Student Council Election Protocols

1. These are the roles of each Team Members of Student Council:

1.1. Designations & Roles

1.1.1 Leader

a) Makes sure the committee carries out their responsibility.


b) Leads all meetings.
c) Representing the students to the school board.

1.1.2 VP

a) Assist the leader with responsibilities


b) Takes attendance
c) Assumes Leaders duties when needed

1.1.3 Timer

a) Makes sure that meeting runs on time


b) Tasks are carried out by the due date
c) Keeps track of all activities

1.1.4 Budgeter

a) Funds are made when needed


b) Keeps account of all expenses and revenues
c) Purchases materials needed for activities

1.1.5 Creative Master

a) Makes sure materials are made as needed


b) Makes sure the meeting places are kept clean
c) Make sure the things that had been made done.

1.1.6 Seer

a) Keeps soft copies of all record for events


b) Makes sure messages from school board are delivered to all students

1.2 Roles

a) The Leader that is in session must be present in all Council Meeting and be responsible for all the
undertakings of the meeting. The Leader is required to sign and acknowledge all the minutes of the
meetings and co-sign all documents pertaining to Student's Council.

b) The VP must shoulder the Leader's responsibilities in his/her absence.

c) The Timer & Seer must keep records of all softcopies and hardcopies of documents issued by the
department and The Council. Every piece of information must be tabulated except pertaining to
accounts and financial documents. The Timer also must keep a detailed information of each council
member.

d) The Budgeter will keep all accounts of finance pertaining to The Council which is not covered by
The Timer and Seer.

2. Electoral Processes

2.1 Bi Elections

a) Each class is required to send in two representatives. Election within the class can be done
during Democratic Assembly if the class teacher wishes to.
b) The 2 students whom garnered the highest two votes will be chosen as their class respective
representative.
c) After being elected by the class, each representative will be known as "Candidates" and hence
forth be addressed as such.
d) The Candidates would then be given free range to contest for any post offered and available.
e) Candidates are also required to prepare a brief manifesto to drive their campaigning period.
f) Class Teachers may assist The Candidates to form a proper manifesto.

2.2 Elections

a) During the elections, The Candidate could not run for the post he/her didn't campaign for. This
would go against their manifesto.
b) Elections will be held after two weeks of campaigns.
c) Voting process would be free for all. Voters can vote for any candidate from any class.
d) Votes will be counted in front of all candidates at the end of the voting period on the same day.
Votes will be counted twice to avoid discrepancies.

e) Request to recount the vote can be done once by each candidate in case of reasonable doubt
by either candidate.
f) Votes will be counted by The Student Council Advisor at helm at that time, assisted by members
of previous batch's Student Council Members only. No other individuals are allowed to calculate
the ballots.

2.2.1 Ballots

a) Each ballot casted will be color coded as such:


5 UYE : RED
5 STEP : BLUE
4 UYE : GREEN
4 STEP A : YELLOW
4 STEP B : WHITE

b) Each student could only cast a single ballot.


c) The Ballots will be cast into 5 different Sealed Boxes that will clearly show the picture,
name, class and the post The Candidate is running for.
d) The ballots will be counted at the end of the day by The Student Council Advisor at helm
at that session, assisted by the previous Student Council to avoid discrepancies.
e) The ballots will be counted twice in front all the respective candidates and their class
teachers.
f) Each Candidate can request for a recount once in case they feel the tabulation don't add
up.

3.0 Campaigning

3.1 Proceeding

a) All campaigning should be done within the time frame given


b) Campaign should not contain:
Sexist Remarks
Racial Slender
Vulgarity (Verbal/Physical)
Religion
Politics
c) Any violation of the fore mentioned clause will cause the candidate to be disqualified with
immediate effect.
d) All media used for campaigning must be removed a day after the election. If the election is held
on a Friday, all articles of the campaigning must be removed before going back home for the
weekend.

3.2 Cost
a) All cost of the campaign will be borne by the candidates.
b) The Student Council will bear the cost of Ballots, Ballot Box and Collar Stud.

4. Duties.

4.1 Handover

a) Handover of all Student Council Documents will be done during Assembly to signify the
establishment of the new batch.
b) The Student Council Members will be provided with a collar stud to distinguish them from lay
students. This collar stud should be worn at all times at Dignity's Premises with exception
during sports period.
c) All documents handed over should be updated every week. This also includes the copy that
The Advisor has.
d) The Advisor must sign and Leader must co-sign with each update being done.

4.2 Limitations

a) There are limitations that are not negotiable even for the Student Council
b) They are:
Amendment of School Policy
Negotiating a Disciplinary Action
Amendment of Upper Secondary Regulations
Negotiating Protocols Student Handbook

4.3 Meetings with Department Staff

a) Before bringing a motion to the Department Staff Meeting, all motions should be informed
before hand to The Advisor.
b) A resolution of the motion will be discussed with The Advisor and Lead Teacher.
c) In case the motion involves majority of the academic staff in the department, The Lead
Teacher has the veto to make an executive decision in line with Dignity's Philosophy and
Guidelines stated in the Staff Handbook and Student Handbook.
d) The Advisor reserves the right to make a decision pertaining to The Council upon consulting
The Lead Teacher.
e) If there is no resolution achieved in 5 (FIVE) working days, then the motion will be discussed
in the Department Staff Meeting held Bi-Monthly.

5. Fundraising

5.1Students Contribution

a) Students pay RM1 per student @ month


b) The class monitor is in charge to collect the money and pass it to the budgeter. The budgeter
will collect the money and keep it to the account.

5.2 Fundraising Activity

a) Selling some product to earn money


b) The student council would sell DIY things
c) The student council will make some things or get help from some students to make things.
d) It will be sold to the public at designated areas. E.g. Project B
e) Canteen Day Stall
