1.- AIM

This document defines the scope and technical requirements for the supply of the following
equipment for Samra Phase IV Add-On Combined Cycle Project:

Fire protection and detection system complete package

The firefighting system EPC scope includes design, procurement, erection, test, commission and
legalization until complete approval from Owner and Local Authority.

This document does not define all the constructive details of the equipment/package. It is
responsibility of the equipment Bidder that these details are carried out according to the applicable
standards and best engineering practices.

2.- INTRODUCTION

2.1.- SUMMARY OF PROJECT / PLANT DESCRIPTION

Samra Electric Power Company (SEPCO) currently owns and operates the Samra Power plant
located at the Samra Site. The Samra Site is located approximately 35 km to the north of Amman
(Jordan) on the outskirts of Al Hashmia. The Samra Power Plant is being constructed in phases.
Phase I of the Samra power plant is a 300 MW combined cycle power generating facility in
commercial operation. Similarly, Phase II is a 300 MW combined cycle power generating facility in
commercial operation. Phase III is 430 MW combined cycle power generating facility in commercial
operation. A 146 MW Alstom gas turbine operating in simple cycle mode - Fast Track Project or
Phase IV- was placed in commercial operation in June 2013. SEPCO is currently planning the
addition of a 75 MW Steam Cycle as Phase IV Add-on Combined Cycle (the Project).

All combustion turbines installed at the Samra Power Station are designed as dual fuel units
capable of operating on light fuel oil and Natural Gas. Light distillate fuel unloading and 14 day
storage facilities are located at the site. All gas turbines are designed to be capable of automatic
changeover between the fuels.

Power generated by the Phases I and II Combined Cycle Units is evacuated to NEPCO grid at 400
kV via a 400 kV switchyard. The existing Phase III and Phase IV units are connected to NEPCO
Grid at 132 kV via a 132 kV switchyard.

As stated above, the scope of the Project will be to install the add-on combined cycle power plant
consisting of one (1) approximately 75 MW Steam Turbine Generator, (1) Heat Recovery Steam

Generator and all related auxiliaries and systems. The Project shall include all equipment, work and
services in order to integrate the add-on combined cycle with the existing gas turbine to render the
combined cycle power plant fully complete and functional for safe and reliable commercial
operation under all conditions and respects. The Project will have to be designed to allow cycling
and quick start and shutdown.

The final configuration of the combined cycle power plant shall be 1 x 1 x 1 (one combustion turbine
installed by others, one HRSG and one steam turbine generator) configuration.

The Facility shall have a direct air-cooled condenser. Power evacuation will be via the existing 132
kV substation owned by the Jordanian National Electric Power Company (NEPCO).

2.2.- DEFINITIONS

Owner:

SEPCO (Samra Electric Power Company) is the final owner of the new power plant to be erected
by Contractor.

Contractor:

SEPCO III ELECTRIC POWER CONSTRUCTION CORPORATION is the Engineering,


procurement and Construction EPC Contractor.

Bidder:

The Bidder shall mean the entity responsible for providing the supplies and or services in
accordance with this technical specification.

Contract Documents:

The Contract Documents are the documents that Contractorand Bidder have agreed and that are
used as basis for the relationship of the two parts.

Architect Engineer:

IDOM is the Architect Engineer, which is the entity to perform the engineering of the Power Plant
Add-On.

Works:

Works shall mean the materials and the services to be furnished by the Bidderin accordance with
this technical specification.

3.- REGULATION CODES AND STANDARDS

All components, systems, equipment, buildings, and structures shall be designed, manufactured,
assembled and tested at manufacturers works, installed and, after installation at the Site, shall be
tested and commissioned, in accordance with applicable Western internationally recognized
standards such as US, European and/or Japanese, and Jordanian statutory codes and regulations,
including those specifically listed in this specification. No other standards will be accepted.

The design offering equipment, systems, buildings, and/or structures not designed in accordance
with western standards will be rejected. The Bidder shall use a reputable western design
organization to perform design work for the plant and prepare equipment specifications to ensure
that the requirement to adhere to the western standards is met. The Bidder shall follow a schedule
of all the codes and standards he proposed to use for the project in the Proposal. The Bidder
cannot propose alternate codes or standards to those listed below without obtaining written
approval from the Owners/Owners Engineers. Such approvals shall be obtained as part of the
clarification process during the bid preparation stage. Approval will be solely at the
Owners/Owners Engineers discretion.

The Bidder shall provide one (1) electronic copy of each of the applicable codes and standards
used by the Bidder for design, manufacturing, assembly, installation, and testing of the plant
components, systems, and equipment. The copies of the standards shall be provided fourteen (14)
days prior to submittal of the specifications, drawings, calculations, and other documentation, as
applicable, covered by such standards.

The Bidder shall furnish to the Owner/Owners Engineer one copy of all codes and standards used
on the Project in the English language. All codes and standards to be used must be available in the
English language at the Bid Date. The Bidder must demonstrate in their bid that this is the case.

Unless otherwise agreed, the latest revision of all relevant standards and their addenda shall apply.

The fire detection and protection systems shall provide coverage of the add-on combined cycle
Facility site and shall comply with NFPA codes (or equivalent) in addition to all statutory and local
authority requirements. The Bidder shall cooperate with the Owners/Owners Engineers insurance
carriers requirements and those of the Jordanian Civil Defense Department (CDD) to finalize the
fire protection design.

The plant shall be constructed, installed and commissioned and be operable and maintainable in
full compliance with relevant health and safety at-work orders, all related acts, regulations, codes
and statutory requirements. All warning and instruction notices shall be in English.
SECTION D - TECHNICAL SPECIFICATION
The Bidder shall implement all special requirements concerning the nature, handling and storage of
all classified substances including fuels, oils, gases and chemicals. Where possible, hazards
should be reasonably avoided. Where appropriate, areas shall be classified to the relevant sections
of the Institute of Petroleum (IP) codes, or other recognized standards. Suitably certified equipment
shall be used in the designated hazardous areas.

Equipment location and arrangement shall ensure that not less than two escape routes are
available for personnel in case of fire or other hazard during normal operation and maintenance
procedures.

All statutory environmental regulations shall be adhered to during the design, construction and
operating phases of the Project.

3.1.- SUPPLY SPECIFIC CODES AND STANDARDS

The Fire Fighting system of the plant shall be designed in compliance to appropriate internationally
recognized standards and codes in their latest edition and shall also comply with all the applicable
Jordan national standards.

The standards shall be obeyed in the following order of precedence:

Jordan standards

National Fire Protection Association (NFPA) codes

Other standards and codes which are accepted internationally

4.- SITE CONDITIONS

4.1.- GENERAL

The plant site is located 4 km northeast of Hussein Thermal Station and approximately 35 km north
of Amman (Jordan). The add-on combined cycle plant is part of the Phase IV site that is located
south of the main road connecting Samra waste water treatment plant Al Hashemya / Al Zarqa.The
Site is easily accessible and is connected by roadways to the National Highway.

The Phase IV plant is situated to the west of Phase II combined cycle plant. Phase IV add-on
combined cycle plant is located in the northern part of the Phase IV site. The add-on combined
cycle facility will be connected with to the 132 Kv NEPCO substation located to the east from the
Phase IV site.

