Against this background, how do you view the past and current performances of the Company? = It is fair to say that Ukrspecespor, its top managers and the whole team, during twenty ‘years of the Company's existenco, have success fully handled the challenges of national propor- tions and importance. Today, Ukraine is a well known player in the global arms export market. ‘A robust marketing policy that we consistently ‘pursue since our earliest days on the market has brought a return in the form of contracts com pleted and growing number of partner countries inmilitary tochnology cooperation: it can be seen from different world rankings, where Ukraine is placed among world’s biggest arms suppliers. KOMI: ‘Ukespecexport has provided an important con tribution to ensuring stabilization of the do- ‘mestic defense industry situation and creat {ng favorable conditions for growing exports of silitary products and services from Ukraine. A proof of this is the financials of State Com- pany Ukrspecexport, which, inter alia acts as in- termediary in arms export deals by companies ‘currently incorporated with Ukroboronprom. Particularly in 2010, SC Ukespetsexport con- ‘eluded over USD 25 billion worth of export con- tracts. These contracts provided sustained bust- zness for many Ukrainian defense industriesand R&D organizations, at a time when only export ‘contracts could save them from idlesse and de- line, given very low domestic market situation ‘at the time. It used to be mistakenly believed that Ukraine would be able to ensure Its nation- al security using only the huge arsenal of weap- ‘onry left behind by the Soviet army. Indeed, sine the beginning of Russia's agures- sion against Ukraine, Ukrspecexport has had to ‘adapt itself to new realities and to be intent, in- ter alia, on the importation of products from for: eign markets to meet the needs of our military and security sector agencies, because our domes- tic laws don't allow sensitive produets to be pur- ‘chased and acquired other than through govern- ‘ment authorized arms dealers. Exports of defense articles ‘and services to Russia have been suspended. ‘A program on import substitution has been launched, aimed to fully exclude Russian com- ponent suppliers from our military produe- tion cycle. I would like to emphasize that Rus- sia used to account for 2025 percent of our to- tal military exports to the former USSR coun- ‘tries in years prior to the start of Russia’s ag- tression. Despite the complexity of the current domestic situation, the outcome of the work done by the Company in 2015 looks very good.
