Message from
Chairman and Managing Director

India being one of the fastest growing economies, requires enhanced power
infrastructure to sustain the growth rate, as it is the only infrastructure
with an incessant utilization and contributes to the development of people
and society at large. Realizing the same, Ministry of Power, Government of
India is focusing on providing 24x7 Power for All by 2022 by launching
Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) for achieving 100%
rural electrification and feeder separation for ensuring sufficient power to
agriculture. It has also launched Integrated Power Development Scheme
(IPDS) for improved metering, strengthening of the distribution sector
aiming at reduction of AT & C losses and supplying quality power. Further,
the Ministry has introduced Ujwal Discom Assurance Yojana (UDAY) in
order to reduce the debt burden of Discoms and improve their financial
health for better investments in the power sector.
To progress rapidly, the power sector needs to be toned up in all its areas of operation. Apart from making
huge investments in terms of financial and material resources, special focus is needed on nurturing
and developing human resource competencies. Unless right steps are taken to attract, develop, deploy,
motivate and retain the right quality and quantity of human resources, the national goal of achieving
capacity addition and raising the standards of power network on par with that in the developed countries
for enhanced consumer satisfaction will remain an unfulfilled dream.
The implementation of National Training Policy framed for the power sector will play a vital role in human
resource capacity building, in the form of training through refresher programmes. The applicational and
managerial skills are to be regularly updated to cope up with the advancing technologies and be aware
of latest happenings in the ever dynamic power sector. The power utilities need to allocate sufficient
training budgets to develop commensurate training infrastructure, create a business environment aligned
with training policy and monitor the programmes and progress.
Central Institute for Rural Electrification, the training institute of REC is always in the forefront in organising
training programmes suitable to enhance the knowledge and update the skills of the manpower
associated with entire gamut of power sector. It creates a forum for interaction with experts in the field
and knowledge sharing among the employees of power sector utilities. It is also living up to its role on
being empanelled by MOP to organise capacity building courses under their flagship programmes such
as IPDS, DDUGJY, etc.
I am positive that participants would find the value-proposition of our training programmes appealing
and the experience of attending them, truly rewarding, besides utilities realizing their aspirations out of
skill development programmes through enhanced productivity.

Director (Technical)

The power sector has been progressive and transformational since


implementation of reforms in the country. The increased budget allocation
to DDUGJY and IPDS for forthcoming year will provide much needed impetus
to the sector for achieving rural electrification and strengthening the
distribution. Transform, Energise, Clean India announced by Government
of India highlights the importance given for green energy development in
the country. The above initiatives will boost power demand, its evacuation
and distribution to reach consumers.

Substantial investments are proposed and numerous projects


are underway for implementation in power sector. Lack of
adequate competent manpower to execute these projects and subsequently take care of
O & M is a challenge. These new initiatives, policies, changing power sector landscape needs to prepare
themselves to adapt. Organisations have to inculcate the upgradation of skills, knowledge and change in
the attitude and perception of employees of power sector. It is essential to develop adequate responsive
training infrastructure in line with the changing business needs of power sector.

Trained personnel are the most valuable assets of any organization and so also with power sector
utilities. They play a major role in the progress and customer satisfaction of power utilities by upgrading
themselves with latest know-how. In this context, the efforts made by CIRE in offering the training
courses standout and meet power sector needs. CIRE has been modifying its Calendar by incorporating
the training programmes which are in demand and will be useful to power sector fraternity.

Any suggestions for improvement and addition of new programmes, in the Calendar are most welcome.

Additional Director

Power Sector is a happening sector and focused to provide


quality and reliable power supply extending its networks to the
nook and corner of the nation. The power companies need to
generate, transmit and distribute the power at an affordable
cost by adopting innovative methods, latest technologies and
improving their efficiencies. These can be achieved by needful
investment for replacing the obsolete equipment with latest
technology products and raising the capabilities of technical,
managerial and operational personnel.

The management in the power sector needs to appreciate


the human resources as the precious assets above physical
one, provide opportunities for updating their skill and knowledge on year on year
basis by deputing to attend training programmes regularly. This will not only motivate
the personnel, but will also enable exchange of ideas, thoughts and actions among the
participants of the programmes and also improve the performance of the power utilities
for delivery of services.

CIRE recognized widely as a pioneering training institute in the power sector and has
been designing its own long term and short term training programmes for national level
power sector personnel. CIRE modifying its training programmes suitably to meet the
requirements of the sector from time to time. CIRE has brought its Calendar for 2017-18
and earnestly hoped that power utilities would be making best use of these programmes
by extending their support in capacity building of their personnel.

