INTRODUCTIONCodiacRegionalRCMPandtheCodiacRegionalPolicingAuthority

UndertheCodiacRegionalPoliceServiceAgreement,theCodiacRegionalRCMPmust
renderservicesasnecessarytopreservethepeace,protectlifeandproperty,prevent
crimeandoffensesagainstthelawsofCanadaandthelawsinforceintheProvince,
apprehendcriminals,offendersandotherswhomaylawfullybetakenintocustodyand
executeallwarrantsandperformalldutiesandservicestobeperformedbypeace
officers.Tofulfilltheseobligations,theCodiacRegionalRCMPmustcreateand
implementstrategies,policiesandbusinessmodelsthatmeetthespecificneedsand
prioritiesoftheirlocalcommunities.

TheCodiacRegionalRCMPandtheCodiacRegionalPolicingAuthority(CRPA)arefocused
ondeliveringthebestpossibleservicesatthelowestpossiblecosttotaxpayers.As
alignmentandaccountabilityarekeystoachievingcosteffectivenessanddelivering
qualityservices,anaccountabilityframeworkhasbeendevelopedtohelpguideand
improveresponsiveness,accountabilityandtransparencyattheCRPAandCodiac
RegionalRCMP.(RefertoStrategicFrameworkonpage4)

TheCodiacRegionalRCMP,inconsultationwiththeCRPA,willprovidequarterlyand
annualreportssoastoinformtheCRPAanddifferentstakeholdergroupsincludingthe
publicontheprogressbeingachievedonavarietyofKeyPerformanceIndicators(KPI).
ThereportalsoincludesmeasuresandtargetsrelatedtotheAnnualPerformancePlan
thatarefirmlygroundedinthespiritoftheRCMPsMissionandMandate.

Thisreportcomplementstheplanningandbudgetingprocessandtheintentisthatthe
CRPA,RCMPmanagers,andstaffwilluseittotrackpolicingpriorities.Thiswillprovide
CodiacRegionalRCMPseniormanagementanoverviewofhowthedifferentunitswithin
CodiacRegionalRCMPareworkingtowardstheobjectivessetforeachpolicingpriority,
whilestilldeliveringaqualitypolicingservice.

ThisreportisanopportunityfortheCodiacRegionalRCMPandtheCRPAtoinform
citizensaboutthechallengesandopportunitiesfacingthecommunityintheareaofpublic
safety,andhowthepoliceservicewilladdressthosechallengesandopportunities.

Thereporthastwomaincomponents:

1.) AnnualPerformancePlan(APP):theCodiacRegionalRCMPdocumentsettingoutthe
policeservicesannualpolicingpriorities.Thisdocumentsetsoutspecificobjectiveswith
ameasurementgoal.TheAPPfollowsafiscalyear(April1toMarch31)

2.) VolumeMeasurements:trackspecificpolicingservicesandcrimeoccurrencesto
illustratetrendsduringtheyear.VolumemeasuresandAnnualBenchmarkIndicators
followacalendaryear(January1toDecember31)

Someofthemeasureswillusepopulationsizesof1,000or100,000tofacilitatethe
comparisonoftheCodiacregionwithothercities.

ThestatisticalinformationinthereportisspecifictotheservicesdeliveredbyCodiac
RegionalRCMPandthereadershouldconsiderthatstatisticalresultsfromother
municipalitiescanbeinfluencedtovaryingdegreesbyanumberoffactors(seetable
below)andasaresultmayaffecttheaccuracyofdirectcomparisonstoCodiacRegional
RCMPstatistics.
