PURPOSE: This Command Memorandum Circular (CMC) sets forth the general guidelines, procedures and tasks of police offices/stations in the conduct of the PNP Anti-lllegal Drugs Campaign by extending and expanding the PNP Anti-lllegal Drugs Campaign Plan: “Double Barre!” with more focus on the arrest and/or account of High Value Target Personalities involved in illegal drugs and progressing towards the Barangay Drug Clearing Strategy of the government. 3. SITUATION: In response to the directive of President Rodrigo Roa Duterte to address the worsening illegal drugs problem in the country, the PNP intensified its drive against illegal drugs personalities and networks through PNP CMC No. 16-2016 PNP Anti-Illegal Drugs Campaign Plan: “Double Barrel” signed on July 1, 2016. From July 1 to September 30, 2016, a total of 731,404 illegal drug personalities have surrendered to police stations nationwide, 25,473 were arrested and 1,464 killed in police operations. Out of the above recorded number, the following were the HVTs contained within: 201 surrendered, 66 arrested, and 14 killed. Meanwhile, the PNP personnel involved in illegal drugs operations and under Internal Cleansing counted in: 634 accumulated number under Di Cl Watch list, 9 administratively charged, 11 criminally charged, 18 killed, 27 arrested, 43 surrendered under PRRD Pronouncement, and 4 voluntary surrendered. Page 2 0f 30 Although the campaign yielded a considerable number of illegal drugs personalities on the first three months of its implementation, the President announced the need for an extension to another six months on his self-imposed deadline of three to six months to solve crime and the illegal drugs problem in the Philippines. He realized the severity of the drug problem in the country based on intelligence reports and police operations. He claimed “that the war on drugs had exposed the deep involvement of so many people from all sectors of the society in the business of illegal drugs” and that this needs more time to put everything in order. The evaluation and validation by the Oversight Committee, on the implementation and accomplishments of the lower units in the PNP CMC No. 16- 2016 exposed the conditions and areas that need further attention and concentration by the PNP. Furthermore, the analysis and segmentation of barangays and municipalities according to the drug affectations which is necessary in the barangay drug clearing operations were not specified in the previous CMC. It was noted that as of February 2016, PDEA reported 26.91% or 11, 321 out of the country's 42,065 barangays were “drug affected” (mostly in urban areas). On record, NCR has the highest rate of affectation with 92.96% of the region's barangays, followed by CALABARZON at 49.28%. This effort shall make the campaign more effective and responsive to the requirements in the barangay drug clearing process. 4. MISSION: The PNP, concurrent with its mandate to support PDEA pursuant to RA No. 9165, shall implement the PNP Anti-tIlegal Drugs Campaign Plan “Double Barrel ALPHA" to extend and expand the PNP Anti-llegal Drugs Campaign Plan: “Double Barrel” with more focus on the accounting of High Value Target Personalities involved in illegal drugs and progressing towards the ultimate objective of clearing of all drug affected barangays nationwide. 5. DEFINITION OF TERMS: a. Accounted - This includes watch listed personalities who in the event of operational research or revalidation by the operating team found to be already dead, detained or upon completion of the investigation is/are not in any way involved in illegal drugs. b. Arrest - is the taking of a person into custody in order that he may be bound to answer for the commission of an offense. ¢. Arrested - (to) seize (a person) by legal authority or warrant. d. Baseline Watch List - is the generated list of drug users and pushers as of June 30, 2016. This was used for the conduct of Project Tokhang upon the implementation of Project:"Double Barrel"from July 1, 2016 to September 30, 2016, Page 3 of 30 . Biographic Profile Form (BPF) - is a form to be signed by a surrenderer who includes his basic personal information like his name, age, address, education, date of birth, etc. Case Operational Plan (COPLAN) - Time-phased plan of action under an intelligence project directed to specific personalities/organization under threat group or organization through infiltration and penetration by action agent(s) with the ultimate objective of neutralizing the target personalities. . Delisting - is a process used to remove a person's name from the Watchlist based on solid evidence with the approval of DI . Documentation - is the gathering of documents or supporting references or records that confirms some fact or statement is true through the use of documentary evidence such as but not limited to the following: oath of undertaking, filled-up Bio-Profile Form, booking requirements (Ten prints, mug shot, etc). Drug-Affected Barangay -has reported presence of drug user, pusher, manufacturer, marijuana cultivator, or other drug personality, drug den, marijuana plantation, clandestine drug laboratory, and facilities related to production of illegal drugs (DDB Board Regulation No. 2, Series of 2016). Drug Pusher- any person who sells, administers, delivers, give away to another by any terms, distributes, dispatches, in transit or transports any illegal drugs or Controlled Precursors and Essential Chemicals (CPECs) . . Drug user- a person who takes prohibited drugs; someone who is physiologically dependent on illegal substance. High Impact Targets (HIT) - pertains to street-level drug personalities whose arrest will have a big effect on the drug situation. . High Value Targets- are illegal drug personalities whether local of foreign, involved in the manufacture, importation, exportation, large scale distribution, transport or delivery of large quantities of illegal drugs, CPECs, laboratory equipment/apparatus, maintenance of drug den, dive or resort and cultivation of plant sources of illegal drugs whose sphere of influence and area of operation transcend in two or more provinces, urbanized cities and regions. . HVT (High Value Target) List - consists of persons involved in the trading, manufacture, importation, exportation, large scale distribution, transport or delivery of illegal’ drugs, Controlled Precursors and Essential Chemicals (CPECs), laboratory equipment/apparatus, maintenance of drug den, dive or resort and cultivation of plant sources Page 4 of 30 of illegal drugs based from verified reports and classification of targets especially established by order of importance or urgency. . Holding on Target Personality - any available warrant issued by the court pertaining to case filed against subject personality. . Information Operations -this refers to the Media Lines and other PCR activities disseminated by the DPCR. (Definition to be provided by DPCR). This refers to the crafting and dissemination by Unit Commanders of Media Lines to address or clarify issues pertaining to the PNP and conduct of other PCR-related activities that will influence the emotion, attitude, behavior, opinion, and beliefs of the specific target audience. |. Intelligence-Build-up - Number of Case Operation Plans culled from Operational Research. It is also the Number of Link Diagrams. . Intelligence Operations - the conduct of surveillance, casing and other Intel activities targeting drug personalities in the Target List and the Watch list. . Killed- a drug personality who died during the conduct of police operation. Link Diagram - the networks established between drug personalities, their contacts, associates, protectors and sources of drugs as a result of investigation and intelligence gathering .. Operations -are police interventions against illegal drugs. . Street Level Targets- illegal drug personalities involved in the sale and distribution of illegal drugs whose sphere of influence and area of operation transcend in two or more barangays. . Surrenderer- a law enforcement description to an individual who yields or submits himself/herself to authorities for processing, documentation and subsequent rehabilitation. . Wanted List- consists of persons who are subjected for arrest or have ‘standing warrant of arrest for violation of RA 9165 as amended by RA 10640. Watch List- consists of persons suspected to be involved in the trading, manufacture, importation, exportation, large scale distribution, transport or delivery of illegal drugs, CPECs, laboratory equipment/apparatus, maintenance of drug den, dive or resort and cultivation of plant sources of illegal drugs based from unverified reports and are subjected for further monitoring, investigation and case build-up. CONCEPT OF OPERATIONS: Under the whole-of-nation approach, the CPO/CPS/MPS under the supervision of the PPOs shall initiate area studies and perform evaluation, assessment of the drug affectation of the barangays and subsequently execute project Tokhang and Project HVT to pave the way to the clearing of these barangays. This comprehensive analysis and segmentation of barangays and municipalities according to the drug affectations is a necessary component in the barangay drug clearing operations. The PNP shall then apply with more focus to the two-pronged approach in addressing the illegal drugs problem namely Project Tokhang, the lower barrel approach and Project HVT, the upper barrel approach. The PNP Anti-Illegal Drugs Campaign Plan: Double Barrel ALPHA, while extending and expanding Project Tokhang to modified Tokhang including “Taphang’”, shall put more emphasis and effort on Project HVT. a. Project Tokhang The lower barrel approach will be PROJECT TOKHANG. Project Tokhang is a practical and realistic means of accelerating the drive against illegal drugs in affected barangays. This concept involves house visitations to persuade suspected illegal drug personalities to stop their illegal drug activities. It will be directed in all drug-affected barangays throughout the country in coordination with the Local Chief Executives (LCEs), Local Government Units/Agencies (LGUs/LGAs), and the Barangay Officials particularly the Provincia/City/Municipal/Barangay Anti-Drug Abuse Councils (ADACs), Non-Government Organizations (NGOs), stakeholders, and other law enforcement agencies. Project Tokhang in Double Barrel Alpha, shall not be limited to residences in barangays but shall be extended and expanded as well to the visitations of PNP Offices, schools a agencies, residences in posh subdi condominiums, business establishments such as the Business Processing Offices (BPOs), malls, jails, and other workplaces to include also others such as Manpower Service, Hotel and Hospitality Industries, Film and Entertainment industries, Transportation Services, Escort Service, business sectors, airports, seaports, places of convergence, out-of-school-youths, and still maintaining its efforts in the barangays. “TAPHANG" is another approach under Project Tokhang by which a group of people is invited to a dialogue or "pulong-pulong” to convince and persuade those in the group who are using and pushing illegal Page 6 of 30 drugs to stop their activity and voluntarily subject themselves to authorities for processing. This will be implemented depending on the appreciation of the situation by the COP. There are five (5) stages of “PROJECT TOKHANG” namely: Collection and Validation of Information Stage, Coordination Stage, House Visitation Stage, Processing and Documentation Stage, and the Monitoring and Evaluation Stage. 1) Collection and Validation of Information Stage The identity and criminal activities of each target must be properly documented and verified with all possible sources to equip the team with accurate and solid proofs when confronting suspects during house visitations. 2) Coordination Stage Coordination shall be made with the following government agencies, local government units/agencies, barangay officials, stakeholders, and non-government organizations prior to the conduct of actual house visitation and modified tokhang (visit to workplacesiplaces of convergence etc.) to ensure success of the activity. a) All concerned local police offices/units/stations shall coordinate with the LGUs/LGAs to provide support for the activity and ensure compliance of subordinate offices; 'b) All local police offices/units/stations shall also coordinate with BADAC and barangay officials to assist in the conduct of house to house visitations and referral of drug users; °) PNP Anti-lliegal Drugs Units/Offices shall coordinate with the Philippine Drug Enforcement Agency (PDEA) to assist in the conduct of investigation of suspected drug personalities; dq) The Chief of local police units/stations shall direct the Police Community Relations Sections to coordinate with the LGUs, ADACs, government agencies and Dangerous Drugs Board (DDB) for the rehabilitation of drug users; e) The Chief of local police units/stations shall direct the PIO/PCR section to coordinate with the TRIMP (television, radio, internet, magazine and print) for the public information and media coverage of the activity; and f) The Chief of local police units/stations shall direct the Police Community Relations Section to coordinate with other NGOs and stakeholders to solicit necessary supports for the activity, Page 7 of 