4.2.- CLIMATIC CONDITIONS

The plant is to be designed for the full range of the following ambient conditions:

- Ambient temperature: -1,2 C to 43 C

- Relativity humidity : 3,5% to 98%

- Rainfall: 80 mm in 24 hours

- Wind velocity: 36 m/sec

- Site elevation: 570 m above sea level

The performance guarantees will be provided for the following ambient conditions:

- Barometric pressure: 946 milibar

- Ambient dry bulb temperature: 38 C

- Relativity humidity: 50%

4.3.- SEISMOLOGICAL DATA

All buildings, structures and foundations shall be designed and adopt necessary earthquake design
criteria suggested by UBC 1997. The seismic risk zone for this site is Zone 2B as determined from
UBC 1997.

5.- GENERAL DESIGN REQUIREMENTS

5.1.- AVAILABILITY AND RELIABILITY

Plant maintenance philosophies and the selection of equipment shall reflect the need for a Plant
with a high availability and reliability throughout the year.

5.2.- MAINTANABILITY

Access around all equipment shall be provided, in accordance with good utility practice, to allow
effective inspection, maintenance and removal. Aisle ways adjacent to equipment and laydown
areas shall be sufficient to facilitate all aspects of major maintenance. General arrangement
drawings shall clearly identify the outline of all major plant equipment, their weights and associated
floor loading capacity and lay down location.

Equipment requiring regular routine maintenance that does not have direct or mobile crane or
forklift access shall be provided with monorail and hoists. Monorail or forklift access shall be
provided for moving heavy equipment. The heaviest maintenance lift equipment item and rating for
each crane, monorail and hoist shall be specified. The lay down areas for all major plant equipment
shall have adequate space for direct heavy transport and trailer access and direct mobile crane
access. Laydown schemes shall eliminate double-handling of lifted loads to the maximum extent
possible.

5.3.- DESIGN LIFEAND FACILITY OPERATION CONDITIONS

The equipment supplied under this Specification shall be designed for plant operating life not less
than 30 years.

For more information about design life and facility operation conditions (such as Power Plant
number of start-ups, electrical grid requirements or operating conditions), please refer to JO003-00-
YTZ-GIO-IDM-003 Project Master Data listed in Section 15 of this document.

5.4.- LANGUAGE AND UNITS

All correspondence, drawings, catalogues, illustrations, specifications, and other documentation


related to the project shall be in the English Language. The units of measurement shall be
expressed in the SI system except for pipe diameters that can be expresses in English units if this
is manufacturers standard.

6.- SCOPE OF SUPPLY

It is not the intention of this document to detail and define all the constructive details of the
equipment; as it is responsibility of the equipment Vendor that these details are carried out
according to the applicable standards and best engineering practices.

The supplied equipment must be of the proper capacity, type and quality to perform successfully
the functions for which is specified. Its performance characteristics must be proper to meet
specified service conditions. The accessories to be included must be adequate to meet the
specified requirements.

The scope of supply must include all the components required to ensure safe and proper operation,
as well as its maintenance. Also, individual parts which are not explicitly mentioned in this
specification, but which are necessary for proper operation, must be included in the scope of
supply.

The Vendor must submit with its proposal a List of Exceptions / Clarifications to this
specification, if applicable. All equipment, components and/or services not mentioned in this list,
but requested in the present technical specification and/or required to ensure the efficient and
complete operation of the equipment will be included in the Vendors scope of supply, without any
additional surcharge for the Contractor. No exception will be accepted if it is not included in this list
and has not been accepted by the Contractor.

The Vendor must make the work complete, down to small details and taking care of any items that
may have not been specified in this Technical Specification, if the guaranteed operation parameters
or the safety requirements of the plant call for these items.

The equipment must also be designed so that all provisions for easy access for inspection,
cleaning, maintenance and repair are accounted for. The inspection facilities and openings required
for this are to be included as well.
SECTION D - TECHNICAL SPECIFICATION
The Vendor must provide an equipment of a well-proven design. The equipment must be designed,
manufactured and inspected in accordance with the applicable standards and comply with the
terms and conditions of this specification as regards to the requested performance, design criteria,
construction requirements, guarantees and time schedule.

In case there is any contradiction among the requirements included in this technical specification
(and its annexes), and/or the applicable standards or regulations, the one to be applied is the most
restrictive one. In any case, the Contractor reserves the right to determine which of the different
requirements are to be fulfilled. In the case that such a contradiction arises, only the Contractor, by
a written statement, can decide over the final compulsory requirement to be applied.

The Vendor can propose other technical alternatives or materials different from those requested in
this specification, if advantages or performance improvements are demonstrated.

Where specific products are named for use, or when an 'approved equal' is allowed, the Sub-
contractor shall, if he wishes to use an alternative, submit his proposals for alternative materials to
the Contractor for approval.

Samples or technical descriptions of articles and materials proposed by the Sub-contractor for use
in the permanent works or as an alternative to specification requirements shall be submitted to the
Contractor for approval as required by this Specification before supplies are brought on to the Site.

The approved samples will be retained by the Contractor at the Site for comparison with delivered
materials and finished works. The Sub-contractor shall supply labelled boxes for storage of
samples.

6.1.- SCOPE OF SUPPLY: EQUIPMENT AND COMPONENTS

The scope of supply shall include the complete fire detection and protection system of theSamra
Phase IV Add-On Combined Cycle Project, that will be interconnected and be fully compatible with
the one installed in the existing plant. As a summary not exhaustive, the system will be composed
by:

- Main underground ring, including hydrants, to be connected to the existing one.The fire line
in the existing system is 10 High Density Polyethylene (HDPE).

- Fire detection and protection system for all the buildings in the new power plant.

- Fire detection and protection for specific outdoor areas of the power plant: Transformers,
demineralized water pumps, etc.

- Connection with specific equipment fire detection and protection systems, e.g., the
Chemical Dosing Enclosure system, Emergency Diesel Generator System.

- Connection with the existing main fire panel (located in the existing Control Room).

The scope of supply shall include the complete engineering design of the system, materials,
manufacture, labeling, packing, erection and commissioning supervision (where applicable) of the
equipment and components, in accordance with the requirements defined in this specification. It
also includes all those item not expressly indicated in this document, but necessary for the proper
operation of the equipment.

In general, the scope of supply will include the following items:

- Supply of all the materials, mechanical commercial components and equipment, piping,
valves, instrumentation, electrical and control equipment, etc.

- Shop prefabrication of the various components, which must be equipped with the necessary
handling devices for loading, unloading, erection, etc., such as eyes, backing plates, guiding
sheets, etc.

- Performance of all the required tests at factory.

- Painting of all the equipment and components, in accordance with the painting
specifications detailed in this document.

- Supply of first fill of consumables if required.

- Labeling of main components in accordance with KKS code.

- Supply of a set of spares for commissioning.

- Supply of a set of special tools for operation, maintenance, erection or commissioning, as


necessary.

- All the counter flanges, gaskets, connecting bolts and other accessories at terminal points.

6.2.- SCOPE OF SUPPLY: SERVICES AND MISCELLANEOUS

In general, the scope of services will include the following items:

- Project management:

- General project management functions and interface with the Contractor

- Coordination of the various interfaces

- Engineering documents list, with periodic updates

- Detailed project schedule, with monthly update

- Attendance to meetings: Clarifications with the Contractor and with the Owner,
design reviews, etc.

