WHY STATE SENATOR RICH MADALENO THINKS HED BE THE
IDEAL CHOICE AS MARYLANDS NEXT GOVERNOR

I
N HIS COLLEGE DAYS, RICH MADALENO HAD
dreams of working for the CIA or the NSA. But they
quickly faded after he was told by other students that a
person couldnt get security clearance if they were gay.
While I wasnt out publicly at that time in the mid-
80s, I knew who I was, he says. I remember a friend
coming back from their interview and you had to have a lie
detector test, which actually asked about being gay and having
slept with people of the same gender. So I had to recalibrate
what I was gonna do with my career.
He dove into domestic politics, spending six years in the
Maryland state legislature as a budget analyst, before moving on
to Montgomery Countys Office of Intergovernmental Relations.
He wanted more. So, in 2002, Madaleno ran for and won
a seat in the Maryland House of Delegates, where he served
for four years, before running for the Maryland State Senate in
2006, where he found that being gay didnt matter.
I had a slightly different experience than some others in a
similar situation in other offices around the country, because I
had spent time working in Annapolis, he says. People knew
me. So I already had a reputation going into the legislature as
a thoughtful, serious thinker who knew a tremendous amount
about the fiscal policy of the state. I wasnt going in the door as
the gay one from Montgomery County.
Madalenos private life, meanwhile, followed somewhat of
an ideal course. He met his husband, Mark, then a pediatric
nurse, in 1999 after they were set up by friends. Their first date,
at a coffee shop on a Friday night, turned into a four-hour con-

seeing this trend?
MADALENO: Youre seeing it at the state level because the
national Republican leadership has been able to restrict so much
money, cut out so much money that was helping states survive,
that states are now left more on their own to deal with each one
of their fiscal situations. Youve got so many different interests
that are competing for limited resources, and as a result, it can
be hard to come to consensus, especially when youve got one
party that has decided that they benefit from an angry, pessi-
mistic electorate more so than one that feels and appreciates the
direction that the government is going in. It is a consequence
of decades of Republican leadership purposefully undermining
peoples confidence in government.
MW: Whats your reaction Chris Christies comments after he went
on the beach during the New Jersey shutdown? Essentially he said
that If you want to be on the beach or be in the residence, then
run for governor.
MADALENO: The whole situation was really inconceivable from
a successful politician. I was shocked, because it was such bad
judgment from someone who managed to get into his second
term as a Republican in a traditional heavily Democratic state.
It just seemed amazingly, at a minimum, tone deaf, and just so
disrespectful of the working people of New Jersey who were
being deprived of their own opportunity to enjoy the beach. It
just reeked of elitism.
When you look back at Christies election and reelection,
many people were saying he was the most vibrant governor in
America. Look what transpired in New Jersey, because the pivot
became, Whats next? Its going to be, How do I set myself up

mean to her. Like a Woman is heavy with introspective fas-
cination and curiosity. Hill is as interested in explaining her
inner state to herself as she is in expressing it, and the album
is a sustained exploration of vulnerability, strength, and the
murky space in which the two overlap. She returns frequently
to her own sexuality and femininity as well, and is interested in
complicating and subverting these two themes as much as she
is in claiming ownership of them. Here, the albums visuals are
brought into play to great effect.
Like a Woman pairs Hills otherworldly, almost haunting
voice with an equally idiosyncratic aesthetic that plays on the
albums themes. From the stunning production of the videos
for Like a Woman and Hard to Love, to the heavy fur shawl
draped around her shoulders on the cover, much of the imagery
in the videos echoes the sensuality that runs throughout Like a
Woman. Through the videos disquieting imagery, Hill draws a
clear line between taking ownership of her sexuality and being
an object of desire. She may be making herself vulnerable while
exploring her psyche in full view, but she wont be pitied or
objectified in the process.
These are all messy, complicated thoughts to unpack, but as
her musings unfold slowly and methodically over the albums
twelve tracks, it becomes clear Hill is in no hurry to arrive at a
conclusion. At the same time, she is uninterested in expressing
herself in vague or metaphorical terms, getting straight to her
point with blunt matter-of-factness. The frankness of her song-
writing allows the lyrics to land squarely and lends a sharper
edge to songs that might otherwise get lost in their own lilting
softness. The soaring pop anthem Hard to Love is by far the
highlight, but Arms Length, a glossy and infectious breakup
song, is a close second. Together, these two tracks get the clos-
est to striking the balance between strength and vulnerability,
a space she seeks to find herself in throughout.
Arms Length is followed by Interlude, after which
were back in slow, daydreamy territory on Clarity, a con-
sistent enough track, but one that is already predictable and
seems to fall short of the ephemeral weirdness promised in
the interlude. After that, things pick up enough to keep the
latter part of the album interesting, though it loses momentum
towards the end. Like a Woman coasts towards its finish on
a handful of decent tracks, Lion and Say Youre Wrong
before Hill rolls out on the swelling strings and vocal samples
of the anthemic Am I.
If raw talent and some high-profile backing were all Kacy
Hill had going for her, there would be little to distinguish her
in a sea of other artists delivering a soft falsetto over minimal,
piano-driven instrumentation. It may not be immediately
obvious at first glance, but her distinctness becomes apparent
in the blunt lyrics and the fresh eyes she brings to her sub-
ject matter. In putting the focus on her voice and her unique
insight, Hill doubles down on what are arguably her greatest
strengths, and Like a Woman is a strong, consistent album as
a result. Still, musically at least, Hill seems to have found a
comfort zone that she remains in for much of the album. At
this stage, if the point is to show us what she is capable of and
convince us to take her seriously, then it succeeds. Its clear
that Hill is a talented artist who deserves our attention, and
whatever she brings us next, we can be pretty sure that it will
also be worth the wait. l
