”
Ray said. “We get to go hear a
bunch of music we’ve never heard
and party with people we love and
have a great audience. You just
can’t go wrong.”
While touring with Lilith Fair,
the Indigo Girls have met and
collaborated with many different
artists, especially while perform-
ing “Closer to Fine,” which Ray
said often draws other artists to
the stage to sing with them.
“Meeting Chrissy Hines was a
really big deal, I was a huge
Pretenders fan,” said Ray of one
of her favorite Lilith moments.
Other returning acts include
Sheryl Crow and Suzanne Vega.The
members of Courtyard Hounds have
also been a part of Lilith previously
as members of the Dixie Chicks.
Some of the newer faces on tour this
year include Selena Gomez, Colbie
Caillat and Janelle Monáe.
“My favorite thing is to see
people that I’ve just never really
heard of,” said Ray. “I go watch
them and get to hear new music.”

two-CD set, “Staring Down the
Brilliant Dream,” the girls are excited
to perform again according to Ray.
“Staring Down the Brilliant Dream”
is a compilation of live recordings
from shows spanning from 2006 to
2009, hand picked by the Indigo Girls
with the help of Brian Speiser.
“We didn’t start out thinking,
‘hey, we need to put these spe-
cific songs on the record,’” said
Ray. “We just said, let’s listen to
everything we have and see

what sounds good.”
The set has 31 tracks including
“The Wood Song,” “Got Out the
Map,” a cover of “Wild Horses,”
and probably the best known
Indigo Girls’ song, “Closer to Fine.”
“We tried to make it a balance
between me and Emily’s songs,”
said Ray about the final song choic-
es, “and a balance of playing with
the band and playing acoustically.”
There is even one song,
“Ozilline,” that was recorded in D.C.,
at Wolf Trap with Brandi Carlile.
“Wolf Trap’s one of our favorite
places to play historically,” said
Ray. “So it was good to be able to
get something from that.”
There are a few songs Ray
would have liked to include on
the album, but they just did not
have a good live recording.
“One song that I really wanted to
get a good recording of was ‘Fleet of
Hope,’ a song by Emily,” said Ray.
The song is on their most
recent studio album, “Poseidon
and the Bitter Bug,” which was
released in 2009.
“Our newest record, we haven’t
toured it for as long, obviously, as
the other stuff,” Ray said. “We did-
n’t have as many recordings of it.”
The Indigo Girls have another
studio album coming out soon —
a holiday record.
“There are a few original songs
on it and the rest of them are dif-
ferent holiday songs. There’s a
Hanukkah song, Christmas songs,
and some, just kind of, secular,
winter songs,” said Ray.
The record was recorded
back in May in Nashville with a
bluegrass band, giving it more of
a country feel.

family tale to life

You may wince a little, and
weep a lot, as you also laugh out
loud at this hilarious yet heart-
rending story of a family and the
trials and troubles of marriage.
“The Kids Are All Right,” stars
the incomparable Annette Bening
and Julianne Moore as a lesbian
couple wedded to each other in
every sense but without a marriage
license to prove it, for 20 years.
And yet it is marriage ren-
dered so utterly commonplace
and completely real in its com-
plexities and its triumph of hope
over experience, which is what
any marriage must ultimately be.
As such, it should put to rest, to
the extent any film ever can, the
debate over whether gay mar-
riages have the right to exist
alongside straight ones — and
be just as wonderful or just as
miserable. For these lesbians the
real twist is that their marriage is
so completely conventional they
could be straight.
For in this film it’s simply one
take on the modern family, in a
tale of the “new normal” told with
droll accuracy about everything
from mid-life crisis, to adulterous
temptation, to teenage angst, to
coming-of-age. We meet uptight
doctor Nic (Bening), in a short,
blunt, butch haircut, who clearly
is the type-A breadwinner and
“wears the pants” in this family,
but is a compulsive drinker, and
Jules (Moore), the stay-at-home
mom who gave up her career for
a sort of ditzy and “emo” feminin-
ity. Their lives of conventional
affluence — troubled however by
signs of growing apart — take
place in their comfortable home
in the Los Angeles hillside.
Their two kids, 18-year-old, col-
lege-bound Joni (Mia Wasikowski),
named for Joni Mitchell, and 15-
year-old and sweet-natured Laser
(Josh Hutcherson), skateboarding
on the edge of delinquency, are —
or soon will be — all right. It’s their
parents (these two kids call them
“the Momses”) that may not be all
right. Even the occasional sexual
spice of watching gay male porn
together can’t season the staleness
of their sex lives, though their vibra-
tors are going into overdrive
This unease together becomes
especially true when an “intruder”
enters this family dynamic, already
teetering dangerously into chaos,
as Laser convinces his older sister
that they must track down and dis-
cover their “donor dad,” the anony-
mous sperm donor from whose
artificial insemination each of “the
Momses” gave them birth.
The donor is an organic restau-
rateur and shambling bachelor

