TANZANIA EMBRACES OPEN DATA TO FOSTER DEVELOPMENT

during the workshop of Open Data which was conducted in Dar es Salaam in June, 2017.

THE Government of
Tanzania has said it is taking
measures to embrace Open
Data as a means of fostering
development and fulfiling its
plan of building an industrial
economy.
This was said by the Minister
of State in the Presidents
Office (Public Service
Management and Good
Governance), Ms Angellah
Kairuki (MP) when opening
the Open Data workshop in
Dar es Salaam recently.
Hon. Kairuki said the 5th
Phase Government is
committed to opening up
government data and make it
accessible to a wide range of
stakeholders, to work on e-
government solutions to
bring government services
closer to citizens and to use
technology and innovation
for improving the delivery
of services to citizens.
Tanzania joined the Open
Government Partnership
(OGP) in September 2011--
with the intention of
making the Government
business more open to its
citizens, hence improve
public service delivery,
government responsiveness,
combating corruption and
building greater trust, said
Hon. Kairuki.
According to her, Tanzanias
OGP commitments focus on
all four open government
pillars of transparency,
accountability and integrity,
citizens participation and--

technology and innovation.
Hon. Kairuki observed further that
no successful and meaningful
development will take place
without the use of data because
data is an important tool for
development.
For her part, the Director General
of the National Bureau of Statistics
(NBS), Dr. Albina Chuwa, said the
Open Data have made free access
of data, transform them into
machine readable, minimum
licence and confidentiality that will
quench the needs of citizens in
terms of making the Government
accountable for the quality of
services delivered.
Dr. Chuwa said since the Tanzania joined the

Data Initiative, it has published

who attended the meeting hosted by NBS during the Public Service Week which
was marked from 16th June to 23rd June, 2017.

According to him, the NBS draws
its powers from the newly enacted
Statistical Act, No. 2015.
The Act states that the NBS has the
mandate of coordinating and
monitoring all official statistical
activities inthe country and make
sure that all related surveys and
routine data collection activities
meet the set criteria of official
statistics, Mr Ruyobya detailed.
NBS as an autonomous institution
that deals with production of
official statistics has succeeded in
fulfilling its goals and objectives of
producing official statistics.
The official statistics is used by the
government in planning its
development programmes--
especially now when the
country is striving to build an
industrial economy, said Mr.
Ruyobya.
The Statistical Operations
Director said NBS caters to
serve all customers from
individuals to institutions. He
urged all interested parties to
visit NBS website and library
to obtain different publications
and reports, as these will fulfil
their statistic demands.
We are the producers and
suppliers of official statistical
publications and reports. So,
whoever is in need of such
information, then they should
visit our website or visit--
personally our libraries
located in all NBS offices in
Mainland regions, said Mr.
Ruyobya.
He expressed NBS grateful to
statistical stakeholders and
citizens who visited the
Bureau to learn on how
official statistics is produced
and disseminated and also
through their cooperation
during data collection.

HIV SURVEY ACHIEVES ITS TARGETS

THE 2016 Tanzania HIV
Impact Survey (2016THIS) was
successfully completed as the
target was met.
The survey that started on 27
September, 2016 targeting
reaching 16,000 households
which were randomly selected.
These included a total of 40,000
people and 8,000 children
nationwide.
The manner in which the survey
was conducted was such that
there were two teams--that of--
community mobilizers and that
of Data collectors. Community
mobilisers were to mobilise
the community by hosting
community meetings in
collaboration with local
leaders from the ward to the
Kitongoji level.
The data collectors teams
passed through all selected and
mobilized households and
conducted interviews and
biomarkers to all members of
the households.
Speaking during the retreat
session, on behalf of the
National Bureau of Statistics
Director General, the
Director of Statistical
Operations of NBS, Mr.
Irenius Ruyobya, said the
survey met its target by
reaching 521 Enumeration
Area (EA) out of 525 EA
countywide while the
remaining 4 EA was not
conducted due to security
reasons in Mkuranga, Kibiti
and Rufiji District.

information about HIV,

He said the results of the
survey will help the
government to measure how
it has succeeded in
combating HIV and also--
removing the challenges that
the sector has been facing.

with NBS, and OCGS and
other stakeholders who
participated in this survey,
were glad for the success
at National Level, HIV
We are very glad because
we have succeeded to reach
our target; we congratulate
everyone who participated in
this historical survey which
will provide us with multiple
results of HIV, Hepatitis B--
and C and also Syphilis,
said Mr. Morales.
The survey estimated the
burden of HIV in Tanzania,
examined the uptake of
preventive and
care/treatment related
services at the population
level, and estimated the
prevalence of HIV-related
risk factors, HIV incidence
prevalence, CD4 count,
syphilis prevalence, uptake
of HIV-related services,
(especially prevention of
mother-to-child transmission
(PMTCT)-) and exposure to
HIV interventions.

NSS EXCELLS IN THE PRODUCTION OF OFFICIAL STATISTICS

the country in production of
official statistics.
This was said by the
coordinator of the Tanzania
Statistical Master Plan
(TSMP), Mr. Philemon
Mahimbo, while presenting a
report on the process of how
NBS produces official
statistics in the country during
the workshop of lawyers and
public relation officers and
communications offciers from-
institutions held in Morogoro
Region early June, 2017.
Mr. Mahimbo said the NSS
was the initiative behind the
Tanzania Statistical Master
Plan (TSMP) programme
championed and funded by
the United Nations with the
aim of enlightening Africas
bureau in producing quality
and quantity of official
statistics.
The NSS programme was
established for the purpose of
brightening up Africas
bureaux in statistics sector.
programme was
implemented by NBS under
the Statistical Act No. 9 of
2015 which gave NBS the
mandate of coordinating and
monitoring all statistics
activities in the country,
said Mr. Mahimbo.

said the Statistics Act No. 9 of
2015 does not prohibit any
person or institution from
conducting a research and
publish its report as official
statistics but it needs all who
want to do so to consult NBS for
clarification of methodologies to

for any person or institution to

without consulting NBS; the

INFLATION RATE FOR JUNE DECREASES TO 5.4 PERCENT

THE headline inflation rate for
June, 2017 has decreased to 5.4
percent from 6.1 percent
recorded in May, 2017.
Addressing reporters in Dar es
Salaam when releasing the
Consumer Price Index (CPI) for
June, 2017, the Director of
Population Census and Social
Statistics of the National Bureau
of Statistics (NBS), Mr.
Ephraim Kwesigabo, said the
speed of price change for
commodities in June, 2017 has
further decreased as compared
to the speed of price change
recorded in May, 2017.
The CPI for June, 2017 has
decreased to 5.4 percent
compared to 6.1 percent
recorded in previous month.
The inflation rate has
decreased by 0.1 percent
compared to an increase of
0.2 percent recorded in May,
2017, said Mr. Kwesigabo.
He said the overall index has
decreased to 109.10 in June,
2017 from 109.26 recorded
in May, 2017. The decrease
of the overall index was
attributed to price decrease of
some food items.
Some food items that --
contributed to such decrease
were maize grains which
decrease by 5.1 percent,
maize flour by 2.4 percent,
cassava flour by 1.9 percent,
oranges by 2.4 percent,
sardines by 3.2 percent,
vegetables by 5.7 percent,
beans by 1.8 percent and
round potatoes by 6.2
percent.
He said the inflation rate for
food consumed at home and
away from home has
decreased to 9.8 percent from
11.8 percent recorded last
month while the 12 month
index change for non-food--