- Monthly progress report.

- Complete design of all the systems and equipment to be installed, in compliance with the
technical, environmental, acoustic, emissions and safety requirements

- Complete engineering deliverables as required in the present document; also including:

- 3D model (PDMS or microstationdgn 3D) of the scope of supply (if required)

- Review process (commented by Contractor and by Owner) of the different


deliverables of the scope of supply

- Construction, operation and maintenance manuals

- As built documentation

- Quality assurance during the design and execution phases, including:

- Preparation of procedures

- Performance of all the material tests required

- Shop inspections

- Official tests of the equipment

- Preparation of the technical documentation for quality control

- Generally, inclusion of inspection by third parties when required

- Equipment packaging and marking

- Erection of the complete system

- Commissioning of the complete system

- Site performance tests

6.3.- SCOPE OF SUPPLY: DETAILED MATRIX

6.5.- EXCLUSIONS

The following equipment, materials and services will be supplied by others, and are not included in
the scope of supply:

- Fire detection and protection system for the Samra existing plant. The interconnection
between the new fire detection and protection system with the existing system is included in
the scope of this specification.

- Firefighting water storage tanks and pumping station.

- Fire detection and protection system for the Emergency Diesel Generator. The
interconnection of this system with the main ring and the fire panel is included in the scope
of this specification. The battery limit is in the faade of the Emergency Diesel Generator
Container/Building.

- Fire detection and protection system for the Chemical Dosing Container. The
interconnection of this system with the main ring and the fire panel is included in the scope
of this specification. The battery limit is in the faade of the Chemical Dosing Container.

- Buildings and main steel structures within the plant. Piping supports and specific
foundations needed for the system are included in the Vendors scope of supply.

- Piping and cables beyond the battery limits defined in section 6.4.

- Earthing network

6.6.- OPTIONAL SCOPE

The items to be provided as optional are detailed in the section 6.3 above.

7.- TECHNICAL DEVIATION AND CLARIFICATION

The Bidder may propose deviations to this document. Such deviations shall be expressly identified
and justified in a list of deviations and clarifications to be provided with the bid. Deviations are
valid, if they are accepted by Contractor in writing.
SECTION D - TECHNICAL SPECIFICATION
It is requested to make such a technical deviation and clarification list under the case of:

1. Any technical deviation between Bidders proposal and technical specification.

2. Any technical deviation between Bidders proposal and EPC contractual documents.

3. Any confusion that Bidder understand within technical specification.

4. Any conflict description within the specification.

5. Optimized technical proposal but satisfied limited technical function.

In case Bidder proposal does not include a technical deviation or clarification list, it shall be
assumed that Bidder fully fulfills the requirements of this document and associated annexes.

8.- GENERAL TECHNICAL REQUIREMENTS

8.3.- GENERAL INSTRUMENTATION AND CONTROL DESIGN REQUIREMENTS

8.4.- MAINTAINABILITY

All equipment shall include the provision of suitable isolation to allow for maintenance or removal of
the equipment without the need for the associated system to be shutdown. Double isolation shall be
provided for all pipework systems (including drains, vents, instrumentation tappings, etc.) operating

at the medium pressure rating, i.e. operating pressure of 40 barg or higher. Double isolation shall
also be provided for systems operating in vacuum conditions.

Access around all equipment will be provided, in accordance with good utility practice, to allow
effective inspection, maintenance and removal. Aisle ways adjacent to equipment and laydown
areas shall be sufficient to facilitate all aspects of major maintenance and Plant overhaul. General
arrangement drawings will be provided clearly identifying the outline of all major plant equipment.

To minimize spares holding and enhance maintenance and operation, equipment performing similar
functions, as far as practicable, shall be standardized and obtained from a minimum number of
suppliers. In the same way, the design of major plant items shall be consistent to maximize
interchangeability of components.

8.5.- HAZARDOUS AREAS

Areas where a potential flammable atmosphere may exist shall be classified to the relevant
sections of the Institute of Petroleum (IP) and IEC codes, or other internationally recognized
standard. Suitably certified equipment shall be used in the designated hazardous areas. To the
maximum extent practicable, equipment requiring operator attention and/or electrical equipment
shall not be installed in hazardous areas.

The Vendor to ensure that there is adequate segregation of electrical equipment from hazardous
areas and that no hazardous area extends beyond the Plant boundary fencing.

8.6.- PLANT IDENTIFICATION SYSTEM (KKS)

Components of the plant will be identified based on KKS system, in accordance with the document
JO003-00-YDC-GMI-IDM-001 KKS Plant Identification System, Labelling and Symbology; that also
details the tagging to be used in the Project.

8.7.- THIRD PARTY CERTIFICATION

The Vendor shall arrange for manufacturers certification of the design, materials and construction
of equipment in accordance with the relevant international standards to support the Owner to
comply with Legal Requirements and for insurance purposes. The certification shall include all
pressure vessels, lifting equipment including slings and hoists, concrete, electrical equipment etc.
The certification shall cover both fabrication at manufacturers works and tests at Site.

As per the Jordan regulations, the Vendor has to be approved by the local authorities to perform the
design and the erection of the system.
SECTION D - TECHNICAL SPECIFICATION
8.8.- HEALTH, SAFETY AND ENVIRONMENT

The Vendor shall be responsible for ensuring that the scope of supply meets all applicable
regulations on health, safety and environmental issues, and shall make available to the Contractor
the corresponding supporting documentation when the latter so requires.

The equipment shall be designed to operate safely and satisfactorily at all expected combinations
of process, utilities, climates and environmental conditions including those at start-up, shutdown,
part load operation, and emergency cases while retaining the overall system safety, reliability and
availability.

8.9.- NAMEPLATES

All nameplates must be provided in English language. For more details on requirements of the
nameplates refer to the following document:

9.- SPECIFIC DESIGN REQUIREMENTS

9.1.- GENERAL

The purpose of this section is to define the criteria and technical requirements, which will be
applicable to the design and supply of the present equipment. Under any circumstances either due
to the statements of this specification or the purchase order shall waive the Vendors contractual
obligations to provide all services and supplies needed for a functional, efficient and safe device as
specified in this document. If the Vendor considers any technical requirements stated in this
specification to be detrimental to the performance or quality of the equipment specified, he shall
indicate it to the Contractor, in order to obtain the instructions on how to proceed. Otherwise, no
deviation shall be accepted.

The components integrating the equipment shall be shop assembled to the maximum extent
possible with regard to shipment size and unit weight. The shop assembled units will include as
much as possible piping, valves, instruments, tubing and wiring from field instruments to junction
boxes or local panels. They shall be tested and pre-commissioned to facilitate and accelerate the
field erection.

Lifting lugs shall be provided to allow easy lifting with standard lifting devices.

All equipment/components needing periodic operation, and regular or even long term
inspection/maintenance, like instruments, valves, etc., must be located accessible during operation,
when deemed necessary by means of appropriate stairs, platforms and/or walkways, or well access
openings with suitable devices to allow the equipment extraction. This applies for all kind of valves,
even safety and/or relief valves.
SECTION D - TECHNICAL SPECIFICATION
All mechanical equipment/components and electrical parts shall be equipped with
earthing/grounding lugs/connectors as required. All the equipment shall be grounded to common
suitable location. From these lugs, it will be connected to the plant grounding system by others.

