I confirmed that Inmate Morale's door was closed by pulling on it. I then insured that Inmate Rubio also had his cell door closed. I continued to do inmate checks approximately every fifteen minutes. On October 1, 2012 at approximately 0145 hrs, I was completing a inmate check in D block, when I noticed that cell D1 was slightly opened. I looked towards Morale's bunk and noticed he was not in it. As I tured around towards the main common area , I heard the main cell door close. attempted to open the cell door from the inside with my jail keys and noticed that the key hole was jammed. The cell key would not enter more than half way in. I then pressed the call button located on the wall. The call button sounded twice before it shut off. attempted to get the attention of the dispatcher on duty by shaking the cell door and calling out to her. | then attempted to use the pay phone inside the cell block. The phone was not turned on as it only works between the hours of 0600 hrs to 2300 hrs. I continued to use the key in an attempt to open the door. I used the slim potion of my handcuff key to clear the jam in the key hole. The piece then broke into the key hole rendering it further blocked. Deputy Andres entered the cell block. 1 advised him I was code 4 and advised him there was an inmate outside the secured area, | slid the jail keys through the bottom of the cell door. Deputy Lance opened the cell door and cleared the hallway. Deputy Andres and I cleared the control room and booking area. We checked the intake area and noticed that door number six was slightly open. We continued the check and we went out into the sally port area through door six, We checked the perimeter of the sally port area, the parking lot and the building located on the par lot. Deputy Andres and I checked all the units in the area. A check of the whole perimeter was completed with no sign of inmate Morales. All notifications were made to the Detention Sergeant, Chief and Sheriff. Dispatch also advised the surrounding areas, It is requested that this report be forwarded to the District Attorney's Office. A warrant for Morales arrest is requested per NRS 212.030 warrant for escaped prisoner. Prepared soso Dave o/01/2012 Date 10/01/2012 ‘Approved sos ADRIAN, VANESSA DOSEN, TONY Sion cennin ae tt: POBOX 498 VIRGINIA CITY, NV 89440, ‘SUPPLEMENT 1 12-757 775.847.0950 —— On October 1, 2012 video surveillance was obtained from the Storey County Detention Facility surveillance system. In review of the video, at about 0115 hours Deputy Adrian enters the main jail hallways through door # 8. Approximately 24 seconds later, inmate Morales is observed coming through door #8 into the holding/booking area. He is able to enter through the open door #7 into the control room then is observed exiting through door ##6 into the sally port area. He then is seen on video ‘on top of the evidence trailer where he clears the razor wire chain link fence area to escape the secured sally port area. Morales was wearing the issued black and white striped jail uniform and appeared to be carrying his issued jail sli video time was found be to nineteen (19) minutes slower than the time on the accessing computer. Additional recordings were obtained from the surveillance system for September 30, 2012 and October 1, 2012. Upon notifications, search efforts were organized in an attempt to locate Morales. A warrant for his arrest was also requested and granted. A narrative based on search efforts is pending (reference Sgt. | Bowers). Additionally, Morales’ spoon from his jail cell was collected by Deputy Rothschild for future potential DNA comparison and photographs were obtained of Morales’ individual jail cell (D1) and locking mechanisms on DI and the D block main cell door. Morales had placed shampoo bottle caps the lock mechanism for D block main. AT&T was also contacted to review possible telephone calls made by Morales while in the control room area. According to AT&T, no calls were placed from 0120 hours through 0150 hours on October 1, 2012. On October 4, 2012, an interview was conducted with D block inmate Rubio, According to Rubio, Morales had questioned him about Mexico extensively including what the border is like to cross, He also spent most of hi had planned to go nor did he hear the escape. According to Rubio, he only heard Deputy Adrian screaming for help after the D block door closed. Possible sightings were reported in Dayton, Nevada and Winnemuc this time, Morales’ whereabouts are unknown, No further. ‘on sandals. No other items were found missing. A check of the surveillance and cardboard into the open slot below the door locking mechanism on DI and a piece of cardboard into 1e watching survival shows on the television, Rubio had no idea where Morales , Nevada and were unfounded. Additionally, due to the length of time Morales was in the control room, based on additional video surveillance viewed, the possibility of him making a phone call was present. On October 5, 2012. a request was placed to AT&T to obtain a call log for 775-847-0929 and 775-847-0973 between 1320 hours and 1350 hours on October 01, 2012 in an attempt to gain knowledge of Morales' possible whereabouts. According to AT&T, no calls were placed during that time. Although a warrant as already been issued in this case for Felony escape, it is requested for the case to be forwarded to the Storey County Sheriff's Office and additional charges sought for Morales’ violation of NRS 212.190. During Morales’ escape he caused injury to the cell door in D block main in which a locksmith had to contacted and a fee was charged. ‘No further. pared By: Dat ‘Approved S0S¢ FLETCHEI (ER, MELANIE 0/09/2012 STOREY COUNTY SHERIFF'S OFFICE P.O BOX 498 VIRGINIA CITY, NV 89440 SUPPLEMENT 3 775-847-0980 12.757 On October 1, 2012, upon signing on to work at 0545 am, I was advised of an escaped inmate from the SCSO Detention Facility. 