30 3) 4) House Visitation Stage The actual house visitation and modified tokhang (visit to workplaces/places of convergence etc.) shall be the highlight of Project Tokhang in Double Barrel APHA. The following activities shall be undertaken in these visitations: a) The chief of the concemed police units/offices shall organize a team led by a PCO to visit the houses and other places and shall at all times ensure their safety and security; b) The designated team leader shall ensure the presence of members of CADAC/MADAC/BADAC and barangay tanod or any barangay officials, homeowners leaders, business managers or security officers to assist them and to serve as witness in the conduct of house visitation; ¢) The conduct of visitation must be done in a manner that shall not violate the rights of the subject; and d) Any person who is willing to undergo voluntary rehabilitation shall be processed accordingly; and e) During visitations, all police officers shall exercise caution at all times. They shall wear their proper uniform and perform their tasks with authority, firmness, and conviction Processing and Documentation Stage a) All suspected drug personalities who shall surrender shall be required to fil-out a Biographic Profile Form; b) Personalities who surrendered shall be urged to subscribed under oath before a notary public, to be assisted by a counsel and witnessed by parents/guardians and/or barangay officials; °) All suspected drug personalities who surrender shall be Teferred/invited to the local police station for interview, documentation, profiling, and other alternative actions. Provided, that they execute undertakings to cooperate by giving voluntary information regarding illegal drug activities; d) All suspected drug personalities who shall surrender any dangerous drugs or its derivatives and drug paraphernalia shall be processed accordingly. Provided, that they execute undertakings to give voluntary information about any violations of specific provisions of RA 9165 as stated under Section 33 thereof, Page 8 of 30 ) Any person suspected to be involved in illegal drug trafficking who denies or refuses the visitation shall be referred to the Anti- Illegal Drug Units for immediate case build-up, negation and anti-drugs operations; and f)_In the absence of the suspected drug personality, the parents, guardians or any responsible adult in the house shall be notified about the purpose of visit and shall be advised to relay the same to the subject. 5) Monitoring and Evaluation Stage a) When reports of illegal drug activities persist despite the house visitations, the chief of the local police unit/stations and anti- illegal drugs unit in the area shall immediately initiate police action in coordination with the ADACs and/or barangay officials for the arrest and filing of appropriate criminal charges against these drug personalities; and b) All concemed local police units/stations and antiillegal drug units in the affected barangays in coordination with the BADAC and barangay officials shall weekly monitor illegal drug personalities to determine their status and whereabouts. b. Project HVT Project HVT is the upper barrel approach which focuses operations against high value targets as defined on the PNP Anti-lllegal Drugs Campaign Plan: “Double Barrel’. Project HVT is a massive and reinvigorated anti-illegal drugs operation targeting illegal drugs personalities and drug syndicates. In Project HVT, dedicated focus teams from AIDG, IG, PROs, District Offices of NCRPO, PPOs, and CPOs shall be created. The focus teams shall be composed of investigators, intelligence operatives and tactical personnel from CIDG and other National Support Units who should be on stand-by and ready to assist the AIDG in investigation, intelligence build up and police intervention, while focus teams from PROs, District Offices of NCRPO, PPOs and CPOs are generated from the Public Safety Forces with the assistance from the Regional Support Offices. In the regional and provincial/city level, focus teams shall be generated from PROs, Districts of NCRPO, PPOs/CPOs, Public Safety Forces and the Regional offices of the NSUs. This approach will be employed at the national, regional, district, provincial, and city levels and will be subdivided in three levels, Project Page 9 of 30 HVT National Level, Project HVT Regional Level, and Project HVT Provincial/Chartered City Level. a) TG HVT National Level will be supervised by The Director for Operations (TDO). It will have two operating teams namely: 1) Focus Operation Team headed by the Director, AIDG; and 2) Focus Intelligence Team headed by Director, IG. b) TG HVT Regional Level will be supervised by the Regional Director and assisted by the DRDO. c) TG HVT Provincial/Chartered City Level will be supervised by the Provincial/City Director. There shall be a monthly evaluation and assessment of the HVT Watch list on Illegal Drugs. 7. EXECUTION: The PNP Task Force Against Illegal Drugs (PNPTF-AID) shall be responsible in implementing CMC PNP Anti-lilegal Drugs Campaign Plan: “Double Barrel ALPHA’. PNPTF-AID shall be directly controlled and supervised by the Chief, Philippine National Police (CPNP) as the TF Commander and The Deputy Chief PNP for Operations (TDCO) as the Deputy TF Commander. The Task Force shall be primarily responsible in the implementation of the PNP ant-ilegal drugs strategies in close coordination with the Local Government Units/Agencies, barangays and Goverment Agencies. The PNPTF-AID shall intensify the internal cleansing of the police organization by pursuing personnel who are linked to illegal drugs, whether as users, pushers, suppliers, financiers, and protectors of illegal drug personalities. The Task Force will equally pursue the arrest of illegal drugs personalities and to dismantle the illegal drug networks operating in the country,and at the same time initiate the clearing of drug affected barangays. ‘The PNPTF-AID shall be supported by the Oversight Committee on Illegal Drugs with TDCO as Chairman. The main task of the committee is to provide oversight function, monitor, and periodically assess the performance of the units to address the illegal drugs problem. It shall be composed of the following: Position. Designatio TDCO Chairman TDO Vice Chairman Tol Member TDIDM Member TDPCR Member TOPRM Member TDPL Member TDIPOs Member D,LS Member D, AIDG Member Page 10 of 30 D, CIDG Member D, CL Member LED, DO Secretariat The PNPTF-AID will be supported by the following centers: 1) PNPTF-AID Secretariat, 2) Intelligence Fusion Center, 3) Synchronized Communication Center, - 4)International Cooperation Center, 5) Anti-Illegal Drugs Monitoring Center, 6) Field Inspection and Evaluation Center, and 7) Case Monitoring Center. 