ID#-------- Each man has an individual DPMO file number. This ID number
CTRY------ Contains the first two letters indicate the country in which an
individual was first placed in amissing/captured status: T.he
fourth and fifth letters indicate the country in which an
individual was moved to or it indicates that an individual was
lost over water "OW."
TIME--------- Contains Greenwich (Zulu) and local time. Time that the incident
occurred.
RET/DATE---- The date that the remains of individuals were returned to U.S.
control.
The National Defense Authorization Act for 1991 and 1992, Section 1082, also
referred to as the McCain Bill, specifies that the Secretary of Defense may not make
public records of Vietnam-era unaccounted for persons except under certain conditions.
The Bill specifies that the material includes any record, live sighting report, or
other information in the custody of the Department of Defense that relates to the
location, treatment, or condition of any Vietnam-era POW/MIA. The Bill further
provides that the Secretary of Defense may not make such records public, if the record
specifically mentions a person by name, unless, in the case of a person who is dead or
incapacitated or whose whereabouts are unknown, a family member of family members of
that person determined by the Secretary of Defense to be appropriate for such purpose
expressly consent in writing to the disclosure of the record or other information.
In compliance with the McCain Bill, in 1992 DoD submitted letters through the
service casualty officers to the primary next of kin (as defined in DoD Instruction 1\
I
1300.18) of 2,266 unaccounted for personnel requesting consent to release the records
pertaining to their unaccounted for family member. Consent to release was granted in
writing by 1, 661 next of kin. However, as of January 3, 1995, in the case of 605
unaccounted for persons, the next of kin denied consent, withheld consent pending
review of the records being considered for release, or did not respond to the 1992 DoD
letters. Under the protections provided in the McCain Bill, the names of these
individuals are included in this PMSEA, but the last known latitude/longitude of the
individual's place of loss is not included.
