1. INTRODUCTION

1.1 NationalHorticultureMission(NHM)willbeimplementedinaccordancewithrevisedguidelinesdescribed
hereunder.

1.2 TheSchemewillbeoperatedinallStatesandUnionTerritories,exceptNorthEasternStatesincluding
Sikkim,HimachalPradesh,Jammu&KashmirandUttarakhand,forwhichaseparateTechnologyMission
forIntegratedDevelopmentofHorticultureexists,topromoteholisticgrowthofthehorticulturesector
coveringfruits,vegetables,root&tubercrops,mushroom,spices,flowers,aromaticplants,cashewand
cocoa.Similarly,programmefordevelopmentofcoconutwillbeimplementedbyCoconutDevelopment
Board(CDB).NHMisaCentrallySponsoredSchemeinwhichGovernmentofIndiacontributes85%,and
15%ismetbytheStateGovernments.

2. MISSIONOBJECTIVES

2.1 MainobjectivesofMissionare:

a) Provideholisticgrowthofhorticulturesectorthroughareabasedregionallydifferentiatedstrategies,
whichincluderesearch,technologypromotion,extension,postharvestmanagement,processingand
marketing,inconsonancewithcomparativeadvantageofeachState/regionanditsdiverseagroclimatic
features

b) Enhancehorticultureproduction,improvenutritionalsecurityandincomesupporttofarmhouseholds

c) Establishconvergenceandsynergyamongongoingandplanprogrammes,forhorticulturedevelopment

d) Promote,developanddisseminatetechnologiesforhorticulturedevelopment,throughseamlessblending
oftraditionalwisdomandmodernscientificknowledge

e) Createemploymentgenerationopportunitiesforskilledandunskilledpersons,especiallyunemployed
youth

3. STRATEGY

3.1 Toachieveaboveobjectives,themissionwilladoptthefollowingstrategies:

a) Adoptanendtoendholisticapproachcoveringproduction,postharvestmanagement,processing
andmarketingtoassureappropriatereturnstogrowers/producers

b) PromoteR&Dtechnologiesforproduction,postharvestmanagementandprocessing

c) Enhanceacreage,coverage,andproductivitythrough:

i. Diversification,fromtraditionalcropstoplantations,orchards,vineyards,flowerandvegetablegardens.

ii. Extensionofappropriatetechnologytofarmersforhightechhorticulturecultivationandprecision
farming.

d) Improvepostharvestmanagement,processingforvalueadditionandmarketinginfrastructure.

e) Adoptacoordinatedapproachandpromotepartnership,convergenceandsynergyamongR&D,
processingandmarketingagenciesinpublicaswellasprivatesectors,atthenational,regional,state
andsubstatelevels

f) Whereverappropriateandfeasible,promoteNationalDairyDevelopmentBoard(NDDB)modelof
cooperatives,toensuresupportandadequatereturnstofarmers

g) PromotecapacitybuildingandHumanResourceDevelopmentatalllevels,including,ifneedbe,change
insyllabusandcurriculumofgraduationcoursesatCollegesandUniversities.

3.2 Diversificationandincreaseofacreageoforchardsandplantationcropstoincreaseproductionandproductivity
forminimizingtheriskofsmall&marginalfarmersandtoaddresschallengesofclimatevariability/change,
maintainingthereby,ecologicalbalanceandreductionofgreenhousegases.

4. MISSION STRUCTURE

(I) NationalLevel

(a) GeneralCouncil

4.1 TheMissionwillhaveGeneralCouncil(GC)atNationallevelunderChairmanshipofUnionAgriculture
Minister,andcompositionofGCwillbeasfollows:

4.2 GCwillbethepolicyformulationbodygivingoveralldirectionandguidancetoMission,andwillmonitorand
reviewitsprogressandperformance.GCwillbeempoweredtolaydownandamendoperationalguidelines,
otherthanthoseaffectingfinancingpattern.

GCwillmeetatleasttwiceayear.TenureofnonofficialmembersofGCwillbefor3yearsfromdateof
nominationandthatforofficialmembers,tilltheyholdthepost.

(b) ExecutiveCommittee:

4.3 ExecutiveCommittee(EC),headedbySecretary,DepartmentofAgriculture&Cooperation(DAC),will
overseeactivitiesoftheMissionandapproveActionPlansofvariousstates.TheECwillcompriseofthe

4.4 ECisempoweredtoreallocateresourcesacrossStatesandcomponentsandapproveprojectsonbasisof
approvedsubsidynorms.ECwilluseitsdiscretioninapprovingcomponentsofaproject,forwhichnorms
havenotbeenprescribedandsubsidyforthesecomponentswillnotbemorethan50%ofthecost,forSmall
&Marginalfarmersand30%ofthecost,forothercategoryfarmers.ECisalsoempoweredtoapprove
specialinterventionsfortacklingemergent/unforeseenrequirementsandsubsidyforsuchinterventionswill

notbemorethan50%ofapprovedcost.ECcanalsoconstituteSubCommittee(SC)/EmpoweredCommittee
(EMC)anddelegatepowerstoSC/EMC,aswellastoStateGovernments/StateHorticultureMissionsfor
approvingprojects.TenureofNonofficialmemberswillbefor3yearsfromthedateofnomination.
4.5 HorticultureDivisioninDACwillprovidethenecessarysupporttoECandtheGCandwilladminister
NHMScheme.ECwillensuresmoothfunctionallinkagesamongdifferentagencies.ECshallmeetasfrequently,
asrequired.

(II) StateLevel
StateLevelExecutiveCommittee
4.6 StateLevelExecutiveCommittee(SLEC)underChairmanshipofAgriculturalProductionCommissioner
orPrincipal SecretaryHorticulture/Agriculture,havingrepresentativesfromotherconcernedDepartments
ofStateGovernment,theStateAgriculturalUniversities(SAU),InstitutesunderIndianCouncilof
AgriculturalResearch(ICAR),Growers Associations,etcwill overseeimplementationofNHM
programmesofrespectiveStates.CentralGovernmentwillnominateitsrepresentativewhowillbea
MemberintheSLEC.StateMissionDirectorwillbeMemberSecretaryofSLEC.Atoperationallevel,
StateGovernmentswillhavefreedomtonominateorcreateStateHorticultureMission(SHM),asa
suitableautonomousagencytoberegisteredunderSocietiesRegistrationActforimplementingMission
programmesatStateandDistrictlevels.PanchayatiRajInstitutions(PRI)existingintheStatewillbefully
involved,inimplementationstructure.
4.7 Stateandsubstatelevelstructureswillbeevolvedkeepinginviewneedforgettingadequatereturnsfor
produceoffarmersandeliminatingmiddlementotheextentpossible.NationalDairyDevelopmentBoard
(NDDB)modelofbringingfarmersincooperativefold,forpromotinghorticulture,whereverfeasible,willbe
encouragedandsupported.
4.8 Statelevelagencywillhavethefollowingfunctions:
a) PrepareStrategic/PerspectiveandannualStateLevelActionPlaninconsonancewithMissionsgoals
andobjectivesandinclosecoordinationwithTechnicalSupportGroup,SAUsandICARinstitutes
andoverseeitsimplementation
b) Organizebaselinesurveyandfeasibilitystudiesindifferentparts(District,subDistrict,oragroupof
Districts)todeterminestatusofhorticulturalproduction,potentialanddemand,andtailorassistance
accordingly.Similarstudieswouldalsobeundertakenforothercomponentsoftheprogramme
c) ReceivefundsfromNationalMissionAuthority,StateGovernmentandothersourcesforcarryingon
missionsactivities,maintainproperaccountsthereofandsubmitutilizationcertificatetoconcerned
agencies.
d) Releasefundstoimplementingorganizationsandoversee,monitor&reviewimplementationofthe
programmes.
e) AssistandoverseeimplementationofMissionsprogrammesintheStatethroughFarmers,Societies,