About the Institute

Central Institute for Rural Electrification (CIRE) is a Training Institute established at Hyderabad in
1979 under the aegis of Rural Electrification Corporation Limited (REC), a Government of India
Enterprise.
The objective is to design and conduct training programmes on various topics of Electric Power
Generation, Transmission and Distribution Systems and also on Renewable Energy Systems.
During the last three and half decades, CIRE has organized programmes and workshops on
Technical, Management, Finance & Accounts, Human Resources, Information Technology and
Energy Efficiency issues relating to Power Sector.
CIRE is the nodal agency for coordination and implementation of the National Training Programmes
for C&D Employees of Power Utilities across the country under Deen Dayal Upadhyaya Gram
Jyothi Yojana (DDUGJY) sponsored by Ministry of Power, GOI. During 11th & 12th Plan, CIRE
co-ordinated training of 76,793 & 1, 28,002 (Provisional) C&D category of employees on various
modules. CIRE also co-ordinated training of 41016 power distribution franchisees during the 11th
plan.
CIRE is empanelled by Ministry of External Affairs, GOI, since 2005-06 for conducting
International Training Programmes under Indian Technical & Economic Cooperation (ITEC)
and Special Commonwealth Assistance for Africa Programme (SCAAP) and so far organized 78
programmes and trained more than 1215 executives from 75 countries. CIRE organises about 8-9
batches of 4 to 12 week duration programmes under ITEC/SCAAP schemes every year.
Upto March 2017, the Institute has organized 1783 training programmes and 38978 Engineers/
Managers from various Power Utilities in Generation, Transmission & Distribution Companies,
Electricity Departments, Rural Electric Cooperatives, Regulatory Commissions, Rural Development
Agencies, Banks, CPSUs, etc., participated in the programmes.

Notable Achievements of CIRE

CIRE has been conferred with Education Leadership Awards by Dewang Mehta
Business School, in the 22nd Business School Affaire in 2014 and by ABP News in
the National Education Awards in 2015 and 2016 consecutively in recognition of
Leadership, Development, Innovation and Industry interface.
CIRE organized programmes under the financial support of KfW, Germany on
Energy Accounting and Audit, High Voltage Distribution Systems (HVDS) and Clean
Development Mechanism (CDM).
CIRE was empanelled by Ministry of Power, GOI, to conduct DRUM programmes
on various topics for the personnel of power utilities from 2005 to 2012. CIRE was
rated as one of the best institutions in conduct of DRUM programmes.
CIRE conducted customised international programmes for the power sector
executives of Egypt & Afghanistan.
CIRE, during the year 2015-16, has conducted 19 customised programmes for
Andhra Pradesh Power Utilities, namely, Transmission Corporation of AP Limited
(APTRANSCO), Southern Power Distribution Company of AP Ltd (APSPDCL) and
Eastern Power Distribution Company of AP Ltd (APEPDCL) on various topics as
suggested by them.
CIRE has conducted during the last 3 years an Induction Training Programme for the newly recruited
engineers of APSPDCL (for 8 weeks), Manipur Power Distribution Company (for 2 weeks) on Power
Distribution Management, two batches of Civil Engineers of Punjab State Power Corporation Ltd. and
one batch of Training of Trainers programme on Solar and Hydro Power to JK State Power Development
Corporation, MP Paschim Kshetra Vidyut Vitaran Company Ltd. etc.
Under Sustainable Development Project, CIRE has established 40 KW Solar Plant, 5KW Solar Water
Pumping System for lifting the water to overhead tank and 1 KW Solar Street Lighting System (25 nos.) at
its campus.
CIRE also has 2000 litres solar water heating system to take care of hot water requirement of participants.
Knowledge Commission has empanelled CIRE as part of National Knowledge Network (NKN) Institute.

Every year CIRE organizes Regular Training Programmes for national participants on
state-of-art subjects of interest to power utilities. The regular programmes consist of both
technical and non-technical topics. Under Technical category, CIRE organizes programmes

How to Register

1. T he programme fee for National Regular Programme on Residential basis is Rs 5500/day/


participant plus Taxes as applicable. The programme fee for Non-Residential basis is Rs. 4500/
day/participant plus Taxes as applicable.

2. T he programme fee for Collaborative Programme on Residential basis is Rs 8000/day/participant,


plus Taxes as applicable. The programme fee Non-Residential basis is Rs. 7000/day/participant
plus Taxes as applicable.

3. T he programme brochure containing the details would be communicated by the concerned


programme co-ordinator, 4 to 6 weeks before the commencement of the programme. The
course fee will also be mentioned in the brochure.

4. T he Programmes are mainly residential and conducted at CIRE Campus, Shivarampally, Hyderabad.
Residential Fees includes Boarding and Accommodation in addition to tuition, courseware &
other facilities, field visit, etc. A non-Residential fee excludes Boarding and Accommodation.

5. The participants have to make their own arrangements to reach CIRE Campus.

0% Group Discount will be available for three or more participants from same utility. The
discount will be on participation basis.

7. T he Course fee may be paid in advance by bankers cheque or demand draft drawn in favour of
Central Institute for Rural Electrification payable at Hyderabad. However, the course fees can

About Hyderabad
Hyderabad, the capital of Telangana State, is a picturesque sprawling city and situated at an
elevation of 540 metres above the sea level and enjoys pleasant climate almost throughout
