Work Experience

Senior Finance/Administration Officer


Manage all aspects of day-to-day operations of the Accounting Department in Ganyliel, Unity State, South Sudan
totalling around $ 500,000 per month.
Assist in the implementation of finance policies, procedures and guidelines. Ensure compliance with IRC
standards and submit monthly reporting to regional offices.
Review all payment documents, expenditures, procurement and supply chain commitment lists to track financial
obligations, prepare bank reconciliations, ensure bank statutory dedications are paid on time, compile cash
projections to regional office, and participate in physical verification of IRC property and equipment.
Manage personal and programmatic advances and liquidate appropriately and on time.
Conduct time sheet audits for field staff and manage payroll of over 350 staff.
Act at all times in accordance with standards of accounting practice, budget guidelines and instructions, funding
allocations and coding and formulate and implement staff safety and security measures MOSS/MORSS
compliance in consultation with the head office and Field Safety Advisory ( FSA).
Provide training to field staff on finance issues, budget management, and field level policies and procedures.
Produce monthly and quarterly reports to be reviewed by the Regional Finance Controller.
Serve as a member of the National Contracts Committee
Oversee staff recruitment, serve ex-officio in the APPC, review and approve the settlement of employee
entitlements including DSA, local salaries, and the Medical Insurance Plan (MIP)
Administrative

Maintaining of day today financial and accounting records, coordination and overall management of the office
policies.
In accordance with the operations manager, carried out appraisal for the staff in the department.
Scheduling procedure and assignments to staff and other office volunteer workers.
Designed and implement staff communication to ensure ongoing positive communication throughout the
organization.
Responsible for encouraging the growth and assisting in the evaluation process of staff.
Check official LILS email address and the LILS post office box and collect parcels sent from the field.
Maintain record of visitors to the office and ensure that the guest book is signed.
Date, stamp and initial all incoming correspondence and ensure they are routed to the right staff
Maintain filing system, making sure that copies of all incoming and outgoing correspondences are filed

Scan program and support documents as and when requested/needed.

Take minutes of staff meetings
Work with the Logistics and Administrative Officer in carrying out stock takings and regular update of inventory
list for all the projects in Juba and in the States

Assist the Logistics and Administrative Officer in the procurement of office supplies, works and services
including clearing with the revenue department in the State in accordance with LILS and partners requirements.

Admin and Finance Manager

Responsible for monthly financial close and reporting including standard financial statements and grant level
reporting
Implement, monitor, and evaluate internal controls and compliance procedures.
Carry out primary communication to HQ and Country Director about finance and logistical issues
Assist Country Director and SMT with budget preparation, budget analysis, and forecasting.
Provide HQ and SMT with timely and accurate Budget vs. Actual analysis reports, including explanations of
variances.
Disseminate and train staff on new coding of new grants and projects as they are initiated or discontinued for use
on timesheets and coding of vouchers. Also distribute account coding guidelines to staff and verify proper coding
of vouchers received prior to data entry.
Manage cash flow, including timely fund requests to HQ. Oversee the management of the country office petty
cash fund and bank accounts, including monthly reconciliation.
Ensure that Annual Audit is carried out in a timely manner as required by the organization
Maintain and monitor an effective Country Office filing system including but not limited to: bank documents,
withdrawal slips, transfer records, bank statements, invoices, timesheets, and payroll records.
Ensure that the internal control procedures and donors regulations are followed for all cash disbursements,
receipts, transfers and include appropriate backup for US A-133 compliance.
Work closely with the Human Resources and Administration Officer to ensure that Country Office payroll is done
in compliance with national tax and labour regulations.
Manage timesheets for the country office, ensuring timely submission, approval, accuracy, and filing.
Ensure the monthly payroll allocation entries are properly calculated, coded, and entered appropriately into
accounting system, including review and approval of timesheets by individual supervisors of allocations to
specific grants and projects.
Ensure compliance with WfWI Field Operations Manual (FOM), and other procurement and logistics policies and
procedures, and suggest revisions as and when necessary.
Ensure maintenance of an accurate and up to date asset register and depreciation schedule for all fixed assets.
Ensure that controls are in place to safeguard assets and oversee physical inventory verification at least annually
Ensure effective management of service contracts and timely execution of all approved payments to vendors
/contractors for goods and services received.
Make recommendations for enhancements to policies and procedures to create operational efficiencies and
represent the office during global finance meetings and cross-functional policy development working groups.
Provide coaching, mentoring and on-the-job training to subordinates.
