The report provides the site analysis and the site evaluation of the chosen G2C site, upsc.gov.in.
Executive Summary

This report provides an analysis and description of government department offering services
online. In this report the traditional way of accessing those services and the new way of
accessing it online are compared. To evaluate the traditional and online services in the
context of economy and social structure of India, a description and explanation of key aspects
or criteria has been given. Analysis and evaluation done is of upsc.gov.in, with detailed
description of what this site offers and how these services are different from accessing them
physically.

The Union Public Service Commission (UPSC) is India's central agency authorized to
conduct the Civil Services Examination, Engineering Services Examination, Combined
Defence Services Examination, National Defence Academy Examination, Naval Academy
Examination and Combined Medical Services Examination, Special Class Railway
Apprentice, Indian Economic Service/Indian Statistical Service Examination, Geologists'
Examination, Central Armed Police Forces(AC).

The agency's charter is granted by the Constitution of India. Articles 315 to 323 of Part XIV
of the constitution, titled Services under the Union and the States, provide for a Public
Service Commission for the Union and for each state.

U.P.S.C. is amongst the few institutions which function with both autonomy and freedom
along with the countrys higher judiciary and lately the Election Commission.

1. (a) BACKGROUND

NIC is a Premier Information Technology Organisation in India providing State_of_Art


Solutions for Information Management and Decision Support in Government and Corporate
Sector. A number of Services are being provided by NIC to all the Government
Ministries/Departments/States/Districts.

NIC is providing network backbone and e-Governance support to Central Government, State
Governments, UT Administrations, Districts and other Government bodies. It offers a wide
range of ICT services including Nationwide Communication Network for decentralised
planning, improvement in Government services and wider transparency of national and local
Governments.

Services supported by NIC to the e-governance in India-

1. www.upsc.gov.in/www.upsconline.nic.in
This site facilitate the applicants for the Civil Services Examination, Engineering Services
Examination, Combined Defence Services Examination, National Defence Academy
Examination, Naval Academy Examination and Combined Medical Services Examination,
Special Class Railway Apprentice, Indian Economic Service/Indian Statistical Service
Examination, Geologists' Examination, Central Armed Police Forces(AC) to apply online
through a secure online payment mode. It also provides viewers with regular updates and
information regarding the examinations and other constitutional affairs.

2. www.himachal.nic.in
This site gives every facility like bill payment, enquiry of anything, judiciary, e- services,
every detail of educational institutes, schools etc. Site also give details about tourist places
in himachal and hotel booking can be done on this site.
3. www.passport.nic.in
The site provides general information about Passport visa and other counsellor services of
CPV division, Ministry of External Affairs. Site is backed by a central passport database
for the daily status queries.

4. www.rahat.up.nic.in
This site is for disaster management in UP. Site gives details of rainfall and floods in
different districts of UP. Services like flood forecast and weather forecast are given on the
site. Procedure and details of getting calamity relief fund is given on this site.

5. www.indiapost.nic.in

Messages can be sent anywhere in India through Post Offices using the ePOST software.

6. www.goidirectory.nic.in
It provides a single point source to know all about Indian Government Websites at all
levels and from all sectors. An attempt has been made through this directory to provide
comprehensive, accurate, and reliable and one stop source of information about
Government websites in India.

7. www.ruralbazar.nic.in
This Product is used to strengthen the marketing efforts & showcase and sell the products
produced by rural poor/ Artisans.

Quality of Information-
Information on site should be authentic and accurate. Information should be to the
point and correctly displayed.

Interface-
The site map should be simple; every service should be easily accessible on site. The
web design should be simple. The site should be user friendly and can be easily
access. Site should have multi-language options.

Services Offered-
In this we see what services a site offer to its customer. More will be the services in a
site, the better the site is.

Customer service-
In this we see what services a website is giving to its registered user, like phone
updates and e-mail updates. In this we see how much time the site takes to solve the
customer queries.
Cost
There should be no registration costs or hidden costs for accessing information from
the site.

Site should be update regularly so that customer can always get the latest news and it
improves the quality of information on the site.

Accessibility-
The site should be accessible from anywhere from phone or internet without any
errors in connection.

3. Recommendations

A better Content Management System is recommended for the site as the applicant has to
open up the numerous links to fill up a single application form. This can be avoided by
managing the content in such a way so that the user could get the required data on the same
page.

The site can be made more User Friendly by designing the homepage and other web pages in
a creative and less complex way. The present layout seems quite congested and uneven.

And very importantly, the UPSC website should mention its head office address along with
the full contact information at its home page. Presently the website has just a photograph of
its head office, uploaded at its home page.
