1.1 Scope
This document describes WRFD-180106 User Experience Improvement for Lightly Loaded
Cells, including its technical principles, related features, network impact, and engineering
guidelines.

2 Introduction
2.1 Background
According to a UMTS network analysis, many cells on a live network are lightly loaded for a
long period of time every day, and there are a large number of remaining resources in the
network, for example, power and code resources. The User Experience Improvement for
Lightly Loaded Cells feature utilizes the remaining resources in these cells to improve user
experience.
2.2 Introduction
The User Experience Improvement for Lightly Loaded Cells feature monitors measurement
items related to cell load in real time. If these measurement items or any combinations of
them meet the conditions for determining light load, the cell is lightly loaded. This feature
automatically performs corresponding actions for these lightly loaded cells, so as to improve
user experience.
2.3 Benefits
The User Experience Improvement for Lightly Loaded Cells feature reduces the Page Session
Time by 5% to 30%, decreases the video initial buffering delay by 5% ~ 10%, decreases video
stall time ratio by 5% ~ 15%, and improves the mean opinion score (MOS) or average
enhanced voice quality indicator (EVQI) of voice services by 0.05 to 0.2.
The benefits provided by this feature are subject to the following factors:
l The benefits in the Page Session Time and video experience are directly proportional to
the state transition-related event 4A thresholds. For example, if the state transition-
related event 4A thresholds are set to 1024, the Page Session Time decreases by
15%-30%.
The RNC- or cell-level state transition-related event 4A thresholds are as follows:

l The benefits in the MOS of CS services are closely tied to the target BLER of these
services and the setting of the load-based AMR BLER dynamic adjustment function.
For example, if the target BLER of CS services is -20:
When load-based AMR BLER dynamic adjustment is disabled, the MOS of CS
services increases by 0.1-0.2.
When load-based AMR BLER dynamic adjustment is enabled, the MOS of CS
services increases by about 0.05.
l The benefits provided by this feature are directly proportional to the percentage of the
duration where the cell is lightly loaded.
NOTE
The Page Session Time is the sum of the web page response delay and the web page display delay.
3 Technical Description
3.1 Introduction
The following diagram illustrates the principles of the User Experience Improvement for
Lightly Loaded Cells feature.

The User Experience Improvement for Lightly Loaded Cells feature monitors measurement
items related to cell load in real time. If these measurement items or any combinations of
them meet the conditions for determining light load, the cell is lightly loaded. This feature
automatically performs corresponding actions for these lightly loaded cells, including
activating a certain algorithm or optimizing parameters for a certain function.
l Rapid state transition from Cell_FACH to Cell_DCH and slow return from Cell_DCH to
Cell_FACH
l Increasing the initial rates of uplink R99 services
l Increasing the uplink DCCC rate threshold
l Reducing the target BLERs of uplink and downlink CS services
l Increasing the maximum transmit power of CS services
l Enhancing the remaining HSDPA appended power
The following table describes how to determine light load for these measurement items using
the AtomRuleID(BSC6900,BSC6910) parameter.
Table 3-1 Conditions used to determine light load for the measurement items
145 Actual uplink If the actual uplink service load is less than or equal to its
service load light load threshold (30% by default), the actual uplink
service load is light in the cell.
148 Downlink non- If the downlink non-HSPA power load is less than or
HSPA power equal to its light load threshold (the light-load state by
default), the downlink non-HSPA power load is light.
For the conditions used to determine the status of the
downlink non-HSPA power load, see section "Load-
related Measurement Items" in Load Measurement
Feature Parameter Description.
146 Number of UEs If the number of UEs in the Cell_DCH state is less than
in the its light load threshold (20 by default), the number of
Cell_DCH state UEs in the Cell_DCH state is small.
All the six thresholds in this table are configurable. For details, see 6.3 Feature Deployment.
The light load threshold of each of the following measurement items must be less than the
corresponding light load exit threshold:
l Quick state transition from CELL_FACH to CELL_DCH and slow return from
CELL_DCH to CELL_FACH
The cell-level CELL_FACH-to-CELL_DCH/CELL_DCH-to-CELL_FACH state
transition threshold is added. If the measurement items are in the light-load state, this
feature reduces the cell state transition thresholds for related cells so that UEs in the
CELL_FACH state can quickly switch to CELL_DCH and UEs in CELL_DCH can
slowly switch back to CELL_FACH. As a result, UEs can stay in the CELL_DCH state
for a long time, thereby improving user experience.
l Increasing the initial rates of uplink PS R99 services
If the measurement items related to cell load are in the light-load state, this feature
increases the value of the UlBeTraffInitBitrate(BSC6900,BSC6910) parameter to
improve user experience for UEs performing R99 services in the uplink.
l Increasing the DCCC rate thresholds of uplink PS R99 services
If the measurement items related to cell load are in the light-load state, this feature
increases the values of the UlDcccRateThd(BSC6900,BSC6910) and
UlMidRateThd(BSC6900,BSC6910) parameters to improve user experience for UEs
performing R99 services in the uplink.
l Load-based happy bit delay initial selection
Load-based happy bit delay initial selection is activated to improve HSUPA user
throughput and experience.
NOTE
For details about load-based happy bit delay initial selection, see HSUPA Feature Parameter
Description.
l Enhancing the remaining HSDPA appended power
If the measurement items related to cell load are in the light-load state, this feature
increases HSDPA appending power to reduce the block error rate (BLER) and increase
the throughput for HSDPA users.

