Overview
ThisuserguideisintendedforCustomsauthoritystaffmemberswhoareevaluatingandtesting
theUPUCustomsDeclarationSystem(CDS).

CDSprovidesameansforexchangingthefollowingstandardElectronicDataInterchange(EDI)
formatmessages:

requiretoconductyourtests.
Managemypreferences Setthecurrentuserslanguage,officeandtimezone
configuration,aswellashowdeclarationsandresponsesare
viewed,i.e.onthesamepageorondifferenttabs.
ThisfunctionisavailabletobothAdministratorandOperator
usertypes.
Add/Editfunctions Changeanexistingfunctionsaccessrights(forexample,give
Operatorusersaccessrights).

Manageorganization Setanorganizationsdefaultpreferences(language,currency
preferences codeanddateformat).Youcanalsousethisfunctiontoseta
securitytokenthatisusedforinterfacingCDSwithanexternal
application,anddefinefieldsforcustomsresponses.
Managerulesforcustoms Setrulesforautomaticallyprovidingresponsestoyourlocal
responses Post(forbothinboundandoutboundflows),and/ortothe
originPost(intheinboundflow),dependingonthecontentof
thedeclaration(seeConfiguringautomatedresponseruleson
page 7).
ManageEDIexchanges CreateEDIexchangeswithotherorganizations.Thisstepis
necessarytoexchangeCUSRSPmessageswithother
organizationsnotusingCDS,ortosendCUSRSPmessagesvia
Post*Net.

generated CDS.
UploadEDIfiles Manuallysend/uploadEDIfilestoCDSusingthewebinterface.
ThisisonlyusefulfortestingpurposesinaCDSpreproduction
environment,sinceinaproductionsettingEDImessageflowis
eitherhandledbythePNG(PostalNetworkGateway)
applicationinastandaloneinstallation,ordirectlybyPost*Net
intheCDSCentralversionoftheapplication.
Updatelocallanguagetext ChangetermsintheCDSinterfaceintoyourlanguageofchoice,
ifthedefaulttermsprovidedbyCDSdonotcorrespondwiththe
termsusedwithinyourorganizationorcountry.
Managecustomstaxes Configurebasictaxesanddutytypesandrulestobeapplied
basedondeclarationdata,bothforinboundandoutbound
flows.CDSincludesamorecomplextaxscriptingengine,thatis
availabletotheCDSSystemAdministrator.Adescriptionofits
useisincludedintheCDSInstallationandConfigurationGuide.
Manageorganization Addandmaintainexchangeratesusedbytheapplication.These
specificexchangerates exchangeratesarethentakenintoconsiderationbythePost/
Customsforwardingrules,aswellasbythedutiesandtaxes
assessmentmodule.CDSwillalwaysusethelastexchangerate
availableforanypairofcurrencycodes.
Managecustomsdecisions Addnewcustomsdecisionsspecifictoyourorganization/
country.Anexampleofsuchadecisionwouldbe:SenttoXray
machineuponarrival.
Manageallowedcustoms Definesequencesofallowedcustomsdecisions.Ifthefirst
decisions decisionisSendtoXraymachineuponarrival,youmayonly
wanttorestrictthenumberofpossiblesubsequentdecisionstoa
subsetofallavailabledecisions:Sendtoextensiveinspection,
Itemisclearedandfreetoleaveexchangeoffice,andnotshow
Customsdoesnotneedtoseeitasapossiblesubsequent
decision(i.e.sincecustomshasalreadyseenitintheXray
machine).

Configuring automated response rules


CDSCustomsAdministratoruserscanconfigure:

Automatedresponserulesforoutboundandinbounddeclarationssenttothembytheirlocal
Post

ThetransferoftheseresponsestothesendingPost,inthecaseofinbounddeclarations

Tomanageeitheroftheseconfigurations,clickManage rules for customs responses.

ConfiguringautomatedresponserulestoalocalPost
ToconfigureautomatedresponsestoyourlocalPostforbothinboundandoutbound
declarations,clicktheAuto response rulestab.

CDScheckseverydeclarationagainstyourconfigurationand,whenarulematches,provides
oneofthefollowingautomaticresponses:

Youcancreateanautomatedresponsebasedonacombinationofthefollowingcriteria:

EnteryourcombinationofcriteriaintheLogical expressionfieldandusethelogicaloperators
ANDandORincombinationwithbrackets(ifnecessary).

Finally,youcanrandomizeresponsesbysendingavaluebetween0and100intheApplies to a
percentage of items oftextbox.