9.2.- ANCHORING DESIGN

The Vendor shall be the only responsible for the correct anchoring design, type selection, and
supply of required anchoring materials for provided equipment. He shall provide all required
anchoring design data/loads and coordinate the early delivery for these anchoring parts, taking into
account that they will need to be embedded in the concrete long time before the equipment is
dispatched to site (if required).

9.3.- INTERFACES FOR INTEGRATION OF EQUIPMENT IN PLANT DESIGN

The Vendor shall provide all design requirements/criteria for the interface of the equipment,
structures, civil works, architecture, cabling, controls, etc. Also safety/access/escape requirements,
cables routing, maintenance aspects, etc. shall be shown in the Vendor technical documents.

9.4.- EQUIPMENT LOCATION

The equipment will be installed partially indoor and partially outdoor, the last ones exposed to the
wind, sun radiation and rest of the environment actions, in particular the action due to the high
content of dust/sand particulates in the ambient air, and because of that, its design must consider
all required surface treatments as well as necessary components for environment protection, such
as proper coating treatments as required, external and internal face coating, over-thickness, etc.,
needed for reliable, permanent and safety operation during the full useful life of the power plant and
at all possible operating conditions.

9.5.- NOISE REQUIREMENTS

The vendor isrequiredtoprovidetheacousticdesigninformation of the noisy equipment, if any.

the alarms, no noise beyond the comfort limits will be accepted for this system.
SECTION D - TECHNICAL SPECIFICATION
9.6.- FIRE DETECTION AND ALARM SYSTEM DESIGN

9.6.1.- GENERAL

All fire detection and alarm systems shall be UL Listed/FM approved and shall be used exclusively
for fire detection and protection purposes only.

The plant will be strategically divided into a number of zones, where each zone is catered by a
Local Fire Detection & Alarm Control Panel. These local panels will be connected together via a
loop topology by means of approved fiber optic cables and will be reporting / annunciating to the
fire alarm central control panel (with display board including a schematic diagram based on a site
layout plan) located in the Central Control Room.

The Fire Detection & Alarm system will be controlling, monitoring, and/or supervising the following
devices and systems:

- Detectors (Smoke, Heat, Gas, Flame)

- Manual Call points

- Manual Release Stations for extinguishing systems

- Notification devices (Bells, strobes, horns)

- Power Supplies and batteries

- Gas extinguishing systems

- Water Deluge systems

- Sprinkler & Standpipe Systems

The fire alarm system shall be an addressable system utilizing graphic fire alarm annunciation
design with microprocessor based panels, shall be compatible with the existing fire detection
system and shall include graphic display for the entire Phase IV combined cycle plant including the
existing Phase IV simple cycle. All detectors shall have programmable addressing.

The automatic fire detecting system shall be designed on the principle of microprocessor functional
control.

Manual call point will be distribute throughout the protected area so that they are unobstructed,
readily accessible and located in the normal path of exit from the area according to NFPA72
recommendations. Adequate numbers of manual call points shall be provided in external areas.

The fire alarm system shall be initiated from the detection system and manual push-buttons. Fire
detection shall be a combination of devices that sense heat and those that detect smoke. Heat
sensing detectors shall either respond to the rate of rise temperature or activate at set temperature.
SECTION D - TECHNICAL SPECIFICATION
Smoke detecting devices shall actuate in sensing both visible and invisible products of combustion.
The detection system shall be self-monitoring. If a fault occurs on the system, the monitoring shall
be able to indicate the area and the detector that is faulty. The system shall consider duplicate
alarm panels. The panels shall be programmed to allocate the plant into relevant zones, each with
alarm and fault lamps complete with a mimic.

9.6.2.- FIRE ALARM CONTROL PANELS

Distribution of Project Fire Alarm Panels will be as follows:

Local Alarm Control Panels of the plant shall be automatic, programmable, microprocessor
controlled, modular with signal alarm and chronological recording system. These local control
panels shall be connected to report to main control unit and shall include a power unit equipped
with all necessary elements, such as: transformer (if applicable), rectifier & battery (for secondary
power supply), protection and operation monitoring devices (detection and signaling of power
failures and internal defects).

The system shall be an active/interrogative type system where each device is repetitively scanned,
causing a signal to be transmitted to the control unit indicating that the device and its associated
circuit wiring is functional. Cable faults and fire protection devices trouble signals shall be
annunciated in control units. The system shall allow the adjustment/testing of a detection module
without leaving the others out of operation.

9.6.3.- POWER SUPPLY

The fire detection system shall be provided with two power sources, one AC and one DC. The
system shall automatically change over to the DC power supply in case of AC power failure.

Primary power supply for FACPs will be 230 V AC from the main low voltage distribution board of
the building. The branch circuit supplying the fire alarm panels shall not supply other loads. It needs
to be made sure that the switching off of a distribution board serving other loads of the building do
not affect the power supply to the fire alarm system. Back-up power uses batteries with a dedicated
charger, giving minimum 24 hours stand-by autonomy with an added 15 minutes with full alarms
and release capability according to NFPA72 section 10.6.7.2.
SECTION D - TECHNICAL SPECIFICATION
9.6.4.- AUTOMATIC FIRE DETECTORS

Detectors will be provided as required by design and distributed as per the following:

- NFPA 72

- Manufacturer guidelines

The fire devices installed in Hazardous Areas, shall be Explosion Proof type. Devices located
outdoors and in specified areas shall be Weatherproof.

Detectors to be utilized for the system shall be addressable. The fire alarm control unit shall permit
detector sensitivity adjustment through field programming of the system.

The control and electrical rooms and other enclosed building containing electrical equipment shall
be provided with Very Early Smoke Detection (VESDA) systems. The VESDA systems shall detect
abnormal heat and smoke from the vital areas and send audible alarms and electronic signals to
the plant main control system. Areas to be provided with detection devices include but not limited to
rooms, under-floor spaces, ceiling spaces and within switchboards. A reference cell located outside
the plant shall be provided to avoid false alarms.

Distribution criteria for the different types of detectors are provided in the JO003-10-SG_-MRD-
IDM-001 Fire Fighting Design Criteriaand Protection System Design Basis and JO003-10-SG_-
MEO-IDM-001Fire Risk Evaluation Report, the detectors type and redundancy shall be defined by
Firefighting vendor.

9.6.5.- NOTIFICATION APPLIANCES

Audio-visual fire alarms shall be covering all buildings. Local and remote (in the associated local
control panel and in the central control station) fire alarms shall be activated in response to
automatic detector activation, manual call point activation or in response to activation of a fixed fire
extinguishing system or hose stations. They shall be designed according to NFPA 72.

Audible notification signal will produce a minimum sound level of 5 dB above the maximum sound
level having duration of at least 60 seconds or longer measured 1,5m above floor or 10 dB above
the average ambient sound level. It shall be distinct for its type from any other audible alarm at any
point in the building / exterior.

Indoor alarm devices shall be mounted on the wall at a height of 2400 mm above finished floor level
(FFL). Indoor alarm devices which are located in noisy areas shall be combined horn/strobe.

Outdoor alarm devices shall be weatherproof combined horn/strobe that shall be installed at a
height of 2.4 m from the finished ground level. The light source color, output (effective intensity) and
flashing rate shall be as per NFPA 72.