D.C. ‘Housewives’ ready for close-up

host premiere party
at EFN Lounge

Washingtonians eager for the lat-
est installment of “Real Housewives”
can buy tickets for a Bravo-endorsed
premiere party slated for Thursday
from 7 to 11 p.m. at EFN Lounge
(1318 9th St., N.W.).
Tickets for the “Real Housewives
of D.C.” debut event, which must be
purchased in advance, range from
$25 for general admission to $500
for VIP ($80 and $150 tickets are

Howard Cromwell Jr., the gay pub-
lisher and editor of D.C.’s “Most
Fabulous Magazine” and an organ-
izer of monthly charity nightlife
events, is organizing the party as a
benefit for Dab, the AIDS Bear
Project, an HIV charity that will

The new show is the latest install-
ment of the “Real Housewives” fran-
chise, a series of Bravo reality shows
overseen by Bravo impresario Andy
Cohen, who’s gay. Previous install-
ments were set in Orange County
(Calif.), New York, Atlanta and New
Jersey. A Beverly Hills edition is slat-
ed for late fall after D.C.
Thursday’s party will be hosted by
Michaele Salahi, she of White House
State Dinner-crashing fame. She’s
one of this season’s housewives
along with Mary Schmidt Amons,
Catherine Ommanney, Lynda
Erkiletian and Stacie Scott Turner.
Cromwell has partnered with
Michaele and Tareq Salahi for their
America’s Polo Cup events and
helped them field media requests
after their notorious Nov. 24, 2009
White House appearance. He says
he’s known the couple for seven
years and says they’ve been unfair-
ly maligned in the media.
“There was a lot of misinforma-
tion about the Salahis,” he says.

“People would see something in
the Post and go, ‘Oh, well, it was in
the Post,’ so they go ahead and
run with the story. … It was com-
pletely blown out of proportion.”

have embraced Michaele while oth-
ers have shunned her in the wake of
their party-crashing scandal.
“They were at the W rooftop for
an event and she felt faint,”
Cromwell says. “Everybody else
looked at her like she had three
heads but three gay guys went

and got her some water and made
sure she was OK. That’s how we
are. We fought all our lives to be
who we are and have been misun-
derstood. That’s probably why gay
men like her so much.”
A month before their brush with
notoriety, the Salahis appeared at
the Washington Blade’s 40th
anniversary party last October.
Editor Kevin Naff remembers them
as gracious and generous — they
donated wine for the event — but
also eager for the limelight.
“They were friendly and outgo-
ing and it was clear they liked to
be the center of attention, though
no one flipped a table,” Naff
says. “I wish them well — they told
me they were Blade readers, so I
have a soft spot for them.”
The other D.C. “Housewives”
have said the State Dinner fiasco
is only a small part of the show
though it occurred while filming
was underway.
The show premieres Thursday,
Aug. 5 at 9 p.m. on Bravo.

BP oil spill filling up our media
outlets, what better time to get out
and enjoy the Chesapeake Bay?
Team DC has a sailing club on
its roster, which offers a great
daytrip out on our local waters. The
Rainbow Spinnakers Sailing Club
(RSSC) is a diverse group of most-
ly gay and lesbian sailing enthusi-
asts who stay connected through
their Google Group e-mail list,
which has close to 400 names.
The Spinnakers generally do
short day sails on the weekends
and the occasional weekday. If
you sign up for the Google
group, you will receive notices as
to when the next sail is taking
place and how many sailors are
needed to fill the boats. If you
would like to become a member,
the dues are $20 for an individ-
ual and $30 for a couple. The
RSSC also welcomes those who

are just interested in going out
for a day sail. They do not offer
sailing lessons, but many people
have learned to sail by going out
sailing with the Spinnakers. If
you let the skipper know that you
want to learn how to sail they can
provide extensive, but informal
instruction. Formal instruction is
offered at both of the launch
locations, Belle Haven Marina in
Alexandria and the Downtown
Sailing Center in Baltimore.
The group sails on rental crafts
obtained from their launch locations
and occasionally a member will
offer up their boat for a sail. The
number of boats that depart on any
given weekend depends on how
many skippers are available. A skip-
per is defined as the person who
has command of the boat, but may
or may not be the owner of the
boat. The rental boats are either
Sonars or Flying Scots. The Flying
Scot, ideal for beginning sailors, is a
19-foot day sailer dinghy used for
pleasure sailing as well as racing
throughout North America. It has
a large deep cockpit and provides
comfortable sailing for up to 6
people. The Sonar is a 23-foot
keelboat with a contoured sit-in
cockpit that seats 3 to 5 people.
The Sonar was adopted years
ago by the world’s disabled sailors
as their premier boat for racing. Its
large cockpit makes adaptations
easy for handicapped sailing.

The costs associated with going
out for a sail with the Spinnakers
range from $20 to $40 depending on
the length of the sail. All you need to
bring is a change of clothes, a bever-
age, sunscreen and a hat. Whether
you want to learn to sail or just be out
in the water is your decision. The
Chesapeake Bay has an abun-
dance of osprey, blue heron and
other wonders of nature. What are