1 was advised that Jeremy Morales, a convicted and as-yet sentenced felony inmate had effected an escape from the facility and was likely at large in the vicinity of Virginia City or Gold Hill areas of Storey County, Upon arrival in Virginia City I received a basic rundown of the events leading up to and immediately following the escape. I was advised that a two person K9 team from the Carson City Sheriff's Office had conducted an unsuccessful search of the area east of the detention facility, the upper portions of SR341 and approximately 1 mile into the ravine directly south of the East Yellowjacket Mine. At approximately 0800 hours deputy Jason Safle arrived at the detention facility and with him we began tracking activities. Following is a synopsis of the tracking/searching activities that took place on October 1 and 2, 2012: Manhunt Synopsis Jeremy J Morales October 1-2, 2012 Day 1: October 1, 2012 Units Requested: NHP: Traffic monitoring CCSO: Dog Team (2 persons) LCSO: Traffic control, monitoring and SARS LCSO SARS: Search/Tracking team (8 persons) NCC: Search/Tracking team (5 persons) WCSO: Tactical Tracking/Dog teams w/ contracted tracker and Raven (air search) SCSO: Support, Search and Tracking teams deployed. SCSO: Logistics A2 SCSO: Media and Logistics Al SCSO:; Reserves assigned to school patrol (3 reserves) Definitions: Tracking: Actively working/observing signs of suspect passage. Searching: Systematic looking for suspect in likely hiding places using grid, coordinate, linear or other technique, absent signs of actual passage. Narrative: Initial callout and search by CCSO resulted in negative leads. Team searched approximately I mile below east yellowjacket mine before returning to 911 and clearing scene. 3033 Prepared By Di ronton012 BOWERS 10/09/2012 POBOX 498 VIRGINIA CITY, NV 89440 775-847-0950 SUPPLEMENT 3 12-957 SCSO Tracking team attempted to locate track and sign in the area of train tracks and along route taken by SO. UTL and returned to detention facility. NNCC teams arrived and were deployed to American flats. LCSO SAR arrived at location in Silver Springs and staged. They were later deployed to Devils Gate and the north side of American flats at the railroad tracks, Neither teams located sign. WCSO team arrived and were deployed with SCSO trackers (Saffle & Bowers). Jail video was reviewed and location of escape from compound was determined. WCSO tracker picked up track leading south west of jail. Track was followed intermittently along the SR342 corridor, just below the county yard. Tracks led to the lower train depot in gold hill. All homes and outbuildings were searched along the course of the track. WCSO tracker followed apparent sign into crown point ravine. Approximately 1s mile into ravine, terrain prevented further tracking. Team returned to lower depot, broke for lunch and then got into vehicles. Vehicles were driven to the location that Morales would have come out onto Ophir Grade. Ophir Grade was followed on foot to the 4 corners area within Washoe county, when WCSO tracker stated he had lost sign. Teams returned to jail facility and WCSO was released. Tracking teams were re-organized. NNCC team was placed with SCSO team, LCSO SAR was split into ‘hwo teams. One was sent to the American flats mill site, and the other was sent to Devil's Gate. NNCC and SCSO returned to the last identifiable track, approximately 200 yards south of the lower depot. Afier searching approximately % mile down the railroad tracks, the team reversed and then located sign above the crown point mill heading east. This indicated that Morales had notin fact headed towards Ophir/Jumbo Grade areas and had remained instead in the populated areas of Gold Hill. Tracking resumed along the north side of the mill. The mill and outbuildings were searched. Tracking continued east 10 1660 Main Street, where tracks were lost. Tracking was called off for the day at approximately | 1830 hours. ight surveillance teams were deployed along SR342, and WCSO Raven responded with an air search of approximately 1 hour. Day 2: October 2, 2012 Units Requested: NNCC: Tracking team (4 persons) ‘SCSO: Tracking team (3 persons) SCSO: Support, reserve and search personnel SCSO tracking team picked up confirmed tracks at 1325 Main Street. Tracks were observed in front of and to the south side of the residence. Tracks appeared to end in front of the residence as Morales apparently walked onto the roadway. All surrounding buildings were searched. SCSO search team with NNCC tracking team was deployed south of this location and conducted a systematic search of all Date yorto2012
