01) Object.
The object of the present Specification is the purchase of a new building on Engineering Procurement and
Construction (EPC Project. The present specification determines the basic design criteria that the supplier
must follow and all details related with this project.
The building will be mounted in TENARIS SPIJ PT. Seamless Pipe Indonesia Jaya, and its location inside the
plant is shown picture below.
The address is JI. Antartika 1 Kav. F4, Krakatau Industrial Estate, Cilegon, Banten.

EXTENSION
Roofing will consist of a metallic roof single layer Trapezoidal Lysaght Spandek 0.48 Zincalume , Heating
insulation minimum thickness 50 mm, aluminum foil, and roof mesh .
Cladding Wall is using a metallic wall single layer Trapezoidal Lysaght Spandek 0.42 Zincalume . Both
sizes and type will be determined in the project.
Gutter is using SUS 304 with thickness 2-3 mm and down rain PVC pipe that need to connect with existing
rain water system.
This specification covers mandatory minimum requirements for basic design, calculation sheets, basic
engineering drawings, work shop drawings, steel and steel fabrication supply concerning to the building
structure. This plant is located at Kawasan Industrial Estate Cilegon Banten, Indonesia.
a. Design and calculation, Fabrications, Delivery and Erection of Pre engineering steel Building:
To design, co-ordinate & liaise with Tenaris defined detail engineering company on all
necessary information, calculation and drawings (in AutoCad 2004) in hard & soft copy to
facilitate understructure design.
To design, supply, deliver and construction supervision gabled steel frame system and its
secondary structure, roof system (360 Standing seam system, single panel with insulation)
and wall system (single panel without insulation) for UT Building.
To design, supply and deliver connections between steel column, wall panel and brick (or
concrete) dado.
To attend all design co-ordination meeting organized by Tenaris or Tenaris defined
representative upon requested
To clarify with governmental bureau on all related design matters, at some time may
require performing jointly with Tenaris or Tenaris defined representative according to
project needs.
To include all governmental fee that need to be paid by contractor, that specified by law.
To include all quality certificate for materials, in process fabrication tests and reports.
To include proper packaging, lifting tools, loading and transportation of goods to site.
To include all accessories to complete the pre-engineering building, such as anchor bolts,
anchor bolt template and all accessories.
To include roof skylight, cladding parapet (including interconnection between north
cladding to new roof) , penetration flashing, rain water gutter, drain water downpipes
(UPVC for indoor downpipes and colourful steel for outdoor downpipes),.

To include 4 sets of detailed design drawings & erection drawings in print and 1 set of
which in soft copy (in Autocad 2004) for Tenaris.
To include Defect Period due to design, fabrication, delivery and erection supervision for 5
years after the final acceptance.
To include Defect Period due to design, fabrication, delivery and erection supervision for 3
months after the final acceptance (The maintenance Period)
To include Material Warranty for 10 years on leakage due to material and quality defect for
roof and wall system.
To include material warranty for 5 Year after final acceptance 100% for the employment of
physical.
Fabrication shall be only started upon receipt of the design approval from Owner.
The steel fabrication subcontractor if having shall be marked in proposal.

3.3 Local codes for design loads.
Must be considered if available.
If there not local codes, ASD code should be used.
The supplier must obtain all permits requested by the Government, ready to be used.
If any permit needs any type of payment the Supplier must inform SPIJ who will pay.
However, all the follow up until the building is ready to be used must be done by the Supplier.
6.2 Grounding
Upon better or mandatory country or state electric installation regulation, the plant must accomplish NEC Art.
250 (National Electric Code)for general and Industrial installation or equivalent IEC 60364 chapter 54
(International Electro technical Commission), earthing arrangement and protection conductors. Configuration
selected is IEC TT
6.4.01 Only new steel shall be used, and it shall fulfill the following standards (certification will be requested):
Hot rolled shapes ASTM A572 Gr. 50. Rolled material shall be in accordance with the tolerances
specified in ASTM A6. Straightening shall be done by methods that will not damage the material.
Plates ASTM A36
Cold formed shapes ASTM A36. For purlins and girths must be hot deep galvanized.
Girders and other weld formed shapes ASTM A36 (NOT ASTM A572 Gr. 50)
Steel pipes ASTM A53
Bolts for structural connections ASTM A325-X, washers F436, nuts ASTM A563 grade DH
Welded must be done with electrodes E6010 and E7018 ASTM A233.
Material or work that does not meet the requirements of drawings and specifications shall be repaired or
removed and replaced at the suppliers expense.
6.4.02 Roof purlins and walls girths must be purveyed by the Supplier contractor.
This item includes all necessary accessories for connections.
Steel cladding for roof and walls must be Cincalum coated sinusoidal type, at least #22 BWG gauge or similar.
The Supplier must include 10% translucent cladding and 2 inches glass fiber roof insulation.
6.4.03 Any material or task not mentioned in this specification which the contractor considers that should be
supplied must be communicated to Tenaris during the bidding process.
Fabrication methods shall follow the best accepted practice within the industry and shall be in accordance with
the AISC-Specification for the Design, Fabrication and Erection of Structural Steel for Buildings.
6.4.04 Welding sequence and procedures shall be such as to minimize distortion and shrinkage. Where
required by the drawings, joint weld assemblies shall be stress relieved by heat-treatment.
6.4.05 The packing, the handling of materials and assembled components should be done to avoid overstress,
warping, twisting or other damage. The surface of the different structural elements must be protected.
6.4.06 Do not perform shop splices for elements without the prior written approval of Tenaris. When approved,
shop splices shall develop 100 percent of the capacity of the member. Nondestructive tests (NDT) for shop
splices shall be requested at the discretion of Tenaris.
6.4.07 Field welded joints will not be admitted. Design must allow for this situation. Erection bolts must be
supplied for field-welded connections.
6.4.08 In new work, utilization of bolts in bearing-type connections shall not be considered as sharing the
stress in combination with welds. If Welds are performed, shall be proportioned to carry the total stress in the
connection. High-strength bolts proportioned for slip-critical connections may be considered as sharing the
stress with the welds.
6.4.09 Welded joints in structural components (referred as full penetration welded joints in plates across the
element provided by the fabricator) to make up the length of the element, shall be according to the following
criteria:
a) Except as provided in b), the maximum number of joints in flange or web shall not exceed the values
given below:

b) Joints shall not be located in the maximum stress regions such as:
the middle L/3 portion of simple and fixed beams.
the end L/5 portion of moment connected beams and columns.
If required, to distribute the joints in order to achieve these conditions, the maximum number of
joints provided in a) may be increased by one (1) unit.
c) Any component, flange and/or web shall not have longitudinal joints along the element.
d) For structural shapes of 600 mm depth or greater, and where specifically required by drawings, the
joint locations shall be approved by Tenaris before fabrication.

f) The inspection locations shall be as per code or Tenaris suggestion. Inspection will be on visual
examination, and/or as indicated on drawings.
g) For each group of structural elements, a minimum of 10% of the joints shall be inspected. If some
indications are found, additional joints shall be inspected.
6.4.10 X-ray or penetrating liquids inspection (according to AWS D1.1) could be required of the contractor
during welding works in the work shop and/or at field.
Reports must be issued.
If faults are detected, repairs and/or replacement incurred costs will be the Suppliers responsibility.
6.4.11 Cleaning and painting: the following procedure applies to the steel structure:
Shot blasted near white: SSPC-SP-10
First coating: Inorganic zinc (Comex), riched selfcuring in a 100 micron dry coating. Color: Grey RAL
7001 or other indicated by Tenaris
Finish coating: Epoxy (COMEX, Amercoat - 385), in a 100 micron dry coating. Color: Grey RAL 7001
or other indicated by Tenaris
Total dry coating at least 200 microns.
6.4.12 Identification:
Every structural member must be marked in two different places with a punch.
This mark will contain the position number and the reference drawing.
Letters shall be a minimum of 15mm high.
In addition, the piece shall be marked with paint with the name of the contractor, the shop fabrication and/or
erection drawing number, the area number and any other such information as is required for proper
identification of the piece.
The information required above may be written in a label affixed to the piece, which shall be removable
without damage to the paint coating.
6.5 Erection
6.5.1 Demolition :
Dismantle existing asbestos cladding, canopy, steel structure and concrete necessary for Foundation
responsible suppliers except electrical issued

Before start the erection activity the suppliers need submit the working method and need approve by
Tenaris.
Make sure SIMB/Surat Izin Sementara IMB already issued before start Erection
During activities erection steel structure lite theodolite or equipment measuring need on site for guide
erection steel structure and prepare report measurement actual steel structure.
For Worker already done training working at height and have medical checkup clear for working at
height.
Using the heavy equipment like Crane for lifting material and man lift for lifting people, the crane and
man lift already done inspection by Tenaris before working in Tenaris area.
For lifting worker and working at height using the man lift, cant use scaffolding, scaffolding can be use
only for special case.
Important Remark:
The documentation listed above is just for reference and may be modified at the moment the engineering job
must be started.
The supplier will have to accomplish also with the following general documents:
- Tenaris General Terms and Conditions.
- Tenaris HSE Requirements for Contractors.
10) Proposal.
The proposal to be prepared must detail the following points.
10.2 Schedule
Contractor must include a complete supply schedule with the quotation. This schedule will be performed
in Microsoft Project.
After contract signing, contractor must perform a detailed schedule including at least the following tasks:
- Basic drawings and calculations
- Work shop drawings
- Materials acquisition
- Work shop works
- Tests and inspections (quality control)
- Painting works
- Work Shop assembly
- Finishing
- Transport to SPIJ Plant
11) Waranty
Contractor must guarantee all manufactured structure, supporting the delivering to Tenaris with materials
quality certificates, and the whole work shop drawings. Drawings must be signed by a structural certified
engineer.
12) Payment
Payment progress Certification will be define during negotiation, upon presentation of a single invoice
accompanied by SPIJ Engineering Department Advance Approvals (Total or partial) of each point.
13) Language
All communications between TENARIS and the supplier must be in English.
All the engineering will be in English.