NGOs,growersassociations,selfhelpgroups,Stateinstitutionsandothersimilarentities
f) OrganizeWorkshops,Seminarsandtrainingprogrammesforallinterestgroups/associationsatState
level,withhelpofSAUs,ICARInstitutes,KVKsandotherinstitutionshavingtechnicalexpertise.
g) FurnishmonthlyprogressreportstoDACandalsouploadsameby5th ofeachmonth,onNHM
website(www.nhm.nic.in).
h) OperationalizeInformationCommunicationTechnology(ICT)enabledManagementInformation
System(MIS)uptograssrootlevelandifneedbedevelopandhostitsownwebsite.

(III) DistrictLevel
4.9 AtDistrictlevel,DistrictMissionCommittee(DMC)willberesponsibleforcarryingforwardtheobjectives
oftheMissionforprojectformulation,implementationandmonitoring.DMCmaybeheadedbytheChief
ExecutiveOfficer(CEO)ofZilaParishad/CEOofDistrictRuralDevelopmentAgency(DRDA)District
DevelopmentOfficer,havingasmembers,representativesfromconcernedlineDepartments,growers
associations,MarketingBoards,localBanks,SelfHelpGroupsandotherNonGovernmentalorganizations.
DistrictPlanningCommitteeandPRIwillbeinvolvedinimplementingtheprogrammedependingontheir
expertiseandavailableinfrastructure.DistrictHorticultureOfficer/DistrictAgricultureOfficerwillbeMember
SecretaryofDMC.
(IV) TechnicalSupportGroup(TSG)
4.10 TheMissionwillhaveastrongtechnicalcomponentanddomainexpertswillbecentraltomanagementofthe
Mission.TechnicalsupporttoMissionatNationalandStateLevelswillbeprovidedbyNationalHorticulture
Board,whichwillbesuitablystrengthenedbyexpertsandtechnicalpersonneltoadvise,formulate,appraise
andmonitorimplementationofMissionsprogrammes.TechnicalSupportGroup(TSG)willbehousedin
NationalHorticultureBoard(NHB),whichwillhaveflexiblenormsforrecruitingprofessionals,oncontract.
Serviceproviderscouldalsobeengagedforprovidingtechnicalservicesinaccordancewithtermsofreference
laidforthepurposeandapprovedbyEC.TSGwouldcompriseofpersonnelatdifferentlevels,whowill
providetechnicalservicesandtheirhonorariumwillbefixedonbasisoftheirqualifications,experience,last
paydrawn,ifretiredfromGovernment.Freshgraduateshavingknowledgeinhorticulture,computer
professionals,MBAgraduates,youngprofessionalscouldalsobeapartofTSG.NationallevelTSGwill
providesupportatCentrallevel.
4.11 TSGwillhavethefollowingroleandfunctions:
a) VisitStatesregularlyandfrequentlytoprovideguidanceinorganizationalandtechnicalmatters.
b) Compilematerialsforconductofregionalworkshopsinrespectofdifferenthorticulturecropsand
differentaspectsviz.production,postharvestmanagement,processing,marketingetc.Theywillalso
prepareAnnualCalendarforcapacitybuilding,promotionalevents,workshops/seminarsondifferent
subjectsindifferentregionsofthecountryinconsultationwithStateHorticultureMissions(SHMs).
c) MountSupervision&EvaluationofMission.

d) Conductstudiesondifferentaspectsofhorticultureindifferentregions.
e) Documentanddisseminatecasestudiesofsuccessstories.
f) AssistStatesincapacitybuildingprogrammes.
g) Undertakepublicity/informationcampaigntopromoteMissionsobjectives.
h) ProvidemonthlyfeedbackreportstoMissionDirector.
4.12 StateMissionscanalsosetupStatelevelTSGonthepatternofnationallevelTSGforprojectformulation,
appraisalandconcurrentmonitoring.StateMissionswillhavefreedomtohireconsultantsforproviding
technicalsupportatStateaswellasDistrictlevelsandforthispurpose,fundswillbeprovidedfromStates
TSGcomponent.
4.13 IndicativeadministrativestructureofNHMatNational,Stateandsubstatelevelisgivenin AnnexureI.
5. PROCEDUREFORAPPROVALANDIMPLEMENTATION
StrategyandRoadmap
5.1 Stateswillprepareperspective/strategicplanandroadmapforoveralldevelopmentofhorticulturein
respectivestate,dulyprojectingplanofactionforXIthandXIIth Planperiod.Perspectiveplan/strategic
planwillconstituteStateHorticultureMissionDocument(SHMD),whichwillformthebasisfor
preparingAnnualActionPlans(AAP).TheStrategy&RoadMapformulatedbyStatesshouldinvariably
containinformationongeography&climate,potentialofhorticulturedevelopment,availabilityofland,
SWOC analysis,strategyfordevelopmentandplanofactionproposedtobetakentoachievegoalsin
eachdistrictoftheState.Thedocumentshouldfocusoncropshavingcomparativeadvantageand
naturalpotentialfordevelopmentintheState,adoptionofclusterapproachforproductionandlinking
withavailableinfrastructure,ortobecreated,forpostharvestmanagement,processing,marketingand
export.Whileselectingthecluster,preferenceshouldbegiventothoseareaswherenaturalresource
baseandwaterresourceshavebeendevelopedunderwatersheddevelopmentprogrammes,Rashtriya
KrishiVikasYojana(RKVY),MahatmaGandhiNationalRuralEmploymentGuaranteeScheme
(MNREGS),etc.Priorityshouldbegivenfordevelopmentofsuchcrops,whicharerequiredtomeet
currentandfuturedemands.
5.2 Inthiscontext,AAPneedstobesupportedwithdata/writeuponoutcomeofpastinterventionscoveringthe
detailsofareaexpansion(varietyintroduced,increaseinproductivityachievedandnumberofclusters
created),waterresourcedevelopmentasperfeltneedoftheState(amountofirrigationpotentialcreated,
whetherlinkedwithmicroirrigation,maintenanceetc),INM/IPM(includingscientificinfrastructurecreated
andhowthesearebeingutilizedforbenefitoffarmers)andorganicfarming.Areaexpansionshouldbe
determinedbasedonavailabilityofplantingmaterialandaseed/plantingmaterialsubplanshallbeprepared
separatelyaspartofAAP.
5.3 MinistryofAgriculturewillcommunicatetentativeoutlayfortheyearbyApril/May,ifnotearlier,toeach
Statewhichinturnwillindicatesectorwise/districtwiseallocation.AgenciesatDistrictlevelwillprepare

