Governanceistheartandscienceofcarefullybalancingthecompetingneedsandvaluesofsociety,alldemandingacceptanceandpreeminence.Insofarasthe
governmentandthepeopleareconcerned,theirintervalsmayeverynowandthenclash,forwhichacarefulweighingofvariousconsiderationshavetobedonethatthe
demandsofauthoritydonotleadtoslaveryandtherecognitionoftheclaimsoflibertydonotendupinanarchy.Onthesideofauthority,youhavetheinherentand
fundamentalpowersofthegovernmentpolicepower,eminentdomain,andtaxationpowersbywhichitsobjectivesmaybeenforcedandimplemented.Ontheother
end,youhavetheguaranteesandsafeguardsfoundintheBillofRights.

Insofarasthisinterplaybetweenpowerandauthority,ononehand,andlibertyandfreedomontheotherisconcerned,notemustbetakenofthefactthatjustlike
anythingelse,values,conceptsandweightschangethroughtime.WhatmayhavebeenrecognizedasoutsidethedomainoftheStateregulationinthepastwouldno
longerbesoimmunefromgovernmentalinterferenceinlateryears.AstheCourtsaidinoneease.:whatwas'robbery'in1874isnowcalled'socialjustice'."
