MEMORANDUM CIRCULAR

TO 7 ALL PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL
MAYORS, PUNONG BARANGAYS AND DILG REGIONAL
DIRECTORS
SUBJECT : STRENGTHENING OF ANTI-DRUG ABUSE COUNCILS
Reference to DILG Memorandum Circular Nos. 98-227 dated December 2, 1998, 99-226
dated December 21, 1999 and 2001-90 dated July 26, 2001, all pertaining to the creation of the Ant-
Drug Abuse Councils (ADACS) in all levels of local governments, all Provincial Governors, City
Mayors, Municipal Mayors and Punong Barangays are hereby directed to immediately reactivate and
strengthen, or cause the creation of (in case there is still none) their respective ADACS.
‘The Local Anti-Drug Abuse Council shall perform the following roles and responsibilities
1) Serve as focal point through which various organizations and individuals work together
cooperatively in the planning, implementation and evaluation of programs on drug abuse
prevention;
2) Provide for an effective mechanism for the coordination of existing services and programs and
those which might be developed in the immediate future;
3) Provide for a mechanism to obtain funds, volunteer facilities and technical expertise;
4) Conduct information and education campaign on the ill-effect of illegal drugs, monitor and
report to proper authorities drug-pushers and drug-users in their locality;
5) Prepare a confidential watchlist of drug users and pushers found in the LGU's area of
jurisdiction to be submitted to the PNP Anti-lilegal Drug Task Force for the latter's validation or
Verification leading to the arrest and filing of appropriate charges.
6) Perform other related responsibilities as may be assigned by competent authorities.
All DILG Regional Directors are, likewise, directed to:
4) Ensure the immediate and widest dissemination of this Memorandum Circular to all concemed
within their regional assignments,
2) Submit a status report of compliance to the above-mentioned directives, with an updated lists
‘of LGUs within their jurisdictions with and without, if any, organized ADACs, to reach the
Office of the Secretary before but not later than July 15, 2003; and
3) See to it that the intent of this directive is complied with.