AnnualActionPlan(AAP)keepinginviewtheirpriorityandpotentialandsubmittheplantoStateHorticulture
Missionwithinallocatedsum.TheStatesmayengageTSG/Consultancyservicesforpreparingperspective/
strategicplanSHMDandAAP.StateHorticultureMissioninturnwillprepareaconsolidatedproposal
forStateasawhole,getitvettedbyStateLevelExecutiveCommittee(SLEC)andfurnish25copiesof
same toMinistryofAgriculture(MoA)forconsiderationbyNationalLevelExecutiveCommittee(EC).
SHMwillattempttoaddressallissuesrelatingtohorticulturaldevelopment,coveringproduction,post
harvestmanagementandmarketinginAAP.FormatforsubmissionofAnnualActionPlantoDACisat
AnnexureII.
5.4 SHMwilluploadAAP,ascommunicatedtoNationallevelECindicatingapprovalbySLEC,onwebsite
exclusivelycreatedforthepurposeandsamewillberevised,ifrequiredafterapprovalbyNationallevelEC.
AttemptswillbemadetodisplaypositionregardingapprovalsofAAP,onwebsite.
6. ROLE OF EXISTING NATIONAL AGENCIES WORK ING IN THE AREAS OF
HORTICULTURE
NationalHorticultureBoard(NHB),Gurgaon
6.1 NHBwillhousenationallevelTSGandarrangetomakepaymentstopersonnelengagedandalsofor
conductingotheractivitiesenvisagedunderTSGAnofficerofNHBwillbeexclusivelydedicatedfor
interactingwithDAC. NHBwillalsoimplementprogrammesasperitsmandate.
DirectorateofCashewandCocoaDevelopment(DCCD),Kochi
6.2 DCCDwillberesponsibleforcoordinatingandmonitoringactivitiesrelatingtoplantationcrops,excluding
coconutandarecanutandwillalsoberesponsiblefororganizingNationalleveltrainingprogrammes,seminars
&workshopsoncashewandcocoaonregularintervals.
DirectorateofArecanutandSpicesDevelopment(DASD),Calicut
6.3 DASDwillberesponsibleforcoordinatingandmonitoringtheactivitiesondevelopmentofarecanut,spices,
andaromaticplantsandwillberesponsiblefororganizingNationalleveltrainingprogrammes,seminarsand
workshopsonArecanut,spicesandmedicinal&aromaticplantsonregularintervals.
NationalCommitteeonPlasticultureApplicationsinHorticulture(NCPAH),NewDelhi
6.4 NCPAHwillberesponsibleforcoordinatingandmonitoringactivitiesrelatingtoprecisionfarmingandhi
techhorticulturethroughPrecisionFarmingDevelopmentCentres(PFDCs).

6.5 Although,CDBwillfunctionandimplementitsschemesondevelopmentofcoconut,CDBwillbeinvolved
inprogrammesrelatedtococonutbasedfarmingsystemforintercroppingofvegetables,flowersspices,
aromaticplantsetc.
AgriculturalandProcessedFoodProductsExportDevelopmentAuthority(APEDA),NewDelhi
6.6 APEDA,MinistryofCommercewillbeinvolvedinpromotingcoordinateddevelopmentofAgriExport

Zones(AEZ)forhorticulturalcropsandcoordinatewithNationalHorticultureMission,forpromotingexport
ofhorticulturecrops.

6.7 DMIwillberesponsibleforprovidingmarketintelligenceandmonitoringofprogrammesrelatingtomarketing
ofhorticulturecrops.
MinistryofFoodProcessingIndustries(MFPI),NewDelhi
6.8 MFPIwillberesponsibleforimplementingandmonitoringprogrammesrelatingtoprocessingofhorticultural
produce,outoftheirownbudgetprovision.MFPIwillensureconvergenceoftheirschemeswithNHM
cluster.

6.9 NMPBwouldimplementitsschemerelatingtodevelopmentofmedicinalplantsincoordinationwithNHM.
NationalHorticultureResearch&DevelopmentFoundation(NHRDF),Nasik
6.10 NHRDFwillbeinvolvedformonitoringprogrammesrelatingtodevelopmentofvegetablesandvegetable
seeds.
6.11 SchemesrelatingtohorticultureoftheseorganizationswillbecoordinatedwiththatofNHMandthese
NationallevelAgenciesincludingotherslikeNABARD,NCDC,NBB,NAFED,SpicesBoard,ICAR
Institutes,MANAGEetc.willbefundedfromNHMbudget,fortakingupprogrammes/projectsasper
approvednormsofNHM.
7. POSITIONOFONGOINGSCHEMES
7.1 Presently,horticulturedevelopmentprogrammesarebeingimplementedthroughanumberofSchemes
viz.NationalHorticultureBoard(NHB)programmes,CoconutDevelopmentProgrammes,Horticulture
MissionforNorthEastandHimalayanStates(HMNEHS).NHBprogrammesareentrepreneurdriven
andtheBoardwouldcontinuetoimplementitsprogrammes.NHBwillalsoprovidelogisticsupportfor
theMission,bywayofpoolingexpertsandhousingtheTechnicalSupportGroup.HMNEHS,which
focusondevelopmentofNorthEasternandHimalayanStates,willcontinueasaseparateScheme.

