Services required for O&M of lignite handling System round the clock
(4*135MW) for phase-1-stream 1 &2 of unit #1 to #4 all equipments (all type of
work Mechanical, Electrical & Instrument -control) for the period of six months.
Detail scope of work as per annexure A & manpower as per annexure B

Annexure A
Scope of Work for O&M of LHS for unit #1 & unit #2 of 135 MW Each

1. Operation & Maintenance of Lignite Handling System for two streams (phase-1) of entire
Lignite Handling System of 135MW each. Lignite handling system Includes crusher House.
Screen House, conveyors, bunker top floor, Feeding Point, cable Trays etc.
2. The contractor has to collect the material /spares from JSWEL-RWPL stores and transport the
same to work site for maintenance of the LHS at their own cost. Major spare parts shall be
used from Store only with approval of RWPL LHS.
3. All tools and tackles including welding machines with welding cables, gas cutting set with
O2&C2H2 cylinders- hose pipes, regulators along with fire arrestor, chain block, Hydraulic
Jockey, wrench machine fitter tools etc. required for maintenance of Lignite handling System
shall be in contractor Scope.
4. If generation loss incurred due to contractor fault then 10% of the total contract value shall be
recovered from contractor.
5. The O&M contractor has to liaison/co-ordinate with coal feeding contractor who is operating
dump truck, dozer, JCB & Hitachi for feeding of coal at emergency hopper.
6. The contractor has to deploy necessary manpower at emergency hopper to ensure proper
feeding of coal/lignite through emergency hopper and Vibro feeder.
7. RWPL will provide coal feeding coal contractor.
8. The contractor has to co-ordinate with feeding contractor and main control room for maintain
the bunker level full for two Units. The bunker level measurements manually by rope are in
contractors scope only .The rope should not be fallen down inside the bunkers at any cost.
9. The Contractor has to follow the safety Norms.
10. The Contractor has to follow the instruction of engineer in charge for operation and
maintenance of LHS.
11. Oil, grease & Vulcanizing Kit shall be provided by JSWEL-RWPL. All others consumables like
Welding electrode, Normal MS nuts & Bolts, cotton waste, gloves, goggles etc. required for
LHS shall be in contractor scope.
12. The contractor has to furnish the weekly & monthly Operation & maintenance reports. The
daily, weekly and monthly check sheets which is designed for LHS inspection for CM & PM of
all equipments to be filled regularly.
13. The contractor has to work round the clock basis including Sundays and holidays.
14. The contractor has to carry out the predictive/preventive maintenance to keep the system
healthy and reliable. He must have to carry out the break down maintenance in optimize way
that no generation loss should occurred.
15. Contractor has to clear the chokes of emergency hopper & vibro feeder.
16. The Contractor had to strictly adhere to Permit system develop by RWPL and follow the
necessary safety precautions wherever applicable.
17. Once the job is taken up, it will be continued round the clock till its completion & as per
instruction of site in charge.
18. Contractor has to remove all scrap immediately on completion of job.
19. The contractor should have their authorized representative available always at the site.
20. The area of work will be total lignite handling plant, from coal receiving to coal bunker feeding
point.
21. Proper records to be maintained by the contractor for all the jobs they have done. Contractor
has to report JSWEL-RWPL site engineer for the day to day progress on daily basis. He has to
prepare Preventive Schedule/Predictive Schedule for each equipment and report the same to
RWPL.
22. The contractor has to provide proper valid identity cards to all workmen along with police
verification before engaging them at work site.
23. Manpower deployed at Lignite Handling System as Site In charge, Shift in Charge, Mech.
Foreman etc. Should be competitive and approved by JSWEL-RWPL Engineer In charge. If
any misconduct, negligence, non performance or incompleteness of any worker/site in charge
is reported, he is to be removed immediately from the work site as per instruction of JSWEL-
RWPL Engineer in charge. Contractor shall arrange substitute for the same after approval of
JSWEL- RWPL.
24. The contractor should have site office at JSWEL-RWPL premises. The contractor has to
construct site office at their own cost.
25. In emergency cases, which shall be decided by JSWEL- RWPL site in charge, contractor may
be asked to stop the work & to cancel the permit to work & clear the site for taking the
equipments/system into operation.
26. The contractor has to be prepared to take up job on emergency basis round the clock basis.
27. Belt cold and hot Vulcanizing are in contractor scope. Solution & hardeners will be provided by
the JSWEL.
28. Bunker cleaning (inside) & floor under the contractor scope.
29. Housekeeping (every floor in primary & secondary crusher house, screen house, all conveyor
galleries, Tripper Floor, cable Trays,) under contractor scope. Cleaning with water as well as
with compressed air and vacuum cleaner must be in contractor scope. All the accessories for
cleaning
30. O & m of dust collection, sprinkling of water in yards, yard water collection & setting pond,
discharge line up to common ETP under contractor scope.
31. O&M of lignite/Coal sampling unit under contractor scope. Collection of sample.
32. Picking of stone at feeding point under contractor scope.
33. All jobs of electrical and c&I will be in contractor scope. For this contractor should deploy
appropriate manpower .at least one engineer in each shift.
34. All the cable trenches and floors must be cleaned regularly .housekeeping of LHS to be
maintained properly. Leakages/spillage to be prevented from skirts. Coal accumulation near
the conv. drives and tail end and below the conv. to be cleaned properly.
35. During work fire protection to be kept in mind and safety precaution to be taken care
regularly. Permit will be issued only after making safe condition for work only after safety
dept. Permission.