1) PNPTF-AID Secretariat The PNPTF-AID Secretariat shall be tasked to provide administrative support to the Oversight Committee on Illegal Drugs and the PNPTF-AID. The PNPTF-AID Secretariat shall be led by the Chief, Law Enforcement Division, Directorate for Operations as Head Secretariat and assisted by the Chief, Internal Security Operations Division, DO as Assistant Head. It shall be supported by the following as members: Assistant Chief, National Operations Center; Servicing Lawyer, Directorate for Operations (DO); Chief, Plans and Programs Division, Directorate for Police Community Relations (DPCR); Chief, Case Management Division, Directorate for Investigation and Detective Management (DIDM); Chief, Recruitment and Selection Division, Directorate for Personnel and Records Management (DPRM); Chief, Budget, Directorate for Comptrollership (DC); Chief, Intelligence Operations Division, Directorate for Intelligence (DI); and Chief, Operations Division, Anti-lllegal Drugs Group (AIDG). 2) Intelligence Fusion Center The Intelligence Fusion Center shall be supervised by the Director, DI and shall be composed of representatives from the intelligence ‘community. The main task is to gather and collate intelligence reports from the field and provide these to the operating units to guide them in the conduct of police operations against illegal drugs personalities. 3) Synchronized Communication Center The SyncCom shall be supervised by the Director, DPCR. Its main task is to strengthen inter-agency coordination and cooperation to attain the goals of the whole-of-goverment approach. The Page 11 of 30 SyncCom is a “one message, many voices" and a well-integrated course of action against illegal drugs. 4) International Cooperation Center The International Cooperation Center shall be supervised by the Foreign Liaison Division, DI. Its task is to establish a cohesive relation with other countries through intelligence exchange and cooperation. 5) Anti gal Drugs Monitoring Center The National Ant:illegal Drugs Monitoring Center (NAIDMC) co- located at the PNP National Operations Center is tasked to collate all Antiillegal Drugs operations and activities of all offices/units/stations nationwide. It will create a data base for all these reports and will submit a summary of the collated reports to the CPNP copy furnished the Command Group on a daily, weekly, and monthly basis. Similar structure of Anti-illegal Drugs Monitoring Center is replicated at the regional, provincial, district, chartered city level co-located at their respective Tactical’ Operation Centers. These centers will perform similar functions as that of the NAIDMC and will submit reports to their respective RDs/PDs/DDs/CDs, Command Group and Quad Staff. 6) Field Inspection andEvaluation Center The Evaluation Team shall be created at the national and regional level. The Evaluation Team at the National Level will be headed by the Chairman, Oversight Committee on Illegal Drugs supported by the members of the Oversight Committee on Illegal Drugs. The team will be assisted by the PNPTF-AID Secretariat. The Evaluation Team at the national level will evaluate the performance of the Regional Directors, Deputy Regional Directors for Operations, District Directors, NCRPO, and the Provincial Directors in the implementation of the PNP Anti-lllegal Drugs Campaign Plan: “Double Barrel ALPHA’. The Evaluation Team at the regional level is headed by the Regional Director and supported by the regional staff and regional legal officer as members. The Directors, Directorate for Integrated Police Operations (DIPOs) will supervise the Evaluation Teams of the regions under their respective jurisdictions. The Regional! Evaluation Teams will evaluate the performance of the City Directors, Station Commanders, and Chiefs of Police under their jurisdiction in the implementation of the anti-llegal drugs campaign Page 12 of 30 plan. The evaluation made by the Regional Evaluation Teams will be validated by the Evaluation Team at the national level. 7) Case Monitoring Center The Case Management Center shall be supervised by the Director, DIDM. Its task is to monitor the investigation, documentation, filing and monitoring of the status of drug related cases and maintain case folders, The PNPTF-AID will have the following operating Units: Task Group High Value Target (HVT); Task Group Tokhang; Task Group Intemal Cleansing; Task Group Education and Awareness, and Task Group Financial Investigation. a. s Task Group High Value Target (TG HVT). The main task of TG HVT is to arrest high value drugs personalities and to dismantle illegal drug networks operating in their respective jurisdictions. It will have Focus Teams at the PROs, PPOs, and CPOs. 1) AIDG shall conduct anti-illegal drug operations focusing on national and regional level traffickers and international trafficking; 2) Regional Anti-Illegal Drugs Special Operation Task Group (RAIDSOTG) headed by the Regional Director, PROs shall concentrate on illegal drug trafficking across district/provincial boundaries; 3) Provincial Anti-lllegal Drugs Special Operation Task Group (PAIDSOTG) headed by the Provincial Director, PPOs shall conduct operations against illegal drug trafficking across city/municipal boundaries; 4) District Anti-lllegal Drugs Special Operation Task Group (DAIDSOTG) headed by the District Director, NCRPO shall conduct operations against illegal drug trafficking across city boundaries; and 5) City Anti-tilegal Drugs Special Operation Task Group (CAIDSOTG) headed by the City Director, CPO and the Station Anti-llegal Drugs Special Operation Task Group (SAIDSOTG) headed by the Chief of Police/Station Commander shall conduct operations against illegal drug trafficking across barangay boundaries and shall be responsible for eradicating street-level distribution through barangay drug clearing operations pursuant to DDB Regulation No.2 Series of 2007. Task Group Tokhang. This shall be organized at the city and municipal levels with the Chiefs of Police, CPS/MPS, and Station Commanders at District of NCRPO/Chartered City as Task Group Commanders. Page 13 of 30 The main tasks of the TG Tokhang are to arrest street level’ drug personalities, conduct Tokhang operations and activities, and assist in the Barangay Drug Clearing Operations in their respective jurisdictions. TG Tokhang will compose of the following teams: 1) Focus Teams will be formed at the city and municipal levels to curb the sale/distribution of illegal drugs and other substances, and arrest street level drug personalities; 2) Dedicated Tokhang Teams will be formed for Tokhang operations