8. MISSIONINTERVENTIONS

8.3 Programmesunderhorticulturalresearchwillconcentrateontechnologygenerationasappropriatetoeach
region/State,keepinginviewtheirspecificagroclimaticandsocioeconomicconditions.Emphasiswillbe
oneffectivetransferanddisseminationofproductiontechnologiesavailableinIndiaandabroad.Indian
CouncilofAgriculturalResearch(ICAR)andCouncilofScientificandIndustrialResearch(CSIR),in
associationwithSAUsandotherresearchinstitutes/organizationsinthepublicandprivatesectorshaving
capabilitiesinthisarea,willbepartnersinresearchprogrammes.Fieldexperienceofgrowerswillbedrawn
upontoshapeanddesignnecessaryinterventions.Researchprogrammestowardsthisendwillbeguided
byanapexResearchAdvisoryCommittee(RAC)andwilladdressidentifiedandemergingneedsinplanting

ProductionandProductivityImprovement
8.4 TheMissionwillspeciallyfocusonincreasingbothproductionandproductivitythroughadoptionofimproved
andappropriatetechnologiesforensuringquality,includinggeneticupgradationofallhorticulturalcrops,
addressingchallengesofclimatechange.Specialemphasiswillbegivenonadoptionofareabasedcluster
approachfordevelopingregionallydifferentiatedcrops,whichareagroclimaticallymostsuitableforthe
State/region.Availabilityofgoodqualityplantingmaterialbeingcentraltodevelopmentofhorticulture,will
receivefocusedattentionandeffortswillbemadetocreatenecessaryinfrastructureintheformofnurseries
andupgradeexistingtissuecultureunits,whichwillbesupplementedwithplantationdevelopmentprogrammes
throughadditionofnewareasunderimprovedvarietiestomeetmarketdemand.

Production&DistributionofPlantingMaterial
Nurseries
8.5 Productionanddistributionofgoodqualityseedsandplantingmaterialisanimportantcomponentofthe
Mission.MostoftheStateshaveanetworkofnurseriesforproducingplantingmaterial,whichwereestablished
throughCentralorStateassistance.Tomeetrequirementofplantingmaterialforbringingadditionalarea
underimprovedvarietiesofhorticulturalcropsandforrejuvenationprogrammeforold/senileplantations,
assistancewillbeprovidedforsettingupnewnurseriesunderthePublicaswellasPrivatesector.Infrastructure
fornurseriesincludesthefollowing:
(i) Properfencing.

(ii) Motherstockblockmaintenanceunderpolycovertoprotectfromadverseweatherconditions.
(iii) Raisingrootstockseedlingsundernethouseconditions.
(iv) Propagationhouse,tropicalpolyhousewithventilationhavinginsectproofnettingonsidesand
foggingandsprinklerirrigationsystem.

(v) Hardening/maintenanceininsectproofnethousewithlightscreeningpropertiesandsprinklerirrigation
system.

(vi) Pumphousetoprovidesufficientirrigationtotheplantsandwaterstoragetanktomeetatleast2days
requirement.

(vii) Soilsterilizationsteamsterilizationsystemwithboilers.

8.6 Ithasbeenestimatedthatanurseryhavinganareaofonehawiththeabovementionedfacilitieswouldcost
Rs.6.25lakh.Assistancewillbeavailableforsettingupanurseryhavingaminimumareaof1haand
maximumareaof4hawithatotalcostofRs.25lakh.ThenurseriesestablishedunderPublicsectorwillbe
eligiblefor100%assistanceandfornurseriesinPrivatesector,assistancewillbe50%ofthecost,ascredit
linkedbackendedsubsidy.Nurseryofsizeof1hawillbeclassifiedassmallnurseryandbeyondthatwillbe
classifiedaslargenursery.Costnormsofnurserieswillbe@ofRs.6.25lakhperha.Eachnurserywillbe
requiredtoproduceaminimumnumberof50,000plantsperhaperyearofthemandatedperennialfruit
plant/treespices/plantationcropthroughvegetativepropagationeachyear.

8.6 Itwillbetheresponsibilityofnurseriestoensurequalityofplantingmaterial.Inordertoensuresupplyof
qualityplantingmaterial,nurseriesshouldbegotaccredited.Nurserieswillalsoberegulatedunderlegislation
inforcerelatingtoseedsandplantingmaterial.Effortsshouldbetoestablishnurseriesatproductioncluster
itself.Typeofnurseryproposedtobeestablished,shouldbeclearlyindicatedintheActionPlan.ThePlan
shouldalsocontainanassessmentofexistingnurseries,cropwisenumberofplantingmaterialbeingproduced
andtheadditionalrequirementofnurseries.

8.7 PlantingmaterialforNHMwillbeprocuredfromaccreditednurseries.Onlywhenadequateplantingmaterial
isnotavailablewithaccreditednurseriesshoulditbeprocuredfromothersourcesafterfullysatisfyingthat
plantingmaterialconformstorequisitequalityparameters.SHMwill,however,ensurethatallnurseriesset
upunderNHMwillbeaccreditedwithinperiodofoneyearthroughdesignatedagencieslikeNational
HorticultureBoard,StateAgriculturalUniversities,ICARinstitutesetc.

TissueCultureUnits

8.8 NewTissueCulture(TC)unitswillbesetupatanestimatedcostofRs.100lakhperunitundertheMission.
Besides,assistancewillbeprovidedforrehabilitation/strengtheningofexistingTCUnitssubjecttoamaximum
ceilingofRs.15lakhforTCUnitsinPublicsector,whereasforTCunitsinPrivatesectoritwillbe50%of
costascreditlinkedbackendedsubsidy,withaceilingofRs.7.50lakh.EachTCunitwillproducea
minimumof15lakhplantsofthemandatedcropforwhichprotocolsareavailableforcommercialuse.New
TCunitprojectswillbesanctionedtoonlythosepublicsectoragencies,whichhaverequiredtechnical
manpower.NorecurringexpenditureforthemanpowerandcontingencieswillbeborneunderNHM.Each
TCunitwillbeaccreditedasperstandardsandnormsofDepartmentofBioTechnology.

VegetableSeedProduction

8.9 Theprogrammeofproductionofdiseasefreeseedlingsinvegetableswillspecificallyapplytohybridcultivars
ofvegetablesinwhichcasetheseedisverycostlyandthereislowgerminationofseedsandheavymortality

ofseedlingstakeplacewhenraisedinopennurseries.Wherevernecessary,plugtechnologyandenvironment
controlforgermination,growthandhardeningofvegetableseedlingsmaybeintroduced.Thiswillensure
productionofseedlingsinsuchamannerthatearlyandlatecropswillbepossiblewhichinturnwillensure
thatproductionofvegetabletakesplaceoveralongerperiodandalternationofglutandscarcityperiodis
minimized.Inaddition,hybridseedswillbeselectedaftertrials,whichwillensurehigheryield.
8.10 Theinfrastructurefacilitieswillconsistofagreenhousewithmaximumareaof2000sq.meterdesignedfor
tropicalconditions,withinsectnettingonsidesandrollingpolysheets.Theplantswillbepropagatedin
plastictrayshavingsmallplugsandplugswillbeofvaryingsizesfordifferentcrops.Sprinklerirrigation
systemwillbeinstalled.Theinfrastructureformediasterilizationi.e.steamboiler,holdingbins,etcwillalso
beprovided.
8.11 EstimatedcostforvegetableseedproductionisRs.50,000/perha.Theassistanceforvegetableseed
productionwillbe@100%oftotalcosttothepublicsector,whereasfortheprivatesector,theassistance
willbe50%ofthecostascreditlinkedbackendedsubsidy,limitedtoamaximumofRs.25,000/perha.
Assistancewillbeavailableforamaximumareaof5haperbeneficiary.
8.12 IndentingorganizationsforbreederseedrequiredforproducingFoundationseedwillbeeligibleforassistance
@25%ofcostofprocurementofbreederseedsfromICAR/SAU.

