THE SESSION HALL, 6TH FLOOR NEW CITY HALL BUILDING, PLAZA LIBERTAD,

REGULATION ORDINANCE NO. 2017-067


AN ORDINANCE INSTITUTIONALIZING THE ILOILO CITY SPORTS
DEVELOPMENT DIVISION, PROVIDING FOR ITS FUNCTIONS,
STAFFING PATIERN AND APPROPRIATING FUNDS FOR THE
PURPOSE THEREOF

WHEREAS, under Section 17 of the 1987 Philippine Constitution, the State shall
give priority to education, science and technology, arts, culture and sports to foster
patriotism and nationalism, accelerate social progress and promote total human
liberation and development;

WHEREAS, under Section 25 of Republic Act No. 10742, otherwise known as


the Sangguniang Kabataan Reform Act of 2015, there shall be in every province, city
and municipality a youth development office;

WHEREAS, the City of lloilo already has an existing Youth and Sports Office
created as a consequence of Presidential Decree No. 604 and it has been in existence
even before the Republic Act No. 7160, otherwise known as the Local Government
Code of 1991 has taken effect;

WHEREAS, the creation of a separate City Youth Development Division might


cause overlapping and redundant functions, the existing Youth and Sports Development

Office needs to be institutionalized as the Sports Development Division of lloilo City and
its functions reorganized thereof.

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of lloilo


City, in session duly assembled, that:

Section 1. Title - This ordinance shall be known as an ordinance


institutionalizing the Sports Development Division of lloilo City, providing for its
functions, staffing pattern and appropriating funds for the purpose thereof.

Section 2. Declaration of Policy - It is the policy of the city to promote physical


education, encourage and sustain the development of sports in the country to foster
physical fitness, self-discipline, teamwork and excellence for the development of a
healthy and alert citizenry through a unified sports promotion and development
program, and that the establishment and creation of a single, unified and integrated
sports policy-making body shall further this objective.

Section 3. Sports Development Division - The existing Youth and Sports


Development Office shall henceforth be known as the lloilo City Sports Development
Division.

Section 4. Organization and Staff - The City Sports Development Division shall
continue to be a division under the Office of the City Mayor.

There shall be created a new position of the Sports Development Officer IV with
Salary Grade 22 same with all divisions under the Office of the City Mayor and
consistent with existing laws.

Notwithstanding the preceding paragraph, there shall be no other reorganization,


transfer and/or reassignment of existing staff after the renaming of the Youth and Sports
Office into the City Sports Development Division.

Section 5. Functions - The City Sports Development Division shall have the
following functions;

a) Plan, implement and oversee upon the approval of the City Mayor an
integrated physical fitness and amateur sports development program for the City of
lloilo;

b) Supervise the implementation of the annual Palarong Panlungsod as stated in


Chapter Ill, Section 455 (b) (1) (xix) of the Local Government Code of 1991;

c) Assist in the implementation of the annual Palarong Barangay as stated in


Book Ill, Chapter 3, Section 389 (b) (13) of the Local Government Code of 1991;

d) Supervise the creation of Barangay Sports Club in all barangays;

e) Establish linkages with Philippine Sports Commission (PSC), Philippine


Olympic Committee (POC), International Sports Association (ISA), National Sports
Associations (NSA) and other NGO's related to sports;

f) Implement the National Sports Program of the Philippine Sports Commission to

g) Plan, implement and oversee upon the approval of the City Mayor programs to
enable the City of lloilo to bid and host Regional, National and International Sports
Competitions as part of the Sports Tourism Campaign of lloilo City;

h) In charge of the identification, recruitment and training of athletes that will


represent the City of lloilo in national competitions such as but not limited to Philippine
Youth Games - Batang Pinoy, Philippine National Games, National Open and National
Juniors Championship;

i) In coordination with the Department of Education, review and supervise the


planning, recruitment and budgetary preparations of both public and private school
athletes located in the City of lloilo in their preparation to school based sports
competition such as but not limited to Integrated Meet, Regional Meet and Palarong
Pambansa;

j) Recommend to the City Mayor the granting of cash incentives, recognition and
awards to athletes and coaches that get medals in National and International
Competitions;

k) Recommend to the City Mayor the granting of recognition and awards to


deserving sports associations, trainers, referees and persons or entities involved in
supporting the sports development program of the City of lloilo;

I) Establish, develop needed sports facilities and centers for the implementation
of the sports program;

m) Regulate and maintain the use of existing sports facilities owned by the City of
lloilo for a more effective and productive use of the said sports facilities;

n) Review and recommend to the City Mayor the granting of support including but
not limited to financial assistance, sponsorship to different barangays and private sports
associations requesting assistance from the City of lloilo;

o) Strengthen the promotion of Public Private Community Partnership thru Sports


approach in order to gather support from the community;

p) Exercise such other duties and functions as may be prescribed by law or


ordinance.

Section 6. Composition and Structure - The Sports Development Division


shall be organized and composed of the Sports Development Officer to be assisted by
other personnel of the previously existing Youth and Sports Development Office.

a) Position Title and Salary Grade of Sports Development Officer

The Sports Development Officer who shall head the Sports Development
Division shall have the position Sports Development Officer (SG 22), consistent with
existing law.

b) Other Personnel of the Sports Development Officer

The personnel of the previous Youth and Sports Office shall serve as the
personnel of the Sports Development Division.

Section 7. Funding - The Sports Development Division shall continue to receive


the funds allocated by the lloilo City Government for the previous Youth and Sports
Development Office.

Section 8. Appropriations - The lloilo City Government shall allocate and


appropriate budget for the implementation of this ordinance.

Section 9. Repealing Clause - All other policies, ordinances or laws creating


offices or divisions in the city which exists having similar program with the Sports
Development Division are hereby repealed.

Section 1O. Separability Clause - If any provisions of this ordinance is declared


invalid or unconstitutional, other provisions hereof not affected thereby shall remain in
force and effect.

Section 11. Effectivity Clause - This ordinance shall take effect within fifteen
(15) days from its approval and publication in a newspaper of local circulation.
