Minutes of the 1st Meeting of the HRIDAY National Empowered Committee


(HNEC) held under the Chairmanship of Secretary (UD) on 12th Jauary,2015

The 1st meeting of the HRIDAY National Empowered Committee (HNEC) under the Heritage
City Development and Augmentation Yojana (HRIDAY) scheme was held under the
Chairmanship of Secretary (UD) on 12th January, 2015.

The list of the participants during the meeting is enclosed.

The details of agenda items taken up for discussion during the meeting and the decision taken
thereon is as under:-

1. Approval for Release of Funds for Establishment of National PMU and City PMUs
Hosted at NIUA: After detailed deliberation on setting up National and City Level PMUs, it
was decided that NIUA shall act as the National PMU, and provide assistance to Cities in
setting up City Level PMUs. The Mission Director is authorized to decide the composition of
the PMUs along with NIUA and carry out the procurement process as per the provision of
GFR and HRIDAY Guidelines. Through the SFC Note, the Ministry of Urban Development
approved INR 15 Crores (3% of total budget for HRIDAY) for the purpose of setting up
National and City PMUs. Of this amount, HNEC approved the release of 25% amounting
to INR 3.75 Crores to NIUA for setting up National and City PMUs. It was also reiterated
that it shall be the responsibility of the Mission Director to ensure that the overall expenditure
on PMUs shall not exceed INR 15 Crores and the expenditure is as per Guidelines.

2. Approval of Release of Funds for Administrative and Operational Expenses to


National and City Level Mission Directorates: Through the SFC Note, the Ministry of
Urban Development approved INR 5 Crores (1% of total budget for HRIDAY) for the
Administrative and Operating Expenses of the Mission Directorate at the National and City
Level. Of this amount, the HNEC approved the release of 25% amounting to INR 1.25
Crores to NIUA for administrative and operational expenses of the National and City Level
Mission Directorates. It was also reiterated that it shall be the responsibility of the Mission

Director to ensure that the overall administrative and operational expenses shall not exceed
INR 5 Crores.

3. Approval of Cities to use JNNURM empaneled organizations for preparation of


Detailed Project Reports (DPRs) and Heritage Management Plans (HMPs): On the issue
of Cities to use JNNURM empaneled organizations for preparation of DPRs and HMPs, it
was decided that a Technical Committee be formed consisting of the following:
a. Mission Director (HRIDAY)
b. Representatives from Archeological Survey of India (ASI),
c. Representative from Ministry of Culture
d. Representative from Ministry of Tourism,
e. Representative from INTACH,
f. Representative from CPWD
g. Director, NIUA

It was decided that the Technical Committee shall evaluate the past performance and
desirability of proposed JNNURM empaneled agencies. Based on the recommendation of
the Technical Committee, the Mission Director is authorized to revise and shortlist the list of
empanelled agencies.

4. Approval of Empowerment of Cities and NIUA to nominate INTACH for Preparation of


DPRs: After detailed deliberation, it was decided to nominate INTACH only for preparation
of DPRs. It was also decided that the Mission Director evaluate additional agencies with
experience in the Heritage domain from Ministry of Culture and Tourism to be empanelled in
the JNNURM list.

5. Approval of Release of Funds for Development of HRIDAY Online Portal for Digital
Information Dissemination and Stakeholder Engagement: The proposal submitted by
NIUA on the development of the HRIDAY online portal as a communication channel was
reviewed by the HNEC. It was decided to apprise the estimate by Mission Directorate and
place before the HNEC.

6. Approval of Release of Funds for Inaugural Launch Event of the HRIDAY Scheme: The
proposal submitted by NIUA for the Inaugural Launch Event of the HRIDAY Scheme was
approved by the HNEC in principal. It was also decided that the expenditure for the Launch
Event will be considered on file in consultation with Internal Finance Department (IFD) of
Ministry of Urban Development before release of funds.

7. Approval of Detailed Project Report on Dasashwamedh cultural quarter heritage


rejuvenation plan and the development of identified heritage property of Varanasi city
under HRIDAY: After detailed deliberation on apprising DPRs, it was decided that the
Technical Committee as constituted above in Point 3, shall appraise and evaluate the DPRs
before it is put forth at the HNEC for final approval.

8. Approval of Detailed Project Report on Kunds & Ghats, and the development of
identified heritage property of Varanasi city under HRIDAY: After detailed deliberation
on apprising DPRs, it was decided that the Technical Committee as constituted above in
Point 3, shall appraise and evaluate the DPRs before it is put forth at the HNEC for final
approval.

9. Approval of Detailed Project on the heritage areas of Hrishchand ghat, Assi ghat and
Manikarnika ghat of Varanasi city under HRIDAY: After detailed deliberation on apprising
DPRs, it was decided that the Technical Committee as constituted above in Point 3, shall
appraise and evaluate the DPRs before it is put forth at the HNEC for final approval.

10. Approval of Foreign Delegation Visit to Kyoto, Japan: The HNEC in principle approved
the visit of a delegation comprising officials from the Central Government and
representatives from Varanasi to Kyoto, Japan to understand and leverage experience of
Kyoto in Heritage Management for rejuvenation of Varanasi. The constitution of the tentative
delegation that was approved was as follows:

11. Approval for Release of Funds to Sulabh International Social Service Organization to
Renovate and Modernize Sulabh Public Toilet complexes: HNEC decided that the
proposal may be apprised in the Mission Directorate/CPWD and placed before HNEC for
approval.

12. Approval for Release of Funds for 24/7 Sweeping Activities at Varanasi Heritage Sites:
After detailed deliberation, it was decided that, the proposal for the Sweeping Activity be
reviewed and examined by the Technical Committee as constituted above in Point 3, before
it is put forth at the HNEC Meeting.

13. Approval for Utilizing Services of India City Walks to Conduct HRIDAY Walkathons in
Ajmer, Amritsar and Varanasi: After detailed deliberation, it was decided that, the proposal
for the Sweeping Activity be reviewed and examined by the Technical Committee as
constituted above in Point 3, before it is put forth at the HNEC Meeting.

The meeting ended with the vote of thanks to the chair.