8.13 Withaviewtoprocurebestqualityplantingmaterialoflatestvarietiesofhorticulturalcrops,newcomponent
ofprovidingassistanceformeetingcostofplantingmaterialimportedfromabroadhasbeenintroduced.For
this,assistancewillbeprovided@100%ofcosttoStateGovernment/PSUs,subjecttoamaximumofRs.

8.16 TheMissionenvisagescoverageoflargeareasunderimprovedvarietiesofhorticulturalcrops.Theassistance
forcultivationwillbeforamaximumareaof4haperbeneficiary,spreadoveraperiodofthreeyearsinratio
of60:20:20infirst,secondandthirdyeardependinguponnatureofcrop.Assistanceforsecondyearwillbe
subjectto75%survivalofthenewgardensandforthethirdyearassistancewillbesubjectto90%survival
ofplants(includingTCbasedcrops).Cropwisedetailsofassistanceforbringingnewareasunderhorticultural
cropslikefruits,flowers,spices,aromaticplants,andplantationcropslikecashewandcocoaisdetailedin
AnnexureIII.Costofraisingnewplantationswillvaryfromcroptocrop.Costnormsindicatedin

8.18 Lowproductivityofperennialfruits,likemango,citrus,appleandplantationcrops,likecoconutand
cashewnutis,primarily,duetosmallsizeofholdings,preponderanceofoldandseniletreesandpoor
managementofinputssuchaswater,nutrientsandpesticides.Thicklyshadedmangoorchardsinthe
MalihabadareasofUttarPradesh,seedlingorchardsofguava,pear,kinnowandothercitrusfruits
throughoutthecountry,includingdiseaseaffectedpepper,cardamomandcashewplantationsarecommonly
seeninlargetractsindifferentpartsofthecountry,whichbringsaverageproductivitydown.

8.19 UnderNHM,itisrequiredtotakeupproductivityimprovementprogrammesthroughremovalofsenile
plantations,replantationwithfreshstocksupportedwithappropriateandintegratedcombinationof
inputs,pruningandgraftingtechniques.Theprogrammewillbeimplementedthroughindividualfarmers,
farmerscooperatives,selfhelpgroups,NGOs,growersassociationsandcommodityorganizations.
Assistanceforrejuvenating/replantingsenileplantationswillbe@50%ofthecostsubjecttoamaximum
ceilingofRs.15,000/perha,limitedto2haperbeneficiaryandassistancewillbeavailableonlyin
respectofrejuvenating/replantingsenileandunproductiveplantationsthroughproventechnologies.
However,assistanceistobeclaimeddependinguponnatureandrequirementofparticularcrop.

CreationofWaterSources

8.20 UndertheMission,assistancewillbeprovidedforcreatingwatersourcesthroughconstructionofcommunity
tanks,farmponds/reservoirswithplasticRCCliningtoensurelifesavingirrigationtohorticulturecrops.
ThiswillbeinconjunctionwithMahatmaGandhiNationalRuralEmploymentGuaranteeScheme
(MNREGS)andwhereverpossibleadequateconvergencehastobeensured.Thesewaterbodiesmay
belinkedwithMicroIrrigationfacilityforjudicioususeofwater.CostisestimatedatRs.15lakhperunit
foranareaof10haofcommandwithpond/tanksizeof100mx100mx3mownedandmanagedby
community/farmersgroup.Forsmallersizeoftheponds/tanks,costwillbeadmissibleonproratabasis,
dependinguponcommandarea. AssistanceunderNHMwillbelimitedtocostofplastic/RCClining.
However,fornon MNREGSbeneficiaries,100%assistancewillbeprovidedincludingthecostofplastic /
RCClining. Maintenanceofthewatersourcewillberesponsibilityofthecommunity.

wellsforindividuals.ThecostisestimatedatRs.1.20lakhperunitinplainareasandRs1.38lakhinhilly

of2ha.Forsmallersizeoftheponds/dugwells,costwillbeadmissibleonproratabasisdependingupon

ProtectedCultivation
8.22 Activitieslikeconstructionofshadenethouse,greenhouses,mulching,andplastictunnels,antibird/hail
netswouldbepromotedunderthemission,andassistanceforwhichisindicatedin AnnexureIII.Provision
hasbeenmadeforselectingavarietyofconstructionmaterialforgreenhousesandshadenethouses.
Saperateprovisionhasbeenmadeformeetingthecostofcultivationundergreenhouseandshadenets,
whichincludescostofplantingmaterialandinputs. Preferencewillbegiventouselocallyavailablematerial,
tominimizecostofconstructionofsuchstructures.

PrecisionFarmingDevelopmentandExtensionthroughPFDCs
8.23 Precisionfarmingtechnology,asapackage,isyettobeappliedoncommercialscaleinfarmersfield.
ExistingPrecisionFarmingDevelopmentCentres(PFDC)willthereforebeinvolvedtodevelopregionally
differentiatedtechnologiesforitsvalidationanddissemination. PFDCsareexistingpresently,in22
locationswhicharemostlyinSAUs,ICARInstituteandIIT,Kharagpur.Onaccountoftheirexperience
inconductingappliedresearchonplasticultureapplication,theyhaveexpertiseintermsofmanpower
andequipment.PFDCswillbeequippedfurtherwithnecessaryhardwareandsoftwareneededfor
generatinginformationonprecisionfarmingtechniquesinthefarmersfield.Ultimategoalistomake
availableallneededinformationtofarmerssothattheyareinapositiontoapplynecessaryinputs.
OtherorganisationslikeICARInstitutesandInstitutesinprivatesectorwillalsobeinvolvedintechnology
development.ForthispurposefinancialassistancewouldbeprovidedtoPFDCsfromNHMonproject
basisthroughNCPAH.

PromotionofIntegratedNutrientManagement(INM)andIntegratedPestManagement(IPM)
8.24 AssistanceforINMandIPMwillbe@50%ofcostsubjecttomaximumceilingofRs.1000/perha
limitedto4haperbeneficiary. Assistancewillalsobeavailablefordevelopingfacilitieslikedisease
forecastingunits,Biocontrollabs,PlantHealthClinicsandLeaf/TissueAnalysislabs,asperpatternof
assistanceindicatedin AnnexureIII.

8.26 Organicfarminginhorticultureisbecomingincreasinglyimportant.Itsenvironmentalandeconomicbenefits
havecapturedattentioninmanycountries.Consumers demandfororganicallyproducedfoodproducts

andsocietysdemandformoresustainabledevelopmentprovidenewopportunitiesforfarmingandbusiness
aroundtheworld.