Thisruleappliesto60%ofoutbounditems.Samplingisperformedrandomly.

OriginPostresponsetransferrules
ToconfigurerulesforautomaticallytransferringresponsestotheoriginPostforinboundmail,
selecttheOrigin post transfer rulestab.Theresponsedecisioncodewilldependontherule
definedforautomaticresponsestothelocalPost.Thisfunctionallowsyoutoconfigurerulesfor
additionallycreatingaresponsetothesendingPostifcertaincriteriaaremet.

Inthefollowingscreenshotexample,theCustomsresponsewillbeforwardedtothesending
PostifthesendingPostisAUA,RASorCLA.

Managing Customs taxes


CDSCustomsAdministratoruserscanconfiguretaxrulesthatcanbeappliedtoinboundor
outboundmailitemdeclarations.Newtaxrulesaretakenintoconsiderationwhencalculating
thedutyandtaxassessmentofmailitems.

Toconfigureautomatictaxcalculationrules:
1.ClickManage customs taxes.

2.ClickAddinthemaincustomstaxmenutoaddanewtypeoftaxtobecalculatedinthe
dutiesandtaxesassessmentofmailitems.

CustomstaxesinCDShavethreemaincharacteristics,whicharedisplayedassectionsinthe
Add/Edit customs taxscreen.

Intheexampleabove,wearecalculatingabasechargeofCHF20forevery
dutiablemailitemfromanycountry.
Rulesto Fordefiningasetofrulestodeterminetowhichinbound/outbounditemsthe
calculatetaxes taxesapply(forexample,therecouldbeaspecialtaxforalcohol,foritems
forinbound/ senttoagivenprovince,orforitemswhosevalueisaboveorbelowagiven
outbound threshold).

calculatingthistaxwillbe:5CHF(basetax)+12.5%oftotalvalue+3CHFperweightunit(kilo
orliterinthiscase).

Preparing Customs responses


ToprepareaCustomsresponse,youfirstsearchforadeclaration,thenreviewandupdateit.

Searchingfordeclarations
Youcansearchforadeclarationusingoneofthefollowingtwofunctions:

ifyouknowthemailitemID,clicktheCheck outbound/inbound item and create response


at customsfunctionandentertheID

ifyoudonotknowthemailitemID,searchfortheitemusingtheSearch declarations
function,detailedinthestepsthatfollow

2.ClicktheSelectlinknexttotherequiredmailitem(s)toaccessthedeclarationdata.

Afteryouhaveselectedadeclaration,youcanviewitandenteraresponse.

Tip: Intheexamplebelow,thepostaldeclarationandcustomsresponseareondifferent
pages.Toviewthemonthesamepage,updatethedefaultsettinginManage my
preferences.

Enteringadecisionandreason
ToupdatetheCustomsresponse:

1.ClicktheCustoms responsetab.

2.SelectyourdecisionfromtheDecisiondropdownmenu.
3.Enterareasonforthedecision.Ifthereisdutytobepaid,checktheDutiablecheckbox
andenteraClearance date(iftheitemiscleared).
4.Optionally,youcanenteradditionalinformation:
a.Tax/dutyinformationintheTotal duties/taxestable;clickEdittoaddinformationand
Updatetosaveyourchanges(Deletedeletesanentry,andCancelcancelsthecurrent
entry).
b.Entertheamountandcurrencycodeforanyotherfees(e.g.handlingfees)inTotal fee.
Tip: Administratoruserscanalsoautomatedutiesandtaxratingsassessmentsby:
Configuringtaxrulesatthenationallevel(onlyCustomsAdministratorscanconfigure
theserules);seeConfiguringautomatedresponserulesonpage 7formore
information.

Usingthetaxscriptingfunctionformorecomplexschemes(onlyMaster/System
Administratorscanusethisfunction)

5.Onceyourtaxrulesareconfigured,clickCalculate taxestoperformthecalculation
accordingtotheconfiguredrules.
6.SendtheresponsetothePostby:
a.Selectingaction52 (Store final).
b.ClickingStore.
Tip: Youcanalsostoreadraftofyourdecisionifelementsofyourdecisionarestillmissing,
byselectingaction51 (Create/update draft).

Updatingadecision
Customscanupdateadecisionifinformationaboutapostalitemhaschanged.Thiscanhappen
if,forexample,theriskassessmentchanges(tomoreornorisk)ordutiesandtaxeshavebeen
prepaid.

Forexample,youcanclearanitemafterreceivingconfirmationofprepaymentchargesby
followingthestepsabove.
