The target growth rate was 2.1 percent annual gross domestic product (GDP) growth; the
achieved growth rate was 3.6 percent. During the first five-year plan the net domestic
product went up by 15 percent. The monsoons were good and there were relatively high
crop yields, boosting exchange reserves and per capita income, which went up 8 percent.
Lower increase of per capita income as compared to national income was due to rapid
population growth. Many irrigation projects were initiated during this period, including
the Bhakra Dam, Hirakud Dam, and Mettur Dam in South India. The World Health
Organization, with the Indian government, addressed children's health and reduced infant
mortality, contributing to population growth.
At the end of the plan period in 1956, five Indian Institutes of Technology (IITs) were
started as major technical institutions. University Grant Commission was set up to take
care of funding and take measures to strengthen the higher education in the country.
Contracts were signed to start five steel plants; however these plants did not come into
existence until the middle of the next five-year plan.
The Atomic Energy Commission was formed in 1957 with Homi J. Bhabha as the first
chairman. The Tata Institute of Fundamental Research was established as a research
institute. In 1957 a talent search and scholarship program was begun to find talented
young students to train for work in nuclear power.
Many primary schools were started in rural areas. In an effort to bring democracy to the
grassroot level, Panchayat elections were started and the states were given more
development responsibilities.
State electricity boards and state secondary education boards were formed. States were
made responsible for secondary and higher education. State road transportation
corporations were formed and local road building became a state responsibility.Gross
Domestic Product rate during this duration was lower at 2.7% due to 1962 Sino-Indian
War and Indo-Pakistani War of 1965.[citation needed]
Funds earmarked for the industrial development had to be used for the war effort. India
also performed the Smiling Buddha underground nuclear test in 1974, partially in
response to the United States deployment of the Seventh Fleet in the Bay of Bengal to
warn India against attacking West Pakistan and widening the war.
Fifth plan (1974-1979)
Stress was laid on employment, poverty alleviation, and justice. The plan also focused on
self-reliance in agricultural production and defense. In 1978 the newly elected Morarji
Desai government rejected the plan. Electricity Supply Act was enacted in 1975, which
enabled the Central Government to enter into power generation and transmission.[citation
needed]
When Rajiv Gandhi was elected as the prime minister, the young prime minister aimed
for rapid industrial development, especially in the area of information technology.
Progress was slow, however, partly because of caution on the part of labor and
communist leaders.
The Indian national highway system was introduced for the first time and many roads
were widened to accommodate the increasing traffic. Tourism also expanded.
The sixth plan also marked the beginning of economic liberalization. Price controls on
prices was eliminated and ration shops were closed. This led to an increase in food prices
and an increased cost of living.
Reduction of Infant mortality rate (IMR) to 45 per 1000 live births by 2007 and to 28 by
2012;
Reduction of Maternal Mortality Ratio (MMR) to 2 per 1000 live births by 2007 and to 1
by 2012;
Increase in forest and tree cover to 25 per cent by 2007 and 33 per cent by 2012;
All villages to have sustained access to potable drinking water within the Plan period;
Cleaning of all major polluted rivers by 2007 and other notified stretches by 2012;
Economic Growth further accelerated during this period and crosses over 8% by 2006.

Noted Bollywood actress Us. Shabana Azmi has been awarded the Gandhi International
Peace Prize for the year 2006. The prestigious award is given by the London-based
Gandhi Foundation.
On the occasion of the 94th Indian Science Congress held in Chidambaram (Tamil Nadu)
from January 3-7, 2007, Prime Minister Dr. Manmohan Singh gave away various awards
to some of the eminent scientists of the country. The awardees are as follows :
Mr. Yashpal Mittal, Dr. Anand Karve, Ms. Ashoka Gupta and Prof. Michael Xangler
were announced as the winners of the Jamnalal Bajaj Awards for 2007 in Mumbai
(Maharashtra) on October 16, 2007.
Eminent Kashmiri poet Mr. Rehman Rahi was chosen for the Jnanpith Award for 2004.
Mr. Rahi, 82, is one of the most eminent poets and critics of the Kashmiri anguage. His
notable creations include Subbuk Soda, Kalami Rahi and Siyah Rode ]aren Manz.
Ace trap shooter Manavjit Singh Sandhu was conferred the prestigious Rajiv Gandhi
Khel Ratna Award for 2006 by Hon'ble President Ms. Pratibha Patil on August 29, 2007
at the Ashoka Hall in the Rashtrapati Bhawan in New Delhi.

