HUELGA NACIONAL CAMPESINA

Tras su victoria en las elecciones de noviembre de 1933, las derechas comienzan a

desplegar su programa de medidas para destruir las conquistas sociales del primer
bienio de la Repblica. Lo nico que ralentiza el proceso de desmantelamiento de la
legislacin agraria, prioridad absoluta de la CEDA y del Partido Agrario, es la
necesidad de pactar con fuerzas centristas como el Partido Radical. Entre abril y
mayo de 1934 se acuerda la devolucin de las tierras confiscadas a los terratenientes
implicados en el golpe de agosto de 1932. El 24 de mayo se deroga la Ley de
Trminos Municipales Se fija el otoo de 1934 como fecha improrrogable para la
expulsin de los jornaleros asentados en fincas improductivas en 1932 para paliar el
desempleo.

Complementariamente a las disposiciones legales de contrarreforma agraria, un

espritu de revancha lleva a los patronos a intensificar el boicoteo a las leyes
vigentes, bajando los salarios, discriminando a los trabajadores sindicados e
incumpliendo las Bases aprobadas. La accin combinada del gobierno derechista y la
patronal lleva a una espiral de abuso y coaccin que trata de despojar a los
trabajadores del campo de sus rganos de representacin y de influencia en la
organizacin de las relaciones laborales.

La situacin de la Federacin de Trabajadores de la Tierra, vinculada a la UGT, es

desesperada y, bajo la amenaza de verse desbordada por la CNT, radicaliza su
discurso. La comisin ejecutiva interina de la Federacin de Trabajadores de la Tierra
emite un comunicado en el que denuncia que la reaccin, ayudada por la torpeza o
apostasa de muchos pretendidos republicanos, nos ha conducido a este dilema de
hierro: o la sumisin incondicional o la sublevacin violenta. El 22 de abril, Ricardo
Zabalza, secretario general de la FNTT, comunica a la comisin ejecutiva de la UGT la
preparacin de una huelga general de los trabajadores del campo. Los dirigentes de
la UGT no estn de acuerdo, temiendo que un fracaso rotundo empeore la situacin,
pues la mayora de quienes habran de secundar la huelga se encuentran en paro
forzoso, y los jornales de la recoleccin poca para la que se convocara la huelga-
representan el nico ingreso anual de muchos de ellos, y existe cansancio por la
conflictividad casi ininterrumpida de los ltimos tres aos, pero la FNTT considera
inaplazable la accin y convoca la Huelga Nacional Campesina para el 5 de junio, con
unas reivindicaciones que se resumen en diez peticiones:

1. Cumplimiento de las Bases de trabajo y de la legislacin social, salario mnimo en

las localidades carentes de Bases y castigo a los incumplimientos.
2. Obligatoriedad del servicio de colocacin, turnos rigurosos sin discriminaciones.
3. Reglamentacin del empleo de mquinas y forasteros, llegando a la prohibicin
donde haya escasez de trabajo o exceso de brazos.
4. Medidas efectivas e inmediatas contra el paro.
5. Efectividad de la Ley de Arrendamientos Colectivos.
6. Incautacin temporal y arrendamiento colectivo de tierras incluidas en el
Inventario que no sean inmediatamente no necesarias para asentamientos.
7. Reconocimiento del derecho a relevar a todos los beneficiados para la
intensificacin de cultivos.
8. Que se efecten antes del otoo todos los asentamientos acordados.
9. Fondo especial del Crdito agrcola para colectividades arrendatarias campesinas.
10. Rescate de bienes comunales.

El gobierno, viendo la ocasin propicia para acelerar el desmantelamiento de la FNTT,

publica el 29 de mayo un decreto que declara servicio pblico la recoleccin y, por
tanto, ilegales todas las huelgas que la puedan afectar, prohibiendo las reuniones y
propagandas relacionadas con ella e imponiendo la censura de prensa sobre esta
cuestin.

En Zamora se aplican rigurosamente estas prohibiciones, y Manuel Antn Martn es

detenido y juzgado por difundir la convocatoria de huelga. Las autoridades y la
prensa burguesa vase el editorial del Heraldo de Zamora que ilustra esta entrada-
intentan transmitir una imagen de normalidad segn la cual la huelga habra
fracasado por completo, pero lo cierto es que se declara el paro indefinido en
numerosas localidades: Aspariegos, Benegiles, Castroverde de Campos, Fresno de la
Ribera, Fuentelapea, Fuentes de Ropel, Madridanos, Manganeses de la Polvorosa,
Morales de Toro, Villalpando, Villarrn de Campos, etc., y que las fuerzas del orden se
emplean a fondo para impedir la accin de los huelguistas. La huelga se prolonga
ms de una semana en algunas localidades, como Villarrn. En Manganeses de la
Polvorosa, la Guardia Civil dispara contra los obreros, causando un herido de bala. En
Aspariegos son detenidos once trabajadores por la Guardia Civil, con intervencin de
la Guardia de asalto.

El comit central del PCE se solidariza con la huelga campesina y proclama a su vez
la huelga general, a la que en la provincia de Zamora se suman trabajadores de la
construccin de la capital y del Canal de San Jos en Toro.

Los incidentes ms graves se producen en Valcabado del Pan, donde el patrono

Eduardo Rodrguez Rosn, de 24 aos, que sali al campo con sus obreros desafiando
el llamamiento a la huelga, es golpeado por un grupo de huelguistas y fallece el da
11 a consecuencia de sus heridas. La Casa del pueblo de Valcabado es clausurada y
son detenidos 26 obreros, de los que tres Dalmacio Esteban Gonzlez, Ernesto
Rodrguez Yeguas y Eugenio de las Heras Gonzlez- sern condenados en julio a 17
aos de prisin por el Tribunal de Urgencia. En represalia, un ao ms tarde, el 2 de
junio de 1935, Gregorio Rodrguez Rosn, hermano de Eduardo, tirotea y apuala
hasta la muerte a Emiliano Illn Pascual, hermano del presidente de la Sociedad
Obrera, por lo que ser condenado a 14 aos de prisin.

Las reivindicaciones planteadas no fueron atendidas y el fracaso de la huelga

desgast a la FNTT y a los socialistas, que perdieron afiliados y sufrieron el trasvase
de efectivos a favor de la CNT y del PCE en ncleos importantes como Villalpando,
Morales de Toro o Fuentelapea.

No debemos infravalorar la repercusin que esta huelga tendra a la hora de

suministrar pretextos para la represin despus del golpe de estado de 1936. Sin
duda, las fuerzas de seguridad que actuaron contra los huelguistas tuvieron en
cuenta estos antecedentes al suministrar informacin y apoyo logstico a los
responsables de organizar las represalias, y de esta forma, muchos de los detenidos
en 1934 fueron asesinados en 1936, y las localidades en las que haba tenido xito la
huelga nacional campesina fueron especialmente castigadas: hasta la fecha hemos
podido constatar el asesinato de 13 vecinos de Aspariegos, 7 de Benegiles, 30 de
Castroverde, 10 de Fresno de la Ribera, 27 de Fuentelapea, 3 de Fuentes de Ropel, 2
de Madridanos, 28 de Manganeses de la Polvorosa, 29 de Morales de Toro, 27 de
Villalpando, 26 de Villarrn de Campos, etc.

The Republicans enjoyed the support of international public opinion, with individuals such as George