8.27 Basicruleoforganicproductionisthatnaturalinputsaretobeappliedandsyntheticinputsaretotally
prohibited.Butthereareexceptionsinbothcases,certainnaturalinputsdeterminedbyvariouscertification
programmes,foundharmfultohumanhealthorenvironmentareprohibited(e.g.Arsenic).Certainsynthetic
inputsdeterminedtobeessentialandconsistentwithorganicfarmingphilosophyareallowed(e.g.Insect

perbeneficiary,spreadoveraperiodofthreeyearsi.e.Rs.4000/infirstyearandRs.3000/perhaeach
insecondandthirdyear.Fororganiccultivationofvegetables,maximumassistancewillbelimitedtoRs.
10,000/perhaspreadoveraperiodofthreeyears. Assistancewillbeusedforgeneratingonfarm
inputs.NHMwillalsoprovidefinancialassistanceuptoamaximumofRs5lakhsforgroupoffarmers,
coveringanareaof50ha,dulyrecommendedbyStateGovernment,onacasetocasebasis,forcertification
oforganicprocess/produce.Thisassistancewillbegivenoveraperiodofthreeyears@Rs.1.50lakh
eachinfirstandsecondyearandRs.2lakhinthirdyear,tomeetcostofdocumentation,trainingand
chargesofserviceproviderandcertificationagenciesaccreditedbyAPEDA.Comprehensiveguidelines

8.30 AnewcomponentofGAPcertificationhasbeenintroducedunderNHM,toencouragefarmerstoadopt
goodagriculturalpracticesinlinewithglobalGAP,sothatfarmersareabletogetbetterpricefortheir
produceindomesticaswellasinternationalmarket.Assistanceforthispurposewillbe@50%ofcost
subjecttoaceilingofRs.5000/ha,formaximumareaoffourhaperbeneficiary.Certificationagenciestobe
involvedforthiswillbeasperapprovedlistaccreditedbyAPEDA.

HumanResourceDevelopment(HRD)inHorticulture

8.31 HumanresourcedevelopmentthroughtrainingsanddemonstrationsisanintegralpartoftheMission.
Underthisprogramme,trainingoffarmers,entrepreneurs,fieldlevelworkersandofficerswillbetaken
up.Programmeforprovidingappropriatetrainingtofarmersforadoptionofhighyieldingvarietiesof
cropsandfarmingsystemwillbetakenupatdistrictlevel,statelevelandoutsidethestate.Programme
fortrainingofofficialsconcernedwithimplementationfieldlevelworkerswhowillinturntrain/guide
farmerswillalsobetakenup.Animportantactivityundertrainingcomponentistoprovideresource
materialstofarmersandtoacquaintthemaboutvariousfarmingtechniquesthroughexhibitionsand
demonstrations.Inordertoensurewiderandfullparticipation,publicityabouttrainingprogrammeswill
alsoberequired.Assistancetoagenciesinvolvedintrainingprogrammewillbeprovided@Rs.400/
perfarmertrainedwithinthedistrict,Rs.750perfarmertrainedwithinthestateandRs.1000perfarmer
outsidestate.ThisactivitywillbecarriedoutbothbygovernmentsectoraswellasprivateandNGOs
dependinguponthecapabilitiesoforganisation.Successfulandprogressivefarmers'fieldmayalsobe
usedastrainingcenters.Inordertofamiliarize/trainfarmers,aboutproductionpracticesbeingfollowed
inotherdistrictsandstates,fieldvisitsoutsidethedistrictandstatemayalsobetakenup.Trainingcum
visitwillbeorganizedforaperiodrangingbetween2to5days.

50Gardenersand25Entrepreneurswillbetrainedineachparticipatinginstitutionannually.

8.41 ThesetrainedpeoplewillbepotentialcandidatesforemploymentbyStatesandotherorganisationsengaged
inhorticulturedevelopment.

8.42 IncaseStateswishtoorganizespecializedtrainingcoursesonhorticulturerelatedsubjects,assistancewill
beprovidedforsametoconcernedInstitutesdirectlybasedonrecommendationofconcernedState(s).
Suchtrainingwouldgenerallybeofshortdurationof710daysfor20to25participants.

8.43 Trainers,whoarerequiredtotrainothers,canbedeputedfortrainingabroadalso,toalimitedextent,for
whichassistancewouldbemadeavailableformeetingthetravelcostandcoursefee.ConcernedState
DepartmentsofHorticulture/Agriculture/SHMfunctionasnodalagencyforthispurpose.Fundswillbe
madeavailabletoSHMsformeetingexpensesofcandidatesinvolvedinimplementationofMission
programmesbasedontheirspecificproposal.

PollinationSupportthroughBeekeeping

8.44 Inordertomaximizeagriculturalproduction,honeybeecanbeusedasanimportantinput.Theoverall
responsibilityofcoordinatingthebeekeepingdevelopmentprogrammeinStatewillbevestedintheidentified
StateDesignatedAgency(SDA)oranyinstitution/societyhavingcapability.NodalStateDesignatedAgencies
(SDA)whohavebeenimplementingbeekeepingprogrammes,willbeintegratedinNHMandrepresentatives
oftherespectiveSDAswillbeMembersoftheStateLevelExecutiveCommittee.

DevelopmentandMultiplicationofNucleusStock

8.45 AllIndiaCoordinatedResearchProject(AICRP)Centresandotherinstitutesinpublicandcorporate
sectorwillbeinvolvedfordevelopingnucleusstockofselectedbeespecies(A.ceranaandA.mellifera).
TheseInstituteswillhavetosubmitspecificproposalindicatingtheirexistinginfrastructureanddeficiencies
thereinwhichneedtoberemovedandassistancewillbeconsideredonprojecttoprojectbasis,subjectto
maximumlimitofRs.10lakh.

8.46 Beebreedersfromcorporate/privatesectorshallberegisteredwithSDA,andtheywillbeselectedbased
ontheirtechnicalexpertise,qualifiedpersonnelandinfrastructure.Registeredbeebreedersshallbeeligible
forfinancialassistanceintheformofgrantinaidtoamaximumof50%ofthecostofadditionalfacilities
requiredlimitedtoRs.3lakhperbreeder,mainlyforstrengtheninginfrastructurefacilities.Eachbeebreeder
willberequiredtomultiplyandproduceminimum3000coloniesperannumforaperiodoffiveyears.If,
however,abreederisnotinapositiontomeettheabovetarget,SDAwilltakeappropriatestepstoreduce
theassistanceproportionately.