l Reducing the target BLERs of uplink and downlink CS services and increasing the
maximum transmit power of CS services
The cell-level parameter CsBlerTargetOffset(BSC6900,BSC6910) is added, which is
used to set the offset between the BLER of CS services and the value of
BLERQuality(BSC6900,BSC6910) and to reduce the target and actual BLERs of uplink
and downlink CS services. In this way, this feature improves voice quality for UEs
performing CS services.
After the downlink BLER is reduced, the maximum downlink transmit power of CS
services needs to be increased to ensure that the downlink coverage of CS services
remains unchanged. Therefore, the CsRlMaxDlPwrOffset(BSC6900,BSC6910)
parameter is added, which is used to set the offset between the transmit power of CS
services and RlMaxDlPwr(BSC6900,BSC6910) and to increase the maximum downlink
transmit power of CS services.
The RNC determines whether a cell is lightly loaded according to 3.2 Determining Light
Load for a Cell, and activates related functions or optimizes related parameters. For details,
see Table 3-2.

After this feature is activated,
l The voice quality improves, the Page Session Time decreases, the video initial buffering
delay decreases, and the video stall time ratio decreases. However, cell resource
consumption, cell load, and state transitions also increase, possibly increasing the PS
service drop rate and decreasing the access success rate.
l Values of the counters VS.HSDPA.H2F.Succ(BSC6900,BSC6910) and
VS.HSUPA.E2F.Succ(BSC6900,BSC6910) increase, increasing the denominator in the
formula for calculating the HSDPA service drop rate and HSUPA service drop rate.
Consequently, the HSDPA and HSUPA service drop rates may change.
NOTE
For details about how to calculate the PS, HSDPA, and HSUPA service drop rates, see KPI Reference of
RAN documents.
6 Engineering Guidelines
If both RNC- and cell-level parameters are configured, the cell-level parameter
configurations prevail.
The BLERQuality(BSC6900,BSC6910) of CS services is greater than -30 and load-
based AMR BLER dynamic adjustment is disabled (the
PERFENH_OLPC_BLER_COEF_ADJUST check box under the
PerfEnhanceSwitch(BSC6900,BSC6910) parameter is deselected).
Load-based happy bit delay initial selection is disabled (the
DRA_BASE_LOAD_HBD_INIT_SEL_SWITCH check box under
DraSwitch(BSC6900,BSC6910) is deselected).