Combination strobe/horn units will be located near exit doors from the inside and the outside.
SECTION D - TECHNICAL SPECIFICATION
9.6.6.- ACTUATION OF FIRE PROTECTION SYSTEMS

Where Fire Protection System actuation is involved, detectors located outdoors (weatherproof) or in
classified areas (explosion proof) will be grouped in two zones, each zone connected to one
monitor module, such that the fire protection system actuation will only occur when at least one
detector of each zone is activated (cross zoning). Also the system would be actuated directly via
Manual release station.

For gas suppression systems, smoke detectors will be divided into two zones. Actuation will only
occur if at least one detector per zone is activated (cross zoning).

For first stage alarm: upon actuation of any detector in one of the zones; the Alarm bell (continuous
tone) located inside the room will be activated.

For second stage alarm (cross zoning): upon actuation of two detectors from 2 different zones or
via actuation of the manual release station; the horn strobe outside/inside the emergency exit door
of the protected area will be activated. During time delay (30 seconds) nobody shall enter the room.

Discharge Alarm: upon discharge of gas agent; sounder with continuous tone outside every
entrance door of protected area will be activated; nobody shall enter the room.

9.6.7.- INTERFACES

- Interface with Emergency Diesel Generator Fire Protection and detection system: Automatic
wet-pipe sprinkler system & detection system shall be supplied by the Emergency Diesel
Generator Manufacturer.

- Interface with Chemical Dosing Skid Fire Protection and detection system: Automatic wet-
pipe sprinkler system & detection system shall be supplied by the Chemical Dosing Skid
Manufacturer.

- Interface with DCS: Central Fire Alarm Control panel will be hard wired to the DCS system
to provide Group alarms.

- Interface with existing Main Fire Panel located in the existing Control Room.

- HVAC equipment: Where required by operational philosophy, dry contacts will be provided
by the Fire Detection & Alarm System to shut down HVAC equipment / close motorized
dampersHVAC system will be designed in accordance with NFPA 90A. For further
information refer to JO003-10-SAK-MRD-IDM-001 HVAC Design Criteria.

9.6.8.- FIRE DETECTION & ALARM CABLES & CONDUITS

Instrument, data cables and fibre optic cables within the package shall be in accordance with the
following document JO003-00-YTC-YRD-IDM-002 I&C Design Criteria Package plants.

All conduits for fire detection and alarm cables will be according to JO003-10-YE_-EIP-IDM-003 LV
Cable. Technical Specification.

9.7.- FIRE WATER SUPPLY NETWORKS

9.7.1.- FIRE FIGHTING WATER STORAGE AND PUMPING SYSTEM

The water requirements and pumping system for the new installations will be met by the existing
fire water storage and pumping facilities.

9.7.2.- FIRE WATER MAIN RING

The fire water network ring shall surround the perimeter of the buildings and the installations of the
plant. The distribution ring shall be supplied with water from the existing fire pumping system. From
this ring branch out the water distribution lines that transport water to hydrants, hose stations and
fixed fire protection systems distributed along the power plant. These branches shall run
underground, the depth of cover shall be not less than 0.8m to prevent mechanical damage and
under driveways or roadways underground pipe shall be buried at a minimum depth of 0.9m.

Material for the underground fire water network will be made of plastic and shall be listed for use in
private fire service mains or manufactured in accordance with Table 10.1.1.1 of NFPA 24.

Mains shall not be less than 6 nominal diameter, and shall not pass under buildings. Fire water
mains shall not pass aboveground through fire hazardous areas and shall be located so that the
mains are protected from mechanical and fire damage.

Listed underground isolation gate valves equipped with a listed indicator post shall be installed in
main ring and pipe branches. The system shall be designed so that the isolation of a single section
of pipe will not interrupt service simultaneously to both fixed protection and hose connections
protecting the same hazard or area. Furthermore, a maximum of six fire protection connections
(according to NFPA 24 section 6.6) shall be located between isolating valves.

For the design of fire water ring and its valves distribution, the criteria of double supply shall be
included, to prevent a break in one section of the ring stopping the supply of water to the main
extinguishing system and backup system.

The design of fire water network shall be according to NFPA 24 and shall include:

- All distribution pipes (including flanges, bends and tees and wrapping tape)

- All isolation valves with post indication.

- Pipe ends (to connect with isolation valves, hydrants, hose reel distribution system and fixed
water extinguisher systems).

- All civil works


SECTION D - TECHNICAL SPECIFICATION
9.7.3.- HYDRANTS

Hydrants and or monitor hydrants shall be installed in accordance with NFPA 24 and local
standards.

Fire hydrants shall be provided throughout the Power Plant. All buildings, structures and equipment
shall be within reach of hose streams from hydrants while hydrant spacing shall be no greater than
75 m.

Hydrants shall be dry column straight type with two-way connections of 2,5 (65 mm) and the
connection for the monitor (if applicable). Each hydrant shall be provided with a hose cabinet
equipped in accordance with NFPA 24.

The outdoor Fire Hydrant Cabinet shall be; Factory Assembled, Weather Proof Construction, Self-
Standing Type, Metallic, Painted Red, Hot dip galvanized sheet construction with 1,5 mm thickness,
painted in accordance with JO003-10-VDJ-MIO-IDM-001 General Painting Specification, Double
Door, Sloping Roof, Louvers on front Sides, complete with the following:

Number and type of hoses shall be according the requirements of the Local Authority Having
Jurisdiction and as minimum: two 75m each, 2,5 (65 mm nominal) cotton rubber lined fire hoses in
15 m lengths complete with coupling;

Two 2,5 (65 mm nominal) solid stream nozzles equipped with shut offs;

One axe;

One hydrant wrench (in addition to wrench on hydrant);

Four coupling spanners for each size hose provided;

Two hose coupling gaskets for each size hose;

One crowbar 1,4 meters (nominal).

Type of connection of hydrants and hoses and hose length shall be in accordance with local
standards and local practices.

9.7.4.- HOSE REEL / RACK STATIONS

Water hose station shall be provided to protect enclosed buildings. Hose reels shall be suitable for
use by trained personnel.

Indoor hose reel water Class II systems shall be designed according to NFPA 14, Factory
Assembled, Surface Mounted/Recessed, Metallic, Painted Red, galvanized steel sheet construction
with 1.5 mm Thickness and complete as follows: 30 m length of 40 mm diameter double braided
rubber, non-collapsible hose mounted on reel drums which shall be of the swinging arm type. Each
hose reel shall be equipped with gun metal adjustable jet/spray nozzles which shall be permanently
connected to the water supply and shall be provided with a normally closed actuation/pressure

restricting isolating valve, and locking pin device that restricts full opening of valve by untrained
personnel (the locking pin device will guarantee that pressure in the hose is within the limit allowed
for untrained personnel use >4,5 bar and <6.9 bar), Red Color UL Listed & FM Approved. Trained
personnel shall have a key to unlock the locking pin device and fully open the valve, therefore
allowing for higher pressures in the hose.

Water flow alarms shall be provided for fire alarm notification when a fire hose is open.

9.8.- FIXED WATER BASED FIRE EXTINGUISHING SYSTEMS

9.8.1.- WATER SPRAY SYSTEM

Water spray deluge systems will be installed according to the JO003-10-SG_-MRD-IDM-001 Fire
Fighting Design Criteriaand Protection System Design Basis and JO003-10-SG_-MEO-IDM-
001Fire Risk Evaluation Report.

