3G3G Measurements will start when:

Ec/No <= sIntraSearch + qQualMin

Etisalat setting

3G3G measurement starts when:

sIntraSearch (UMTS Cell) = 8 dB, qQualMin (UMTS Cell) = -16 dB

i.e. Ec/No <= -8 dB

3G3G Cell reselection 1st Ranking
1st ranking is performed according to following formulas:

Rs (UMTS Serving Cell) = Ec/No (Serving Cell) +qHyst1 (Serving Cell)

Rn (UMTS Neighbour Cell) = Ec/No (Neighbour Cell) Qoffset1sn (Neighbour

Cell)

Gn (GSM Neighbour Cell) = RxLev qOffset1sn (GSM Neighbour) if sSearchRat

condition is met

As cell parameter QualMeas is set to qualMeasEc/No, there is a second ranking
for the UMTS cells (if no GSM cell is elected as best cell or if sSearchRat
condition is not met):

Rs (UMTS Serving Cell) = Ec/No (Serving Cell) +qHyst2 (Serving Cell)

Rn (UMTS Neighbour Cell) = Ec/No (Neighbour Cell) Qoffset2sn (Neighbour

3G parameters involved: Criteria S (GSM Cell eligibility):

 qRxLevMin (GSM Neighbor)
 qOffset1sn (GSM Neighbor)
 qHyst1 (UMTS Cell)
 tReselection (UMTS Cell)
 RxLev (GSM) > qRxLevMin (GSM Neighbor)
The GSM cell is reselected if the criteria S is verified
AND the following relation is verified during
tReselection:
 RxLev (GSM) CPICH_RSCP (UMTS) > qOffset1sn + qHyst1

Etisalat setting:
qRxLevMin (GSM neighbor) = -115 dBm (900MHz),
qOffset1sn (GSM neighbor) = 0 dB
qHyst1 (UMTS Cell) = 2 dB, tReselection (UMTS Cell) = 1 s

=> RxLev > CPICH_RSCP + 0 dB during 1 s

2G parameters to be activated on ALU 2G side:

 FDD_FREQUENCY_1: ARFCN
 EN_2G_TO_3G_CELL_RESELECTION: Enabled
 Q_search_I : Always search for 3G neigbours cells
 Q_search_P: Always search for 3G neigbours cells
 FDD_Qmin : -12dB
 FDD_Qoffset: Always search for 3G cell if possible
Start measuring 3G cells when the 2G cell satisfies Qsearch_I
GSM to UMTS reselection algorithm:
 Ec/No (UMTS) > FDD_Qmin and
 CPICH_RSCP (UMTS) > GSMRxlev (GSM) + FDD_Qoffset during 5 seconds

Cell reselection Algorithms

Start measuring GSM cells if:

In coverage: Ec/No <= -14 dB
Reselection if:
UMTS Idle Ec/No > -12 dB
and
Eligibility: Always select 3G
GSM needs to exceed:
- 111 dBm (900Mhz)

Start measuring UMTS cells if:

Ranking: GSM Idle
Always
Serving 3G RSCP + 0 dB
Neighbour 2G RxLev - 0 dB

Handover Strategy

Compress Mode is needed to measure the 2G neighbors in connected mode

Event 2d is used to start the compress mode (3G quality becomes worst than a predefined
threshold):

Event 2f is used to stop the compress mode (3G quality becomes better than a predefined
threshold):

While in compress mode, the 3G 2G handover is triggered if the 2G cell has been
measured, the BSIC has been verified and the quality of the 2G cell is better than a
