UXO clearance body
anticipates funding cut

The Lao National Unexploded
Ordnance (UXO) Programme
(UXO Lao) is anticipating a
drop in funding support from
international donors.
Speaking at the UXO
Project Board Meeting in
Vientiane on Wednesday, UXO
Lao Director Mr Thippasone
Soukhathammavong said the
organisation had been in a
funding crisis since the middle
of last year.
Looking ahead, we predict
that funding in 2016 and 1017
will decline and we expect that
UXO Lao may receive only 13
billion kip in the next two years,
he said.
The organisation employs 83
teams of people who detect and
remove unexploded munitions.
Last year 19 teams were
temporarily suspended owing to
the shortage of money.
His message to donors was
that more than 13 billion kip
is needed to reinstate these 19
teams.
In another cutback, UXO risk
education teams in six provinces
had to discontinue their work for
three months last year, breaking
off from their work in several
villages.
UXO Laos target is to clear
unexploded ordnance from
3,490 hectares of land, but only
3,080 hectares have been cleared
due to a lack of funding. Some
6,680 devices were detonated
or otherwise deactivated during
clearance operations.
About 75 percent of the land
cleared by UXO Lao is required
for agriculture while the rest will
be used for various development
projects.
This year UXO Lao plans to
ask international donors for 72.3
billion kip.

Mr Bounphamith Somvichith,
suggested that the UXO risk
education programme be carried
out over the radio so that more
people could learn about the
dangers of unexploded bombs.
He said this would benefit the
scores of people who cannot read
Lao, as they would be able to
listen to the information instead.
In the future, UXO Lao
and other non-government
organisations plan to survey
each area before starting any
clearance work.
It is hoped these surveys will
show which areas of land need
to be cleared and which are free
of UXO.
This preliminary work will
result in much faster clearance
of large areas, releasing land
more quickly for agriculture
or development. In the past,
clearance has been quite slow
as it has been the policy to clear
all areas marked red on a map,
indicating where UXO is thought
to be.
According to the National
Regulatory Authority, over
44,000 hectares of land have
been cleared of UXO since 1996.
Up to 37 percent of the
countrys total land area,
about 87,000 km2, may be
contaminated with various types
of unexploded ordnance.

with training for personnel in
programme production and

Laos needs more skilled
personnel to work in the
unexploded ordnance (UXO)
sector as part of efforts to
expedite bomb clearance in the
country.
The National Regulatory
Authority (NRA) for the
UXO/Mine Action sector,
in cooperation with various
private companies, opened the
5th Senior Explosive Ordnance
Disposal (SEOD) Course in
Vientiane yesterday.
The main aim of the course,
which will run over a period of
three months, is to enhance the
skills of officials in this sector.
It is being coordinated from
the NRA Office in Sisangvone
village, Xaysettha district.
To be more specific the
SEOD trainees have to learn
how to recognise 24 models
of aircraft bomb and dispenser
fuses such as learn how these
fuses function, and understand
all hazards associated with each
of the fuses.
They also have to learn the
safest ways to deal with each
UXO set with these fuses and
finally get UXO destroyed safely.
This is also when the trainees
learn techniques to render safe or
low order UXO that cannot be
destroyed by high order because
they are located too close to
villages or to infrastructure.
During the safe disposal
course trainees learn to go
through a decision making
process that helps them
select the best and the safest
procedures to dispose of any
particular UXO.

trading of wildlife through
regular inspections in markets
around the country, the trade
is still flourishing, while the
government is working to
sustainably preserve aquatic
and wildlife and protected areas.
Wildlife is illegally traded
for a variety of uses, including
food, breeding, domestic
pets, and for release during
festivals, an official from the
Ministry of Agriculture and
Forestrys Vientiane Agriculture
and Forestry Department said
yesterday.
The official, who asked not
to be named, told Vientiane
Times that to reduce wildlife
and aquatic trading and hunting
around the country, especially
in Vientiane, the authorities
had urged traders and others
to protect the countrys natural
resources.
Protecting natural resources,
particularly wildlife and aquatic

involved in wildlife trading.

2,000 women, in villages in Ngot-
Ou and Samphan districts of
Phongsaly province, recently
received free dental, ear, nose and
throat, and eye examinations, along
with general health check-ups.
The services were provided
by a team of doctors from the Lao
Rehabilitation Foundation (LRF)
and Oudomxay and Phongsaly
provincial hospitals, according
to the Oudomxay provincial
hospitals Eye Unit.
The services, funded by the
LRF at a cost of US$53,920, were
provided with support from the
United States-Laos Rehabilitation
Foundation and Australias Fred
Hollows Association.
The aim of the project was
to prevent dental cavities and
deafness, help prevent the deaths
of mothers and infants, improve
health education in oral hygiene
and ear, nose and throat care, and
provide information for expectant
mothers.
Despite the doctors work, there
are still many people with oral, ear,
nose, throat and eye diseases in
remote areas of the country who are
in need of assistance, LRFs project
coordinator Dr Phetsamone Indara
told Vientiane Times yesterday.
Many of these conditions
could easily be prevented and
treated if education and the right
equipment were available in each
district, he said.
The main causes of infant
mortality are breech and transverse

should be followed up at the
provincial hospital.

