1 Introduction

Government of Nepal is being implementing the Third Small Towns Water Supply and Sanitation
Sector Project (TSTWSSSP) in order to improve health and quality of life of the people living in
the project towns by constructing and extending water supply systems, limited drainage and
sanitation facilities and providing health and hygiene education program in various small towns
of the country. Department of Water Supply and Sewerage (DWSS) is the implementing agency
whereas the Ministry of Urban Development is the executing agency.
The project has adopted the community managed demand responsive approach, where the
community is involved in all aspects of planning and implementation of the sub-projects since
the beginning to post implementation phases. Similarly, overall management, operation and
maintenance are fully relying on WUSC/WUA for sustainability, effective service delivery in the
proposed town projects.

Asian Development Bank has been providing financial assistance to this project and duration of
the First project period was 2001- 2008, the Second Project period ranges between 2009 and
2015. The Third Small Town Water Supply and Sanitation Sector Project (Loan No. 3157) has
been launched in 2014.

The project will assist in implementing a part of the 15-year Development Plan for Small Towns
Water Supply and Sanitation Development in the country and about 26 Small Towns will be
covered by this project.

Eastern Regional Project Supervision and Management Consultants (ERDSMC), joint venture of
TAEC Consult Pvt. Ltd and Integrated Consultants Nepal (P.) Ltd. has been assigned to provide
services on include feasibility study and detail engineering design water supply and sanitation
services, preparation of socio-economic profile, Initial Environmental Examination study,
financial analysis and a working framework for the implementation of the said towns.

Similarly, the Consultants have been assigned for social, health and hygiene activities and OBA
service for selected households, support to ODF campaign, capacity building of WUSC and
backward community, women and dalit with in the community. Similalry, Gesi mainstreaming in
all activities of project cycle (Feasibility, Detail, Construction and post construction phase) is
also a major component of Third small town project. Hence, ToT on GESI is proposed for
effectively implementation of GESI mainstreaming activities in all activities.

2 Trainers Training (ToT) on GESI Program

The proposed training is TrainersTraining (ToT) on GESI for WUSC members and
Social mobilizer and will be conducted in RPMO, Itahari. Content for training has been
developed and all the relevant subjects and matters are included according to the requirement
ot ToT specially focused on GESE approach of TSTWSSSP.

3 Objectives of Training Program:


The TOT on GESI program has set a major objective as dissemination of overall concept of
GESI and it approach. The objectives of the TOT are as follow:
To provide concept of Gender/ Sex , Social inclusion/exclusion, GESI mainstreaming,
Aware on Gender Terminology: Power Relation, Gender Equity, Gender Equality,
Empowerment etc.
To provide information on National and International Policy and Provision, Commitment
and Program on GESI
Well informed on arrangement of GESI activities in TSTWSSSP
To provide information/ knowledge on TSTWSSSP and its execution process;
To develop capacity building, skill and knowledge for Gesi mainstreaming in project
activities
To sensitize/familiarize with GESI concept, objective and process in the project
implementation;
To develop knowledge and horizon on GESI approach and prepare capable trainer

4 Approach and Methodology:


The following approach and methodology will be applied in ToT (Trainers Training program) for
achieving objective of the program. Identifying the groups of participants, following approach
shall be effective and fruitful for dissemination of information and sharing with the participants.

The adopted approach is Lecture, Discussion, Question and Answer, Role Play etc.
The proposed training will be conducted based on the adult learning principles and
participatory training approaches.
A number of participatory tools/methods such as idea collection, group discussion,
group play, group work, video play and power point presentation etc.
Participatory and learner centered methods as well as different effective and
appropriate media/materials will be utilized to achieve the objectives of the program.
Similarly, more interaction and discussion will be held to encourage participants for
active participation and improvement of their facilitation skills.

5 Target group/ Particip ants:


The participants of the proposed training will be two members of WUSC body including one
male and female members and two Social mobilizer (from ICG & ERDSMC) from each town
project . Altogether 30-35 persons will be included in the training program.

6 Duration and Timeframe


The proposed training/orientation shall be conducted in RPMO, Itahari. Duration of the TOT on
GESI program shall be three full days. The proposed tentative date of training is from 6 to 8
March 2017 (24-26 Chaitra 2073 B.S.).

7 Expected Outcomes:
It has been expected that the participants will be aware and sensitized on GESI and able to
organize orientation/training and consultation meeting on GESI as a trainer after participating in
TOT program. The participants will also be able to explain on Gesi mainstreaming activities in
TSTWSSSP, modality, execution process, and implementation of GESI.

8 Training Materials
Sufficient required training materials will be provided to all participants for effectively
achievement of the program achievement. The following materials shall be provide

9 Logistics Management
Required logistic management for training program shall be managed by ERDSMC. The
required logistics such as stationary, photocopy, hands out, breakfast/lunch etc will be
well managed for effectively conduction of the program.

10 Resource Persons:
The ToT program requires resource person for effectively carryout of the training sessions.
Required resource persons will be from RPMO/ERDSMC and PMO/DRTAC. Similarly, few
resource person for specific topics will be invited from outside. GESI specialist will coordinate
entire of this program. The following specialists will be involved in training program.

11 Budgets for the ToT Program


The total budget is NRs. 600,487.65 (Six Lakhs Four Hundred Eighty-Seven and Sixty-five Paisa
only) has been allocated for this training program. The above expenditure has been proposed to
adjust from Provisional Sum. Its details and breakdown are provided in below table:

12. Documentation and Reporting


Proper documentation of ToT program will be done and report will be prepared and
submitted. During the training session, provided feedback and suggestion will be
gathered for further improvement and development of training program.

13. Conclusion

The proposed ToT on Gesi has been proposed in RPMO, Itahari, Sunsari. The proposed ToT on
Gesi shall be useful and effective for trainees for implementation of TSTWSSSP. Similarly, it
will enhance capacity of WUSC and stakeholders for mainstreaming Gesi activities in town
prokects.
