Do you think that government regulations is the best way to make the Corporate Social

Responsibility (CSR) in Nepal?

Corporate social responsibility (CSR) promotes a vision of business accountability to a wide


range of stakeholders, besides shareholders and investors. Key areas of concern are
environmental protection and the wellbeing of employees, the community and civil society in
general, both now and in the future. The concept of CSR is underpinned by the idea that
corporations can no longer act as isolated economic entities operating in detachment from
broader society. Traditional views about competitiveness, survival and profitability are being
swept away.

In the past, governments have relied on legislation and regulation to deliver social and
environmental objectives in the business sector. Shrinking government resources, coupled with
a distrust of regulations, has led to the exploration of voluntary and non-regulatory initiatives
instead. There is a growing demand for corporate disclosure from stakeholders, including
customers, suppliers, employees, communities, investors, and activist organizations.

Governments should analyze the role that businesses have traditionally adopted in society in
order to design their CSR policy. It is important not to break with the traditional way in which
businesses relate to society. The major roles the government should played is of facilitator. As
currently CSR is becoming means of advertisement rather than fulfilling social responsibilities.
The private business are profit oriented, they perform activities that creates revenue. Even the
CSR is taken as revenue generating activities. CSR can become insulated, self-serving, and self-
affirmingoften to the detriment of the society where it was supposed to be a social, political,
technical, and financial benefit. That's why government has to make regulations to make
organization to do CSR. As the investor or risk taker no business want to give their hard earned
money to the society as return. The business has taken huge risk, bears tough competition,
faces uncertainties, the profit earned of such hard process is the right of investor or
shareholders not of society or government. Business had paid their taxes to the government
and they think that the government has to perform such activities rather than business
corporations.

Rather than making regulations the governments role entails much more than promoting and
encouraging. It means working as a mediator between businesses and NGOs. Governments
have to represent many interests, including the public interest, and should adopt a leading role,
above all in relation to the influence of the different social agents. They also need to create a
common background. In order to develop a winwin relationship in the multi-stakeholder
approach. The government should support in promoting the business sector. As CSR is related
to business activities and their social and environmental consequences. The governments
should use the voluntary approach in response to the perception that businesses need to be
allowed to develop new practices before regulation becomes appropriate, and regulation is
seen as stifling innovation.
However, some NGOs would argue for much stricter regulation. Boundaries in the role of
businesses in society can become blurred, and governments may encourage the involvement of
the business sector in areas where public services are lacking. But boundaries can also become
confused between businesses providing a public service, and businesses that claim they are
managing their relationship with stakeholders in a way that has a positive impact on the
community.
