NATURAL RESOURCE AND BIODIVERSITY

Bacoor has no forest land. So, the govt passed an ordinance to plant 100trees per hectare. They
envisioned Urban Forestry. Along with the newly-constructed roads and also near rivers.

GRASSLANDS
Remaining part of bacoor with grasslands; Molino IV (road entry point from Manila-Bacoor Molino)and
Citys remaining reserve for uban expansion.

AGRI-FISHERY LANDS
Aquaculture and fishery are important in local economy. Ecotourism is their major economic driver.
Seafood and culinary activities. Water based flora and fauna.

Solid Waste M.
The former open dump site, Green Valley in Barangay Molino IV, was closed due to potential
hazardous impact to society. But it is a potential site for waste-to-energy projects.
Existing Land Use
Bacoor lost agri-fishery base to make way for urban uses. (ELU map, page. 56)

Informal Settlers
The area with the most informal settlers was found in the area of Longos. (Table3. Informal Settlers in
Danger Areas per Barangay, pg. 61).

Effective resettlements housing program is essential in these high risk areas. There are four potential
areas (based on CLUP-TWGs assessment) but it still cant cover the immense number of housing units
needed. So they proposing that they construct medium rise residential buildings to accommodate
greater number of families.

COMMERCIAL AREAS
Provided in page 63-64 (with map)

Cemeteries
Bacoor does not lack of cemeteries, but poorly located cemeteries. They suggest building columbarium
with crematorium and also memorial park and open spaces at daang hari road.

Infrastructure
Well-planned road network is adviced. Some roads at bacoor do not contribute to the overall
accessibility of Bacoor. The new LRT extension would greatly impact traffic so integrated terminals for
various transpo should be implemented to take advantage from LRT extension.

Peak hours of traffic; 7am-10am, 4pm-7pm, @ Aguinaldo highway, Tirona Highway, Molino Road, and
Gen.Evangelista St.

Transport Efficiency Detailed Objectives;

1. Design transportation system that comprehensively incorporates a variety of transportation modes
for adequate access, flow, connectivity, safety, and mobility.
2. Improve easement and sidewalks of thoroughfares to keep pace w/ new growth development;
3. Proactively plan w/ the different transportation and public works agencies to improve the through
traffic as well as internal traffic of Bacoor
4. Emphasize pedestrian-oriented development to achieve a comprehensive system of bicycle lanes,
greenways, and sidewalks that connect to neighborhoods, parks, schools, commercial areas, and other
public spaces.

SUMMARY OF SECTORAL ANALYSIS

Settlements;
Huge rise on population and additional households by year 2024, hindi pa kasama ang informal settlers.

Residential housing;
1. Encourage availability of housing for wide range of income groups, especially the middle income and
socialized housing;
2. Promote higher residential densities in appropriate locations, especially the areas close to mass
transportation;
3. Enforce minimum height along coastal barangays to address flooding concerns.

Education;
With the expected increase in population, it is also advised to carefully plan multi-storey school
buildings to maximize land use of existing school sites rather than getting new lands. (Redevelopment
ang gusto nila)

Health;
Also proportion to the increase of population, hospital beds are in need for 2ndary and tertiary hospitals
by the year of 2024. Multi-storey hospital facilities are also advised.

Labor Force and Employment;

Employed rate 60.40%, slightly lower than the provincial average of 61.08%. There is some need for
employment.

Social Welfare Services

There are five clients of DSWD, (1) Family and Community, (2) Child and Youth, (3) Women, (4)
Disabled/Elderly, and (5) Emergency Assistance.
Common in bacoor, ginagamit nila yung mga school as evacuation centers, a norm that is accepted. But
it is imperative to design alternative evacuation sites.

Protective Services
Policemen in terms of sub-stations and precincts does lack slightly. While fire protection services is in
need. The city only has 17 fire fighters and 7 fire trucks, a well below in the 300 firemen needed in a city
with a population such as Bacoor.

Sports & Recreation

The city may pursue in the field of water sports. Most pools are privately-owned, and water sports are
expensive in Metro Manila, so then it may be viewed and can get steadily market of diving, swimming
lessons, jet-skiing, and etc.
ECONOMIC SECTOR

Agriculture and Fisheries

Vegetable and rice are the main crops of the city. Bacoor is also known for its mussel production. Due to
rapid urbanization and numerous environmental catastrophes such as pollution of rivers, bayside
areas, and red tide occurrences over the years, the economic contribution of the fishing industry to
Bacoors economy has declined. In contrast, trade and services oriented activities have increased.

Bacoor bay can be still used for mussel production but in constant threat of red tide. Main issue were
the conversion of agricultural lands into residential subdivisions, and also the capital to expand and
improve current agri-fishery areas.

Tourism
Tourist attractions compromise mainly of seafood restaurants. Sineguelasan Fish port is potential for the
development as a seafood market with floating resto, fishermans wharf, and seafood stalls. In Molino
Dam, and Prinza along the Zapote River.

OVERALL, tourism attractions have the highest potentials in getting dividends for the City. To further
enhance the development of the city, the primary sectors, agriculture and fishery, should be linked and
integrated with touris. For the farmers, they may be encouraged to pursue high quality organic crops,
and link them to gourmet cooking and restaurants w/c are in turn connected to the tourism

ENVIRONMENTAL ISSUES
Solid Waste and Sanitation;
Wastes are collected and disposed outside the city. The city should explore waste to energy programs.

Water Quality, etc;

Even w/o the planned reclamation of the coastal area, there is need to protect the sea wall. The city
needs to prepare for relocation of informal settlers, implement interim uses such as water sports
facilities to prevent informal settlers from coming back, and eventually draw up long term development
plan for the implementation of the reclamation.

Molino Dam is another integral part of the environmental concern. A theme eco-park is envisioned for
Molino Dam.