DistributionofBeeColonies,Hives&Equipments

8.47 Superiorbeecoloniesproducedbyselectedbeebreedersasdefinedabove,willbedistributedtofarmers/
beekeepersandtoencouragepurchaseofsuperiorbeecolonies,subsidysupportwillbeprovidedatrateof
50percentofcostsubjecttoamaximumceilingofRs.700/percolonyoffourframes.Thecoloniesof Apis
cerana arecheaperandhencesubsidyamountinsuchcaseswillbeless.Registeredbeekeepersshallbe
givenproperidentificationnumberbySDAforeachoftheirhives.

8.48 Standardbeehivesisprerequisiteforupkeepofbeecolonies.Therefore,withaviewtoensuresupplyof
qualityhives,subsidysupportwillbeprovidedatrateof50%ofthecostofhivesorRs.800/perhive,
whicheverisless.Themanufacturersofreputeinvolvedinsupplyofbeehivesandrelatedequipmentswillbe
registeredwithSDA.TheSDAshallensurethatonlythosemanufacturerswhomanufacturehivesofstandard
specificationareregistered.Eachbeneficiarywillreceivesubsidysupportfor50coloniesandhives.

8.49 Whilesupplyinghoneybees,preferencewillbegiventothosefarmers/beekeepersthathaveundergone
trainingonbeekeeping.

8.50 Assistance@50%ofthecost,limitedtoRs.7000/willbeprovidedforbeekeepingequipmentlikehoney
extractorandfoodgradecontainers.

8.51 SomeoftheactivitiesofBeekeepingwillalsobeimplementedbytheNationalBeeBoardandthisBoardwill
becoordinatingagencyforallactivitiesofBeekeepingundertheMission.

TechnologyDisseminationthroughDemonstrations/Frontlinedemonstration

8.52 Latesttechnologieswillbepromotedoncropspecificcultivation,useofIPM/INM,protectedcultivation,
organicfarmingthroughfarmerparticipatorydemonstrationinacompactareaofoneha,whichwillbe
organizedatstrategiclocationsinfarmersfieldforwhichassistancewillbelimitedto75%ofcost.Forgreen
housecultivation,areawillbelimitedto500sq.meter.Farmsinpublicsector,SAUscouldbesitesforfront
linedemonstrations,forwhich100%assistancewillbeprovided,andmaximumassistancewillnotexceed
Rs.25lakhperproject.

HorticultureMechanization

8.53 Horticulturemechanizationhasbeenincludedasanewactivitytopromotemechanizationofhorticulture

relatedactivitiestoimprovefarmefficiencyandreducedrudgeryoffarmworkforce.Assistanceinthis
regardwillbeprovidedforactivitiessuchasprocurementofpoweroperatedmachines&tools,besides
importofnewmachinesasperdetailsgivenin AnnexureIII. Assistanceforhorticulturemechanization
willalsobeavailabletosuchgrowerassociations,farmergroups,selfhelpgroups,womenfarmer
groupshavingatleast10members,whoareinvolvedincultivationofhorticulturalcrops,recognized/
registeredbytheDMCs,providedbalance50%ofthecostofmachinesandtoolsisbornebythem.
SHMwillenterintoMoUwithsuchassociation/groupstoensureproperupkeep,runningand
maintenanceofthemachinesandtools.

IntegratedPostHarvestManagement

8.54 Postharvestmanagementincludespackaging,grading,transportation,curingandripeningandstorage.
Thesefacilitiesareessentialforincreasingmarketabilityofhorticultureproduce,addingvalueto
produce,increasingprofitabilityandreducinglosses.Itisproposedtocreateanetworkofinfrastructural
facilitiesforstorageofhorticultureproduce,transportation,marketing,packagingandgradingand
export.TheschemesoftheNationalHorticultureBoard(NHB),DirectorateofMarketingand
Inspection(DMI)andNationalCooperativeDevelopmentCorporation(NCDC)willbemadeuseof
tothemaximumpossibleextent.Inthiscontext,specificprogrammeswhichwouldbetakenupunder
NHMwouldincludeestablishmentofpackhouses,precoolingunits,mobileprecoolingunits,cold
storageunits,ControlledAtmosphere (CA)Storage/ModifiedAtmosphere(MA)Storage/supplyof
refrigeratedvans/containers,primary/mobileprocessingunits,ripeningchambers,evaporative/lowenergy
coolchambers,preservationunits,onionstorageunitsandzeroenergycoolchambers.Alltheseprojects
willbeentrepreneurdriventhroughcommercialventuresforwhichGovernmentalassistancewillbe
creditlinkedbackendedsubsidyinaccordancewiththecostnormsgivenin AnnexureIII.PSUs
andStateGovernmentagencies,Cooperatives,growersassociation,farmersgroup,selfhelpgroups,
womenfarmersgroups,recognized/registeredbytheDMCs,havingatleast25members,willalsobe
entitledtoavailassistanceforsuchactivitiestothesameextent.However,assistancewillnotbecredit
linkedforsuchagenciesbutwouldbebackendedsubjecttoconditionthattheyareabletomeettheir
shareofthe projectcost.

8.55 Assistanceforsettingupofnewcoldstorage/CAStorage/MAstoragewillbeavailableonlytomulti
chambercoldstorageunitswithlatest/newtechnologies,whichareenergyefficientwithprovisionfor
insulation,humiditycontrol,advancedcoolingsystemsetc.,havingspecificationsandstandardsapproved
bytheMinistry.

8.56 Thecoldstoragesneedtoensurethefollowing:

a) Coilsanddiffusersystemswhichhaveefficientheattransfersurfaceareaandaircirculationmustbe
usedformaintaininguniformtemperatureandhumidityconditions.

b) Refrigerationequipmentsshouldbecapableofhandlingvaryingcoolingrequirementsinthecold
storage.Refrigerantusedmustbeecofriendly.Moreover,refrigerationsystemshouldbeequipped
withmonitoringandcontrolmechanismtoensuremaximumefficiency.

c) Compressorsshouldbemulticylinderofreciprocatingorscrewtypewithappropriatecapacity.

d) Condensersneedtobeproperlydesignedtomoderateoperatinghoursofcoldstoreandthusreduce
powerconsumption.

e) Properthermalinsulationneedtobeusedwithprovisionforvapourbarrierontheoutersideand
cladding/covermaterialontheinnerside.Besides,appropriateBISstandardsforinsulation(IS
661:2000)andappropriatemethodofdeploymentofthermalinsulationinaccordancewithIS661
andIS13205oncodeofpracticesshouldbeensured.

f) Qualifiedandtrainedpersonnelshouldbeinvolvedforproperrunningandmaintenanceofthestorage
unit.

g) Atleasttwochambersneedtobeprovidedevenifthecapacityofthestorageislow.

h) Eachchambershouldbeprovidedwithsuitablecontrolsanddisplayinstrumentsfortemperatureand

accordancewithapprovednorms,forwhichguidelineshavebeenissuedseparately.Assistancewillalso
beprovidedforstaticmobilevendingcartplatformwithcoolchamber@50%ofcostsubjecttoa
maximumofRs.15,000perunit.

i) Assistanceforsettingupfunctionalinfrastructurewillbe@40%ofcostascreditlinkedbackended
subsidy.MarketingInfrastructureforpurposeofthisSchememaycompriseofanyofthefollowing:

(a) Functionalinfrastructureforcollection/assemblage,drying,cleaning,gradingandstandardization,
SPSmeasuresandqualitycertification,labeling,packaging,ripeningchambers,retailing
andwholesaling,valueadditionfacilities(withoutchangingtheproductform).Assistancefor
differentactivitiesanddevelopmentofmarketinfrastructurewillbeinaccordancewithdetails
givenat AnnexureIII.

