1.1 Scope
This document describes basic types and signaling procedure of URA/Cell update, including
its technical principles, and engineering guidelines.
This document covers the following features:

The features described in this document are implemented in the same way on macro, micro,
and LampSite base stations.
2 Overview
The URA is the UTRAN registration area. A URA consists of multiple cells. URA update
happens only in the URA_PCH state. The purpose of making a UE switching to the
URA_PCH state is to prevent a UE that has no data to transmit (especially those moving at a
high speed) from frequently initiating cell reselection. The functions and basic processes of
cell update and URA update are similar. The only difference lies in the range of triggering the
update. URA/cell update is used by the UE to report the location information and status of the
UE. The reporting method is classified into two types: periodical URA/cell update and event-
triggered URA/cell update. URA update occurs when the UE is in URA_PCH state, and cell
update occurs when the UE is in CELL_PCH or CELL_FACH state.
Additionally, cell update is also used to perform some other functions, such as UE state
transition and radio link re-establishment on the DCH. As a result, cell update may happen
when the UE is in CELL_DCH, CELL_FACH, CELL_PCH, or URA_PCH state.
URA/cell update enables the UTRAN to manage the UE behaviors. It can be applied to
mobility management, cell reselection, and paging procedures. URA/cell update has the
following functions:
l Enables the UTRAN to periodically monitor the status of the UE in URA_PCH state.
l Enables the UTRAN to know in time the URA where the UE is camping if URA changes
after cell reselection.
l Enables the UE to retrieve a new URA identity after reselecting a cell that does not
belong to the currently assigned URA.
l Enables the UE that is out of synchronization on the dedicated radio link channel to re-
establish a new dedicated channel.
l Enables the RNC to release the RRC connection of the UE or to re-establish an RLC
entity in case of RLC unrecoverable error.
l Enables the UTRAN to be informed about the UEs that are in the URA_PCH,
CELL_PCH, or CELL_FACH state and are to receive MBMS data.
l Enables the UTRAN to count the number of UEs that are in the URA_PCH,
CELL_PCH, and CELL_FACH states and are to receive MBMS data.
l Enables the UEs to request the MBMS PtP RB setup when the UEs are in CELL_PCH,
URA_PCH, or CELL_FACH state.
l For details about SIB1, see section 8.1.1.6.1 "System Information Block type 1" in 3GPP
TS 25.331 V6.6.0.
l For details about the UTRAN MOBILITY INFO CONF message, see section 10.2.63
"UTRAN MOBILITY INFORMATION CONFIRM" in 3GPP TS 25.331 V6.6.0.
Accordingly, the RNC starts an internal timer for the UE in CELL_FACH, CELL_PCH or
URA_PCH state. The value of this timer is greater than that of T305. When the RNC receives
a URA/CELL UPDATE message with the cause "periodical URA/cell update", it restarts the
internal timer. If the RNC does not receive a URA/CELL UPDATE message before expiry of
the internal timer, the RNC decides that the UE is out of service, and then initiates the RRC
connection release procedure.
NOTE