Fire extinguishing water spray systems are configured by a small bore pipe network interconnecting
open spray nozzles that cover the zone to be protected. The Deluge Valve will actuate when a fire
on that zone is detected and the detection system commands the solenoid valve to open so that the
water supply to the system is started.

The detection system that will actuate the Automatic Spray Deluge System is comprised of
weatherproof heat detectors divided into two detection zones. Prior to actuation of deluge valve, at
least one heat detector of each zone has to be activated to avoid release upon false alarm.
Furthermore, manual means of system operation will also be provided via manual release stations
connected to the corresponding Deluge System Release Control Panel. Manual mechanical means
of actuation is also possible via emergency release stations located within the deluge skid itself.

All deluge valve sets shall be as close to the hazard protected as accessibility during the
emergency will permit, when located indoors, they shall be accessible directly from the exterior of
the building, and in safe locations, this shall be achieved by spatial separation or by the protection
of firewalls.

When selecting the location consideration shall be given to the following factors:

Radiant heat from exposing fire

Potential for explosions

The location and arrangement of drainage facilities including dikes, trenches, and impounding basins

Potential for freezing and mechanical damage

Accessibility

System discharge time


SECTION D - TECHNICAL SPECIFICATION
These spray systems are mainly designed for cooling down the equipment to be protected.

Each Water Spray Deluge System will consist of:

One (1) Deluge Valve complete with Valve Trim and Electric Actuator (solenoid valve)

One (1) Isolation OS&Y Valve upstream Deluge Valve with valve supervisory switch to monitor the
open/close position of the isolating valve

Pressure indicators

Open directional spray nozzles

Water Motor Gong located within the deluge skid to provide mechanical alarm upon system actuation

Main pipeline strainers (if required)

Fire department connections

Alarm of fire shall be signaled to the fire detection system by means of a pressure switch in the
deluge valve trim

Each system will be designed as per NFPA 15 requirements.

The number and type of nozzles used and their disposition shall be selected regarding the water
delivery requirement and the physical make-up of the risk. Particular attention shall be given to
covering those parts of a risk where an obstruction might shield them from receiving water spray.

9.8.2.- SPRINKLER SYSTEM

Wet-pipe Sprinkler system, Dry-pipe Sprinkler system and Pre-action sprinkler systems will be
installed according to the JO003-10-SG_-MRD-IDM-001 Fire Fighting Design Criteria and
Protection System Design Basis and JO003-10-SG_-MEO-IDM-001Fire Risk Evaluation Report.

Sprinkler systems will be designed in accordance to NFPA 13 requirements.

Fire extinguishing sprinkler systems are configured by a small bore pipe network interconnecting
closed bulb sprinklers that cover the zone to be protected. These sprinklers will actuate when a fire
on that zone is set on and the heat sensitive bulbs of the sprinklers will break so that the water
flooding starts.

Sprinkler alarm valves shall be located in accessible positions remote from the risk they protect.
Where sprinkler alarm valves are located indoors, they shall be accessible directly from the exterior
of the building.

All sprinkler systems will be hydraulically calculated as per NFPA 13 procedures and requirements.

Each wet-pipe and dry-pipe sprinkler system shall consist of:

For Pre-action sprinkler system a Pre-action valve will be utilized instead of the wet pipe Alarm
Check valve. The Pre-action valve will be actuated electrically. The pipe network downstream the
pre-action valve will be pressured with instrument air. Pressure within this pipe network will be
supervised, with a signal being generated by the operation on any closed bulb sprinkler. The pre-
action system will be double interlock type to avoid any water discharge upon a false alarm. This
means that the Pre-action valve solenoid valve will only be actuated if both the following signals are
received:

1. Loss of air pressure within the pipe network downstream the pre-action valve (operation
on one or more sprinklers)

2. Activation of the heat detectors

Each Pre-action sprinkler system shall consist of:

One (1) Pre-action Valve with Solenoid Valve

One (1) Isolating OS&Y valve upstream Pre-action valve with supervisory switch

9.9.- FIXED GASEOUS BASED SYSTEM

9.9.1.- CLEAN AGENT EXTINGUISHING SYSTEMS

Automatically actuated total flooding fire protection system will be installed according to the JO003-
10-SG_-MRD-IDM-001 Fire Fighting Design Criteriaand Protection System Design Basis and
JO003-10-SG_-MEO-IDM-001Fire Risk Evaluation Report.
SECTION D - TECHNICAL SPECIFICATION
The system shall communicate the following information to the Power Plant fire detection system as
a minimum:

System automatic;

System manual;

System fault;

Fire detected first level (single detector);

Fire detected second level (coincident detection);

Extinguishing medium discharged.

The system will consist of the following major items:

1.Control panel located outside the area protected

2.100% Main clean agent pressurized Cylinder Bank

3.Low pressure Switch per each clean agent cylinder to monitor any leakage. Signal from
these low pressure switches will be connected to the Control Panel. A pressure drop in any
cylinder will create a supervisory signal within the protecting Fire Alarm Panel.

4.Discharge Pressure Switch confirming passage of agent within the discharge pipe.
Signal from the Discharge pressure switch will be connected to the Control Panel creating
a system release confirmation upon gas passage through the discharge pipe

5.Discharge nozzles connected to discharge piping

6.Each cylinder will be connected to the discharge manifold via a discharge hose and a
discharge check valve

Actuation of System will be by means of the following:

Automatic upon detectors activation (cross zoning method will be adopted to avoid release upon
false alarm)

Manual/Electric via Pull Stations connected to the control panel

Manual/Local through actuation mechanism mounted on the master cylinders themselves (Push
Buttons)

Extinguishing agent shall only be automatically released on detection of fire by two or more
detectors (cross zoning method) within the protected space, or by operation of a manual release

device. Manual release devices shall require two distinct actions for operation, e.g. break glass and
pull lever, and shall be yellow in colour. Emergency means for manual operation shall be clearly
and unambiguously marked with regard to instruction on operation and the area(s) protected.

Protected rooms are considered Class C hazards. Design Concentration for Class C hazards will
be as per NFPA 2001. Actual hazard assessment / design will be checked based on the final design
and shop drawings as per NFPA 2001.

Storage containers and accessories shall be located and arranged so that inspection, testing,
recharging, and other maintenance activities are facilitated. Storage containers shall be located as
close as possible to or within the hazard or hazards they protect. Reserve agent supply will be in
accordance with the requirements of the Local Authority.

The systems will be hydraulically calculated via approved Manufacturer software. Pipe sizes and
nozzles orifice areas will be as per successful hydraulic calculations complying with a 6 to 10
seconds discharge time and respecting Manufacturer system limitations.

To eliminate any impact of clean agent discharge on the room structure, calculations for the
minimum free vent area required will be carried out using approved Manufacturer calculation sheet.

9.10.- PORTABLE FIRE EXTINGUISHERS

Portable extinguishers are intended to provide a first-aid or incipient fire-fighting facility for dealing
with small outbreaks of fire. Mobile Wheeled extinguishers are of a larger capacity and are suitable
for dealing with larger fires.

All establishments, manufacturing facilities, plants facilities, support facilities, structures, operation
areas, warehouses and other storage sites, and all buildings shall be provided with the numbers
and types of fire extinguishers suitable for the hazards to meet the requirements of NFPA 10.