(b) Marketuserscommonfacilitiesintheprojectarealikeshops/offices,platformsforloading/
unloading/assemblingandauctioningofproduce,parkingsheds,internalroads,garbage
disposalarrangements,includingdrinkingwater,sanitationarrangements,weighingand
mechanicalhandlingequipments.

(c) InfrastructureforDirectMarketingofhorticulturecommoditiesfromproducerstoconsumers/
processingunits/bulkbuyers.

ii) AssistanceforsettingupmarketswillonlybegiventothoseStatesonly,whichhaveamendedtheir
StateAgriculturalProduceMarketingCommittee(APMC)Actforfacilitatingalternatemarketing
byfarmers/farmergroupsinvolvedinhorticulture.Reformsshouldfacilitatethefarmerstoselltheir
producewithoutpayinglevyorcess.

Whileuserchargescanbeleviedonmarketyards,Mandies/MarketsrunbytheGovernment
bodiesshouldnotlevyanycessonfarmersincaseoftransactionsoutsidemandiyards.Besides,
privateplayersneedtobeencouragedtosetupmarketsforhorticultureproduce.

iii) Assistancewillbeavailabletoindividuals,Groupoffarmers/growers/consumers,Partnership/
Proprietaryfirms,NonGovernmentOrganisations(NGOs),SelfHelpGroups(SHGs),Companies,
Corporations,Cooperatives,Cooperative Marketing Federations, Local bodies,Agricultural
ProduceMarketCommittees(APMC)&MarketingBoardsandStateGovernments.Project

submittedbyonlythoseAPMCswillbeconsideredforassistance,whichdonotlevymarketcess
onhorticultureproduce.

iv) Costoflandinvolvedininfrastructureprojectswillberestrictedto10percentofprojectcostin
ruralareasand20percentinMunicipalareas.Theentrepreneurwillnotalienatelandduringperiod
ofloanforanypurposeotherthanthepurposeforwhichprojectissanctioned.Aseparate
undertakingfromentrepreneurisrequiredtobeincludedinthisregardintheDPR.Sizeofproject
willbedeterminedonbasisofeconomicviabilityandcommercialconsiderations

8.63 Anewcomponentofqualitycontrol/analysislabhasbeenincludedundertheMissionwhereinassistance
willbeprovidedforsettingupqualitycontrollabshavingnecessaryinfrastructureandmanpowerfacility
tocheckqualityofhorticulturalproducevisvisinternationalstandards.

8.64 Inbackendedcreditlinkedprojects,thesubsidyamountwillnotexceedtermloan.Forsubsidyunder
IntegratedPostHarvestManagementprojects,capacityindicatedinAnnexureIII(C)willbecalculated
onmaximumaverageworkingdayscapacityinayear.

ExportPromotion

8.65 SpecialimpetuswouldbeprovidedtopromotetheexportofhorticulturalproducethroughAgriExport
Zones,forwhichthereispotentialglobalmarket.Specialgroupswillbesetupforpurposeofexamining
andrecommendingappropriatelegalandpromotionalmeasuresforfacilitatingexportofdifferent
horticulturalproductsforconsiderationofEC,GCandGovernment.StateMissionAuthoritieswill
alsomakeappropriaterecommendationstoNationalMissionauthoritiesforpromotingexportsof
Statesproduce.

8.66 StateMissionauthoritiesmayaligntheirmarketingstrategieskeepinginviewprogrammesofnational
levelagenciesnamely,NationalHorticultureBoard,DirectorateofMarketingandInspection,National
CooperativeDevelopment Corporation(NCDC),TribalCooperative MarketingDevelopment

processingunitswillbepromotedunderNHM,largescaleprocessingunitswillbepromotedbyMinistry
ofFoodProcessingIndustries(MFPI),outoftheirongoingSchemes.

8.68 DripandSprinklerirrigationformessentialinputforimprovingproductivityandqualityofhorticultural

oftotalannualexpenditurewillbeprovidedtoStateHorticultureMission/implementingAgencies.State/
implementingagencieswillmakeprovisionforthisintheirAnnualActionPlan.

InstitutionalStrengthening

9.2 MissionHeadQuarteratNationalandStatelevelwillbestrengthenedincludingdatabasedevelopment,
useofInformationTechnology,developmentofsoftwareandprocurementofhardware,hiringofvehicle
etc,forwhichfundingwillbemadeunderTSGcomponentoftheMission.

SupporttoCooperativesandotherNationalLevelOrganizationsforInfrastructureDevelopment

9.3 NHM,inexceptionalcasesshallprovidefundstoNationallevelorganizationsincludingcooperativesfor
takingupinnovativeprojectsintheareaofhorticulturedevelopment,postharvestmanagement,processing
andmarketingdependinguponthesoundnessofitsfinancialpositionandpreviousexperience.Funding
willbeprovidedundertherelevantcomponentsoftheMission.

CollaborationwithInternationalAgencies

9.4 AttemptswillbemadetocollaboratewithinternationalagencieslikeFAO,WorldBank,AsianDevelopment
Bankandcountrieswhichhaveadevelopedmodernhorticulturesectorfortakingupprogrammesfor
developmentofhorticulture.FAOhasaUnilateralTrustFund(UTF)programmeunderwhichthereis
provisiontooperateprojectsonmutuallyagreedtermsandconditions.Undercollaborativeprogramme,
activitiestobeundertakenwouldincludeimportofplantingmaterial,hiringofInternationalDomainExperts,
organizestudytours,organizetrainingprogrammesunderaegisofNHM.Fundsforthispurposewillbe
earmarkedinAnnualBudgetofDepartmentofAgricultureandCooperation,MinistryofAgriculture,
GovernmentofIndia(DAC),underTSGcomponentoftheMission.

Evaluation&OtherStudies

9.5 TermendevaluationwillbeconductedatendoftheXIPlan.Concurrentevaluationwillalsobecarried
outbyengagingsuitableagencies.Assistanceforsuchstudieswillbeonprojectbasis.NHMwillcommission
shorttermstudiesonvariousaspectsofhorticulturedependingonneedandemergingrequirements.Such
