 Introduction

The textile and garment industry is booming in India, especially after elimination of
the global quota system. Presently India is exporting garments to more than 100
countries including US, EU, Latin America, and Middle East. Last year, garment
export was nearly $5000 million and about 1200 million pieces.

The Indian garment industry is gaining ground in the world market at breakneck
speed, but still not flourished at its fullest extent, although the resources are available
in plentiful with a powerful foundation of fabric and spinning sector to support. The
key factors behind this are low technological development, lack of professionally
trained people, cut throat competition, high raw material cost, inadequate
infrastructure, traditional productivity, unfavorable regulatory policies, and
globalization impact. However, there is a fair list of the producers, suppliers, and
exporters that are fully acknowledged with regulatory policies and formalities,
international marketing policies and procedures. The only concern is in executing
their productivity initiatives, and meeting with order deadlines.

Now days, major companies are adopting new pre-production concepts, which
comply with all procedures to execute and dispatch the shipment on time, considering
quality, cost and time. In garment manufacturing, time management is a gig to
manage one's time properly, so that it can focus on value adding actions (Doshi,
2006).

Super Fashion is an ISO 9001:2001 certified export unit in Faridabad, Haryana with
an annual turnover of US $ 12 Million. It has been exporting knitted garments to
clients in USA, Canada, UK, Europe, etc. In the last 19 years since its inception, it has
seen a considerable growth and has made a mark for itself in the field of knitted
garment export. But recently it has been facing a major problem of delayed
shipments, due to which the company is incurring great losses in revenue, reputation,
sales, etc. The flow of an export order can be divided in mainly two stages - pre-
production stage and production stage. All the activities from the beginning of the
order till the production of inline come under pre-production activities. Whereas the
activities commencing the inline to the shipment of the order comes under production
activities.
Pre-production activities are the foundation activities to support production processes.
If they are carried out in a systematic, planned and timely manner, delay in production
can be avoided to a large percentage. But it has been noticed that most of the times,
delay which has originated in pre-production procedures has been carried forward to
production stage. Therefore, it became imperative to pay immediate attention to the
delays originating in pre-production stage and find out their root causes so as
eliminate them immediately.
