Re: weakening of citizen's access to information: RTI-Online Request

Madam/ Sir,

The way our "system" works, I have shocking experience of being condemned for
using the citizen's access to information in the last decade.

The PSU managers have adopted a culture of impunity,they are never ever afraid
of penalty ;one of the shocking information supplied to one department by
another department of India's no.1 non-life insurance company is that I (a class 3
Hindi translator who worked without stigma for two decades, finally dismissed on
grave charges of leaving Headquarters) was impeached by the company.

Presently, to comply with directions of Central Information Commission the


disclosure of information has been supplied to one Mrs. Manjula Parasher
instead of the RTI applicant.

The intent of legislature to empower a citizen to change the status quo of red -
tape of bureaucracy remain an illusion.

The applicant seeks information of principles/practice of RTI act, 2005

(1). Any circular/guideline issued by DOPT and/or CIC that information be


addressed by name to Central Information Commissioner and merely a
copy of that be addressed to the information seeker.
Please note the applicant is affected by mockery of the RTI as per details
given below.

On the other hand resourceful GIPSA -NIACL officials invoke a


citizens Right to Information as corporate incarnate;. e.g. one S.
S. Hira, salary No. 15287 sought information from Central Board
of Direct Taxes on 13.10.2009 regarding income IT/TDS challan,
trading account, Audit report etc in respect of 4 persons. On
behalf of NIACL second appeal was preferred against the Central
Govt. It was heard on 3.01. 2011 by Central Information
Commission (Appeal No. CIC/ LS/ A/ 2010/ 001130DS) .The
Chief Manager who secured iii rd party disclosure in the course of
his official duty is promoted as Dy. General Manager,NIACL.