Fire extinguishers shall be provided to cover all fire risk areas of the Plant. All areas of the Power
Plant shall be classified as Extra Hazard Occupancy with the exception of office and similar
accommodation, which shall be classified as Light Hazard Occupancy. Portable fire extinguishers
shall be located along normal paths of travel, including exits from areas.

Portable extinguishers shall be provided overall throughout the plant in accordance with NFPA 10
requirements, in particular Annex E Distribution as follows:

For Class A hazards: A maximum travel distance of 22.90 m will be adopted

For Class B hazards: A maximum travel distance of 15.25 m will be adopted

For Class C hazards: Since no clear travel distance is indicated within Annex E, the same maximum
travel distance of Class B will be adopted (15.25 m).

For Class D hazards: A maximum distance of 22.90 m will be adopted.

Portable fire extinguisher types:

Mobile Fire Extinguisher, Dry Chemical , 50 KG Capacity, complete with 25 mm diameter hard
rubber smooth bore with 10 m length hose with quick connection coupling, metal pistol type nozzle,
hand cart, capable of bearing a storage temperature of 60 C

Portable, wall mounted Fire Extinguisher, 12 KG Dry Chemical, hand operated, capable of a storage
temperature of 60 C

Portable, wall mounted Fire Extinguisher, 6 KG CO2, with 1 m hose and horn holder, capable of a
storage temperature of 60 C

The JO003-10-SG_-MEO-IDM-001Fire Risk Evaluation Report, describes how the abovementioned


types of extinguishers will be distributed among the different power plant facilities.

9.11.- SAFETY SIGNS

Safety signs shall be provided to indicate escape routes and to show the location of fire and safety
equipment. Escape routes, emergency lighting and exit signage shall be designed in accordance
with NFPA 101 and local standards.

10.- QUALITY ASSURANCE, INSPECTIONS AND TESTS

The specific requirements to be provided by the Contractor shall be followed.

11.- SURFACE PREPARATION AND PAINTING REQUIREMENTS

The detailed specifications for the surface preparation and painting are given in JO003-10-VDJ-
MIO-IDM-001General Painting Specification, listed as reference document in Section 15.

12.- SPARE PARTS, SPECIAL TOOLS, CONSUMABLES AND PACKING

Bidder shall provide in the manner and within the time limits as set forth in the Contract, its list of
mandatory and recommended spare parts, special tools and consumables necessary for
installation, commissioning, start-up, operation and maintenance for each specified years operation
of equipment and accessories furnished by the Bidder.

Spare parts, special tools and consumables must be properly marked and numbered for ease of
identification. The spare parts ordered shall be delivered with the main equipment but in separate
boxes clearly marked "SPARE PART".

12.1.- SPARE PARTS

The Bidder shall provide all spare parts and consumables required during the construction and
Commissioning period.
SECTION D - TECHNICAL SPECIFICATION
The list of recommended spare parts and consumables shall be accompanied by the Bidders
expected lifetime of wearing parts and descriptions sufficiently detailed to identify the spare parts
and the specific item or items for which it applies. The Bidder shall indicate the minimum
recommended inventory for routine maintenance during startup, commissioning, start-up and
continuous operation.

All spare parts shall be interchangeable with the corresponding original parts. The material should
be same and shall present the same properties as the corresponding parts of the main equipment.
The conditions concerning the tests and treatment of surfaces and painting etc. of the main
equipment according to the scope documents shall also be valid for spare parts.

Spare parts shall be system-tested spares to the maximum practical extent such that spares can be
installed without the need for additional adjustment or calibration.

The Bidder shall quote itemized prices for the spare parts for two years operation as an optional.

12.2.- SPECIAL TOOLS

The list of special tools shall be accompanied by descriptions sufficiently detailed to identify the
function of the tool and the specific item or items for which it applies. The Bidder shall indicate
whether the tool is required for installation, adjustment or routine maintenance.

12.3.- CONSUMABLES

Bidder shall provide all initial and operational fills of plant consumables including all
chemicals, lubricants etc. till the COD of each respective phase.

12.4.- PACKING

All parts of the Facility and equipment shall be well packed and protected against loss or damage
during the transport by sea and over land and while in storage under adverse climatic conditions.
All packing shall be performed in such a way that the equipment will notbe damaged by overturning
of the packages. Dimensions of packages, crates, etc., shall be suitable for road transport.
Instruction for handling shall be clearly marked on all parts, packages and crates.

All parts, packages and crates shall be adequately marked in order to enable identification. Each
item contained in a package shall be clearly identified on the packing list by its description and part
number and assembly drawing reference, and each item shall be marked or labeled to correspond
with the packing list. The identification system to be used shall be as instructed by the
Owner/Owners Engineer.

The cost of all equipment needed for the temporary fixing and supporting of the various parts of the
Facility and the various packages to crane hooks, etc., during handling, transport and storage and
the cost of load distribution beams, etc., where they form part of the packing or crates, shall be
included in the Tender/Contract Price. The Bidder shall be entirely responsible for all packing and

any loss or damage shall be made good by the Bidder and, except where otherwise provided, at
the Bidder 's own expense.

Any transshipment of materials and equipment through countries adjacent to Jordan shall be the
Bidders responsibility. Any costs associated with transshipment of materials and equipment shall
be deemed to be included in the Contract Price. Identification, reinforcement or upgrading of
roads/bridges for access to the Site and for transport of equipment and materials shall be the
responsibility of the Contractor. Any costs associated with identification, reinforcement and
upgrading of roads and bridges shall bedeemed to be included in the Contract Price (in case of
DDP transport).

13.- DRAWING AND DOCUMENTATION REQUIREMENTS

13.1.- GENERAL

All the data sheets, drawings and technical information shall be submitted for evaluation of the
Bidders proposal design. If not, the Bidder may not be properly evaluated due to the unavailability
of technical information.

The Bidder must submitted all the drawing to CDD (Jordan Civil Defence Department) for getting
approved by themselves.

Bidder shall delivery all documentation in PDF and editable format. Symbols shall comply with
relevant international standards for Construction Drawing Practice Graphical Symbols for General
Engineering and Electrical Power, Telecommunications and Electronics Diagrams. This includes,
but is not limited to:

- ISO 1000 The International System of Units (SI) and its Applications.

All drawings shall be supplied in SI metric units using one of the following scales 1:1, 1:2, 1:5, 1:10,
1:25, 1:50, 1:100, 1:200, 1:500, 1: 1,000, or 2,500. Third angle projection shall be used throughout.
All drawings shall be provided with a scale bar.

All Drawings and documents shall be submitted within such periods or at such dates which are
required for keeping the project schedule without any delay. The Bidder is responsible for
submitting all Drawings and documents in accordance with the program allowing all participants
sufficient time to check, assess, comment and eventually approve the Drawings and documents.
The quality of the Bidder's Drawings and documents must be in accordance with acceptable
international practice and allow a speedy checking procedure. Drawings and documents not
fulfilling these requirements will be returned to the Bidder without any detail comment so that the
Bidder shall improve them and resubmit his revised drawings and documents. In spite of the
modification of drawings, if Bidder doesnt mark clearly the modified parts on the drawings, they will
take on their own shoulders at the occurred problems and all the related problems. It is solely at the
discretion of the Contractor to decide whether or not the drawings and documents are acceptable
for project proceedings.