Officials confiscate wild animal meat on sale in Xayaboury
A forestry inspection team operating in Phiang district, Xayaboury province, has
confiscated the carcasses of wild animals on sale in local markets.
They found more than 4kg of illegally traded wild animals and 10.5kg of dried
meat from bamboo rats, wild chickens, chipmunks and doves.
District police arrested several vendors and hunters and warned them not to kill
wild animals for the purpose of trade. They will be fined if they continue to flout
the regulations.
Sangthong residents receive free health checks
The Ministry of Health last week organised free health checks for residents of
Yaichaleun village in Sangthong district, Vientiane.
The event was attended by Minister of Health Professor Dr Eksavang Vongvichit
and other officials. Most of those examined were children and expectant mothers.
Police arrest drug dealers, users in Sikhottabong
Police in Sikhottabong district, Vientiane, recently arrested two drug dealers and
five habitual drug users.
The dealers were named as Mr Pakaithong, 30, and Mr Nouy, 27, of Phonsomboun
village. Police found 123 amphetamine tablets in their possession.
The two men confessed they had been buying and selling amphetamines for a long
time. They would buy 50 tablets for 16,000 kip per tablet and sell them for 20,000
kip each. Mr Pakaithong and Mr Nouy will stand trial while the five drug users
have been sent to the Somsanga Treatment and Rehabilitation Centre.

to boost their exports,
according to insiders on
Tuesday. Statistics by
Vietnam Register (VR)
under the Ministry of
Transport showed that
in 2014, the country
consumed some three
million motorbikes,
reducing from 3.2 million
in 2013 and 3.3 million in
2012. In 2015, a total of
2.7-2.8 million motorbikes
are forecast to be sold

exchange of model airplanes.
When airlines start flying to new cities, make deals with other carriers or finance
new jets, these high-quality models typically one to two feet long provide the

While a business card might be quickly stuffed away in some desk drawer, models
remain prominently displayed on the desk of politicians and industry power brokers.

in his Chicago office, so new acquisitions are displayed on the hallway windowsill.

Model planes have their roots with aerospace engineers, who used them in an age
before computers to design planes and then test them in wind tunnels.
Then in 1946, two workers from the Douglas Aircraft Co. started Pacific Miniatures
with the encouragement of the aircraft manufacturer. It was right after World War II
and Douglas faced a major challenge in getting nervous travelers to fly.
They were tasked with promoting the romance and luxury of air travel, says
Fred Ouweleen, Jr., current owner of the company affectionately known as PacMin.
The company, based in Fullerton, California, created large cutaway models that
showed aircraft interiors to a public that had for the most part never stepped foot
on a plane. Those models would become a mainstay of travel agencies for decades.
Soon there was demand for smaller models that could fit on peoples desks and
bookshelves. Today it is those models, scaled to one hundredth of the size of a jet,
that PacMin is best known for.

Midterm Review Basic Education Program in Oudomxay Province

Plan International commenced work in Lao PDR in 2007. Over the first five years,
Plan has developed programmes in Early Childhood Care and Development (ECCD),
Basic Education, Water, Sanitation and Hygiene (WASH) and Child Protection. All of
these now operate in three districts of Oudomxay Province. In January 2013, Plan
will expand to 3 districts in Oudomxay Province, Pak Beng, Houn and Nga.

The midterm review will be results focused and identify what has been achieved,
what is too ambitious, and what can realistically be achieved during the remaining
period to 2017, this review will (i) take stock of progress towards current targets
as well as reporting to NO about the progress made in implementing the approved
budget; (ii) to inform the review the program activities its operational approaches
and impaction the remaining period to 2017; (iii) to provide guidance for a potential
next proposal for the extension to Nga district and beyond 2017. This proposal
describes overarching TOR to achieve these common objectives of the BEP in
Oudomxay.

Consultancy Activities

project technically as well as to identify weaknesses and strengths in current
implementation strategies

CONSULTANT MINIMUM REQUIREMENTS

1. At least a graduate degree or equivalent professional qualification in education,
or social science development areas;
2. At least five (5) years experience in project evaluation, with a preference for
evaluation of education projects in Asian country.
3. Experience working in the Lao education sector or Lao community development
is advantaged;
4. Knowledge and experience of EC projects is an advantage;
5. Excellent English writing skills and verbal communication;
6. Demonstrated experience in evaluating gender equality and inclusion in
international development projects

There are now five hospitals
in Vientiane alone - Mahosot,
Setthathirath (formerly OB),
Mittaphab, Mother and
Newborn Hospital, and the
Childrens Hospital. In addition,
every province has its own
hospital and there are also many
district hospitals. Dispensaries
and medical kits have also been
provided as part of the medical
service network.
In addition, there are various
centres and institutes related to
health promotion and disease
prevention.
In the 1930s and 1940s,
people from Nong Khai, Udon
Thani and other north-east
provinces in Thailand sought
medical treatment at Mahosot
Hospital.
Today, the health network
extends throughout 90 percent
of the country. Almost 6,000
medical kits and more than
900 dispensaries have been
provided, while privately
owned pharmacies also serve
more than 90 percent of remote
villages. There are 130 district
hospitals and 16 provincial
hospitals.