The UE in URA_PCH state establishes an RAB on RNC 1. In this procedure, RNC 1 is the
Serving RNC (SRNC) and RNC 2 is the Drift RNC (DRNC).
The signaling procedure is as follows:
1. The UE in URA_PCH state sends RNC 2 a URA UPDATE message after URA
reselection.
2. The RNC 2 receives the URA UPDATE message from CCCH. Then, RNC 2 sends RNC
1 an UPLINK SIGNALLING TRANSFER INDICATION message, which includes
target RNC-ID, allocated C-RNTI, and D-RNTI.
3. RNC 1 sends the CN a RELOCATION REQUIRED message, requesting SRNS
relocation.
4. The CN sends a RELOCATION REQUEST message to RNC 2.
5. RNC 2 prepares L2 resources for RNC 1 relocation and then sends a RELOCATION
REQUEST ACKNOWLEDGE message to the CN.
2. The RNC performs the corresponding processing, and then sends the UE a CELL
UPDATE CONFIRM message.
When the RNC requires a response from the UE, the RNC starts timer T381 whose
length is specified by the T381 parameter after sending the UE a CELL UPDATE
CONFIRM message. This is to increase the cell update success rate.
If timer T381 expires but the RNC does not receive a response from the UE, the
RNC re-sends the UE a CELL UPDATE CONFIRM message and restarts timer
T381 when the number of times this message is retransmitted is less than the value
of the N381 parameter.
If timer T381 expires but the RNC receives the CELL UPDATE message again
from the UE, the RNC stops timer T381.
During CELL_PCH/URA_PCH-to-CELL_FACH (P2F) state transitions triggered by cell
updates, the P2F_CUC_REPEAT_SWITCH under the
OptimizationSwitch3(BSC6900,BSC6910) parameter in the SET URRCTRLSWITCH
command specifies whether to re-send a CELL UPDATE CONFIRM message to UEs.
3. Based on the information included in a CELL UPDATE CONFIRM message, the UE
determines whether to respond to the message. For details about IEs included in a CELL
UPDATE CONFIRM message, see section 8.3.1.6 "Reception of the CELL UPDATE
CONFIRM/URA UPDATE CONFIRM message by the UE" in 3GPP TS 25.331 V6.6.0.
The UE may respond with any of the following messages:
UTRAN MOBILITY INFORMATION CONFIRM
PHYSICAL CHANNEL RECONFIGURATION COMPLETE
TRANSPORT CHANNEL RECONFIGURATION COMPLETE
RADIO BEARER RECONFIGURATION COMPLETE
RADIO BEARER RELEASE COMPLETE
If the UE changes from CELL_PCH state to URA_PCH state through cell update, the
procedure is as follows:
1. The UE is in CELL_PCH state and sends a CELL UPDATE message with the cause "cell
reselection".
2. If the RNC decides to switch the state of this UE from CELL_PCH to URA_PCH, the
RNC sends the CELL UPDATE CONFIRM message to the UE and sets the "RRC State
Indicator" IE as URA_PCH.
3. The UE enters the URA_PCH state upon reception of the CELL UPDATE CONFIRM
message.
The CELL UPDATE message over the Iur interface is transferred from the DRNC to the
SRNC through the Uplink Signalling Transfer Indication message. The CELL UPDATE
CONFIRM or RRC CONNECTION RELEASE message is transferred from the SRNC to the
DRNC through the Downlink Signalling Transfer Request message. For details, see sections
8.2.1 "uplink Signalling Transfer" and 8.2.2 "Downlink Signalling Transfer" in 3GPP TS
25.423.
The Iur interface can carry the control plane data of common channels. However, whether it
can carry the user plane data of common channels depends on the setting of the
SuppIurCch(BSC6900,BSC6910) parameter. If this parameter is set to YES, the Iur interface
can carry the user plane data of common channels. If this parameter is set to NO, the Iur
interface cannot carry the user plane data of common channels. This function also requires
setting SuppIurCch(BSC6900,BSC6910) to YES on the neighboring RNC.
In the preceding procedure, if the SRNC (RNC 1) is a third-party RNC and the target radio network
controller (RNC 2) is a Huawei RNC, the UE may send any of the following messages after the cell
update with SRNS relocation is complete:
l RADIO BEARER RECONFIGURATION COMPLETE
l UTRAN MOBILITY INFORMATION CONFIRM
l PHYSICAL CHANNEL RECONFIGURATION COMPLETE
l TRANSPORT CHANNEL RECONFIGURATION COMPLETE
When this happens, the call is dropped. You can run the RNC MML command SET
URRCTRLSWITCH with OptimizationSwitch6(BSC6900,BSC6910) set to
FACH_CU_RELOC_RB_MSG_COMP_SWITCH.

