V: ADMINISTRATIVE CHAPITRE
ADMINISTRATIVES

Without prejudice to penalties provided for by
Presidential Order n 25/01 of 09/07/2012
establishing the list of fees and other charges
levied by decentralized entities and determining
their thresholds, any advertising billboard
installed without written permission shall be
removed, and its owner shall pay an
administrative fine of ten thousand francs (Rwf
10,000). The owner shall also repair the
damage.
Article 25: Refusal to remove a billboard
Any advertising billboard may be removed or
relocated whenever there is extension of the
road, or when it appears that the billboard is a
nuisance to public infrastructure. The billboard
is relocated by its owner after being shown the
appropriate place where he/she should place it.
When the owner of a billboard refuses to
remove it, it shall be done by the District at the
expenses of the owner who must also pay an
administrative fine of ten thousand francs (Rwf
10,000).
V: SANCTIONS

indiqu o il doit le placer.
Lorsque le propritaire dun panneau
publicitaire refuse de lenlever, ce travail est
fait par le District aux frais du propritaire qui
doit galement payer une amende
administrative de dix mille francs (10.000
Frw).

When the person sanctioned is not satisfied,
he/she may ask for an explanation or make an
appeal by a letter addressed to the authority
which gave the authorization. The latter shall
respond within a period of three (3) days from
the receipt of the letter of request.
Lorsque la personne sanctionne nest pas
satisfaite, elle peut demander des explications
ou faire recours par une lettre adresse
lautorit qui lui a donne lautorisation.
Cette dernire rpond dans un dlai de trois