and activities; and 3) Barangay Drug Clearing Teams will be formed with the PCR Officer of CPS/MPS as the Team Leader task to assist in the organization and in capacitating the MASA MASID Teams based on the DILG MC No. 2016-116, and in the barangay drug clearing operationsand revitalization of the Barangay Anti-drugAbuse Council (BADAC) within your respective barangays based on DILG MC No. 2015-63 4) High Impact Target (HIT) Teams shall be headed by the Provincial Director (PD) as TG Commander and its members are PAIDSOTG, CAIDSOTG, SAIDSOTG. Its main task is to arrest and/or account High Impact Targets (HIT). It will have Focus Teams at the PPOs, CPOs and MPOs and shall conduct operations against street-level drug personalities. TG Tokhang shall not only visit the residences in barangays but also the PNP Offices, schools and universities, government agencies, residences in posh subdivisions and high rise condominiums, business establishments such as the Business Processing Offices (BPOs), malls, jails, and other workplaces to include also others such as Manpower Service, Hotel and Hospitality Industries, Film and Entertainment Industries, Transportation Services, Escort Service, business sectors, airports, seaports, places of convergence and out-of- school youths that would eventually lead to the clearing of the barangays. c. Task Group Internal Cleansing. This shall be headed by the Director, Directorate for Intelligence (Dl) as TG Commander with representatives from DPRM, DO, DI, DIDM, DC, IAS, IG, CIDG, GL, HS, and LS as members. Its main task is to investigate and handle cases of PNP personnel involved in illegal drugs operations. Administrative cases against PNP personnel allegedly involved in illegal drugs shall be handled by the Regional Directors while those nareo-cops mentioned by the President shall be handled by IAS/RIAS. e. Task Group Education and Awareness. This shall be headed by the Director, Police Community Relations(DPCR) as TG Commander with Page 14 of 30 e representatives from HRDD, PCRG, DC, TS, HS, CL, PIO, and LS as members. The main tasks of the TG are information operations to address the illegal drugs problem and liaise with the LGUs and other concerned agencies for the rehabilitation of illegal drug users and pushers who surrender to authorities. TG Education and Awareness shall not only disseminate Information Operation (10) towards drug prevention and eradication to the residences in barangays but also to the PNP Offices, schools and universities, government agencies, residences in posh subdivisions and high rise condominiums, business establishments such as the Business Processing Offices (BPOs), malls, jails, and other workplaces to include also others such as Manpower Service, Hotel and Hospitality Industries, Film and Entertainment Industries, Transportation Services, Escort Service, business sectors, airports, seaports, places of convergence and out-of-school youths. Task Group Financial Investigation. This shall be headed by the Director, Crime Investigation and Detective Group (CIDG) with representatives from Di, |G, ACG, and LS as members. Its main task is to investigate the financial records of suspected illegal drugs personalities. . Tasks 1) DO a) OPR on the implementation of this CMC; b) Provide functional supervision over AIDG, Regional, Provincial, District, City and Station AIDSOTG; ©) Ensure strict implementation of the protocol on the conduct of anti-illegal drug operations; Supervise AIDG as Focus Operation Team and IG as Focus Intelligence Team under TG HVT National Level; €) Act as PNP representative to the Dangerous Drugs Boa f) Consolidate reports of AIDG, Regional, Provincial, District, City and Station AIDSOTG and prepare monthly accomplishment reports to CPNP, DDB and PDEA; Conduct periodic assessment on the operational activities of anti-illegal drug units; h) Provide Secretariat to the PNPTF-AID and the PNP Oversight Committee on Illegal Drugs; i) Prepare Operational Guidelines to be followed in processing illegal drugs personalities; and i) Perform other tasks as directed. d) ¢ 2) DI a) TG Commander of Task Group Internal Cleansing; b) Organize Intelligence Fusion Center to gather and collate intelligence reports from the field and provide these to the operating units; Page 15 of 30 3) °) Supervise the establishment of a cohesive relation with other countries through the International Cooperation Center, Formulate policy and protocols on Internal Cleansing Program for identified police personnel connected to illegal drugs activities; Direct the Chief, Foreign Liaison Division to lead the International Cooperation on Illegal Drugs; f) Conduct monthly workshop to generate and provide updated list of suspected drug personalities, target list, and wanted list on illegal drug groups and personalities; g) Provide an updated list of most wanted drug traffickers and manufacturers; h) Provide real-time technical intelligence support during the conduct of special operations on illegal drugs; i) Provide intelligence support to counter irregularities in the conduct of anti-illegal drug operations; j) Conduct background investigation/record check of personnel accommodated to PNP anti-drug units; k) Establish linkages with other law enforcement agencies, foreign counterparts and other international anti-drug organizations; 1) Determine HVT capability (Organizational Structures | and Systems, Legitimated Properties, Estimated Financial Asset, Personnel, Firearms and others) to include alliances with other major operators locally and abroad; m) Strengthen Counter Intelligence Operations; and n) Perform other tasks as directed. dg) e) DIDM a) Supervise the monitoring of the investigation, documentation, filing and status of drug related cases and maintain case folders through Case Monitoring Center; Coordinate the development of computer-based case tracking ‘scheme which shall connect with the National Drug Information System of PDEA that monitors the status of all cases in drug courts nationwide; Formulate policy guidelines to prevent bungling of drug cases and improve the conviction rate of drug cases filed in court; Conduct investigation and file appropriate charges against PNP personnel who are bungling drug cases or engaged in illegal drug trade as users/abusers, coddlers, and protectors; e) Conduct investigation and filing of appropriate charges against PNP personnel committing irregularities in the conduct of anti- illegal drug operations or in the prosecution of illegal drug cases; f) Maintain statistics of all illegal drug cases filed by the PNP; 9) Monitor the status of criminal or administrative cases of PNP personnel charged with