All:

I am again asking you to immediately terminate PRCS supervision of Mr. Eugene Harris, dob 2/9/1974. I have sent
multiple informal requests previously and Mr. Harris calls or emails me daily. It is my intent to set this matter for a
hearing and ask Judge Rogers to terminate supervision. As you know, Mr. Harris was released from Prison July 23, 2016
on PRCS supervision. He was supposed to be released to Texas, where he is from and where his family, including Aunt,
siblings, children, live. However, the counselor at the CDC got the paperwork wrong, so Mr. Harris was forced to live in
San Diego, without any family or employment or housing. He and his PO led his paperwork for a jurisdictional transfer to
Texas on August 9, 2016. Having heard nothing from Texas, Mr. Harris went to court on September 7, 2016 asking for
approval of the jurisdictional transfer. Judge Woods granted it, however he could not leave until Texas agree to accept
him. To date, Texas has not responded.

Mr. Harris has now been under PRCS supervision with no violations for six months and six days. Under Penal Code
Section 3456(a)(2), any person on post-release supervision for six consecutive months with no violations of his or her
conditions of post-release supervision that resulted in a custodial sanction may be consider for immediate discharge by
the supervising county. Not only does all of his family live in Texas, but he has a home there, was educated there, and
has family who will shelter and support him. Mr. Harris receives Social Security of only $700. or so per month.

Please respond to his last informal request by 1/31/17, otherwise it is my intent to put this matter on calendar for all of us
to discuss. I respect that you are all working to help Mr. Harris and that there is no ill will, but this has been going on for a
very long time. Now that we have passed the six month date, probation should do what is right and what is allowed under
the law and terminate Mr. Harris supervision.