When receiving a cell update message, the RNC establishes a new RL and deletes the old RL.
The new RL is specified in the cell update message.
If the first attempt to re-establish the RL fails, the RRC connection will be released.
This procedure is supported for both CS and PS RAB.
For PS RAB, this procedure is supported for both DCH and HSDPA bearer.
More detailed description of this procedure is as follows:
1. The UE initiates the re-establishment of the RRC connection in the new cell by sending a
CELL UPDATE message on the CCCH.
2. The RNC allocates radio resources in the new cell and sends an NBAP message RADIO
LINK SETUP REQUEST to the new NodeB.
3. The NodeB allocates resources and responds with an NBAP message RADIO LINK
SETUP RESPONSE.
4. The RNC initiates the setup of Iub data transport bearer by using the Access Link
Control Application Protocol (ALCAP) protocol.
5. The RNC sends the old NodeB a RADIO LINK DELETION REQUEST message to
release the old Iub radio link.
6. Upon releasing the old Iub radio link, the old NodeB sends the RNC a RADIO LINK
DELECTION RESPONSE message.
7. The RNC initiates the release of Iub data transport bearer with the old NodeB by using
the ALCAP protocol.
8. The RNC prepares a CELL UPDATE CONFIRM message and sends it to the UE on the
DCCH.
9. The UE re-establishes radio connection in the new cell and sends the PHYSICAL
CHANNEL RECONFIGURATION COMPLETE, RADIO REARER
RECONFIGURATION COMPLETE, RADIO BEARER RELEASE COMPLETE, or
TRANSPORT CHANNEL RECONFIGURATION COMPLETE message to the RNC.
Step 4 through step 7 are necessary only when ATM transmission is used over the Iub
interface.
After the algorithm for optimization against the state inconsistency of UEs in the
CELL_FACH state is enabled, the RNC does not immediately release the RRC connection of
a UE in the CELL_FACH state if it does not receive any response from the UE within a
specified period during a cell update procedure. When the UE enters the service area again
and sends a CELL UPDATE message, the RNC can process this message and keeps the UE in
connected mode, which reduces the call drops due to the UE's state inconsistency between the
UE and the RNC and decreases the signaling load.
NOTE
If a certain type of UE is incompatible with this algorithm, you can run the ADD UIMEITAC
or MOD UIMEITAC command to avoid this problem: In this command, set the TAC by
selecting the SPECUSER_FACH_CONSIS_OPTI_DISABLE_SWITCH check box under
the SpecUserFunctionSwitch3(BSC6900,BSC6910) parameter, which indicates that UEs
using this TAC cannot use this algorithm.
RL reallocation may fail and PS service drops occur in the following scenario:
1. The RNC sends signaling over the Uu interface and waits for a response from the UE.
2. The RNC receives from the UE a CELL UPDATE message concurrent with the
reception of an Iu interface release message, an SCRI message, or an RL failure message
or the detection of an SRB reset.
The CU_PRI_OVERLAP_OTHER_PROC_SWITCH under the
OptimizationSwitch4(BSC6900,BSC6910) parameter in the SET URRCTRLSWITCH
command is now used to allow the RNC to preferentially process the cell update procedure in
the preceding scenario to reduce PS call drops.
4 Engineering Guidelines
b. Determine the cell update causes with a low cell update success rate. For example,
you can apply this function to cell update causes whose cell update success rate is
lower than the general cell update success rate of the related cell.
2. Determine cells to which this function will apply.
Based on the previously determined cell update causes, locate cells with a low cell
update success rate.
Before applying this function to these cells, check the values of the
VS.RRC.Rej.DLPower.Cong(BSC6900,BSC6910), and
VS.RAB.FailEstabPS.DLPower.Cong(BSC6900,BSC6910), and
VS.RAB.FailEstabCS.DLPower.Cong(BSC6900,BSC6910) counters. If the values are
large within a certain period of time (for example, one week), you are advised not to use
this function.
3. Run the RNC MML command LST UFACH to locate a FACH whose Bearing Signal
Indication is set to TRUE. Then, obtain the values of the Max Transmit Power of
FACH and Offset between Initial and Max FACHPower parameters for this FACH.

4.5.3 Deployment
This section describes how to activate, verify, and deactivate the function of automatic FACH
power compensation during cell updates.

this function will aggravate power resource congestion.
4.5.3.4 Activation

Step 2 Run the RNC MML command ADD UFACH or MOD UFACH and specify Max Transmit

signaling messages. The recommended value for the former parameter is 2 dB and that for the
latter parameter is 1 dB.
Run the RNC MML command LST UFACH to locate a FACH whose Bearing Signal
Indication is set to TRUE.

When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.

This function does not take effect if a cell enters the overload control state due to downlink power
congestion.
l If the IE value is equal to the Offset between Initial and Max FACHPower value (as
shown in Figure 4-2), the function does not take effect.

Step 1 Run the RNC MML command LST USCCPCH to set Cell ID and obtain the number of
SCCPCHs and SCCPCH ID configured for a cell.
Step 2 Run the RNC MML command LST UFACH to set Cell ID and obtain the SCCPCH ID of a
transmission channel whose Bearing Signal Indication is set to TRUE.
Step 3 Start a tracing task (Debug Mode) on the Cell Trace interface of the LMT.
Step 4 On the FMR tab page of the Cell Trace dialog box, select Layer 2 data transfer Periodic
Report and CCH Data Report and specify Report Period(100ms) and SCCPCH ID 1. The
configuration requirements are as follows:
l It is recommended that Report Period(100ms) be set to 20.
l If there is only one SCCPCH, enter the corresponding SCCPCH ID for SCCPCH ID 1.
l If there are two SCCPCHs, the SCCPCH ID for SCCPCH ID 1 must be the SCCPCH
ID of the transmission channel whose Bearing Signal Indication is set to TRUE.
Step 5 Start cell tracing.

4.5.3.6 Deactivation