illegal drug-related offenses; Customize reports needed to capture drug related incidents and cases in the e-Blotter, e-Warrant, e-Subpoena and e-Rouge ‘System; Activate the Drug Abuse Resistance Education (DARE) Program and organize a speaker's bureau that will spearhead the public information drive to various sectors in coordination with the DDB and PDEA; Maintain statistics on barangay drug clearing operations and drug-cleared barangays in coordination with PDEA; Coordinate with the DILG and LGUs/LGAs for the revitalization and/or re-activation of BADACs to support PNP programs towards creating consciousness and awakening the community on their social responsibility on drug abuse prevention and eradication; j) Maintain and regularly update list of organized BADAC; k) Consolidate reports of AID Units specifically on barangay drug clearing operations in consonance to DDB Regulation No. 2, s. 2007 and DILG MC No. 2015-63; |) Formulate an Information Operations Plan geared toward positively reshaping or reversing the mindset and value- orientation of all PNP; m) Monitor and disseminate all PNP activities and programs relative to the campaign against illegal drugs through the TRIMP (television, radio, intemet, magazine and print) in coordination with the media networks; n) Assist in seeking necessary assistance from various private and public sectors in support of the implementation of Demand Reduction Activities; ©) Include drug-related topics in the conduct of PICE; p) Establish a 24/7 complaint center to receive reports, complaints and information related to illegal drugs from the public (landline, cellphone, email, social media etc.); and q) Perform other tasks as directed. °) d) e) 9) Li) DPRM a) Assist DI in the formulation of the policy on Internal Cleansing Program for identified police personnel connected to illegal drugs activities; Page 17 of 30 b) Monitor and facilitate the early resolution of the administrative cases filed against PNP personnel involved in illegal drug activities; ©) Initiate the release of personnel from their present position and transfer them to PHAU or other offices as warranted; d) Issue orders and appropriate awards to all police personnel who have invaluable participation and accomplishments on drugs operations; and @) Perform other tasks as directed. 6) DL a) Provide logistical requirements such as Intelligence Equipment, individual and Unit Tactical Equipment, Mobility Assets, Essential Forensic Equipment/Materials, Narcotics Detection Dogs; and b) Perform other tasks as directed. 7) DPL a) Study, propose and/or formulate policy to include the position of personnel assigned with AIDG, Regional, Provincial, City and Station AIDSOTG in the PNP Table of Organization; b) Liaise with both Houses of Congress to generate political support for the legislative proposals of the PNP to strengthen its campaign against illegal drugs; and ©) Perform other tasks as directed. 8) DC a) Allocate funds necessary for the implementation of this CMC; b) Formulate a program for the inclusion of regular fund support necessary for the implementation of the PNP anti-illegal drug campaign plan; ©) Allocate funds for the continuous drug testing of personnel in all PNP offices/units/stations; and d) Perform other tasks as directed. 9) DHRDD a) Train the lower units in coordination with PDEA in Barangay Clearing Operations; b) Conduct regular Competency Training Program on Drug Operations to the lower units; and ©) Determine and conceptualize other trainings necessary to enhance the skills of PNP personnel such as competencies on drug operations for the effective implementation of this CMC; and 4d) Perform other tasks as directed. 10)DIPOs ‘a) Members of the Oversight Committee on Illegal Drugs; f) Conduct anti-illegal drug operations focusing on national and international level trafficking; g) Conduct special operations against drug syndicates and personalities engaged in production, importation, and trafficking of illegal drugs in coordination with PDEA; h) Maintain linkages with other law enforcement agencies; i) Develop and maintain relevant database for collection, processing and analysis of information on illegal drug activities to include the monitoring of high profile drug cases filed in courts; i) Maintain close coordination with regional, provincial, district, city and station AIDSOTG on the progress of all anti-illegal drugs operations conducted in respective AORs; Initiate and maintain active support in the implementation of demand reduction and internal cleansing strategies; 1) Coordinate with DIDM regarding the use of e-Blotter, e-Warrant, e-Subpoena, and e-Rouge Systems; m) Submit weekly assessment to the Oversight Committee on the national drug situation; °) e) k) Page 19 of 30 n) Provide assistance to the secretariat of the Oversight Committee on illegal drugs; ¢) Establish good coordination with other investigative agencies to ensure the prosecution of offenders; a) Support the TG HVT in the case investigation of illegal drug personalities in coordination with AIDG; and b) Perform other tasks as directed. 18) MG a) Support AIDG, Regional, Provincial, District, City and Station AIDSOTG in the conduct of interdiction operations at all seaports nationwide against local and transnational drug syndicates; Facilitate access to seaports and other assistance to AIDG, Regional, Provincial, District, City and Station AIDSOTG personnel in the conduct of narcotics investigations and/or operations in their AOR; Establish a coastal boundary control in coordination with RD, PROs; and d) Perform other tasks as directed. b) °) 19) AVSEGROUP a) Support AIDG, Regional, Provincial, District, City and Stations AIDSOTG in the conduct of interdiction operations at all airports nationwide against local and transnational drug syndicates; and ©) Perform other tasks as directed. 24) EOD/K9 Group a) Develop breeding and training of canine/working dogs for detection of illegal drugs; and b) Perform other task as directed. 25)Other NSUs a) Provide all necessary operational and administrative support to AIDG, Regional, Provincial, District, City and Stations AIDSOTG relative to their respective areas of interest; and b) Perform other tasks as directed. 