II.1 Discovery of an Incident

Standard Operating Procedures for First on the Scene


Step 1. Recognize the incident.
Protect yourself. Keep calm, do not panic, and do not be a hero. Your goal is to protect
people first, then the environment.

Step 2. Answer questions below to assess the incidentsee Spill Flow Chart
Is there any danger to life and health?
Is the nature of the material unknown?
Is the spill in or threatening water?
Is there any leaking gas cylinder?
Is there a potential for the spill to migrate off-base?

Step 3. Determine if threshold quantities are exceeded using Table II.1


(next page).
Step 4. Determine incident level using Spill Flow Chart and Table II.2
Step 5. Follow instructions in First on the Scene Flowchart, in Section II.2 for
Tier I incidents, and in Section II.4 for Tier II and Tier III incidents.
Step 6. Follow procedures A through H to protect people and call 911.
A. Designate someone to immediately call 911.

B. If this is a life-threatening situation, initiate evacuation of your building or area


by the verbal command Chemical release, evacuate!
C. Follow the posted evacuation route quickly and calmly. Upon reaching the
staging area, conduct a head count.
D. If the situation is not life threatening, notify personnel in the immediate vicinity
of the release or hazard.
E. Isolate and deny entryshut doors and prevent people from entering.
F. If it is safe to do so, restrict sources of ignition (flares, automobile engines, etc.)

Do you have a Material Safety Data Sheet (MSDS) for the chemical that
spilled?
H. Remain on the line until the 911 dispatcher releases you.