All Drawings and documents shall be clearly demonstrated that the Bidder has checked and
verified them according to his quality assurance system and met the contract requirements.
Approver's and checker's name or initials must appear on alldrawings and documents.

The contractor and Owner has the rights to review and comment on all of the drawings and
documents submitted by the Bidder. If the Bidder's drawings and documents do not comply with the
contract requirements or not include sufficient technical information for verifying the correctness of
the design on his supplied equipment, the contractor or Owner will comment the Bidder to revise
and/or improve them. The Bidder shall resubmit his drawings and documents to the contractor after
revising and improving them according to the contractor's/Owners comments.

13.3.- MASTER DRAWING LIST

The Bidder shall submit his Master Drawing List within two (2) days after receipt of letter of intent
(L/I) from the contractor, which includes all the necessary and required drawings and documents to
be prepared and issued for execution of the Contract works.

The list shall show the calendar dates for first submission of the drawings and documents and
those for certified / construction submission which will not affect the engineering, manufacturing,
delivery and site activities in considering the duration of the contractors review and comments. The
contractor may comment or adjust the dates for the Bidders certified and construction submission
in view point of the contractors Project Schedule. This master drawing list shall be commented and
approved during the Kick Off meeting.

The list shall be submitted by monthly-base in updating the submission status, including revision
status, of drawing and documents.

14.- PERFORMANCE GUARANTEE

The Vendor will guarantee compliance of the requirements defined in this specification and related
datasheets relative to the following concepts:

Every design parameter in relation with performance/capacity (power, duty, efficiency, etc.) as stated
in this technical specification and in the corresponding datasheet.

Equipment is adequate for the purpose of the process as defined in this specification.

The materials supplied are appropriate for the service and comply with the requirements indicated in
this specification.

Utilities consumption. All utilities consumption figures will be guaranteed.

Noise levels.

Safety and functional operation in the range of conditions stated in this specification and in the
corresponding datasheet.

Engineering and good construction of all elements of the installation and the equipment as a whole,
including start up spare parts.

These performance guarantees will be verified with the applicable tests (on Vendors workshop or
on site).

Tolerances on the results of the tests will be according to applicable standards.

The Vendor shall also guarantee the scope of supply against any fabrication and/or erection defect.

If any guaranteed value is not achieved during the corresponding performance test, the Vendor will
act in accordance with the terms included in the Contract.

The guarantee supported by the Vendor of the equipment herein specified must cover all parts
manufactured or subcontracted by the Vendor regarding the latent defects, manufacturing, sizing or
assembly.

This guarantee means that the Vendor must repair or replace, without any cost resulting for the
Contractor, all those parts which break down or prevent proper operation of the equipment
supplied, regardless of the reason for that fact, unless the damage was caused by overloading,
improper use or utilization against Vendor manuals.

In the case that, after the repair, any part of the equipment or installation did not perform properly,
the Vendor commits himself to replace faulty parts until the equipment operates satisfactorily,
regardless of the penalties that the delay might imply.

The components and items replaced by the Vendor, including the repair work, during the applicable
guarantee period will have the same guarantee period as the original components.

16.- SCOPE OF OTHER WORK

Without prejudice to or limitation of the Scope of Work inclusion and the contents of the Contract
requirements, Specifications and Drawings, the items of the Scope of Works to be supplied,
installed and maintained by Subcontractorare deemed to include, but not limited to:
1.1 Provide various documentations in accordance with the Contract, including work scheme,
planning, procedure, schedule, report, certification, mobilization planning, and other
requirements by the Contractor.
1.2 Supply necessary materials, equipment and consumables which are not specified by the
Contractor, in a new and unused condition of common first quality.
1.3 Customs clearance, port clearance, inland transportation of offshore, unloading, storage
and preservation for all equipment and materials required for the facility as a whole.
1.4 Submit all of as-built documents under the scope of this contract.
1.5 Supply all necessary temporary work for proper execution of the Contract provided by the
Subcontractor at his own cost and inclusive of all materials, labour, supervision and other
facilities, which are not specified by Contractor.
1.6 Provide all equipment, tools, timber, steel formwork, scaffolding/scaffold board and other
means, materials and labour necessary the proper execution of the work within required
period of time up to final completion.
1.7 Unsuitable materials shall be removed from the Site to disposal areas as approved by local
authorities. Unsuitable materials may be also disposed on private property as approved by
the Contractor and documented as to permission from the landowner and local authorities.
1.8 The data attached with this contract provide a general description and interface boundary
line about the work to be performed under the scope of this contract.
1.9 Subcontractor is responsible for all tests running of erected equipment and reliability
inspection operations.
1.10 Environmental monitoring works in the area of the plant should be included in
Subcontractors work scope.
SECTION D - TECHNICAL SPECIFICATION
1.11 The Subcontractor shall make and apply permission for his company, machine, staff,
worker, labour, vehicle and others at his cost in Free Zone and Government offices.
1.12 The Subcontractor is responsible for all necessary temporary facilities at his cost,
including accommodation, office, vehicles, traffic, food, drink water, communication and
other requirements.
1.13 The Subcontractor shall provide the safety precautions(including safety shoes,
helmet,safety vest, glasses, PPE and others) for his engineers, worker, staff and driver.
1.14 Power Supply. Subcontractor shall extend to his work areas power required based
on his construction needs. Subcontractor shall provide power sufficient to carry out the
Work; the cost will be borne by Subcontractor.
1.15 Illumination. Subcontractor shall provide light sufficient to safely perform work at
night or when daylight is inadequate or obscured, including illumination of the access to the
place of work. The cost will be borne by Subcontractor.
1.16 First Aid Facilities. Subcontractor shall provide first aid facilities for the treatment of
its employees who may be injured or become ill while engaged in the performance of work
under the Subcontract.
1.17 Fire Prevention Protection. Subcontractor shall provide a fire prevention/protection
program including fire protection equipment to mitigate the possibility of fires.
Subcontractor's recommended fire prevention/protection program shall be subject to
Contractors approval.
1.18 Water. Subcontractor shall supply all Subcontractor personnel with potable water.
And the water for construction shall also supply by Subcontractorthe construction water
should be qualified for concrete and cement mortar mixture.
1.19 Telephone, facsimile and network Service. Subcontractor shall provide telephone,
facsimile and network service for its use at the Site.
1.20 Toilet Facilities. Subcontractor shall provide adequate portable toilet facilities for all
Subcontractor personnel in its work area including properly removing and disposing off
Site, the sanitary waste shall be disposedby Subcontractor.
1.21 Trash Disposal. Subcontractor shall, at its expense, collect, deliver and dump trash
including scraps metal and wood at a designated by Contractor disposal area. The trash
including scrap metal and wood shall be segregated between combustible and non-
combustible materials and handled on a daily basis.
1.22 Security for Site and Off-Site Facilities. Subcontractor shall provide all necessary
security measures for all its on-site and off-site facilities.
1.23 Subcontractor shall provide test equipment for site test.
SECTION D - TECHNICAL SPECIFICATION
1.24 Field laboratory.
1.25 All yard for fabrication and storage for construction.
1.26 All civil work for firefighting construction.
1.27 Subcontractor submits all drawings to the Contractor for approval.