23) PROs a) Supervise HVT operations in respective AORs; b) Regional Directors as supervisors of the Task Group HVT at the regional level with two operating teams namely: the Focus Operation Team and Focus Intelligence Team and to utilize PSF personnel to be part of the said teams; Designated as Task Group Commander, RAIDSOTG and ‘overall supervisor in the implementation of the PNP Anti-illegal Drug Campaign Plan: “Double Barrel Alpha’ in the AOR. d) Conduct investigation on administrative cases against PNP personnel allegedly involved in illegal drugs; i) Conduct counter intelligence operations against local officials involved in illegal drug activities; j) Conduct periodic/random drug test to PNP personnel assigned in anti-illegal drug units in accordance with PNP Memorandum Circular No. 2012-006; k) Develop and institutionalize a uniform module/vehicle in the conduct of massive drug awareness activities in coordination with other Law Enforcement Agencies, DepEd/CHED, BADAC, DDB, DARE and Ligang mga Barangays; 1) UBAS TWG will be responsible for promoting MASA MASID as a mechanism to respond to LGU needs and provide technical assistance in every barangay m) Supervise PPOs/CPOs in assisting and providing technical assistance to capacitate the MASA MASID Teams (MMTs) in the AOR; Supervise PPOs/CPOs in assessing the reports submitted by the MMTs, and make necessary actions including, but not limited to, filing of cases and/or referral of drug users for the counseling and/or rehabilitation, depending on the frequency of the use of illegal drugs. 0) Conduct sustained drug awareness activities through the DARE program and other drug abuse prevention advocacies; p) Institute drug prevention measures/programs to ensure drug- free workplaces in all offices/units under respective AOR; Conduct media relations and community involvement activities for the propagation of PNP operational activities against illegal drugs to gain community support; 1) Develop and institutionalize a uniform module/vehicle in the conduct of massive drug awareness activities; Organize a speaker's bureau which shall spearhead the public information drive on illegal drugs to various sectors; t) Coordinate with Local Chief Executives (LCEs) for the conduct of administrative searches (regulatory inspection) of suspected drug dens, clandestine laboratories and chemical warehouses in respective AOR pursuant to Section 52, Art Vil of RA No. 9165; u) Conduct regular conference and discuss/emphasize strict compliance with anti-drug operational procedures issued by PDEA, DDB, NHQ PNP and DILG; Maintain case tracking system/case monitoring database and case folders for each drug case handled by all anti-illegal drug units; w) Conduct regular case conference with lawyers from Legal Service and Prosecutors to ensure successful prosecution of drug cases; n) q s) v) Page 23 of 30 X) Designate case monitors in all drug courts to monitor the disposition of drug cases filed by antiillegal drug units in respective AOR in coordination with AIDG case monitoring team; Direct PSF to provide security assistance to PNP units during the conduct of illegal drugs operations in areas with security threats; Establish Boundary Control Points (patrol bases) especially on main drugs supply routes, exits and entrances utilizing the Public Safety Forces to disrupt supply route of illegal drugs; aa)Include drug-related topics in the conduct of PICE; bb)Submit after HVT operations reports to DO (Attn: NTF Secretariat) within 24 hours after each operation; cc) Submit reports on the accomplishments of Project Tokhang following the format of matrix in Annex F to DO (Attn: PNPTF Secretariat) NLT 12:00 PM every Thursday of the week; and dd)Perform other tasks as directed. y) 2 24) PPOs a) Supervise HVT operations in respective AORs; b) Provincial Directors as supervisor of the Task Group HVT at the provincial level with three operating teams namely: the Focus Operation Team and Focus Intelligence Team; Overall supervisor in the implementation of the PNP anti-illegal drug campaign plan “Double Barrel ALPHA” in the AOR. Ensure strict implementation of the protocol on the conduct of anti-illegal drug operations; Conduct validation with PADACs to account and identify all drug groups pushers/users in each municipality and conduct intensified anti-illegal drugs operations in priority drug affected barangays, focusing on street-level drug personalities; f) Conduct intensified antiillegal drugs operations through the respective Chiefs of Police/Station Commanders and the Anti- Illegal Drug Units in the clearing of drug affected barangays by focusing on the arrest and/or account of street level drug personalities in the AOR. Coordinate with Local Chief Executives through the respective Chiefs of Police and the Anti-lllegal Drug Units for the establishment of Drug Rehabilitation Centers in every local government unit or cluster of LGUs; w) Conduct regular conference and discuss/emphasize strict compliance with anti-drug operational procedures issued by PDEA, DDB, NHQ PNP and DILG; Maintain case tracking system/case monitoring database and case folders for each drug case handled by all anti-illegal drug units; Conduct regular case conference with lawyers from Legal Service and Prosecutors to ensure successful prosecution of drug cases; Designate case monitors in all drug courts to monitor the disposition of drug cases filed by anti-illegal drug units in respective AOR in coordination with AIDG case monitoring team; aa)Establish Boundary Control Points (patrol bases) especially on main illegal drugs supply routes, exits and entrances utilizing the Public Safety Forces. bb)Include drug-related topics in the conduct of PICE; cc) Submit after HVT operations reports to DO (Attn: PNPTF Secretariat) within 24 hours after each operation; n) ©) q) 8) v) x) y) 2) Page 25 of 30 ~ a dd)Submit reports on the accomplishments of Project Tokhang following the format of matrix in Annex F to DO (Attn: PNPTF Secretariat) NLT 12:00 PM every Thursday of the week; and e)Perform other tasks as directed. 25) CPOs/CPS/MPS a) Primary units responsible in the implementation of Project Tokhang; b) Conduct modified Tokhang and Taphang in PNP Offices, ‘schools and Universities, Out-of-School-Youths, government offices, condominiums, subdivisions, Business Processing Offices (BPOs), malls, jails, and other workplaces to include also others such as Manpower Service, Hotel and Hospitality Industries, Film and Entertainment Industries, Transportation Services, Escort Service, business sectors, airports, seaports and places of convergence; c) Include drug-related topics in the conduct of PICE; d) Assist drug surrenderers to fill-up the Biographic Profile Form (BFP), undertaking and waiver. Contents of these must be explained point by point and all questions by the surrenderer anent it should all be clarified; @) Conduct validation with CADACs/BADACs to account and identify all drug groups pushers/users in each barangays and conduct intensified anti-illegal drugs operations in priority drug affected barangays, focusing on street-level drug