6.3.3 Precautions
l This feature may increase the cell load and call drop rate. You are advised to use this
feature with WRFD-140103 Call Reestablishment.
l When the RNC in Pool Node Redundancy feature is activated, this feature cannot take
effect during the control switchover of the master and backup RNCs.
l Do not manually change the parameter values during feature activation. Otherwise, the
changed parameter values will be overwritten by the parameter adjustment or recovery
actions triggered by this feature.
l In cell migration scenarios, if the User Experience Improvement for Lightly Loaded
Cells feature is enabled for the migrated cell on the source RNC, parameter settings for
dynamic optimization on the source RNC may be automatically generated rather than
planned by customers. Consequently, system KPIs may be adversely affected after the
cell migration. For details, contact Huawei engineers.
6.3.4 Activation
Step 3 (Optional) To adjust the additional amount of HSDPA remaining power in the light load state,
run the NodeB MML command SET NODEBRULEACTIONPARA to set Rule ID to 5,
Administrative State to ENABLE, and Interval Type Value to an appropriate value.
Step 4 (Optional) To adjust the additional amount of HSDPA remaining power in the non-light load
state, perform either of the following steps:
l Run the NodeB MML command SET ULOCELLMACHSPARA to set the Extra
Power parameter.
l Run the NodeB MML command SET NODEBRULEACTIONPARA to set Rule ID to
6, Administrative State to ENABLE, and Interval Type Value to an appropriate value.
NOTE
Step 5 To reduce PS service drops caused by the increased state transitions between the
CELL_FACH and CELL_DCH states after feature activation, perform the following steps:
1. Run the RNC MML command SET URRCTRLSWITCH with
FACH_OUTOFSER_OPT_SWITCH and
D2F_ABNORMAL_FORCETOFACH_SWITCH under Optimization Switch7
selected to turn on the optimization switch for CELL_FACH UEs that are in out-of-
service state and the switch for forcing UEs to switch to the CELL_FACH state when the
D2F procedure fails.
2. Run the RNC MML command SET UCORRMPARA with
PERFENH_FACH_TVM_MC_TIME_OPT_SWITCH under Performance
Enhancement Switch 5 selected to optimize the mechanism for sending traffic
measurement control messages to UEs in the CELL_FACH state.
3. Run the RNC MML command SET URRCTRLSWITCH with
FACH_CU_WITH_CRNTI_OPT_SWITCH under Optimization Switch10 selected
to turn on the switch for controlling whether the CELL UPDATE CONFIRM message
carries the C-RNTI during a cell update procedure for CELL_FACH UEs.
Step 6 Run the RNC MML command SET UADAPALGOSWITCH with RNC Light Load User
Experience Improve Switch set to ON.
Step 7 Run the RNC MML command ADD UCELLALGOSWITCH or MOD
UCELLALGOSWITCH with LIGHTLOAD_EXP_IMPROVE_CELL_SW under
Adaptive Algorithm Switch selected.

When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters listed in the table in "Data Preparation" section from top to bottom on the
CME. For instructions on how to perform the CME single configuration, see CME Single
Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects in batches, click on the CME to start the batch modification wizard.

Use a MOS drive tester to conduct a drive test on a single user and obtain the MOS.
The MOS is expected to increase by 0.05 to 0.2 if the cell is lightly loaded.

The benefits in the Page Session Time and video experience can be analyzed offline
through a drive test or using the Huawei iDart tool. The iDart tool is currently
unavailable to customers. For details about this tool, contact Huawei technical support.
Observe the benefits in the Page Session Time. It is expected that the Page Session Time
decreases by 5%-30%, decreases the video initial buffering delay by 5% ~ 10%, and
decreases video stall time ratio by 5% ~ 15% when the cell is lightly loaded.
NOTICE
When the Huawei iDart tool is used to analyze the benefits in the Page Session Time offline,
the RNC must be configured with the NIU board and the Service Experience Measurement
function must be enabled.
If the BSC6900 is used, the NIUa board must be configured.
If the BSC6910 is used, the ENIUa or EGPUb board must be configured.
For NIU configuration suggestions, contact Huawei technical support personnel.