Bharatiya Jnanpith has chosen eminent Gujarati writer Mr. Narayan Mahadev Desai's
'Maroon Jeewan Aj Mari Vaani' for the 18th Moortidevi Award for 2004 and eminent
Hindi scholar Dr. Rammurti Sharma's 'Bharatiya Darshan Ki Chintandhara' for the 19th
Moortidevi Award for 2005.
Hon'ble President Ms. Pratibha Patil presented the Oustanding Parliamentarian Awards to
Union Agriculture Minister Mr. Sharad Pawar (2003), BJP leader Ms. Sushma Swaraj
(2004), Union Finance Minister Mr. P. Chidambaram (2005) and Mr. Mani Shankar
Aiyar, Minister of Panchayati Raj, Youth Affairs and Sports (2006) in New Delhi on
September 13, 2007.
Phalke Ratna Award: Bollywood legend Dilip Kumar was conferred the Phalke Ratna
Award on April 30, 2007 in Mumbai on the occasion of 138th birth anniversary of Dada
Saheb Phalke, the father of Indian cinema.
Pravasi Samman Awards: The 5th Pravasi Bharatiya Divas came to a close with the
conferment of the Pravasi Samman Awards to 15 outstanding people of Indian origin
associated with different fields by the then President Dr. A.PJ. Abdul Kalam at Vigyan
Bhavan in New Delhi on January 9, 2007.
The awardees included Mr. Gopal Raju (US), Lord Diljit Rana, MBE and member of
Britain's House of Lords, Mr. Dave Sukhdip Singh Hayer (Canada), Dr. M. Anirudhan
(US), Mr. Billy Nair (South Africa), Mr. Pheroze Nowrojee (Kenya), Mr. Nirmal K.
Sinha (US), Dr. K. R. Somasundram (Malaysia), Mr. Kenneth Benjamin (Jamaica), Mr.

Shanti Swatup Bhatnagar Prize: The Council of Scientific and Industrial Research (CSIR)
announced the winners of the Shanti Swarup Bhatnagar Prize to 11 scientists for their
oustanding contributions in various disciplines of science in New Delhi on September 26,
2007. The list of awardees included Narayanaswamy Srinivasan, Pundi Narasimham
Rangarajan, Rama Govindarajan, B.V. Rajarama Bhat, Budaraju Srinivasa Murthy, A.
Ajayaghosh, Anil Bhardwaj, Upinder Singh Bhalla, Amalendu Chandra, Yashwant Gupta

Prime Minister's Shram Vir Award 2005: Mr. M. Balachandran of Vikram Sarabhai
Space Centre (VSSC) has been awarded the prestigious Prime Minister's Shram Vir
Award for the year 2005 in recognition of his contribution towards production, cost
savings and for showing exemplary zeal and enthusiasm in discharging duties.
Yashwantrao Chavan Award, 2006: Infosys co-founder Mr. Narayana Murthy and his

The Indian Movie “Elizabeth: The Golden Age” directed by Sekhar Kapur bagged Oscar
for “The Best Costume Design. The movie “No country for old Men” bagged several
Oscar awards for the Best Movie, Best Director, Best Supporting Actor, and Best
Adapted Screenplay. The awards were presented in 80th Oscar Awards grand function at

They successfully flew around the world in 80 days in a microlight aircraft.¬
¬ Wing Commanders Rahul Monga and Anil Kumar achieved this feat. The aim was to
circumnavigate the earth (minimum distance of 36,889 km) in the shortest period of time.
