Subject: Second Appeal towards grounds of Unethical and Mislead Information in

First Appeal By CPIO in reply provided against my RTI application no. 35-
466/2017/RTI-Estt.I.

Sir,

With due respect, I would like you to apprise that I had raised an RTI Application No.35-
466/2017/RTI-Estt.I dated April 6th, 2017 addressed to The Nodal and CPIO, RTI Cell, AIIMS
regarding information sought for secretarial post as per format for the last five years (2013-
2017)under RTI Act 2005 (copy enclosed for ready reference).

Further, in response to above mentioned RTI, I am in receipt of reply by Shri Manoj Kumar
Jha, Sr. Administrative Officer and CPIO, RTI Cell, AIIMS vide letter dated 08.05.2017. In the
reply, it stated that desired information are not available in the requested format and
collection of this type of information will lead to diversion to human resources in
addition to this it is also said if you require any specific information regarding my RTI
application, I may visit personally down there with proper intimation to them in
advance. A copy of the reply attached herewith for your information and ready reference.

As far as my knowledge is concerned, there is no provision in RTI Rule that RTI applicant
can be invited by a department / office / company to inspect the file instead of the providing
details as sought by him in writing. The information sought by me is prepared and maintained
by Human Resources Department from time to time and the undersigned do not see any
diversion in Human Resources. It seems that posted CPIO, AIIMS is unnecessary
delaying this by diverting the issue unethically also resultantly misleading the requisite
information.

Therefore, the I would seek your intervention to advise CPIO, AIIMS to furnish the details as
desired in available format with you, at the earliest, possible.

Subject: First Appeal Under RTI Act, 2005.

Sir,

This has reference to the RTI dated 06 th April, 2017 whereby latest seniority list of posts which
Administrative and Secretarial cadre of AIIMS staff, New Delhi till date i.e. 06 th April 2017 was
sought.

I am in receipt of reply vide letter No.F.9-127/2017-Estt.(RCT) dated 29 th July 2017 Issued by

Shri Pallav Kumar Chittej, Administrative Officer & CPIO Recruitment Cell, AIIMS alongwith
seniority list.

It has been observed that instead of furnishing latest seniority list i.e. 6 th April, 2017,the
seniority list provided by CPIO to me is three-four years old and few names mentioned in
the list have been superannuated. It seems that unnecessary delays is being made by
CPIO, AIIMS by doing this unethical and resultantly misleading the requisite information.

Sir, it is a request to you to intervene in the issue and advise the CPIO to provide the latest
seniority list of Administrative and Secretarial Cadre (Till dated 06th April 2017).

A positive response is highly appreciated.