personalities; f)Coordinate with the Chairman of CADACs/BADACs, CADACs/BADAC Auxiliary Teams and SK in each barangay in the conduct of drug clearing operations. g) Conduct intensified anti-illegal drugs operations through the respective Chiefs of Police/Station Commanders and the Anti- lilegal Drug Units in the clearing of drug affected barangays by focusing on the arrest of street level drug personalities in the AOR. h) Maintain list of affected barangays as attested by Chairman, BADAC following the format (Annex__). i) Issue certification of drug clared barangays as attested by Chairman, BADAC following the format in DDB Regulation No.2 Series of 2007(Annex__). j) Coordinate with DepEd/CHED, BADAC, DARE for the conduct of regular lectures, programs on the ill-effects of drug abuse and the implementation of measures towards drug abuse prevention and eradication in relation to barangay drug clearing operation; k) Institute drug prevention measures/programs to ensure drug- free workplaces in all offices/units under respective AOR; 1) Conduct media relations and community involvement activities for the propagation of PNP operational activities against illegal drugs to gain community support; m) Coordinate with Local Chief Executives through the respective Chiefs of Police and the Anti-Illegal Drug Units for the Page 26 of 30 establishment of Drug Rehabilitation Centers in every local government unit or cluster of LGUs; n) Coordinate and participate with LGUs and BFP in the conduct of business inspection to disseminate presence of clandestine laboratories; ©) Submit weekly reports on the accomplishments of Project Tokhang to include activities in Barangay Drug Clearing Operation following the format of matrix in Annex F; and p) Perform other tasks as directed. 8. COORDINATING INSTRUCTIONS: a, Disseminate and ensure the’ full implementation of the DILG MASA MASID Program in your respective Areas of Responsibility. . All individuals involved in illegal drugs who voluntarily submit themselves to authorities will be called "“Surrenderers”. In handling surrenderers, units should strictly adhere to the Standard Operating Procedures in Handling Illegal Drug Surrenderers (Annex A). |. Any modifications made on the watch lists should be validated and approved by the DI before adoption of the units. . In the conduct of Tokhang operations and activities in areas with intemal security threat concems (CNN, MNLF, MILF, BIFF/BIFM, Abu Sayyaf Group, Maute Group, and other threat groups), commanders must include the Public Safety Forces (PSF) in the team and coordinate with the AFP counterparts in the area. In addition to the weekly accomplishment reports on Campaign Plan: “Double Barrel Alpha’, PROs must submit weekly reports on the seven focus crimes plus rape. |. The use of management tools such as the Case Management Analysis System/Crime Incidents Reporting Analysis System (CMAS/CIRAS) should be maximized. |. Regional Evaluation Teams should evaluate the performance of the PPO/CPO/CPS/MPS under their jurisdiction every six weeks using the performance evaluation matrix provided by the Oversight Committee on Illegal Drugs as guide. Strictly implement the protocol on the conduct of antiillegal drug operations. As far as practicable, all unit commanders must ensure that all anti- illegal drug operations shall be coordinated with PDEA in accordance with the PNP Manual on Anti-Illegal Drug Operation and Investigation. No PNP personnel shall be allowed to conduct a planned anti-illegal drug operation (i.e. buy-bust, search warrant, MJ eradication) unless he is a member of AIDG, Regional, Provincial, District, City and Station AIDSOTG. The pre-operations clearance form for planned operations must be accomplished, submitted to and approved by the unit commander or his designated action officer prior to the conduct of anti-illegal drug operations. Alll activities relative to this must be recorded in the blotter. |. All operations shall conform with the provisions of RA No. 9165, the rules of Court, and strictly observe the Rights of the Accused enshrined in the Bill of Rights under the Philippine Constitution, other allied laws, rules and regulations’ as well as the intemationally accepted principles of international laws, public policy, and with due observance of human rights. . Arrested foreign nationals involved in drug trafficking shall be reported immediately to the DI as the focal point of contact of all foreign agencies to necessary consular assistance needed; . All concerned personnel shall strictly observe the rights of persons arrested, detained or under custodial investigation pursuant to RA No. 7438 and other existing rules and regulations of the PNP in the promotion of human rights. . The rules and regulations on the recruitment of personnel to and from anti-illegal drug units must be strictly implemented. |. Maximum inter-unit and agency coordination is required in high risks areas. For high risk and high resistance targets, the operating units shall request for support from the AFP in accordance with the existing Joint Letter Directives (JLD). Enlist the assistance of other offices/units in the execution of their portion of the strategy including its component activities to sustain a unified and coordinating relationship. All PPOs, CPOs, CPS and MPS shall coordinate with their respective LGUs to activate and capacitate the ADACs. |. The conduct of Project Tokhang in posh subdivisions and high rise condominiums shall follow the procedures established by the Oversight Committee Boundary Control on Illegal Drugs shall be established on boundaries between Regions utilizing the RPSB and at the provincial/city boundaries will be PPSC/CPSC to disrupt supply route of illegal drugs. All personnel conducting TOKHANG/TAPHANG must be in proper uniform; y. Submit Daily Report in the implementation of Project Tokhang and Project HVT. z. Submit Weekly Periodic Assessment on the implementation of this cc. B Submit Weekly Periodic Assessment, Evaluation, Review and Monitoring of PNP personnel with derogatory information and/or listed in Cl Watch list on illegal drugs. bb. Lateral coordination is encouraged to ensure success of this CMC. ce. Performance of commanders will be reviewed and assessed by the Oversight Committee every month. dd. All tasked units shall submit IMPLANs within 5 days upon receipt of this CMC and to strictly observe this Directive. 8. REPEALING CLAUSE: All existing LOls, Directives, Memorandums, Circulars, and other issuances whose provisions are contrary to or inconsistent with this CMC are hereby rescinded or modified accordingly. 9. EFFECTIVITY: This CMC shall take effect immediately upon approval.
