BACKGROUND

The National Council of La Raza (NCLR)the largest national Hispanic civil rights and
advocacy organization in the United Statesworks to build a stronger America by creating
opportunities for Latinos. Through its network of nearly 300 affiliated community-based
organizations, NCLR reaches millions of Hispanics each year in 37 states, Puerto Rico, and the
District of Columbia. To achieve its mission, NCLR expands opportunities for Latinos through
capacity-building assistance to a national network of multiservice Affiliate organizations rooted
in Latino communities; robust and tested program models; applied research, policy analysis, and
advocacy; and civic engagement efforts. In addition, NCLR strengthens these efforts with
communications and collaboration with a range of external partners.

Founded in 1968, NCLR is a private, nonprofit, nonpartisan, tax-exempt organization


headquartered in Washington, DC, serving all Hispanic subgroups in all regions of the country. It
has state and regional offices in Chicago, Los Angeles, Miami, New York, Phoenix, and San
Antonio.

SUMMARY

The Financial Capability Program Specialist will support NCLRs Financial Capability Network
(FCN) and other initiatives that seek to improve the financial well-being of Latinos through
partnerships with NCLR Affiliates. The Program Specialist will organize the development,
administration, and execution of project activities in cooperation with and under the direction of
the Associate Director of Financial Capability.

In particular this position is responsible for coordinating the activities of various staff within the
Housing and Community Development (HCD) component of NCLR and across other areas, as
well as act as a liaison with key external partners in the execution of the FCNs work. Candidates
must have excellent coordination and communication skills and the ability to work across teams
to ensure that all parties fulfill their required duties to optimize project implementation,
effectiveness, and results.
RESPONSIBILITIES

Coordinate program or project planning and implementation, including assessing needs,


setting goals and objectives, and ensuring successful follow-through on planned activities
Liaise with Associate Director and FCN partners to identify and define project
requirements, scope, and objectives
Assist in the preparation of project proposals, timeframes, schedule, and budget
Schedule, monitor, review, and evaluate project progress; will play a lead role in these
activities with respect to partnerships with NCLR Affiliates involved in financial
capability projects
Coordinate and attend meetings; establish and maintain internal and external contacts as
necessary
Research, analyze, document, and prepare reports that can serve as resources for project
participants
Monitor recordkeeping and file maintenance requirements for the program or project
Train and support colleagues in the Housing and Community Development team and
other project staff; assign tasks; establish priorities
Prepare records of project activities; oversee and ensure the timely processing and
delivery of required materials, including reports and payments
Verify and analyze the accuracy of all data and information used or generated by project;
resolve any discrepancies or problems
Participate in component meetings as needed to ensure project progress and/or barriers
are communicated and addressed
Make certain that needs of partners in FCN and other projects are met as the projects
evolve and grow
Serve as the point of contact and communicate project status adequately to key
stakeholders
Use project management tools to monitor project working hours, budget, plans and
expenses incurred in conjunction with HCD Finance department
Create and maintain comprehensive project documentation, plans, and reports

QUALIFICATIONS

Minimum of three (3) years of experience in project management in a related field.


Graduate-level education can be a substitute for management experience. Minimum of
six (6) years of experience providing direct services at multiple organizations can be a
substitute for management experience.
Bachelors degree in a related field
PMI certification a plus
Ability to communicate effectively to different audiences
Excellent written and verbal communication skills
Ability to create systems, establish protocols, and recommend efficiencies for higher
productivity
Ability to manage multiple tasks and goals, prioritize among assignments, and problem-
solve
Ability to work with minimal supervision, maintain attention to deadlines, and function
effectively under pressure and communicate clearly and effectively about
workload/priorities
Good disposition, flexible, and collaborative
Bilingual (English/Spanish) fluency preferred
Commitment to NCLRs mission, values, and principles of ethical standards
Ability and willingness to travel up to 30% of work schedule
Strong working knowledge of Microsoft Office and project management tools
