Depending upon the age and needs of the
student, testing will require one to five
days of one hour sessions. Once tests are
administered, eligibility will be determined
and parents notified by the local school
within 6 weeks.
Fulton County Schools is required to gather
information in the following areas: Mental
Ability, Creativity, Achievement, and Moti-
vation. The grade level and former testing
experiences of a child determine exactly
which instruments will be administered.
During the testing process, the TAG Eligi-
bility Team may request your consent to
administer one or more of the following
instruments: Cognitive Abilities Test
(CogAT), Naglieri Nonverbal Ability Test
(NNAT2), Torrance Test of Creative Think-
ing (TTCT), Stanford Achievement Test
(STAT-10), and/or Gifted Rating Scales-
Motivation (GRS-M). Each specific test is
only administered to the student once eve-
ry two years.
Option A: Student must have a qualifying
score in the mental ability AND the
achievement categories.
Mental Ability: K-2-99%ile composite
score on nationally normed test
3-5->96%ile composite score on a nation-
ally normed mental ability test
Achievement: K-5 >90%ile Total Reading,

-English Language Learners and those on
Free/Reduced lunch will also be given the
Naglieri to measure nonverbal reasoning.
-Students moving into Fulton County from an-
other Georgia school will continue in gifted
services if they were previously enrolled in a
public school gifted program
-Students moving from out of state will have

their records reviewed by a TAG teacher to
see if the Georgia state gifted requirements
have been met. Georgia does not have reci-
procity with other states for gifted education
services.

Purpose of Talented &
Gifted Education
The Talented and Gifted program in
the Fulton County School System pro-
vides enriching experiences for the in-
tellectually advanced and exceptional-
ly creative student.
The program in our school involves stu-
dents being pulled out of their regular
education classroom one day per week.
During this time the grade level stand-
ards are extended and enriched
through engaging lessons, creative
problem solving, and much more.
Through participation in TAG classes,
students will develop advanced re-
search, advanced communication, criti-
cal thinking, and creative thinking skills.
At our school students will still receive
30 minutes of math on their TAG day.
Even though students are not expected
to make up the work that they miss
while attending TAG class, they are still
responsible for knowing the content that
the regular education teacher is cover-
ing.
Referral Process
All students are screened for eligibility
for gifted services twice a year. There
are two types of referral processes:
automatic and reported.
Automatic Referral
The automatic screening process is con-
ducted by the TAG teachers at our
school. TAG teachers will review exist-
ing assessment data and gather sup-
porting information during the period
of August-mid September.
Standardized Achievement Tests
Students must have minimally a score of
> 85th percentile and > 90th percen-
tile in a combination of two of the three
areas: Total Reading, Total Math, and
Complete Battery. Supporting data is
needed.
STAR Assessment (Fall only)
(Grade K) Students must have a Scaled
Score of > 775 on STAR assessment for
Early Literacy. No supporting data
needed. (Grades 1-5) Students must
score 90% or greater on systems STAR
assessment for Math or Reading. Sup-
porting data is needed.
Acceleration Assessments
(Grades K) Students must score 80% or
greater on systems Acceleration As-
sessment for English/Language Arts
and Mathematics. No additional sup-
porting data is needed.
(Grades 1-3) Students must score 80%
or greater on systems Acceleration
Assessment for English/Language Arts
or Mathematics. Supporting data is
needed.
Georgia Milestones End of Grade
Assessment
Students must score minimally at the
Distinguished Learner achievement
level(4) in English/Language Arts or
Mathematics. Supporting data is
needed.
The testing window for students
screened through Automatic Refer-
rals will be mid-September through
October 1.
Reported Referral
All referrals are first reviewed by the
local school Eligibility Team to consider
if existing information warrants a for-
mal testing for eligibility.
Classroom Screening
Local schools select a two-week pe-
riod in the winter to review all stu-
dents in their school. Classroom
teachers use the Characteristics In-
strument for Screening Students
(CISS) to identify students with su-
perior abilities in five or more of the
following areas: motivation, inter-
ests, communications skills, problem-
solving abilities, memory, inquiry,
insight, reasoning, creativity, and
humor. Parents may request to view
their childs screening results.
