‘As you know, the City of Chicago and the Chicago Cubs have worked closely together to revamp and
enhance security at and around Wrigley Field for the 2017 baseball season, Some of the new physical
security measures include truck restrictions during specified time periods and slowing vehicles approaching
Wrigley Field through a serpentine traffic configuration to allow for visual inspections of vehioles at select
locations. In addition, temporary full street closures are implemented at the direction of public safety
officials when crowd conditions warrant, such as during the games this past weekend. With the
implementation of these new security measures, the 2017 baseball season is off to a safe and successful
start
However, as the 2017 baseball season progresses, there are several outstanding security measures that
requite your prompt attention. Those items include the following:
4.) Security Barrier Plan: As you know, the City has already approved in principle the Cubs request
to widen the north sidewalk along Addison between Sheffield and Clark by up to four fest to
facilitate the installation of securily barriers (bollards). In the meantime, the City has deployed
jersey barriers to pilot this plan over the last two years. In a meeting with the Cubs in February
2017, the City restated its postion that the Cubs’ should engage professional engineers to develop
plans for this work, This process would mirror standard procedures for a property owner proposing
to improve the public way, We also expect that the Cubs will fund the design and construction of
such improvements, including any necessary relocation of utlities and be responsible for future
maintenance, To date, we have received no plans for either the section along Addison or the area
along Clark street adjacent to the new sports plaza.
2) Sports Plaza Security Plan: With a capacity of 7.614 people, the new sgorts plaza presents an
added level of complexity to securing the venue. | reiterate the request from the City's public safety
team for a comprehensive security and crowd management plan for the new plaza, Specific areas
requiring attention to ensure safety and security include: protocols for sheltering in piace,evacuation and gate manipulation, as well as the need for a secure fence line between the retail
shops and plaza.
3) Cameras: Continue the conversations with the City of Chicago to fully integrate Wrigley Field
‘camera system to the OEMC.
4) Communications: Upgrades are necessary to the public safety radio communications in the on-
site Joint Operations Center, OEMC is pleased to assist those efforts by providing guidance from
‘our subject matter experts to enhance interoperabilty for local and federal law enforcement
partners with Cubs security stat
5.) Uniforms: At the request of the Chicago Police Department, outfit off-duty police officers working
security in an easily recognizable shirt or uniform so they are readily identified as security
enforcement.
6) Notification of Injuries: We have been made aware that the Cubs did not immediately report a
recent death that occurred at Wrigley Field. In the interest of public safety and the preservation of
potential crime scenesievidence, OEMC requests the organization be required to notify CPD of any
serious injury occurring on their property. At the present time, the Cubs are responsible for making
the decision about whether the incident is criminal in nature, not the police.
‘As Executive Director of the OEM, itis of ulmost importance to me to ensure that we are addressing
security around Wrigley Field comprehensively and expeditiously, The OEMC is dedicated to working with
the Chicago Cubs organization to help coordinate the security logistics around Wrigley Field to ensure safe
and enjoyable events forall players, fans, residents and visitors to Chicago. As you continue to invest in
upgrading the fan experience inside the stadium, it is our hope that you will also priorize security
investments in the area. We look forward to continuing our partnership and eagerly await your prompt
